As I write this I am gazing out the window at a golden sand beach and turquoise sea, having spent the past few months in the Caribbean visiting new real estate developments and showing clients around properties. I am currently in Las Terrenas in the Dominican Republic and it is great to see the energy here. Tourism is booming and several new hotels and residential projects have recently been launched. The DR is not the only Caribbean location to be seeing such exciting new developments. Boosted by record-breaking visitor arrivals, government incentives and increased air service, the region as a whole has achieved unprecedented growth in overseas visitor arrivals and an encouraging increase in property sales. New tourism and real estate projects are underway across the region, including but certainly not limited to Antigua, Barbados, Cayman Islands, Dominica, Mexico, St Kitts & Nevis and Turks & Caicos. In even more encouraging news, recent announcements report a strong pipeline of hotel rooms under construction across the region and plans for new real estate projects set to break ground or launch sales next year. Francisco Javier García Minister of Tourism, Dominican Republic Having studied Economics at the Autonomous University of Santo Domingo and Law at the University of the Caribbean (UNICARIBE), Francisco Javier García embarked on a career in politics. He has held various roles in government including Minister of Industry and Commerce. Since 2008 he has served as Minister of Tourism with overall responsibility for the development of tourism infrastructure and promotion. Here the Minister explains how the Dominican Republic became the Caribbean’s most visited country (page 35). Otmar Oduber Minister of Tourism, Aruba Otmar Oduber has been involved in the development of public sector and macroeconomic policies in Aruba for over 20 years. Having held various government roles, he was appointed as Minister of Tourism in 2009 and again in 2013. Making use of the linkages between the different areas in his ministerial portfolio, he is creating synergies between tourism and culture in order to enhance Aruba both as a destination and as a place to call home. Hola Havana The thaw in US-Cuba relations is leading to a tourism boom, but barriers to real estate investment remain After 55 years of frostiness, a sudden warming in relations between the United States and Cuba has directed attention towards the Cuban tourism industry. The Communist island saw an 18% increase in visitors to 2.62 million in the first nine months of 2015. Canadians lead the pack, followed by Germans and Britons. Cuba’s Tourism Minister has pledged to build 13,600 additional hotel rooms, attracting the attention of global hotel operators. However, opportunities in this largely untapped market do not come without risks. Cuban infrastructure

will take decades to bring up to international standards and bureaucracy remains a huge hurdle. Foreign companies, for example, must partner with a Cuban entity to do business. The Cuban real estate market is also tightly controlled by the government and except for a small number of condos, foreign ownership of property is still not permitted. Although Cuban nationals can now buy and sell property for the first time since the 1960s, it is expected to be quite some time until a second homes market for overseas buyers develops. Passports Please St Lucia is the latest Caribbean island to offer overseas investors the chance to become a citizen - and it has set its bar high From January 2016 up to 500 affluent foreign investors a year with a minimum net worth of $3m USD will be entitled to apply for St Lucian citizenship. The threshold is intentionally high as it “distinguishes St Lucia from other programmes,” said Ernest Hilaire, chairman of the island’s Citizenship by Investment Unit. St Lucia follows in the footsteps of Antigua & Barbuda, which launched its citizenship programme in 2013 with a minimum investment requirement of a $350,000 USD in approved real estate projects, including within the emerging 1,600-acre Antigua Special Economic Zone. Dominica recently broadened its offering so that investors in real estate worth at least $200,000 USD can qualify, while Grenada revived its scheme in 2013, which requires a minimum investment of $350,000 The Caribbean Property Investor, Issue 6 | 7thHeavenProperties.com
USD. The blueprint for such citizenship programmes comes from St Kitts & Nevis, which, according to the Federation’s Prime Minister, is “still the largest processor of applications in the region” and requires a minimum investment of $400,000 USD in property. Up, Up and Away Record tourist numbers have seen the Caribbean outpace the rest of the world for growth in visitor arrivals 2014 was a record-breaking year for tourism in the Caribbean. The region attracted more visitors than ever – 26.3 million – representing an increase of 5.3% over the previous year. Total tourist spend also broke previous records, amounting to a whopping $29.2 billion USD, according to the Caribbean Tourism Organisation (CTO). The Dominican Republic attracted the largest number of visitors (more than 5 million), followed by Cuba (3 million), Jamaica (2 million+), The Bahamas (1.4 million), Puerto Rico (1.68 million) and Aruba (more than 1 million). The US is the region’s main market, with 13 million Americans accounting for nearly half of the total arrivals, many of them travelling through countries such as Jamaica and the Cayman Islands to Cuba following the thawing of relations between the US and the

Caribbean island. Canadians also arrived in far greater numbers than the previous year with 2.1 million making a beeline for the region. The sector has continued to grow in 2015, which, combined with increasing flight options and a pipeline of 164 new hotels and resorts across the Caribbean and Mexico, is stimulating interest in real estate on many islands. The US, Canada and Europe account for the majority of enquiries. Window of Opportunity In every challenge there lies opportunity - as developers, hoteliers and investment funds are finding in the Caribbean Having been hampered by stalled projects and sluggish economies, several Caribbean territories have begun to turn the tide. The Bahamas’ $3.5 billion USD Baha Mar project, which went into receivership in October 2015, faces possible reprieve from investors while Resorts World is set to increase its investment in Bimini.. A new project called The Pointe also progresses towards completion, while Eleuthera is due to see a new landmark $100m USD Four Seasons resort. Over in recession-hit Puerto Rico, whose government has struggled with a mountain of debt, opportunist investors such as billionaire hedge fund manager John

Paulson have acquired several of the best hotels, spotting future potential in the US territory. After six years of recession, Barbados’s tourism sector is also on the rise again, with a 14.3% increase in visitor arrivals in the first half of 2015. Increased demand for accommodation has stimulated the creation of 2,300 extra hotel rooms, including the new Sandals Barbados and a new Hyatt and $200 million USD Wyndham Grand Resort are in the pipeline. Increased airlift from Caribbean Airlines, Avianca, Jet Blue and Air Canada is another clear sign of the island’s tourist revival.

