Editorial Fellow Rotarians, Every three years, Rotarians meet at the Council on Legislation to review and vote on proposed legislation that impacts how our organization is governed. The next council convenes April 10-15, 2016 in Chicago, Illinois. Past District Governor, Phil Lustig is representing District 6930 and will be attending and voting. In order to ensure our voices are Governor, heard we have arranged for every Rotarian in our district to provide feedback to Phil. If Eugene Burkett you go to our website, www.rotary6930.org you will find a tab labeled Council on Legislation. If you login using your email address you can then provide input on each of the proposals. All items of legislation are divided into two types: enactments and resolutions. A proposed enactment seeks to amend the RI constitutional documents. Constitutional documents include the RI Constitution, the RI Bylaws and the Standard Rotary Club Constitution. All enactments reference the 2013 Manual of Procedure page numbers of the constitutional document(s) they propose to amend. A proposed resolution is any item that does not seek to amend these documents but other RI policies and procedures. I encourage each of you to become familiar with these proposed changes and provide feedback so our vote in Chicago reflects the views of the members in our district. Clean water is a basic human need. Yet, at least 3,000 children die each day from diseases caused by unsafe water. Worldwide 2.5 billion people have no improved sanitation facilities and more than 783 million people lack access to clean drinking water. To help make an impact on this critical issue I am encouraging each club to have at one or two members join the Water and Sanitation Rotarian Action Group (WASRAG). The Water & Sanitation Rotarian Action Group (WASRAG) was formed in 2007 by a group of Rotarians, recognized by Rotary International, and focused on WASH projects. Since then it has facilitated many hundreds of projects – helping clubs find partners, ensuring sustainability, stressing the importance of a needs-driven approach, and developing best practices. They encourage a holistic, integrated approach in which water is not the end in itself, but is rather the means to a better life and livelihood in the community. Most importantly WASRAG links water and sanitation to improved hygiene, better health, and empowerment of the community – especially women, irrigation and agriculture, education and literacy and, ultimately, child mortality. For years Rotary’s LITERACY MONTH took place in March. Then, last year, the RI Board moved LITERACY MONTH to September. But most of our clubs in District 6930 will be celebrating LITERACY MONTH in March. That is as it should be for a district which stands out as a literacy champion (Last year 33 of our clubs earned the District Literacy Award and/or the Vocational Service Literacy Award). YOUR DISTRICT LITERACY COMMITTEE ENCOURAGES YOU TO CAP OFF YOUR CLUB’S CELEBRATION OF LITERACY MONTH BY APPLYING FOR THE DISTRICT LITERACY AWARD NOW Seven clubs have already done that (Boca Raton Sunrise, Boca Raton West, Delray Beach, Lake Worth, Palm Beach Flagler, Titusville and Wellington). As the presidents of those clubs prepare to deal with a flurry of paperwork in April, they won’t have to worry about the literacy applications. They’ve already applied and earned the award. You could join that happy club if you submit your literacy award application NOW. In February all club presidents were sent a copy of the literacy award application by email. If your club did not receive a copy, go to our district web site, click on the literacy option in the menu on the left side of the home page, AND WHEN THE LITERACY PAGE OPENS, click on the line which says “ CLICK HERE to download the 2014-2015 Rotary Club Literacy Award Application. YOU READ THAT RIGHT. The instructions refer to the 2014-2015 application. BUT WHEN YOU CLICK ON THAT LINK THE 2015-2016 LITERACY APPLICATION FORM WILL APPEAR. Are you committed to Rotary? Commitment is a way, either public or private, of attaching or assuming obligation and responsibility to someone with an objective. There are many different types of commitment, for example: religious commitments, relationship commitments, business commitments, or family commitments. Thus, commitment is a responsibility acquired by virtue of a verbal or written affirmation, made by ourselves. The expression “having a commitment” signifies being busy on a certain date, or having a bond or agreement with somebody. The word derives from “promise”, in other words “with a promise”. Meaning that when you have a commitment, you have a promise. (Wikipedia).

