專案介紹 Project Statement 臺灣是個海洋國家,尤其東部擁有多元豐富的海洋資源,建置海洋資 源博物館以展現海洋資源與產業,推廣臺灣多元豐富的海洋資源、海洋文 化及海洋產業,以達到海洋教育「識海、親海、愛海」的終身教育目標, 並與臺灣海洋資源、在地產業及文化結合,串聯北起七星潭南至花蓮賞鯨 碼頭,規劃花蓮海岸為海洋資源產業廊道。 本計畫目的希冀藉由海洋資源博物館展示內容之初步規劃、用地取得 方式法令研析及可行性、工程期程規劃及開發經費估算進行探討研究,以 協助機關擬定後續建置海洋資源博物館及爭取中長程計畫之推動經費。 計畫範圍於台肥花蓮深層海水園區南側空間新設一海洋資源博物館, 以本博物館為核心,串聯北起七星潭南至花蓮賞鯨碼頭,整體規劃為花蓮 海洋資源產業廊道,並提出區域內串聯海洋資源產業廊道之構想。

整體發展願景定位 長久以來,花蓮有著「臺灣渡假後花園」的盛名,吸引了無數 的國內遊客前來感受花蓮美好的山水風光,近年逐漸聞名國際,成 為國外背包客爭相矚目的旅遊秘境天堂,在此前景下,我們希望能 夠帶領未來更多遊人深入體驗花蓮的在地文化,更回歸「洄瀾」本 質,透過展現海洋文化與特色海岸地形、傳統漁業、海洋產業、生 態資源等真實互動,引領每一個來到花蓮的遊客、以及在地年輕世 代,都能夠在心中勾勒出最深刻的「夢迴海洋.洄瀾奇緣」。 同時,我們期望導入「Ecomuseum生態博物館」的深度體驗模 式,遊客的對於在地自然與文化遺產的認識與體驗將不再侷限於制 式空間與圖文呈現之下,無論主客都將有機會浸沐於在地陳釀長久 的醇厚自然人文遺產中。整合政府資源、專家指導、民眾參與,以 及周邊既有資源、國家公園及國家風景區,重新整合觀光遊憩體系 之經營與管理策略,利用地方資源共享且整合產業、文化、地景及 生態系統,建構「海洋生態博物館核心廊帶」,由此為起點,帶動 周邊區域新生活模式、擴大博物館即將帶給遊客的多元五感體驗領 域。 4

建築設計概念

ARCHITECTURE CONCEPT

環繞「夢迴海洋.洄瀾奇緣」的主題下,核心區主建築的空間規劃,展現海洋生物在海 洋悠游的樣態。在建築造型設計上,參考身形較為扁平的魟魚形態,特意壓低建築高度,作為 一片綠葉陪襯當地自然且壯麗的海岸地景。建築幅度以「海洋資源核心區」為最寬,依序漸窄 至「海洋文化體驗區」及「海洋自然資源共生共榮區」,呼應在開放水域優雅滑行的魟魚,或 飛魚躍出水面暫時遺留的S形軌跡。魟魚背上迷人的花紋轉化為屋頂採光,以獲取足夠的陽光 ,減少能源使用及浪費,也創造有機且多變的光影變化。

Fishing LEARNING 食魚文化 漁場體驗

建築內部以一樓為主要展示空間,展示內容以民眾無法親身體驗的自然資源、人文歷史 及產業資源等,如:橫渡黑水溝、黑潮的流動、發電方式、水下考古及海底地層變動等,透過 VR(Virtual Reality虛擬實境)、AR(Augmented Reality擴增實境)等互動式科技達到如身歷其境 的五感體驗。地下層規劃停車空間,提供約175輛小客車停放,以滿足停車需求且不影響地面 景緻,並有效減少車行動線對人行動線的干擾,提供舒適的遊覽環境。