For over 30 years New York born and bred designer Tommy Hilfiger has nurtured the growth of his namesake fashion business, building it into a global clothing and lifestyle brand that has become synonymous with a classic American preppy style (with a twist). Most people in such demanding roles seek out a special, private place to unwind and rejuvenate. For Tommy Hilfiger, that place is the exclusive private Caribbean island of Mustique in the Grenadines island chain. We asked him about his love of the island. What is it about Mustique that you like so much and why did you choose to build a home there? “I came to Mustique 30 years ago for a vacation, and I fell in love with the island. It’s peaceful, private and absolutely beautiful. I knew it would be a great place to spend holidays with my family.”
Hilfiger has returned to Mustique year in year out ever since. He visits “about four times a year,” he says. He loves the island so much

he bought a home there. Palm Beach, Hilfiger’s 8-bedroom beachfront residence, is set on 6.5 acres of land studded with 250 palm trees. The house is built in the classic style of architect Oliver Messel who was commissioned by Lord Glenconner to produce plans for 30 houses on Mustique, including one for Princess Margaret. Hilfiger purchased the plans and had them adapted to meet his personal preferences. We asked him about the house. What’s it like and what was the inspiration for it? “It’s called Palm Beach and it is a combination of British-colonial and old-world Caribbean architecture. I wanted something chic, but it had to be in harmony with its surroundings.”
The property exudes style and elegance, but with a pool overlooking the beach, tennis court, home cinema and well-stocked library, the house is kitted out with all the essentials required of a private sanctuary from the fast pace of New York. Can you tell us about the inspiration for your Spring 2016 collection? “The collection is a celebration of island life,” he explains. “We were inspired by holiday styles from the ‘70s, reimagined with a modern twist that’s sophisticated and fresh. It’s all about eclectic, handcrafted luxury with a laidback, effortless ease.”
Which other Caribbean islands do you enjoy visiting? “I love Jamaica and St Barts,” he says.
So, what exactly is it about the Caribbean that you love so much? “I love the vibrant Caribbean colors, the relaxed culture and the laidback island vibe – it’s easy and effortless.”

Dr. Hon. Rufus W. Ewing Premier The TCI tourism sector grew by 40.6% in 2014 and is the Caribbean’s fastest-growing tourist destination. In 2014, you hosted over 1.4 million visitors (435,000 of them stayover visitors). How did you achieve such phenomenal success? There are many reasons for that success. Firstly due to our nature, we are a well sought-after destination. So, Turks & Caicos is often at the top of the list of destinations of preference. Our geography has something to do with it as well. You mentioned that the US is your major source market. In order to build future growth, are your plans to build more in the US or diversify? We are definitely looking to diversify. We continue to build more in the US connecting more cities so that there are more routes from our major source market. We are looking to diversify so we are focussing on the South American market. We have been doing a lot of marketing in the South American market. So much so that next year the Premier’s Road Show will take place in South American markets and we are also looking at getting airlift connectivity in the South American mar-
ket to the Turks & Caicos. There are a few interested carriers that are ready to see how we can get that connectivity between the Turks & Caicos and the South American market. We also continue our efforts to market the Turks & Caicos to the European market. Over the past three years when you look at our statistics from countries like Italy, you can see our achievement. That has been helped by a shift from London Heathrow to Gatwick and via Antigua instead of The Bahamas, which has enabled us to have a larger carrier, a 777, out of London Gatwick. We have increased the flights from once per week to twice per week. So that has enabled us to bring more tourists from that market. That’s great that you have achieved such growth last year. Have you assumed the same level of growth over 2015? Yes definitely. We are well on track. The trends indicate that 2015 will end up being an improvement and an increase over 2014. Do you have a particular target in mind for 2016? When we look at the increase over the last two-three years, there has been an overall increase of 25% or so when you look at the overall stats – this of course includes both the overnight and the cruise stats. I don’t have a figure in mind for a % increase for 2016. How do you plan on achieving that growth over the next few years? Now that we have had increasing growth, our occupancy rates are sky high. We find that we used to have a longer slow season which traditionally spans from July through to October. But now our slow season seems to be really restricted to September. We are achieving occupancy above 60% well into August. So what we need to focus on is bringing more rooms, more inventory to the destination, because we haven’t had any significant increase in room keys over the past five or so years. The Shore Club was the last development to start and is on track to be completed very shortly and that will add room keys to the destination. The others that are lined up to start early next year include the Ritz Carlton and one or two others. Are your plans mainly focussed on the island of Providenciales or are you looking at the other islands as well? We are looking at the other islands as well. We are looking in particular at the island of Grand Turk. There are a number of projects that are listed that will help to increase overnight visitors to Grand Turk. We are in in discussions with airlines to increase flight service from the United States to Grand Turk. So, we are looking to increase airlift and marketing support for Grand Turk.

We are just one flight away from the entire eastern seaboard of the United States. So, our ability to get direct airlift from the eastern seaboard of the United States and Canada straight to the Turks & Caicos is a major advantage. Over the past few years we have been increasing the number of flights and routes, including the latest out of Chicago this winter and Dallas Houston, in addition to the eastern seaboard of the United States and that has resulted in a significant increase in tourism. It is also due to our marketing efforts over the last few years. We do an annual Premier’s Road Show. I go personally with members of the Hotel & Tourism Association and we go city to city. We do more than six cities in five days to market the Turks & Caicos Islands as the place to be. Some of the resorts such as Beaches, which is a major player in the market, also do some significant work along with the government to market and promote the Turks & Caicos. So persons come here and experience the services that are provided, the exclusive, luxury treatment that is given and the lovely beaches and this is what gets them to love the Turks & Caicos. A significant portion of our market is repeat guests and so we have persons who love to stay and come back again and that helps our real estate market as persons want to come back again and again and again.