When a person become a Rotarian, this happens through a club. Thus, they know that every week, at the same day and time, they have a commitment. As the definition states, they have a promise, therefore they should not schedule anything on this day, as they already have a previously scheduled commitment. We Rotarians should be “proud” to be Rotarians. ● Are you proud to be a Rotarian? ● Are you truly a Rotarian? ● What have you done for your club? ● Do you attend your weekly meetings? ● Where are you during the time of the meetings? ● How is your commitment with your club? I am very proud to say that I am a Rotarian! I know that I am helping someone, somewhere in the world to have “Water, health, and an education!” What about you? Can you truly say that? Each one of us should have a commitment, think about this! Additionally, we should have “love and dedication” with what you claim to do, and “respect” with what you offer to do for your club, or district. Two years ago (2014-2015) I was invited by the governor of my District 6930 (Juan Ortega) to be responsible for the district newsletter... at the time I was happy for the invitation, but thinking about it now... how crazy! There are over 1,500 members in my district and I was the one chosen? I don’t even have good English! Yet I accepted the challenge because: Quest • Edition 08

1. There is a saying in Portuguese that states “I’m in the rain to get wet”. In other words, I’m a Rotarian, so I’m ready to work and to serve! 2. He invited me, thus, he believed that I was capable. 3. The governor needs help, he can’t do everything alone. 4. If I accepted it, I was assuming the commitment.

When I added the word love and dedication to commitment it is because, to me, they are needed for each other, if I focused only on commitment, maybe I wouldn’t be able to have such a great result.... everything is easy when it comes to others, right? But with you, everything is difficult, right? Nobody helps you... nobody does anything... etc... right? Exactly, for me it is also not easy; I ask other clubs to send me materials with news of their club, or events, for them to send me the flyers of their events so that I can put them in the newsletter, and how many send them to me? Very few, but I do my best, I try to give the reader valuable information, I search for the information that the clubs do not send to me... I have love and I dedicate myself to the newsletter! The Result? I was invited to continue doing the newsletter by Governor Gene Burkett (2015-2016) and by Governor Eric Gordon (2016-2017), and our district just received an award from Rotary International “2014-2015 Best District Newsletter”, do you know why? I am not better than anyone, but I had commitment (I assumed an obligation), dedication (zeal) and love (with the commitment that I accepted)! What about you? How are you acting with the commitments that you’ve accepted in you club and your district? “If I give all I possess to the poor and surrender my body... but have not love, I gain nothing” (1 Cor. 13:3) Be a gift to the world!

Zone 34 Interact Award 2015-16 The aim of international service in Interact is to encourage and foster the advancement of international understanding, goodwill and peace, through a world fellowship of youth united in the ideal of service. The aim of community and school service is to encourage and foster the application of the ideal of service by each Interact Club member to his or her personal, community and school life. Interact Clubs are asked to complete the following questionnaire to test their activities. Clubs that score at least 30 points, out of a possible 50, will qualify for the 2015-16 Zone Award. Once completed, this application should be reviewed and signed by the sponsoring Rotary Club president to certify the Interact Club's achievement and then sent to the District Governor (not to Rotary International), no later than the 31st of March, 2016. The answers to all questions below are subject to The Four Way Test! James is the acting vice president of our Student Government Associa-tion and the captain of the varsity cross country team. 111th Birthday Party celebration Since Feb. 23, 1905, for 111 years, Rotarians have contributed their time, energy and passion to sustainable, long-term projects in local communities across the globe. Projects focus on important issues like peace and conflict resolution, disease prevention and treatment, water and sanitation, maternal and child health, basic education and literacy and economic and community development. 
 The Rotary Club of Delray Beach was chartered 68 years ago on February 10, 1948 at the Colony Hotel under the sponsorship of the Rotary Club of Boynton Beach. It was established with 27 charter members and guided by our first President, Lauren C. Hand. The Rotary Club of Delray Beach, together with its charitable, tax exempt corporation, Delray Quest • Edition 08