專案介紹 Project Statement 屏東縣位臺灣最南端縣市,本計畫以屏東縣全區為研究範圍,總面積約 2,776 平方公里。 本計畫針對屏東全縣進行全面環境及觀光資源調查與分析,同時分析掌握近年觀光趨勢、遊客量推估及近年熱門觀 光活動發展等,透過對於環境資源潛力的掌握,建立以屏東縣自身特色為發展優勢的整體觀光規劃藍圖。在系統化下的 觀光分流、轉運及串聯中,連結既有發展良好的觀光重點,並藉由既有觀光潛力的能量,逐漸帶動新興觀光潛力點。 過去遊客多集中屏南恆春地區,以及近年因屏北山川琉璃吊橋之新建,觀光能量已過於集中屏北與屏南地區,為有 效彰顯屏中地區豐富多元的在地資源特色,本計畫將鏈結全屏東縣之觀光資源脈絡,延伸並強化至屏中地區之屏東市、 長治鄉、麟洛鄉、內埔鄉、萬丹鄉、⽵⽥鄉、萬巒鄉、泰武鄉、新園鄉、崁頂鄉、潮州鎮、來義鄉、新埤鄉、南州鄉、 東港鎮、林邊鄉、佳冬鄉、枋寮鄉及春⽇鄉等共 19 鄉鎮,針對屏中區域深入觀光串珠規劃與潛力亮點挖掘。 除此之外,更以近年國內熱門觀光發展趨勢──運動觀光熱潮為首要發展重點,結合各類運動觀光活動、露營等, 期待屏東豐富的山海資源成為發展運動觀光的重要基礎,逐步建立「南島陽光運動後花園」。

屏東縣整體觀光環境分析 全面針對屏東縣各層面資源,包含生態、人文、歷史、產業、運動等深入分析探討,以作為未來⻑遠觀光發展之基礎能量。環境地理生態面向:包含氣候、地質地形、水文 土壤、環境敏感、限制發展、災害潛勢區域;發展策略面向:包含屏東縣內上位及相關計畫、涉及相關法令、土地使用分區;人文面向包含:人口族群、特色民俗活動、產業、 道路交通系統、各級國家風景區、森林遊樂系統等。同時,將所有觀光資源進行分類統整,並盤點相關既有運動觀光資源,作為未來規劃參考依據。

屏中縣地區觀光資源綜整 鎖定屏中地區19鄉鎮,更加深入盤點細部資源,如各項相關、跨域整合計畫、既有自行車道及驛站資源、既有觀光景點等。區內相關計畫未來都將可能是新興的觀光潛力點,亦 或能夠結合新能量的注入,整合成為更具發展爆發力的潛力據點。此外亦特別調查既有露營區及糖鐵支幹線分布,對於既有露營區掌握,更能強化展現山海資源,而對於糖鐵支 幹線分布的調查,則更加能夠探尋屏中地區平原觀光資源的魅力。

屏東整體觀光規劃構想:一核二轉 ‧ 三軸一道一環 觀光發展定位與策略 屏東各區域地理環境及在地特 色,擁有山、河、平原、海洋集於⼀ 身之獨特條件,本計畫希冀充分運 用屏東地區多元豐富的地理因素與 在地資源,挖掘深層的人文產業歷 史,豐富多變的在地環境中挖掘觀光 資源潛力點,並重新整合既有觀光 體系之觀光亮點,串聯打造屏東地 區觀光生活旅遊網,帶動周邊區域 新生活模式,以低碳、永續、生態、 環保等總體規劃理念,建構屏東觀 光願景。 1. 建立區域性觀光品牌、行銷國際觀光市場、健全資訊解說服務系統。 2. 保護自然生態環境、強化綠色永續觀光、推廣深度低碳旅遊。 3. 開發新潛力亮點、深耕既有市場、拓展養生慢活與樂齡旅遊。

整體發展規劃 依循屏東縣整體規劃「三核三 轉三點四線⼀網」之構想,以東港大 鵬灣作為觀光發展核心,潮州車站、 枋寮車站作為觀光轉運,將其「⼀ 核二轉」之區位設定納入本計畫發 展策略重點,強化全縣乃至本區域 的規劃策略延續與落實。 本區內提出「三軸⼀道⼀環」 之規劃構想,利用臺 27 線、臺 17 線、臺 1 線、185 線以及臺鐵廊道 等南北向軸線貫穿於屏中地區,作 為觀光網絡主動脈,輔以結合在地 特色文化與資源的低碳鐵馬迴圈, 串聯區內遊憩熱點與資源潛力營造 場址等觀光明珠,建構環保、健康、 樂活的旅遊網絡。 9

