Funding policy for humanitarian aid projects For Greece & Cyprus
ellas, The Most Gracious place on Earth
Ellas, The Most Gracious place on Earth Ellas, The Most Gracious place on Earth
Greece has entered in a deep recession. The Government’s plan and the austerity measures for “Rescuing” Greece followed by the Government under the “Guidance” of the IMF and the European Allies are turning, as it was expected, to a disastrous result! The additional new taxation (added on the already heavy one), the lowering of the pensions, the lowering of the already low wages etc will not only bring NO results for the uplifting of the economy but will definitely draw the economy, at increasing pace, to the Bailout. This drives the citizens into despair and contaminates the spirit, body and soul of all who live in the area. These tough measures accompanied by the lack of investments and any substantial local production will definitely lead to a deeper recession and will inevitably drive the citizens into aggressiveness, probably even to riots, with no control of the final result. Our team is working intensively to find small and big solutions aiming to build something strong so as to counter balance this momentum. Our aim is to find means to inject HOPE and show some light at the end of the dark tunnel we are in and create a general welfare of the individuals of our Nation. This can only be achieved by finding different sources of funding in order to stimulate the economy of the Nation so all the citizens to have a good job, earn a great living and have hope and stamina to work and produce for the future. We need good health and education, we also need to build the vision and hope for the young generation, to relief the old and the poor, to reinforce the middle class but also to safeguard the rich as well. Greece- Cyprus Sustainability Program

Introduction Athens, June the 10 th, 2013
Ref: Greece- Cyprus Sustainability Program My name is Artemis Sorras, originated from Greece and domiciled In Patra- Greece, acting on behalf of myself, of the Organization E.N.D. (End National Debt) and the Greek and Cypriot Nationals globally. We have studied the Nations’ developing policy provisions and commitments of meeting in the short to medium and long term goals and objectives so as to make an appreciable desirable impact on Greece and Cyprus Republic's socioeconomic development process. Our aim is to assist the Government through a Joint Inter Infrastructural Development program to structure - mobilize funds to reinforce the local private business as well and to build infrastructure programs. This can be integrated into the overall developmental priorities and programmes of the country. Such policies and strategies are aimed at the implementation of initiatives that could contribute to addressing the key developmental challenges faced by both Greece and Cyprus . This program is intended to structure industry practice changing companies and projects to absorb the idea that food, fresh water, energy and good living in general can be produced sustainably. The Greece- Cyprus sustainability Program is designed for assisting our nations to help: prevent hunger, purify the water, produce our own food, travel everywhere with ease and at low cost, create our own energy as a nation, create our own fuel supply and improve our economy. This full sustainability program will create a huge momentum for the economy thus creating a better life for the inhabitants as well for the surrounding allies. This Program will lead the way in demonstrating that sustainable practices and technologies can yield recurring financial gain while enchasing our relationship with and minimizing our impact on our planet.

2. Objectives The funding is requested to finance humanitarian aid projects that conform to internationally recognized humanitarian principles. Our team will be co-coordinating and implement this task force in the maximum of professionalism and accuracy. This aid is intended to enable the Greek and Cypriot people to live in dignity and security who are in dire need that currently is beyond our power to alleviate. We aim to meet the basic needs, taking into account the special needs currently been created by the several austerity measures due to the financial crisis and of the highly vulnerable groups, including the homeless, elderly and poor people in particular. This humanitarian sustainability program is designed as a result of the catastrophic results that the austerity measures were forced to Greece and Cyprus by our Debtors that created protracted and complex crisis. In the interest of fostering humanitarian enhancement by Greek and Cypriot societies across in particular, our team will co-operate with a wide local as well as foreign partners network. Further to the different humanitarian projects, there is a great need for Cyprus to finance the refugees as a compensation for the losses suffered due to the Turkish invasion back in 1974. There was a huge economic as well as social abuse caused by Turkey when almost half of the island was invaded and been conquered and up to today they failed to fulfill any compensation in any respect to the refugees who have non been in position to use their properties up to today. Apart from covering the cost of the Humanitarian Projects, the following cost should be eligible for funding: • operation of motor vehicles for the purpose of project implementation; • locally customary and appropriate expenses for project implementing agency staff in the partner country as well as any operating costs incurred as a result of the project to be funded; • expenses for seconded staff of the recipient in accordance with our team rates as well as for any consulting services required in connection with project implementation; • costs arising in connection with project preparation, implementation and monitoring during the agreed project period; • measures to publicize the aid provided by our team in the partner country; • other expenses where justified in special circumstances; • Coordination, progress monitoring and project evaluation measures is required for funding from the humanitarian aid budget; Greece- Cyprus Sustainability Program

3. Type and scope for the grants 1.
Project funding grants in the form of non-repayable allocations will be made in the deficit-financing mode and otherwise in the fixed-sum financing or partial funding mode in accordance as exceptional cases;
2.
These financing modes are based on the principle that the aim of funding is to help our humanitarian nongovernmental organization achieve our public-interest goals as laid down in our statutes. This aid will be considered as humanitarian emergency in funding projects for which the recipient is not in position to raise sufficient funds and grants to other recipients will not ensure an appropriate emergency response.
3.
Financial plans as shown herein, are made based on the data collected and on estimated expenses and on surveys already implemented. The detailed individual measures envisaged and estimated expenses and specialized reports can be executed during the processing of the implementations of the different projects and after the funds are released.
4.
The Action will be culturally appropriate, adequate for the needs of the affected persons and comply with applicable international law and national legislation of the countries, Greece and Cyprus respectively, where the Action is implemented.

9. Conclusion
By summarising all the above, our services as the implementing facilitator will proceed in putting together the preliminary needs assessment that may be considered to: •
Draft the project facilities as to match the criteria and the service needs;
•
To help achieving of the relevant objectives of the governments towards the reformation of both the countries of Greece and Cyprus towards a better future; and
Detailed analyses and confirmation of these aspects will, however, have to be undertaken as a part of the working essays at a later stage. In the case we have common grounds to work on, our team will be happy to start drafting a more detailed essay. It is of course understood that all the above require great effort and time and can be implemented only after a serious agreement between the two Facilitating parties will be signed and sealed. Yours faithfully, Artemis Sorras & End National Debt (END) & The people of Greece & Cyprus
