Executive Summary ൹ᥝ


problem

The drastic changes in climate patterns and natural environment in recent years

have prompted cities around the world to adopt balance development between land

development and economic growth. The construction of ecological cities has become

the leading trend for the current movements for sustained development and actual

implementations. Although significant attention has been given to the promotion and

discussion of urban development policies, such as ecological city, townscape

renaissance, ecological community, green building and so forth in Taiwan during the

past few years, little attention had been paid to the construction and studies on the

eco-village. It is important to realize that sound urban development calls for balanced

development between urban and rural areas and the concept of the eco-village has

already been under development for several years around the world with successful cases.

In accordance with overview the national green building assessment system of the United States, Japan, and the United Kingdom, the general version of the green building assessment that has been applied to the original one is revised to five versions: for new buildings, different evaluation manuals are set according to the type of use. It is classified into three categories: "accommodation", "factory" and "basic".


 

Opportunity


Problem & Solution The development and prosperity of China's construction industry, coupled with the increased demand and urbanization in recent years, has resulted in a lot of energy and resource waste, and environmental and health problems have become increasingly serious. In order to improve this problem and respond to international trends, China has implemented a “Green Building Mark” system with nine major evaluation indicators. In many cases of reviewing and obtaining the Green Building Mark, it can be found that the nine major indicators have the lowest application for CO2 reduction, waste reduction, and indoor environment (this study is called the weak indicator), and these three indicators There is no policy enforcement requirement. In addition, in the construction environment, the assessment results of building materials and equipment affecting these three major indicators are very large. Therefore, it is necessary to carefully explore the extent of the three major indicators of building materials equipment and propose possible solutions to improve the quality of the overall green building.To understand and figure out the possible solutions to this 4 major hindrance factors a feedback questionnaire was proceed in the end of this study The result showed as followings: 1 The added cost (12%) can be accepted by the developers 2 More mandatory regulations and reward measures to the condominiums should be implemented to improve the total achievement of EEWH system 3 The assistance from professional groups should be provided during the evaluation process 4 Sort out the credential content of EEWH system With the discussions among lower-application indicators and 4 major hindrance factors the result of this research is hoped-for being offered as the reference bases for strategy making and policy design of building industry and relative government departments in the future.


Target Market

1.The cases of certified green building have a lower percentage of 13.72% among all the verified cases.

2.How is the applicability of measurement parameters for green building in different building types?

Execution


Recently, electricity consumption has been high. The government may push the major electricity consumers to raise energy-saving standards this summer, and once again show that green buildings can play an important role in energy conservation. The housing agency industry said that green buildings are the standard for new buildings, which not only saves energy but also enhances the image of the building.

Marketing & Sales

This summer's summer vacation will promote the power-saving policy, set a 5% energy-saving target for industrial power users, and have a reward and punishment system; the general family set a target of 5% to 10%, and hope to control the peak power consumption. The green building seals of various grades are only the government's norms. The responsibility of the industry is to find more advanced building materials and engineering methods to improve the eďŹƒciency of energy saving and carbon reduction in green buildings.

Financing As the green energy industry needs a lot of money to focus on, countries must be able to achieve a low-carbon transformation, the financial services industry will play an indispensable role, and extend many green economyrelated innovative services, such as green loans, green bonds, green insurance, Green funds, etc., and the scale is getting more and more impressive.

Statements (1). Over-stringent roof insulation regulations

Strict regulation of roof insulation in subtropical climate area results in high energy eďŹƒciency, but roof insulation regulations should focus on areas equipped with air-conditioners and also where there are high human activities. However, present regulations requires for some non-living spaces, such as unattended warehouses, toilets, indoor carparks, semi-outdoor corridors and terraces to abide by the same stringent roof insulation requirements.

In view of this, this study suggests that living spaces and nonliving spaces should be assessed separately with two independent sets of criteria.

(2). Reduction of reflective pollution problem

The Building Code and Regulations requires that the reflectivity of the glass on the external walls of buildings and skylights to fall below a certain limit. However, the problem of reflect pollution is still severe, and hence civil complaints, statements and lawsuit cases are still occurring frequently. In this study, we propose to strengthen the upper limit of the visible reflectance of the glass as well as gradually eliminating the problem of the reflective pollution.