屏中地區擁有自高山至海洋綿延的豐富地理環境,期望藉由各 軸線的旅遊核心價值定位,賦予各區域具強烈自明性的觀光主題定 調,更能彰顯在地資源的特色,並在「三軸一道一環」的架構下, 建構屏中地區旅遊主動脈,系統化的方式帶動整體觀光。

本計畫以低碳、減量設計,特色亮點活動導入為本規劃設計核心 策略,透過拆除老舊設施、閒置窳陋空間、移除既有毀損且不合時 宜的設施體,擴增環湖休閒運動的大面積綠地,重整空間地形與步 道系統,強化步道系統串聯,以簡潔、開闊舒適的綠意環境,還予 本基地多元使用的空間。

透過對資源潛力點之整體規劃,創造地區觀光亮點,並串接既有 觀光資源,提升整體觀光吸引力。本計畫規劃之潛力點可分為三大 類型,分別為山林轉運門戶、運動樂活基地與低碳旅遊驛站,補足 旅客服務、觀光、住宿及運動休閒等需求,串聯屏中觀光旅遊產業。

■ 河海觀光軸:以臺 27 線銜接臺 17 線為主,,強調自 然水岸風光、生態賞鳥探索、水產特色體驗等主題。 ■ 田園觀光軸:以臺 1 線為主,強調內埔⽵⽥萬巒潮州之 客家文化、台糖鐵道五分車產業歷史、⽥園農產饗宴等主 題。

■ 鳥語水鄉探索路線:主打高屏溪、東港溪、麟洛溪等河溪資源, 以水岸生態賞鳥為發展主題,帶動藍色生態旅遊。 ■ 河海連線漫步路線:連結濱海、河溪至山林,以水岸風光漫步為 主軸,沿線體驗水產美食、生態潟湖之美,配合未來大潮州人工湖 計畫,帶動水資源教育體驗。 ■ 柔情客鄉靚走路線:運用在地極為豐富多樣的客家文化歷史資源, 帶領遊客深入探索客家純釀產業、傳統敬字文化等。

■ 山岳觀光軸:以 185 沿山公路為主,強調泰武咖啡廊 道、平地造林景觀、山林部落文化,導入健康樂活運動觀 光、平地露營等時下流行的旅遊熱門話題,打造生態觀光 廊道。

■ 糖鐵火車記憶路線:以南州、崁頂地區歷史悠久的台糖產業文化 為發展重點,再塑過去五分車歷史記憶風味。

■ 鐵路廊道:區內重要大眾運輸串聯幹線。

■ 部落山水挑戰路線:強調本區傳統部落、壯闊山河等自然與人文 資源,結合熱門的泰武自行車道,帶動低碳運動觀光。

■ 糖鐵觀光環:將屏東糖廠支幹線與南州糖廠支幹線以環 狀迴圈為主動脈串接沿鄉各重要景點。

■ 沿山樂活踏青路線:結合既有南和 - 望嘉 - 文樂自行車道與 185 沿山公路的山林自行車道,體驗沿山而騎、綜覽山林與平原景致的 輕鬆悠閒步調。

兩處位於屏北三地門鄉水門聚落,近年因山川琉璃吊橋興建帶 來大量遊客而更加車水馬龍,並扮演著進入三地門鄉、瑪家鄉 的重要交會點角色,極具交通與文化樞紐之開發價值。

屏東樂活觀光公園 - 空間規劃構想

潛力點挖掘:屏東麟洛運動公園 屏東麟洛運動公園位於麟洛、內埔、⽵⽥三鄉交界處, 基地⻑約 660 公尺,寬約 330 公尺,占地面積約 22 公頃, 為⼀既有開放性公園綠地,其坐落於臺 1 線與國道 3 號交叉 口、三鄉交界處,距離屏東市約 4 公里,交通易達性高。 以發展潛力較高之本公園作為亮點發展首站,承開闢最 初之「運動休閒」設置宗旨,同步與時俱進,導入時下多元 健康休閒觀光活動,強調全家闔歡的親子樂齡客層定位,架 構屬於本區的創意旅遊模式,再造屏東特色運動旅遊基地。 基地內部以多種運動遊戲休閒項目活動為主軸發展整 體空間機能分布,結合運動、休閒遊憩、藝術展示以及景觀 生態遊憩等多樣化機能,豐富的空間變化極富景觀園林多元 景致之趣。 空間設計內容 1. 大眾運輸轉運區 2. 迎賓廣場 3. 汽機車停車場 4. 至高休憩點 5. 林蔭花架 / 單車補給站 6. 飛機展示區 7. 廁所 8. 雙滑夢想塔

