2020: The year we all battled nature The image on our front cover this month comes courtesy of Ware-based photographer Alison Jenkins. While readers and our advertisers may know Alison through her work for Axis, what you may not know is that both she and her husband Simon are hugely talented wildlife photographers. Alison’s front page image and a second image (shown above top right) are both on a shortlist of just 15 images chosen from 19,547 entries in the monochrome section of Nature Photographer of the Year 2020. Simon also has two entries (shown above left and right) shortlisted in the colour section of the mammal and birds categories. The awards results will be announced in December. Alison and Simon’s arctic fox images were
taken on one of the couple’s regular photographic trips – this time to the Hornstrandir Nature Reserve on the edge of the Arctic Circle in Iceland. The size of a small Spaniel dog, the foxes develop thick coats in winter to protect them from the extreme temperatures which, at the time the photographs were taken, were minus 18 degrees. We chose it for our cover image for two reasons – it’s obviously beautiful but it also made us think of how we’ve all been battling against what nature has thrown at us this year. We hope as 2020 draws to an end we can all enjoy a little festive cheer and look forward to an easier 2021. Merry Christmas One and All.

The cuts are coming: East Herts lays out its plans to save money Garden waste may be charged for l Hertford Theatre could shut early l Parking charges set to rise
The scale and scope of the savings that will need to be made, and the impact this will have on the services provided to residents, by East Herts Council as it aims to balance its books in the next few years has been revealed. Financial pressures made worse by the Covid-19 pandemic mean the council must reduce its net spending by £4m by the end of 2023/24. So across the council, officers were asked to come up with a range of options to reduce net spending – an exercise which yielded suggestions as diverse as increasing parking charges to selling off the spare chairman’s chain of office! The latter isn’t being progressed at this stage although, as you’d expect, the first is – along with many other suggestions that the authority’s leading executive group agreed in November should be looked into further. No date has yet been revealed for when final decisions will be made by the council but the measures to be considered further include the following: CHARGING FOR GARDEN WASTE COLLECTION
First mooted three years ago but not followed through after public opposition, the council is now consulting on introducing a charge of between £40 and £60 per year for people to have garden waste collected (full story on page 6).
Toilet Scheme across the district whereby the council pays town centre businesses an annual fee for allowing members of the public to use their facilities, could be ended.

COMBINING LITTER AND DOG WASTE BINS
Litter and dog waste bins across the district could be combined. This would reduce the number of bins needed and allow contractors to collect all waste in one visit. MAKING COUNCIL OFFICE RECEPTIONS ‘DIGITAL’
INCREASING CAR PARKING CHARGES AND HOURS
All car parking tariffs in East Herts Council car parks could be raised by 10% and charges could be extended to Sundays and Bank Holidays as well. In Bishop’s Stortford, Hertford and Ware the chargeable hours could also be increased up to 8pm in the evening (it is currently free to park after 6.30pm). Free half hour parking could be abolished in all car parks (apart from Grange Paddocks sections B and C in Bishop’s Stortford). Limited waiting bays, where motorists can park for up to 30 minutes, would no longer be free with drivers being asked to pay by phone for these spaces.
SHUTTING HERTFORD THEATRE MONTHS EARLY
Hertford Theatre is due to shut for redevelopment at the end of July 2021 but a new proposal is to close it sooner. Many staff are already due to be made redundant at the end of furlough and officers say shutting earlier than planned would result in further savings. Despite figures being quoted, the council was unable to provide Axis with its proposed closure date and in the meantime bookings are still being taken for shows scheduled up until July. DISCONTINUING PUBLIC TOILETS SCHEME

Receptions at the council’s offices, Charringtons House in Bishop’s Stortford and Wallfields in Hertford, could become “digital”. This would mean members of the public being asked to ‘self serve’ rather than be greeted by a receptionist, making enquiries and appointments via a phone in a secure booth. Payment kiosks would be removed as would the option to pay by cash or cheque. MAKING CHANGES WITHIN THE COUNCIL
Within the local authority some departmental restructures could also take place. A post recently vacated in its communications team is expected to be deleted and Link, the council’s printed newsletter to residents, which had already been reduced from four issues a year to two and then one, could also be scrapped.
Hertford Theatre and leisure centre projects to go ahead but doubt remains over Old River Lane Separately to the cost saving project detailed above, East Herts has been reviewing the business cases for its major projects which are due to be taken forward in the next few years, to decide whether they should still proceed. The council has now confirmed that the redevelopment and expansion of Hertford Theatre will go ahead.
The ongoing rebuild of Grange Paddocks leisure centre in Bishop’s Stortford and the extension to Hertford’s Hartham Leisure Centre will also both be progressed. However, a degree of uncertainty still surrounds the future of the Old River Lane project in Bishop’s Stortford to deliver a new arts centre, cinema, shops, homes and offices on The Causeway car park.
Updating executive group members in November, executive member for financial stability Councillor Geoff Williamson said the first three projects had “passed the test to proceed”. But he said that the Old River Lane Regeneration Scheme business case was “likely to require a council decision” as a result of the pandemic and delays caused by
judicial reviews, now concluded, into its decision to build a new multistorey car park at nearby Northgate End to serve the development. It appears the council executive still supports the scheme but the need for full council to make a decision on the project would indicate that changes may be about to be made to it. axis magazine 5