On the island of South Caicos we are doing some development to renovate and extend the runway and develop a terminal to facilitate more flights into South Caicos to support the development of South Caicos. Regarding North Caicos, we are working with some hoteliers to redevelop the airport and to encourage resort development and tourism on North Caicos. So the focus is across the islands. On a slightly separate matter, there has been a lot of coverage in the press recently regarding the warming of relations between the US and Cuba? Given that the US is such an important source market for you, do you expect that this might be something that could enhance your tourism product or might be a challenge to future growth? I don’t think it will affect our market that much. The kind of tourists that come to Turks & Caicos is a little different to the kind of tourists that go to Cuba to a certain extent, even though you have nice beaches. We cater to higher end clientele through our tourism product. So, I don’t think the effect will be that great. I want to return to where you started. What does all this mean for property buyers? I know the latest reports on the real estate market suggest that the luxury real estate market has grown by almost 50% over 2015. What do you feel that the growth in the tourism sector means for property buyers?
Well, we find that those two normally go hand in hand. When we see there is an increase in tourism numbers, we find there is a significant increase in the number of properties being bought on island. As I stated before, this is due to persons visiting for the first time, falling in love with the island and would like to return and purchase a second home in the Turks & Caicos Islands. We have a number of persons who are attracted to the Turks & Caicos and purchase property. Tourism in terms of real estate is a big market, a big issue for us. One of the reasons we have been able to accommodate such a big increase in tourism arrivals without actually increasing our hotel room inventory that much over the past five years is because we have a lot of properties and land being bought and houses being built and persons are using them as second homes and renting them as vacation villas. We have lots of high end luxury villas in the Turks & Caicos Islands. These are high end homes. These are homes that can fetch $1.5 – 2 million USD for a 3 bedroom home. Are there any particular initiatives from the TCI government to boost the luxury real estate sector further? There are some initiatives. We are looking at making some adjustments to the concessionary rates that would normally apply for import for micro resorts. We are going fully ahead with some of them and we are likewise encouraging long-term residents with subsidies.

Francisco Javier Garcia Minister of Tourism The Dominican Republic is the Caribbean’s top tourist destination. How many visitors does the country attract annually and what level of growth has the sector achieved in recent years? Our airports recorded a record 5,141,377 non-resident arrivals in 2014, which is a 9.6% increase over 2013. We’ve already seen 8% growth in Dominican Republic’s tourism numbers thus far in 2015. As recently as September 2015, travel was up 17% compared to the same month of 2014. With the tourism sector at its strongest in 40 years, the country is on track to reach its goal of welcoming 10 million tourists annually within the next decade.

What are the Dominican Republic’s most important source markets? Our single-largest source market is the United States, comprising approximately 35% of total visitors. Canada and Europe are also major source market, representing 14% and 23% of total visitors respectively. Why is the country such a popular choice for overseas visitors? What features and amenities attract tourists? As far as attractions are concerned, Dominican Republic is a destination that truly does have it all and we pride ourselves on making sure our visitors are sat-

Which major international brands and investors have you recently succeeded in attracting to the Dominican Republic’s tourism sector? We’ve welcomed a large number of major international brands to the country, many of which are from the USA
and Europe. For example, international hotel brand Marriott recently opened a JW Marriott in Santo Domingo and Gansevoort opened a resort at Playa Imbert on the northern coast. Spanish hotel chain Bahía Príncipe also has a large presence in the country. In other sectors, taxi service Uber and Canadian fitness center operator Planet Fitness both entered the Dominican Republic market in 2015. What improvements and investments have been made to support the future growth of the tourism sector? Dominican Republic is continually adding new hotels and resort expansions in the key tourist destinations of Punta Cana, Santo Domingo, La Romana, Puerto Plata and Samaná in preparation for an increase in visitor numbers over this decade. In addition to continuing the expansion of our “Dominican Republic Has it All” marketing efforts in North and South America, we have also worked to reposition our brand in European markets. We also continue to invest in efforts to improve our tourism infrastructure. For example, we have recently made improvements aimed at making travel faster, safer and more efficient. Santo Domingo can now be reached from Punta Cana in a 2 hour drive thanks to a new highway linking our 2 most important destinations. On the northern coast, Puerto Plata has taken steps to develop new cultural attractions for tourists, including cruise visitors who disembark at Carnival Cruise Lines' new $65 million USD Amber Cove Cruise Center along the Bay of Maimon near Puerto Plata, which welcomed its first ship and visitors in October 2015. The Santiago bypass, another road project, has cut driving time from Santo Domingo to Puerto Plata by 30 minutes, and a new connection will shorten the trip even more. The last stretch of the Uvero Alto-Miches highway, linking Uvero Alto and Miches to Sabana de la Mar, was completed in the summer of 2015. What are your predictions for 2016? We are predicting 2016 to be even more successful than this year, thanks in part to our efforts to develop our infrastructure and facilities to accommodate the influx of tourists. We have long been a popular escape for those seeking all-inclusives and beachside relaxation. We have now launched campaigns focused on shining a spotlight on the rest of the country’s offerings, as Punta Cana is just the tip of the iceberg, so to speak. Beyond the sprawling hotels we’re already known for, adventure tourism, boutique travel, eco-tourism, wellness travel, gastronomic tourism and much more can all be found in Dominican Republic. Our new campaigns will work to show travelers who perhaps hadn’t considered this part of Dominican Republic’s identity that the country has amazing “hidden gems” waiting for them to explore.

We’ve seen a spike in interest in real estate development in both the already-popular tourism hotspots that are prime for expansion projects, as well as areas of the country that are currently our “hidden gems,” soon to be ready to welcome international guests. We’re looking forward to showing off areas which were previously less accessible and providing jobs to locals in areas that didn’t have the opportunity in the past. Additionally, we’ve seen an increase in international retirees purchasing second homes in the country, thanks to attractive pricing in the housing market, low cost of living and consistent warm and pleasant weather.