屏東樂活觀光公園 - 分期分區規劃

屏東樂活觀光公園 - 經營管理計畫

考量現今時代社會經濟、潮流等變化甚劇,本計畫將以短程開發項目之屏東縣 樂活觀光公園作為範本,於後續章節提出經營管理模式、行銷推廣計畫、績效評 估模式以及財務評估計畫之示範模式建立。

本計畫將以「永續經營管理」為基本發展價值,輔以「以人為本、樂活輕旅」 作為經營管理模式發展核心價值,落實後續經營管理制度。

第一期以雙滑夢想體驗區 ( 重點運動觀光遊憩設施置入區 ) 與部分湖濱區為主, 首先強力建立觀光亮點以吸引人潮,創造話題性。第二、三期則改善區內運動設 施,輔助運動觀光遊憩設施,加強整體發展。第四期則改善外環人行道空間,使 整體遊憩環境更加健全完善。四期共計經費 1 億 9,800 萬元。 總經費 ( 萬元 )

推動客家文化生活環境 營造計畫

策略上,本區建議將「雙滑夢想體驗區」、「入口停車場區」以 OT 經營作為 後續經營管理模式,減少縣府維護管理的人力成本支出,也為在地帶來更多就業 機會,帶動區域觀光發展正循環,同時更能導入民間創意,並建立水平與垂直面 向的經營管理分工整合。後續則藉由系統化績效評估管理模式,掌握營運方向。

財務計畫擬定上,分為財務經 費之投入、財務自償規劃、收益 回饋計畫擬定以及後續觀光效益 預估等。 透過遊客量推估,進行本計畫 營運收入的預估,相關營運收入 項目包含:高空滑索、森林滑軌、 螺旋滑梯 、眺望臺、停車場收費 及教育訓練活動配合舉辦等,並 制定相關收益回饋計畫。

Liu-Du Industrial Park, now renamed as Liu-Du Technology Park, which was the first set-up domestic flagship example industrial park in Taiwan. The economic miracle in 1950s-1960s in Taiwan could owe it's debt to the success of Liu-Du Industrial Park, and it brought unprecedented prosperity to the adjacent area. However, it was also the first industrial park to release land for other uses due to the recession. In addition to the economic recession, accompanied by land development these years, Keelung River gradually channelized and the risk of flooding hazard enhanced, the majority of industries closed down or transferred to other places. Idle industrial factories and chaos inundated the town, the impact of the flooding, fragmentary natural environment became the accurate reflection of the inappropriate land use. I was born in a industrial city in my country, therefore, the issue of how human development get along with ecological environment has been one of my concerns and interests. This project centers on "Land use suitability re-planning", "Green infrastructure reconnecting" and "Comprehensive river basin management reviewing". It will be a flagship example of how the first industrial park transforms into a stronger community that integrates ecological environment, post-industrial landscape and livable space, creating more opportunities to balance the relationship between humans and nature.

The three cities Keelung, Taipei and Xinpei constitute a daily living sphere in north Taiwan, many people who live in Keelung and Xinpei city commute between hometown and Taipei which is the capital of Taiwan. The site is wedged between the two cities and plays a crucial role to be a node.

The site is near the midstream where the flooding-prone area starts from. In order to improve the flooding issue, floodway was built to channel the flooding to the ocean. Despite the benefits of the flood rate decreasing, nobody can guarantee the safety in case of climate change in the future.

From green to grey The aboriginals were the earliest people to frequent this neighborhood area before 1600s led a nomadic lifestyle. In 1700s, part of the people who migrated from China in the 1700s settled here, and agriculture became the dominant industries along the river terrace. In 1965, Liu-Du Industrial Park was set and work opportunities increased, urban development expanded rapidly. In 1992, the industrial park reformed to a technology park as the flooding issue emerged and solved by heightening the levee. Even so, this area is still in decline.