East Herts consults on plans to charge residents for collecting their garden waste from next April Residents in East Herts are likely to be charged to have their garden waste collected from next April, as East Herts Council falls into line with most other local authorities around the county. The collection of garden waste is what is known as a “discretionary” rather than “statutory” service, meaning councils are not obliged by law to provide it free of charge. Most other local councils in Herts, including Broxbourne, North Herts, Welwyn Hatfield, Three Rivers and Watford, as well as neighbouring Harlow and Uttlesford in Essex, already charge for the service. Now, faced with financial challenges that have been made worse by the Covid-19 pandemic, East Herts is to consult on plans to begin charging for the service, which currently costs it £1million per year. It hopes to bring in at least £400,000 a year to cover the cost of providing the service to those who want it. Cllr Graham McAndrew, the council’s executive member for environment sustainability, told Axis that a public consultation will be held this month to get people’s views and to ask them at what level they would be prepared to sign up for a paid-for

service, with options ranging from £40 to £60 per year. The issue will be decided by the council in January. It is only three years since a similar proposal was not taken forward after it proved unpopular with the public. Now, however, financial considerations may dictate differently. If the change does go ahead, residents would be asked to sign up for the service and pay once a year by direct debit or debit card. It would be possible for neighbours to club together to share a brown bin, though payment would be made by one person on behalf of them all. Food waste, which is currently recommended to be put into brown bins or black bins
(depending on the schedule), would not be part of the new service, so it would be put into black bins for non-recyclable waste or composted at home until East Herts begins a separate food waste collection service, which the government has asked local councils to provide free to residents by 2023. Residents who do not sign up to the service will be responsible for recycling their own garden waste through increased use of home composting and recycling centres. The consultation can be accessed from 2nd to 31st December at eastherts.gov.uk. Those without internet access can call the council’s customer service team on 01279 655261 and complete the survey over the phone.
Demolition work begins on Bircherley Green shopping centre in Hertford
Demolition work is underway at the former Bircherley Green shopping centre in Hertford, which is making way for the Lea Wharf development of commercial space and apartments. Developer Chase New Homes, which received its formal written planning permission from East Herts Council last month, wasted no time in getting on site and its contractors are already hard at work bringing down the old buildings with all the entrances to the site now boarded off to the public. The much-needed project will breathe new life into the county town and is expected to be completed in 2023. Marketing of some of the commercial units being built is already underway.
Covid-19: Shops open again, grants are available and marshals are on the streets With Hertfordshire and Essex placed in Tier Two of Covid restrictions, shops, pubs and restaurants forced to close during November will be hoping that the weeks before Christmas will go at least some way to bolstering their finances. The festive trading period, much of which they have already missed out on this year, usually brings shops in particular enough revenue to support themselves through January and February. Meanwhile, East Herts Council has been accepting applications for Covid-19 Local Restrictions Support Grants for which businesses that were forced to close on 5th November can apply. Owners can claim between 6 axis magazine
£1,334 and £3,000 for the four week period that they were closed. East Herts will also soon be launching the Government’s discretionary scheme, the Additional Restrictions Grant, which is expected to offer help to other businesses affected (for example, those that supply the retail, hospitality and leisure sectors). Last month, East Herts also introduced a team of Government-funded Covid marshals, who were tasked with helping residents and businesses understand and adhere to the Covid regulataions.
They are a mix of existing council staff alongside others from a company called HK Security which has been awarded a contract for the work. They do not have enforcement powers although they will report concerns to environmental health or police officers to investigate. Here come the plants... Staff and volunteers from charity Mudlarks have been busy creating “a meadow” in each of the planters recently installed in Hertford town centre to aid social distancing. The planters replace the unsightly orange barriers introduced in May as a temporary measure by Hertfordshire County Council.