Otmar Oduber Minister of Tourism, Transportation, Primary Sector and Culture What is it about Aruba that overseas visitors love so much? Celebrated as one of the most revisited destinations in the Caribbean, Aruba is beloved by repeat guests and first time visitors for its constant sunshine and 82-degree weather year-round, booming culinary scene, vibrant culture, endless array of land/water sports, signature experiences and most notably – friendly locals who enthusiastically offer a warm “Bon Bini” (or “Welcome”) to those who choose Aruba as their vacation paradise. Tourism is Aruba’s heart and soul, and our people have both a love and responsibility for improving the on-island experience year after year. How important is tourism to Aruba? According to The World Travel and Tourism Council (WTTC) – the global authority on the economic and social contribution of Travel & Tourism – Aruba’s GDP is more reliant on travel and tourism than any other nation, relative to its size, in the world. Tourism currently accounts for 88% of our GDP and only continues to grow. It is a special thing to see our government, the Aruba Tourism Authority (ATA), on-island industry partners and passionate locals all working together to ensure our small, but happy island. How large is the island’s tourism sector? Last year we made history – welcoming more than 1.07 million stay-over visitors overall in 2014. This was a
9.5% increase, compared to the same period in 2013. The previous record for annual stay-over visitors in Aruba was 979,256 in 2013, preceded by 903,934 in 2012. What objectives are you working towards? After last year’s unprecedented milestone, the ATA set an aggressive goal for an 11.5% increase in stay-over visits, as well as a 4% increase in tourism receipts. We are on track to surpass those marks as we constantly enhance the on-island experience and appeal to travelers in new and creative ways. How are you working towards achieving these growth objectives? Our target audience visits more than 20 websites before booking their vacation, so it is essential for us to maintain a presence throughout that process with a timely, persuasive message at each stage. Most recently, we introduced the Happiness Builder, appealing to the tech-savvy traveler and allowing visitors to plan and share their perfect Aruba vacation before ever stepping foot on our island. The Happiness Builder is a content-rich planning experience where travelers can explore nearly 100 videos featuring adventure, relaxation, romance and cultural activities in Aruba. The Aruba Airport Authority has fully renovated the Reina Beatrix International Airport, introducing new amenities and services true to the One happy island brand. This includes an airport-wide Wi-Fi upgrade, installation of APC and ABC Kiosks, three new F&B concepts and an additional 150 seats, and an update to the airport arrival hall and VIP lounges. Airport investments between $100-150 million USD are planned in the upcoming years, as traffic continues to reach new heights. With more than 90 nationalities represented onisland, we also take great pride in our vibrant culture, and are enthusiastically redeveloping the city of San Nicolas as our cultural heritage center. Foreign demand for property in the Caribbean has traditionally been associated with affluent British, Canadian, and United States citizens purchasing a holiday home in their own small corner of paradise. This ‘holiday home’ or ‘second home’ market has seen investments ranging from the hundreds of thousands to millions of dollars. With the introduction of citizenship by investment programmes to the Caribbean, however, purchasers now have a different goal: obtaining a second passport by way of investing in pre-approved real estate. Eligible real estate tends to consist of a condominium, villa or hotel room that can be rented out to generate income when not in personal use.
The concept of citizenship by investment, or economic citizenship, was first formulated in St Kitts and Nevis. This two-island nation opened citizenship to foreign investors and their families in 1984, and now runs the World’s oldest and most trusted programme of its kind. Under the St Kitts and Nevis Citizenship by Investment Programme, investors have two options to fulfil eligibility requirements: they can either make a donation to the Government’s Sugar Industry Diversification Foundation (SIDF), or they can invest in Government-approved real estate. The SIDF was created to help diversify the nation’s economy through targeted investment. Government-approved real estate includes hotel and resort shares, as well as various luxu-

ry properties such as villas and apartments overlooking the Caribbean Sea. The real estate must be held for at least five years from the date citizenship is obtained, after which time purchasers may sell their property with capital appreciation. Investors choosing to acquire property in St Kitts and Nevis do so knowing that it is a growing tourist destination, which has nurtured its reputation among overseas visitors and courted a range of international tourism brands to enhance its status. They also look to St Kitts and Nevis as a country benefiting from a passport which offers the freedom to travel visa-free to 120+ countries worldwide, including the entire EU. Finally, the Government of St Kitts and Nevis does not

tax individuals on capital gains, making the purchase and sale of homes easy and more affordable. Single applicants choosing the real estate route must invest at least $400,000 USD and pay an additional $57,500 USD in government and due diligence fees. The property developments approved by the Government of St Kitts and Nevis offer purchasers high yields and anticipated capital appreciation. By contrast, single applicants choosing to the SIDF route are required to contribute $250,000 USD, plus $7,500 USD in due diligence fees. Other Caribbean nations have also adopted highly successful citizenship by investment programmes, with real estate continuing to play a key role. The Com-

MONEY citizenship monwealth of Dominica inaugurated its Citizenship by Investment Programme in 1993, which currently offers two potential paths to citizenship. The first involves a donation to the Economic Diversification Fund (EDF), whilst the second involves the purchase of real estate on the island. This real estate must be pre-approved by the Dominican Government, and it may only be resold three years after the investor is granted citizenship. At that point, the investor need not pay any capital gains tax on the disposal of his or her property. Dominica’s EDF is monitored by the Government and aims to strengthen and diversify Dominica’s economy by, for example, boosting the tourism and agriculture sectors. Single applicants that choose this route are required to make a one-time $100,000 USD donation to the EDF, and make an additional $10,500 USD payment to cover the cost of the Government’s processing fees and strict due diligence procedures. Known for its commitment to preserving its unique, pristine environment, the Government of Dominica has been very strict in approving development projects. The Cabrits Resort Kempinski, which will be nestled between Dominica’s lush, green hills and the calm Caribbean waters, was approved in 2015 and is anticipated to become the island’s first ultra-luxury resort. The island will also welcome a modern luxurious Hilton Curio with cliff hanging villas. Under the Commonwealth of Dominica Citizenship Act, single applicants that choose the real estate option must invest a minimum of $200,000 USD and pay $60,500 USD in government, processing, and due diligence fees. The tri-island nation of Grenada restored its Citizenship by Investment Programme in 2013, in the wake of its growing popularity as a destination renowned for low key luxury. A-listers have bought luxury property on the island, and Grenada’s pastel-coloured Port Louis mega yacht marina has quickly come to be known as the ‘Portofino of the Caribbean.’ With beautiful beaches, numerous waterfalls, lush green mountains and a prime position close to the Grenadines, it should come as no surprise that foreign investors have been closely watching the property market in Grenada and predicting growing returns.
Grenada’s Citizenship by Investment Programme, much like those of St Kitts and Nevis and Dominica, allows individuals and their families to invest in pre-approved real estate for the purpose of obtaining citizenship. Applicants must invest at least $350,000 USD in real estate plus an additional $50,000 USD in government fees and $8,000 USD in application, processing, and due diligence fees. The purchased real estate must be held for at least three years following the awarding of citizenship, at which time it may be disposed of without the seller having to pay any capital gains tax. Under the Grenada Programme, applicants also have the option to make a contribution to the country’s National Transformation Fund (NTF). The capital raised by the NTF is invested into Grenada’s economy and used to sponsor alternative energy use and other projects deemed essential to the growth of the economy of the island of Grenada and its sister-islands Carriacou and Petite Martinique. Single applicants choosing the NTF option are required to donate $200,000 USD to the fund, and pay $8,000 USD in application, processing, and due diligence fees. In all three jurisdictions, the real estate route always involves an investment in property that is preapproved by the government. For applicants with their heart set on property that is not part of a citizenship by investment scheme, the government funds provide an alternative route and enable applicants to apply for citizenship without any limitation on the purchase, and resale, of property. Moreover, as citizens, investors need not apply for an alien land holding license, which is required of non-citizens. St Kitts and Nevis, Dominica, and Grenada have been at the forefront of citizenship by investment in the Caribbean. Their programmes, allowing both for donations to government bodies and for the acquisition of prime pre-selected real estate, have been so successful that they are currently being emulated in Europe and Southeast Asia. No small part of this success is due to the lure of purchasing property subject to capital appreciation, likely to yield rent returns, and certain to spark the imagination of investors and their families.