In order to understand the condition of the site infrastructure, I identified the components of green and grey infrastructure is the principal task before comprehensive planning of green environment. Through mapping all the green and grey resources, it was more clear to understand the geographic context and existing landscape character for the basis of G.I environment, additionally, it assisted me with confirming fragmental space, sensitive land, limited-development and potential area.

Bending Keelung River shapes different and independent landuse across the area near Liu-Du Industrial Area. Based on existing riverbank type, adjacent landuse, and the safe level of how the riverfront can tolerate flooding, I worked out five proposed prototypes of riverbank.

Riverfront prototypes also help to shape the future landuse plan.Once the industrial area and idle land would be a release for flooding successfully, the existing residential area will benefit from the decreasing rate of flooding, and we can lower the height of levee and make the riverfront approachable.

Most people get in the site through the north road, therefore the land function near the north road is primarily targeted at sightseeing purpose. The middle and south landuse would be recreated mainly for the residents.

Mountain Liu-Du serves as the green node in the site. Through connecting with Keelung River, the node-corridor connection would be established and successfully set up a green infrastructure.

The lowest area would provide space to release flooding which serves as open space for the public. Additionally, all the land in the site would be well-prepared in hardscape to get along with the flooding.

In addition to site topography control, wetland would be the best strategy to combine flooding retention and leisure, and many outdoor spaces would be a temporary place for flooding detention.

How we utilize water is one of the most crucial issue in the site. In addition to flooding control strategy ,retention pond, street rain garden Greenland offer habitants and beauty of city landscape. This project also won Honorable Award in the Landscape Architecture Student Competition in 2013. I tried to make a bold imagination of the site before doing the graduation project. In 2030, it's essential to reduce and clear all the out-of-date industries, the land will return back to the original appearance before development, simple agricultural activities can be a pure lifestyle to live with the river and green. Industrial remains will be revived as modern post-industrial architecture for new uses. Liu-Du Industrial Park, which is the first industrial zone set-up in Taiwan, now will be the first to be recreated as a living paradise for habitats, and the suburban leisure center.

Due to the highly accessibility of the railway and Kaohsiung Harbor, which once ranked the third biggest container harbor in the world, the Cianjhen District in the past was the core industrial area and shipping hub of the city and as such has a glorious place in Kaohsiung’s history. In recent years, brand new urban planning transformed the land use into diverse aspects of commercial, culture and leisure nearby the harbor area.

Just on the brink of the harbor, the site is totally 60 meters wide and 1.3 km long is a series of demolished industrial fields. It is characterized by vast industrial structures with significant historic worth that were torn down. The open space centers on following the environmental context and the traces of industries as the design elements, accentuating the structuring axes and strategic spots to shape the framework. Apart from that, geometric topography is applied to emphasize the act of towing ships from water to ground, and providing a better view to the entire harbor. In this project, I was responsible for the comprehensive planning and the design work of the 80th rezoning area from competition phase, site investigation, detail design and construction budget...etc. This project is under contract work to conduct the construction, will be completed after 2019.

The historic legacy that used to tow ships from sea to land was partly conserved. It is visible at the ebb even though the landside was filled for the industry development.

Wooden Hill The space used to tow the ship is a significant harbor historic legacy. It was retained for education, and redesigned to add a wooden hill and three strips of representive pavement, following the trace of ships' towing track to show the acting in the past by a modest way.

Upon knowing that the legacy was not destoryed and still lay in underwater, I adjusted the design, and expect that the uniqueness of the site can be focused on.

My Contribution

Project Statement

In this project, site investigation and basic information collecting were carried out by 8 people, I took participation in site investigation that contains site visiting and interviews with local people, and every phase of site analysis discussion in the group. Additionally, I was mainly responsible for collecting and origanizing history context, and final drawing of site history timeline. By group work of backgruond study, we had more time to foucus on design ,respectively.

Hidden in dense suburban sprawl, the underground tanks which embrace historic allure and ecological value are inundated by the mixture of residential areas, industrial fields and overgrown land. The site had previously been a vital war fuel restoration to backup the air force during WWII. Currently, it still maintains the original appearance, but has almost been neglected by people for decades due to the establishment of the Hsinchu Science Park near the neighborhood area.