Charity shops are now a familiar and useful part of our local high streets but Hoddesdon can lay claim to be the home of the first of its kind – the Fertility Foundation boutique charity shop, which has opened in Fawkon Walk. The charity and its shop, which is called The Foundation, were set up by Tone and PJ Jarvis-Mack and their aim is provide individuals and couples with advice, information and, ultimately, practical help in accessing fertility treatment. The couple say they have an “overwhelming desire” to help as many people as they can to either start or extend their family and have established a fund whose
trustees consider applications for a one-time grant from those who need financial help in accessing treatment. The shop is one way of raising money for the charity’s aims, and it sells items including premium quality branded clothing, jewellery, books, vinyl records, vintage toys, camera equipment and ornaments. TSB’s Ware branch in High Street will not reopen following the pandemic whilst its branch in Bell Street, Sawbridgeworth will close permanently in June next year. Santa’s on his way, the lights are on and the festive trails are beginning: Our town centres prepare to welcome shoppers back in time for Christmas Our town centres are pulling out all the stops to encourage shoppers to come out and visit our local shops and businesses this Christmas. Covid-19 has forced the cancellation of all the major festive shopping events which traditionally herald the start of the season, such as Ware’s Dickensian Evening, Hoddesdon Loves Christmas and Hertford Christmas Gala, but at a time when local shops deserve our support more than ever, the town centres themselves are going to be hugely attractive places to be. Christmas lights are now up including improved versions in both Hoddesdon and Hertford, and a series of festive family trails will be taking place to add extra interest for locals. HERTFORD: SHOP LOCAL AND WIN A £50 VOUCHER In Hertford, shoppers who spend at least £10 at a local shop before Saturday 19th December will have a chance of winning a £50 gift voucher to spend at any Hertford retailer. The competition has been organised by Hertford Town Council to encourage people to shop locally. Once a customer has spent £10 they must leave their contact details which will be entered into a raffle. People can enter multiple times at different stores too. Ten winners will be chosen at random on Tuesday 22nd December and the winners will be notified on Wednesday 23rd December. The gift vouchers

WARE: WARE BEAR AT HEART OF FESTIVE TRAIL In Ware, a 10ft high illuminated 3D character, called Ware Bear, has been installed outside Boots near the Old Town Hall building in High Street. Ware Bear will be the last stop of a Bear Hunt trail around the town centre during December. If you visit the town centre’s Facebook or Instagram pages (@WareTownCentre) you will find a downloadable trail
map and a list of venues where you can pick up a paper copy. The trail consists of a series of local businesses which are each hiding a poster of a bear in their window, which participants have to find before ending up at Ware Bear. One lucky winner who shares a picture of themselves with Ware Bear will then win a £50 voucher to spend at any Ware business of their choice. Ware Bear himself will remain in residence until early January. BISHOP’S STORTFORD: FIND THE GINGERBREAD FAMILY A Gingerbread Trail is being held in Bishop’s Stortford throughout December. 10 members of the Gingerbread Family will be hiding in shop windows around the town centre and each will have a letter of the alphabet placed around them. To take part, collect an entry form from next to Smiggle in Jackson Square shopping centre, then find all 10 letters, unscramble them and discover the Christmasthemed word. YARN BOMBERS ARE BACK FOR CHRISTMAS The yarn bombers, or Secret Society of Hertford Crafters to give them their proper title, have again been busy in the last few months, preparing to offer some Christmas cheer to local people. Members of the 130-strong group have knitted or crocheted festive toppers for 40 post boxes across Hertford, Ware, Watton at Stone and at Van Hage in Great Amwell, with themes including 12 Days of Christmas (in Ware), nativity, elves and gnomes, postmen and women, Father and Mrs Christmas, angels and carol singers. The aim is to raise a smile from passers-by and money for charity, with those enjoying the scenes encouraged to make donations to charity (address shown below). Love Hoddesdon continues to help town to survive and thrive Despite the nation being plunged into a second lockdown last month Love Hoddesdon BID, which is responsible for the business improvement district (BID) representing around 200 businesses in Hoddesdon town centre, continues to co-ordinate the survival and recovery of the town’s economy. During lockdown it has been providing daily updates to businesses about the various Government announcements around closures and financial support schemes, as well as other useful advice/guidance for the various sectors. It has also been doing what it can to encourage local residents to shop local and support their local High Street, as well as promoting which businesses are still trading or providing takeaway, click and collect or other delivery services. Prior to the latest lockdown 92% of the businesses in the town had reopened to the public, whilst several new businesses had moved in, generally bucking the trend in many other town centres. The lighting on the Clock Tower has been upgraded in time for Christmas
has been working alongside Broxbourne Council to make use of Government support under the Reopening High Streets Safely Fund. This has enabled them to put in a range of measures to encourage shoppers to maintain social distancing and wear face coverings in shops and provide public hand sanitiser facilities. Consideration is also being given to how local businesses can be supported to develop their online and social media presence to respond to the changing habits of
shoppers as we move forward. Furthermore, despite being in lockdown, Love Hoddesdon has pushed forward with a number of projects, in conjunction with Broxbourne Council, to enhance the look and feel of the High Street. Current projects include: l The installation of brown tourist attraction signs on key routes to promote the town; l The installation of a 12 camera fully monitored public town centre CCTV scheme;
l Improvements to the lighting of Hoddesdon Clock Tower; l Increased festive lighting during the Christmas period, including providing free festive lights to businesses to help create a ‘Window Wonderland’ in the High Street. These are all intended to contribute towards making Hoddesdon town centre more appealing to shoppers and visitors and encouraging them to shop local as so many small, independent businesses try to bounce back after the pandemic. Looking ahead to 2021, Love Hoddesdon BID will be looking to develop a range of initiatives to encourage the wellbeing of local businesses and residents; help to reduce the carbon footprint of the town; introduce a town guide and welcome pack for the benefit of new residents of the town; and introduce a bigger and better range of town centre events to encourage people to come and visit this delightful market town.