Sometimes in life we plan things meticulously and they may or may not turn out as we hope. Sometimes, we see where the wind takes us and the result can be even better. For Roger Myers, it was the latter approach that led to him becoming proprietor of one of the finest hotels in the Caribbean and developer of some of the most desirable homes for sale in the region. Myers did not set out to have a career in the hotel industry. Having started out as an in the music business in the 1960’s, he travelled regularly to the USA “at a time when Brits didn’t go to America a lot” he explains. He built up a client base in the music industry and very soon established a record label with Tony Visconti, the Grammy-winning producer who has worked with artists such as David Bowie. “After a little time in the music business I realized I wasn’t cut out for it” he says. So, he decided to open Peppermint Park, a bar in London. With that introduction to the catering and hospitality sectors, he went on to develop numerous restaurants in the UK including the Café Rouge chain, as well as health farms and, briefly, a hotel in London’s Mayfair. He later established Punch Taverns, which became one of the UK’s most successful pub chains, when “along came someone who wanted to buy my shares.” Myers decided to sell and then see where the wind would take him. It turns out, the wind blew in the direction of the Caribbean, a part of the world he has always had strong connections to – Myers’s parents had owned a home in Antigua and had a passion for sailing the islands. “I uprooted and went to St Lucia within a space of about 3 or 4 weeks of making my decision,” he says.

Having spent many years building catering and hospitality businesses, Myers had originally planned to have a little time off. “I didn’t do anything for a long time,” he says. “I certainly didn’t go to St Lucia with the intention of opening a hotel.” However, within a relatively short space of time, he heard on the grapevine that a hotel was for sale in one of the most stunning parts of St Lucia. “A friend of mine on the island told me that the Jalousie Plantation hotel was for sale. He told me that a deal to buy it had fallen through so it was one of those situations where all the ducks were in place. The banks had agreed, the vendors had agreed, there really wasn’t very much to negotiate. So within 3 or 4 weeks of hearing about it, I found that I owned it.” The hotel “was pretty run down then,” he says. “It was sort of falling into disrepair at that time. No one had invested into the property for many years, until I got involved. It was really in a dreadful state. It needed a lot of investment to build it into a five-star hotel worthy of its location in one of the world’s truly great undiscovered locations.” One of the prime motivating factors behind Myers’ decision to acquire the resort was the outstanding location: “I thought it was the most beautiful place on earth.” The beachfront resort is located on nearly 200 acres of lush, green land close to the charming town of Soufrière on the south-western coast of St Lucia between the island’s iconic Pitons – the twin volcanic peaks that arise majestically from the reef-filled Caribbean Sea to a height of approximately 2,500 ft. The surrounding area, which provides a breath-tak-