Due to multiple creativity of possibilities from the site , everyone in this group developed their own design for underground tanks.

This project aims to outline an overall vision for the nearby area to feature in war legacy education, industrial development, and sightseeing, also hope to enhance the numbers of visitors and lead people to soak in the cultural atmosphere. Containing 4 vast circular tanks, the underground tanks site was built under a gigantic mound and trees by 3-story-high retaining wall. It is the most wellpreserved among the group of the historical architectures. This project centers on reinventing the site as a historic and cultural park combined with hotel, exhibition centre, city open space and natural woodland. By living here, it can create a unique way to experience and explore the local history and recall the bygone prosperity in people's minds.

Regional Situation The Underground Tanks is just one part of the architectures group of the Hsinchu branch of Sixth Japanese Naval Fuel Plant, which was built in the Japanese Colonial Period (same time in WWII). These military buildings were dotted within this area and shaped by different architecture forms based on their different functions. However, after defeat, the Japanese retreated from Taiwan, most factories became temporary accommodation for the nationalist army who had retreated to Taiwan. As time went by, people’s use of these historical buildings have gradually transformed, and evaporated in the heat of modern urbanization. The transformation history of Naval Fuel Plant can approximately be divided into 4 periods(see below). This project hopes to create a historical-sightseeing-feature area, which is also wellequipped with cultural features and local living qualities based on the understanding of each legacy.

Additionally, these sites will be reinvented to integrate diverse recreational functions for sightseeing. The relationship basis between residential and industrial area is also reformed for a characteristic and attractive urban environment where locals and tourists will have the opportunities to explore history or simply enjoy in the peaceful surroundings.

As a result of the increased attention to ecotourism, in-depth travel and nature education in recent decades, the forest recreation park was set up to create a dialogue between nature and people. Shuangliu Forest Recreation Area is located in the mountainous area along the picturesque Shuangliu Creek, highly famous for it's breathtaking waterfall and magnificent mountains. Due to many years of neglect it brought problems such as damaged facilities and a lack of changing with the times.

This project centers on improvement of the service area before entering the main forest area, and aims to provide an interesting, vibrant and durable riverfront relaxing space for tourists. Three phases are contained to shape the new design including planning phase, right bank construction in the 1st phase and left bank construction in the 2nd phase. In the planning phase, it needed an overall rethinking for circulation, spatial character and the location of a new service center. In the 1st and 2nd phase, environmental detail design and construction supervision leads to physical improvement in the entrance area, forest classroom under canopy, serene pavilion in woods...and so on. In this project, I participated the planning and every detail design phases, and was also responsible for the 2nd phase detailed design work, and discussed details with the structure teams, prepared the governemnt submission for client.

A modest pavilion is set to hide in the woods with serene atmosphere of nature to provide meditation. The arrangement of the openings in the walls are designed to frame the trees in the surroundings, so that they better complement the natural green space.

Living Sponge 大林蒲求生計畫 基地位置 : 臺灣 ‧ 高雄市 ‧ 小港區 基地面積 : 484.1 公頃 作品類型 : 得獎作品|個人獨立作業 參加競賽 : 優選| 中華民國景觀學會第七屆全國學生景觀設計競圖 執行期間 : 2012.09.17 - 2012.11.18 指導老師 : 林碩彥老師 Dalinpu, it means "luxuriant woods" in Chinese, representing beautiful coastal forest in the past, but now is surrounded by heavy industrial zone in the north. Serious pollution and danger of operation accidental hazards are threats to the close neighborhood for the residents. Conflict and chaos are wedged between the government and community, arising from several terrible protects and resulting in lobbies. Even though, the ocean in the south of Dalinpu is still in the process of development of reclamation, and is going to be built into a yacht industries park. Dalinpu will be a truly isolated urban island in the near future. The only chance of survival would be the coastal area. I hoped to focus on the rights of residents and ecology, in search of the greening in the past. It viewed the reclamation area as a breathable and living sponge that can absorb sea water to bring life in. Apart from that, it created buffers between community and industries and wetland, separating the direct influence from the resident, the community and fish farm will be a protection for the coastal wetland. This project won the Excellence Award in the Taiwan National Landscape Architecture Student Competition in 2012, it was also the highest ranked among my school and earned praise from teachers and classmates.