Sawbridgeworth Town Council, which arranged the visit, is asking local people to check the route on Facebook so they

Art continues to go virtual: How to support your local artists during December THE (ONLINE) GALLERY AT PARNDON MILL The wonderful Gallery at Parndon Mill in Harlow remains closed, having not been able to reopen since lockdown began, but it has now set up an online gallery. On view are colourful paintings and original prints by talented local artists, including some who are based at the mill’s own studios. There are also crafts including ceramics and glass works, jewellery and textiles. A special feature is a sculpture which turns on screen to show all four facets, created by Gerda Rubinstein and John Farnham. Pieces are available to buy in time for Christmas. That would be a great end to a miserable year …. but it’s only my dream of a Christmas present. Instead, the reality is that we have Trump squatting in The White House and Lord Voldemort leaving number ten only to be replaced in the news headlines by a Home Secretary accused of bullying civil servants. I suppose the Great P is working on the principle that if you are going to have a Government full of bullies and liars then you

By the time this is published we may have been given the first indication of how Rishi is going to pay for his cash giveaways. I can’t guess – can you? Deary me But as we are living through such an extraordinary period in what will become history it made me think about that very popular series of books by Terry Deary – Horrible Histories. He seems to be asking the right questions and wants to make our children think. He himself has said: “With Horrible Histories
I want children to think about how people in certain moments of history felt, and also for them to consider what people were experiencing ... in Horrible Histories I’m asking ‘Why do people do what they do?’ And, ultimately, ‘Why do I behave the way I do?’” It seems to me that these books should be read by adults too. Terry Deary’s books make very serious points underneath all the jokes and gore. He often asks whether the modern era is as vile as previous eras and questions the reader’s morals and patriotism. Deary explains: “I’d basically concluded [The British Empire] was one of the worst things to happen to the planet. So, I deployed the facts that illustrate that.” The Guardian said: “The last chapter of Ruthless Romans

Here are our suggestions for the best Christmas Day wines to splash out on and make yourselves feel special. When it comes to Christmas and wine there is one major wine region that automatically springs to mind, and that is Burgundy. Wines from here can be married with a wide range of foods.

Burgundy whites can be robust with a good backbone, giving pineapple, toast, brioche and butter. Honey hues appeal to the eye, while scents of hazelnut, caramel and spiced apple please the nose. These are the characteristics that wow the taste buds.
Hautes Cotes de Beaune Nuiton Beaunoy 2018 £15.50 Purple colour with violet hues. On the nose, the wine offers a wide range of berry aromas (strawberries, redcurrants, blackcurrants) and also reveals some delicate toasted notes.
Domaine la Chablisiene Chablis la Sereine 2017 £18.50 A balance between ripe orchard fruits and crisp, refreshing mineral notes. Fermented and raised completely in tanks, this is a benchmark expression of a Chablis. Domaine Pascal Renaud Pouilly Fuisse 2018 £21.50 The bouquet offers up its distinctive aroma of acacia

Edmond Cornu & Fils Chorey-les-Beaunes 2017 £27.50 Fleshy and fruity, this wine has a good frame of plums and a fine red berry expression and subtle tannins. A supple and fresh red that can be drunk young or that can grow with age over 10-15 years. Think game, fish, shellfish, white meats, spiced dishes and this region will do wonders in getting the most out of your Christmas day luncheon.

Lussmanns prepares for a second time to open in new location ... The new Lussmanns restaurant in Hertford, whose intended opening last month was scuppered by the fresh lockdown measures, is now expected to start serving diners in the week commencing Monday 7th December. Lussmanns has been an established jewel in the county
town’s dining scene for 16 years, but owner Andrei Lussmann decided to move his operation from its original home in the Egypian House at 42 Fore Street after the need for social distancing measures made the site financially unviable. He has moved the restaurant