ing backdrop to the resort, is a protected UNESCO World Heritage Site. Myers set out to compliment the stunning surroundings with a world-class resort. His initial priority was to upgrade the hotel. He invested around $100 million USD into the property, creating clusters of beachfront villas, a magnificent rainforest spa and several elegant restaurants and bars. Myers’ vision for the hotel was a luxurious space in keeping with its setting. “I wanted it to be Caribbean,” he explains. “So we researched Caribbean architecture and the style is very Caribbean: pastel colours, infinity pools surrounded by beautiful gardens.” The hotel was built in an elegant colonial style and re-branded as Sugar Beach. It has gone on to win a slew of awards and accolades. Having successfully relaunched the hotel, Myers shifted his focus towards the sale of villas at the resort, which the hotel lets out on behalf of buyers as hotel accommodation. The villas are beautifully designed and finished in a traditional plantation style refreshed for contemporary living. The villas have been a great success. As a result, “we have been able to attract hotel guests who have come and fallen in love with the place,” he tells us “and they have ended up buying a property as a result. It is a virtuous circle.” All but one of the original phase of villas have been sold to a mix of American, British and continental European buyers. The final phase of the resort’s development is a highly exclusive collection of just four ultra-luxury residences located in a private beachfront enclave of Sugar Beach called the Glenconner Beachfront Residences. Myers retained Alex Michaelis of Michaelis Boyd, a Londonbased architectural and interior design firm to design the houses. Michaelis Boyd brings experience of a wide
range of luxury residential, commercial and hospitality projects from across Europe, Asia and Africa. “Alex has come up with an absolutely stunning concept for the Glenconner Beachfront Residences,” he enthuses. As Myers explains, “the Glenconner Residences are, if you like, upgrades of the residences that we have sold so far. They are significantly bigger and they have a lot more land.” Having made Sugar Beach his primary residence, Myers makes a convincing sales man. He loves the location so much he has made it his home. He spends “7 or 8 months per year” at Sugar Beach, he says. “It of course varies with what’s going on at the hotel, but we live there – it’s my home.” Buyers also have the option of living in their residence all year round, but most tend to use their property as a holiday home (enjoying all the hotel’s amenities) and take advantage of the hotel’s rental and management programs when they are not in residence. “Owners can elect to have the hotel maintains their residence in pristine condition, so we hopefully eliminate any frustration associated with owning and staffing a Caribbean property. I can tell you from experience, that’s huge! And at the owner’s discretion, we’ll also let it for them when they are not using it. When they are there, or their guests are there or their tenants are there they can use all the hotel facilities. They get all the services the hotel guests get. Plus, many of our owners are generating very healthy returns.” So, while Myers may not have originally set out to own and develop a five-star hotel, he has ended up creating, what is, without a doubt, one of the region’s finest resorts and most prestigious real estate investment opportunities. Looking to create a fresh, new look for an existing property in the Caribbean? Kelly Hoppen MBE – the award-winning interior designer, entrepreneur, author and “dragon” on the British version of business investment TV programme Dragon’s Den – discusses how she balanced style and comfort at beachfront luxury home “Footprints” in Barbados. Was Footprints your first interior design project in the Caribbean, or have you worked on other projects in the region? Footprints was my first project on Barbados, and it was an incredible project to work on! Hopefully I will get the chance to work on other projects in that part of the world as the area is so beautiful and a dream to work in. What did you set out to achieve with Footprints and what was your inspiration? My main inspiration was drawn from the island itself. Barbados is an absolute paradise so I drew my inspiration from the tropical climate, the idyllic views and the culture and spirit of the island. With Footprints I wanted to create an interior that is universal in style, yet embracing the local environment. I wanted to achieve an interior that was not only beautiful and stylish but was comfortable and could be used to entertain in. How did you approach the project? Can you walk us through the process? I always start the process with long, in depth discussions with the client to really get a grip on what they want to achieve. It is so important that someone’s home fits them like a great pair of jeans and suits their everyday life, so it is absolutely vital to get inside my client’s head and then translate that into my designs. This was quite a large project to undertake because it was not a simple interior project. It was a complete reinvention and redesign of the existing property. The space was being changed from several apartments into one home, so it was a challenging project but I enjoy working on a challenge that really stretches you. Working through obstacles always brings a great sense of achievement. What challenges did the property present? The building was originally divided into several apartments so taking that and creating one open space meant we had to reinvent existing features, which is not always easy. For instance, there is a column in the middle of the living room, which cannot be moved as it is essential to the structure of the property. We had to work around this by using the column to create shelves between it and
the wall. It was very important to the clients that the interiors and the outside of the property flow smoothly into each other almost as one space, so we worked hard on creating an harmonious transition from indoors to outdoor spaces and terraces. Did you incorporate elements from Barbados? Of course. I wanted the house and its surroundings to really harmonise, I tried to use as much locally sourced elements as possible. Quite a few pieces were sourced and made locally, from the curtains in the living area to much larger pieces such as the beautiful canopy bed in the 3rd bedroom. Including local elements really adds something to the spirit of the house. It has a connection to its environment. What are your top style tips for any home buyer looking to achieve the “Kelly Hoppen look”? Using a neutral colour palette is a great place to start if you are trying to achieve the ‘Kelly Hoppen look’. My home jewellery is perfect to add finishing touches to your home and I have also designed much larger statement pieces which I simply adore. What’s next for Kelly Hoppen? Where strangers take you by the hand, and welcome you to wonderland – from beneath their panamas....” Sound familiar? If so, you’re probably over 40 and in for a flashback. If not, then welcome to the soundtrack of the summer. Yes, it may be hard to believe but George Michael was way ahead of his time, because nothing sums up the spirit of Spring Summer 2016 like the words of Wham’s 1983 hit Club Tropicana. With Wham in mind, prepare to embark on an exotic adventure as menswear designers take you deep into the jungle with lush green tones, vibrant tropical florals, palm prints and safari animal patterns. Leaf and palm prints appeared at A. Sauvage, YMC and Hentsch Man. There were animal prints at Burberry and Coach, 50s style aloha shirts at Saint Laurent and Dunhill and tropical florals shouted at Richard James. Orlebar Brown added the usual mix of photographic palm prints onto swim shorts. Even McQ threw in a print that hinted at the tropics, while Turnbull and Asser opted for tropical tiger and peacock prints and Ferragamo sported mini elephant prints on ties. A whole range of looks can be put together from this luscious trend. A classic tropical print shirt can look great and super stylish when teamed with a cotton blazer and slim fit khakis. Similarly, the same shirt will work as well over a loose vest and shorts. Bare ankles and some classic loafers or sneakers will add the perfect finish.

When the gazelle-like models sashayed down the runways at the women’s shows, the sultry influences weren’t hard to hunt down think White Mischief set in the Caribbean. It’s all about embracing bright island colours with bold blooms and botanical prints, neutral earth tones and an exotic kaleidoscope of animal prints. A heady mix of safari and beach life. Think jungle luxe, taking botanical prints and mixing them in a contemporary way with animal prints and modern camouflage. Influences range from the palm lined Miami Beach to the eastern African Plains. Different tones of sizzling, tropical colours and prints; Hot mango, citrus and sizzling pinks are perfect to throw on for the beach or for the evening. The Resort 16 and SS16 catwalks transported us to tropical paradises. At Gucci a clever mix of green floral lace with snakeskin. Donatella Versace modernised camo, freeing it from its army roots and making it sexy as only she can. Proenza Schouler showed prints inspired by the heat of 50s Cuba in her resort wear whilst Burberry resort showed safari animal prints. Sophia Webster headed into the sea and the land of myth with her tropical mermaids, while Anna Sui, Tommy Hilfiger and DVF went for hot mango and flamingo pinks with animal accents and trims. Dries van Noten’s beautiful silk botanics were balanced with mixed florals at Coach and Zandra Rhodes’ big leaf print. More tropical highlights came from colour accents at Vivienne Westwood, Haider Ackermann and Valentin Yudashkin whilst Sonia Rykiel’s tropical birds and camo and Cavalli’s colourful animal print added extravagance. Pair any of these looks with colourful heels or flats and the chicest of accessories and tribal jewellery and you’ll have a look that’s hotter than July.