Beach Rotary Fund, Inc., has been involved in numerous local and international projects. These projects include contributions of over $100,000 for scholarships to the local high school and over $65,000 for Polio Plus, a Rotary International Project to eradicate polio throughout the world. The funds to finance these projects were by various endeavors such as golf tournaments, bingo and our annual hot dog and soft drink sale at the Delray Affair. The next question was what were you doing and of course i still could not tell her the answer. Mother immediately picked up the phone to call our family doctor. in this small Ohio town he was available 24/7 for his patients. she was told that he was not available. “Why”, my mother asked and the answer

With my years training in aviation the army automatically sent me into the Air Corps where I could put my training to use. The basic training taught me to be a soldier. The exiting interview from basic training gave me the opportunity to select the part of the Air Corps and when Captain Bean, from Maine, asked me what I would like to do I told him that I had had good training in Meteorology and maybe they could use my training to their advantage the Captain said that he would see what he could do. The next thing I knew I was on my way to Denver, CO for a 3 months training in maintaining the gunnery computer in the new Boeing B-29 bomber. The job made me an expert in changing tubes in this new device that gave the planes gunners a hit rate of 10% rather than the 1% rate enjoyed by gunners in the Europe theatre. So I was really a gunnery sergeant who was really cannon fodder like all the other gunners on the airplanes. 24 years later after I finished my education as a radiologist that I was invited to join Rotary in New Orleans. The problem was that most meetings were at noon and that was the time that my referring physicians wanted

to visit me in my office to go over their patients X-rays. I had to decline the invitation even though I knew a lot more about this organization than in earlier years. The opportunity to join Rotary came again in 1980 when I accepted the job of Radiologist at the Jupiter Medical Center. This was a new hospital and the first year there, as the patient load developed, I had plenty of extra time on my hands and could easily take time off once a week to serve this organization that had leftg such a strong impression on me of what important business and professional people feel is important. One of my colleagues asked if I would give a talk to the membership and of course I accepted. After this presentation Dr. Everts invited me to become a member and this time I felt able to accept the offer and join the Jupiter-Tequsta Rotary Club (1980). The first three years I did enjoy the meetings and the membership but by then I was bored and thinking of resigning. It was then that the clubs weekly bulletin announced me as the new assistant treasurer and I suddenly had a job. Rotary became the saving grace of my existence. So remember to get your new members busy as soon as possible and you will keep them forever. At seven years I was the club president and at 12 years I accepted the job of district governor which was a fantastic opportunity to really carry my load of the work for our district. This year was just as trying and difficult as the first year of medical school but my fellow members guided me along and I remember the year as a great learning experience. I recommend it to everyone. My post governor years have been filled with numerous jobs in my club, in the District and at the Zone Institute. The most lasting job has been as the photographer from 1991 to date but home duties have required me to pass on most of the these jobs that required travel away from home. The latest assignment occurred in 2013 when I asked the district governor, Arthur Hodge, what I could do for him. The answer was I want a 6930 district history to cover the time from its formation in 1991 to date. This full year of working daily on the process produced an e book containing 7600 pages, and 3600 photos. It is very easy to add each additional year to the e book and offer a copy to any Rotarian at the cost of the flash drive and the mailing costs. For those who purchase a History e book any year can obtain the following years by returning the original flash drive and the cost is only the mailing. Another view of a service club came from my mother who spent the last third of her life in the Eastern Star of the Masonic lodge. She became very active in this organization when she retired from our family clothing business. She moved up through the chairs to Worthy Matron in Newcomerstown, Ohio and then through the chairs of the state organization to become the Ohio Worthy Matron. She told me that the friends that she made in this organization lasted her all the rest of the years of her life-friends to the end. I feel that Rotary is doing the same for me and I receive more benefits from my membership than I ever expected. They will only be able to get rid of me by death. The most interesting part of Rotary is that every member is a success in their community before joining the club. They all have already proven themselves by their success when they are asked to join the club. Each brings many talents to us and we need to open them up by listening to their ideas and by sharing our club with them. Give them a chance to use their energies for the benefit of the needy people in our world. Of the 10,000 Rotarians that I have known in my career to date, there was only one that I disliked which speaks of the very high quality person you will find in the organization.