Grenada is still a hidden gem in the Caribbean, and even the most popular locations remain

pure and authentic. There are so many things that I could list as must-sees, but I’ll try to narrow it down. For those that enjoy hiking, I highly recommend a trip to Grand Etang National Park and Forest Reserve. Up in the mountains, the air is cooler and wildlife is abundant. If you go early enough and bring some mangoes or bananas, you may have the chance to feed the wild mona monkeys that inhabit the forest. There are many beautiful waterfalls within a close drive of the forest. Local favorites include Seven Sisters, a series of seven falls that can be jumped with the aid of a guide, and Royal Mount Carmel Falls, which include a natural rock series that creates a sort of water slide for brave explorers to slide down. For snorkelers or divers, a mustsee is the Grenada Underwater Sculpture Park. The sunken statues are fun to explore, and they also help rejuvenate the local reef. Finally, a trip downtown is a must. In the open-air spice market, you can find an

abundance of locally grown produce to try, including French Cashews, water lemons, a variety of mangoes, sour sop, sugar apple and more. We come by the name of “the Spice Isle” honestly, so don’t miss out on the locally produced nutmeg, cinnamon and turmeric. For history buffs, Fort George and Fort Frederick are both nearby and are interesting to explore. Any personal favourite hidden gems to visit? Of course, I would have to say Laluna. We are off the beaten path, and our quiet, secluded beach is the perfect place to spend an uninterrupted day relaxing on the beach. That aside, one of the most magical experiences you will ever have is if you are able to visit the north side of the island during sea turtle egg laying season. There is a fantastic conservation group that works on the island to carefully monitor the laying and hatching of local sea turtles each year. As
a part of their efforts, they lead small tours each night down to the beach to observe the turtle’s ritual. Being able to observe a giant sea turtle come ashore the same beach she was hatched on to lay her eggs under the moonlight is truly a once-in-alifetime experience. For those looking for a fun adventure, we recommend heading to Hog Island on a Sunday to ‘lime’ (the local term for hanging out with the locals). Grab a Grenadian rum punch from Roger’s Bar, a beachside shack, and get your hips moving to the live music that gets everyone dancing barefoot on the sand. Advice for a day at sea? For a truly authentic experience, you can’t go wrong by chartering a locally built wooden schooner. These ships were initially built for inter-Caribbean cargo shipments and they are now used for activities around the island. Don’t let their history fool you – they have been re-imagined to provide

The Secret’s Out As relations between the USA and Cuba come out of the deep freeze, contemporary art collectors are flocking to Havana’s galleries. So, is now the time to invest in Cuban contemporary art? Robert Cooper
In December 2014 the world was stunned by an announcement that the USA and Cuba would work towards normalizing relations. For over half a century relations between the Cold War foes have been in a deep freeze. The announcement on the normalization of relations came soon after a brief (but symbolically important) handshake between US President Barack Obama and Cuban President Raul Castro at the funeral of Nelson Mandela in December 2013. It has since been followed up by the full restoration of diplomatic relations in July 2015, President Obama’s call on Congress to lift the decades-long embargo on Cuba and a number of phone calls and one-to-one meetings between the two presidents. US officials have talked of a “new era” in relations between the Communist Caribbean island and “The Leader of the Free World.” The handshake between Obama and Castro has been seen by many as heralding a turning point in relations between the two countries and all eyes have been on Cuba speculating what the easing of American trade and travel restrictions could mean for the island’s economy.
However, for those with an interest in contemporary art, Cuba has been on the radar for a long time. Several prominent art collectors and galleries have been closely watching the Cuban art scene for many years, building up extensive collections of work. For example, Howard Farber – founder of Cuban Art News and the Farber Foundation which is dedicated to the promotion of Cuban art and culture – has been collecting contemporary Cuban art for 14 years. He is impressed by the sheer volume of high quality art produced by the island. “For such a small country, they are producing great artists,” he says. Farber has amassed an eclectic collection of works by Cuban-resident and Cuban-born artists including Los Carpinteros, Yoan Capote and Armando Mariño ever since he first visited the island with his wife in 2001. As relations between the USA and Cuba improve, devotees of Cuban art such as Farber expect more and more collectors to follow suit. Travel companies are selling art tours to Havana and well known personalities such as Hollywood actor Will Smith have reportedly made a beeline for the city’s art galleries to snap up

pieces by artists who, while well-known at home, are relatively unknown abroad. As Farber explains, “in my many visits to Cuba in the last six months I have seen a tremendous amount of museum curators and collectors from the US and other countries visiting artist studios. The word is starting to get out.” Francisco Tardio, Director of the Centro Cultural Español in Miami (CCEMiami), which promotes cultural exchange between Latin America, Spain and Miami and recently held a multidisciplinary event showcasing Cuban art called (Art) xiomas (CUBAAHORA: The Next Generation), also believes that the easing of travel restrictions on American Citizens travelling to Cuba will raise the profile of Cuban art and attract new fans. “There is a big interest on what is going on in Cuba, and since it is easier for critics, curators and collectors to travel there, the impact will become even bigger,” Tardio says. In Cuba there is also hope that improved relations will provide a boost to the Cuban art scene and a belief that Cuban artists will benefit from warmer relations with their much larger northern neighbour across the Straits of Florida. Luis Miret Pérez, Director of the prestigious Galería Habana in the island’s capital says that with improved relations “there will be more cultural and commercial exchange between the two countries and the best artists will get better representation in the most important art market of the world.” As a consequence, the value of Cuban contemporary art has been rising. According to Maria Vega of London-based Ministry of Nomads, which runs pop-up exhibitions of work by emerging and established artists from various countries (including Cuban artists Mabel Poblet and Yunior Marino), “the value of Cuban art
has been going up over the last few years. Now, with the new opening of Cuba to USA, the art will be much more precious.” Auction house Phillips which specializes in 20th and 21st Century art recently held an auction of Latin American art which set auction records for three living artists, including Cuban artist Carmen Herrera. Kaeli Deane, Head of Sales for Latin American Art at Phillips is optimistic about the rising value of Cuban art but with a caveat. “The value of contemporary Cuban art has already begun to rise since the change in diplomatic relations with the United States, and I believe this general trend will continue,” she says. “However, this will affect certain artists more than others. Before, part of the attraction to Cuban art was its mystique and forbidden nature. Now that collectors, curators and dealers are looking at art from this country with a more critical and focused eye, Cuban art will be judged by international standards of excellence. Therefore the value of the best artists will rise and ‘tourist art’ will receive less attention from the market.” So, is now the right time to buy Cuban art? Howard Farber certainly thinks so. “Nobody is a mind reader on the future, but with 14 years’ experience of collecting Cuban contemporary art, as well as the information I have on the current situation, and 40 years of collecting art, I am still buying like mad. The art is great. The artists are extremely talented. And, the prices are so low that, I believe, a collector can acquire a great work of Cuban contemporary art for the equivalent of the price of Sales Tax on an American contemporary painting. People ask me if it’s too late to start to buy. I tell them that it hasn’t even started yet.”

Fill a shaker with Jamaican distilled Blackwell Rum, fresh, golden pineapple juice and some crushed ice. Shake for 10 seconds. Pour into a glass, add a squeeze of lime and garnish with an extra slice of lime.

Shake for a few minutes and garnish with a slice of fresh orange or pineapple.
Add the pulp and seeds of half a passionfruit to a hemisphere of ice and put aside. Fill a glass mixer with 1 ½ ounces of Grey Goose vodka, ¼ ounce of agave nectar, 1 ounce of lime juice, 2 coffee spoons of wild berry marmalade and 2 scoops of crushed ice. Cover and shake vigorously for 5-10 seconds. Pour into a glass and garnish with the fruit-filled hemisphere of ice and a spoon.

How to Build a Hotel So you want to be the proprietor of your very own hotel in paradise, but don’t know where to start. We asked BCQS International – specialists with 45 years’ experience of project and construction management across the Caribbean (from Amanyara in the TCI to the RitzCarlton on Grand Cayman) – what you need to think through before calling in the builders. Here, Director James Slattery dispenses some wisdom for would-be developers and investors Ja m e s S l at t ery
Where should any would-be developer start? What would be your top tips for selecting the ideal location? “If you’re not an experienced hotel developer, the Caribbean can be a tricky place to do business. So, you need to know your market or have a comprehensive market study undertaken. You need to volume of tourist traffic and airlift. Also, how you are going to market your hotel (independent operator or a brand?), your unique selling points to help you differentiate from the competition, any risks, potential threats and the competition. Location is key, and normally in the Caribbean a site with good views and a good beach is a given. Think about the distance to the airport, the availability of staff, and access to utilities: water, sewage treatment, electricity, and telecoms. Finally, consider government policy and legislation in your chosen location. Are there any hotel or tax incentives in place that could provide a financial advantage for you?” Once you’ve acquired a site, how would you go about designing a hotel? “Firstly, you need to have a clear vision. Are you luxury, design-driven, green? That will influence how you go about designing the hotel. Secondly, you need to work with a talented master planner who will lay out the building on the site and ensure they are placed in the right location. You need to maximize views, and take account of how the sun moves across the site (to prevent shadows on the pool or beach). Also, con-

sider access and servicing, and, take advantage of the breeze to provide natural ventilation - power is expensive in the Caribbean.” Can you use unusual natural features of the landscape to a hotel’s advantage? “Certainly. You may want to accentuate them. It could be that you have a waterfall, some magnificent trees or a stream running through your site. You might want to accentuate the features and align them to your parts of your hotel such as the restaurant or spa.”
What challenges particular to the Caribbean region should be front of mind? “The first and probably biggest challenge in the Caribbean is building on time and on budget. Controlling costs is an absolute priority. The Caribbean is a dreamland. People with fortunes can come and lose them. So,
you need to set your income stream assumptions vis a vis room rates, occupancy, operating costs and continue to use them as guide to what you can afford to invest to make it viable. The second major challenge is bringing together an operational hotel management team. Work permits for overseas staff maybe required and staff training and productivity needs to be taken account of.” What would you advise – new build or buy and re-develop? “Well, the advantage of a new build is you are working with a clean slate. Redevelopment can be attractive, because you may be able to purchase the property for a reduced price and, as some say in the hotel world, the first investor loses money, the second loses a little bit of money, and the third gets it for the right price. However, if you redevelop a property, there may be things that cost-wise are prohibitive to change, so you need to ensure the footprint of the property gives you sufficient scope to do what you want to do. ” Any final words of advice for wouldbe developers? “Proceed with caution. Due diligence is the key. The biggest mistakes are made in the beginning, either by buying the wrong site or employing the wrong people to give you advice. Work with a reputable master planner, architect or project manager such as BCQS that has been around the block and can give you some sage advice. And choose the right builder!”

They have achieved success by forging an emotional connection with consumers who have an affinity for labels and select brands on the basis, not only of dependability and reliability, but also familiarity. Spas are no different. Branding a spa can therefore be a significant addition to a hotel’s business and a well-executed and managed spa is often one of the strongest contributors to sales after rooms. In the Caribbean, there are more than 285 spas at independently-owned resorts and hotel chains. In many cases, the spa is among the most sought-after amenities for hotel guests, on average capturing 12% of hotel guests per day. As a result, within the past five years alone, the Caribbean has seen more than 20 world-class spa openings. When building a spa, there is more for developers to consider than size, architecture and features. From core values to service standards, the selection of products and the creation of spa therapies, there is a world of spa-specific details that should be thought out and an experienced hand can help navigate the development of a spa. Working with a spa brand or spa management company is an option when seeking spa industry expertise. Such companies can provide hotels with a product that delivers the brand recognition and the consistency pivotal for the overall success of a spa business. For example, when Atlantis Paradise Island in The Bahamas was developing
its plans for a signature spa, the owners reached out to Steiner Leisure for guidance. Here are a few recommendations to aid the search and selection process. 1. Research and outreach. Who are the key players in the spa world? Should you select a local or a global company? Research a list of five to seven firms and send a request for proposal with the project scope. Meet with the top three. 2. Define your space. Space is a loose term as it includes not only the physical

space of the intended spa, but also a definition of where the spa would fit in the market, the spa culture and how much will be invested in the spa. You should provide this information, including number of rooms, occupancy and other guest trends to companies taking part in the bidding process. 3. Small vs. large companies. Smaller companies have a more intimate team and are a great selection for boutique properties. Larger firms provide a larger staff and more resources at their disposal. There’s no right or wrong. Many times, this is a matter of preference. 4. Hotel Spa or Spa Brand. Some properties prefer to use or create their own brand name. In such an instance, they may still want a spa expert to develop or manage their branded spa. Brands, however, can offer advantages. Brands have a following, better retention rates and they create a dialogue between provider and consumer. It is a bond built on trust that can turn into a long-time commitment with the spa and hotel if you deliver on the brand’s promise. 5.The big picture. When choosing a consultant or management company, determine the short and long-term goals. Do you want a company to help develop and open a spa or a long-term relationship in which a company manages and grows the spa?
