NEW CARE FEES RULES: SAME OLD PROBLEMS Hiding in amongst the covid graphs and pandemic headlines, the government has announced a new system for assessment and payment of fees for residential and nursing care. As usual, the changes that are proposed offer very little in reality.

In one sense the publicity surrounding social care is positive, because it is generating debate. It has started to make us all consider the reality of care seriously. On the other hand, many of the rumours and political messages are not accurate and, in some instances, misleading.

We all work hard and at retirement many of us own our own homes. Time and again a move into care involves selling your house to pay the care fees – at an average of £4,000 per month it is easy to wipe out the value of an average property.

The answer is an asset protection trust. Don’t let the myths put you off: it is possible to protect your property for your family. the rules about trusts have not changed for years and the new proposals will make very little difference. there is no 7-year time limit and there never has been. the trust arrangement is legal. the council won’t take the property away in any event.

Ambition for North Tyneside Taking Shape

Work on the new Transport Interchange in North Shields is due to start this year

N

orth Tyneside Council’s ambitious regeneration plans are progressing in all four corners of the borough.

Working closely with a range of partners to unlock potential and opportunity in local communities, the council aims to deliver projects that will ensure North Tyneside remains a thriving, family-friendly, caring, secure and green place. They have allocated £2m of their budget each year for the next five years to deliver this ambition, and this will open the door to further public and private sector investment.

Cllr Carl Johnson, Deputy Mayor, said: “We made a commitment to invest in all parts of the borough through the Ambition for North Tyneside plan. We’re now starting to see these ambitions coming to life, with work getting started on a variety of projects and lots of other exciting opportunities to be explored and developed beyond 2022. These are exciting times for North Tyneside.”

What has been achieved since September 2020: • Acquired the former Co-op building in North Shields and prepared it for demolition.

• Demolished Unicorn House, North Shields, for new family homes.

• Started open space improvements in Northumberland Square and Howard Street.

• Submitted planning applications for a new transport hub in North Shields and a walkway linking the town centre and Fish Quay.

• Supported the North Shields Fish Quay Development Company and Port of Tyne to start work to repair and extend the Protection Jetty.

• Continued work on Whitley Bay’s Northern 6

Promenade near the Rendezvous Café.

Continued working with the new owners of the Swan Hunter site in Wallsend to develop the site and create jobs.

Transformed abandoned properties on Charlotte Street, Wallsend, into family homes.

In the next 12 months, the following work is planned: • Demolish the former Co-op building and start work on the new Transport Interchange and Civic Square in North Shields.

• Start work on the embankment walkway linking North Shields town centre and Fish Quay.

• Purchase land at the Tyne Brand site on the Fish Quay which is earmarked for new homes.

• Complete improvements on Howard Street and Northumberland Square, North Shields.

• Begin the development of new homes at the former Unicorn House site, North Shields.

• Start work to improve The Exchange building in North Shields as part of plans for a cultural quarter.

• Private sector investment in 97 Howard Street and 131 Bedford Street, North Shields, to be brought forward for cultural activities.

• Start to renovate further buildings as new homes in Northumberland Square, North Shields.

• Continue work on the Northern Promenade near Rendezvous Café, Whitley Bay, and install a permanent segregated cycleway at the coast, subject to funding.

• Prepare masterplans for Wallsend, Whitley Bay, and areas in the North West.

Sophie Ellis-Bextor Headlines Local Festival Pop sensation Sophie Ellis-Bextor will close this summer's Mouth of the Tyne Festival with a sensational headline performance.

Sophie, who shot to fame as a vocalist on Spiller's huge number one single, ‘Groovejet (If This Ain’t Love)’ and her follow up worldwide smash hit, ‘Murder on the Dancefloor’, will be the final act to take to the stage on the Sunday afternoon.

Her debut solo album, ‘Read My Lips’, was released in 2001 and sold more than 2 million copies worldwide.

During lockdown in 2020, she performed her ‘Kitchen Discos’ at home with her five sons. The videos recorded by her husband were watched and enjoyed by 40 million people around the world.

Sophie will be joined on the spectacular Tynemouth Priory and Castle stage by Newton Faulkner and more.

Singer-songwriter Newton, best known for his rhythmic guitar playing, came to prominence in 2007 with the release of his debut studio album, ‘Hand Built

by Robots’.

The album was certified double platinum in the United Kingdom, and featured the top ten hit ‘Dream Catch Me’.

New Online Booking for Mini Golf and FootGolf FootGolf and mini golf, right on the edge of our beautiful coastline, are back this spring and summer for everyone to enjoy.

Whitley Bay Mini Golf and FootGolf, based on the links, plays host to a scenic 9 and 18 hole pitch and putt golf course.

The course is well kept with challenging bunkers and a coastline border. It is also home to a FootGolf course, which combines the unique setting and ideals of golf, with the skill of football. It is the fastest growing sport in the UK! Both sports are a great way of keeping fit and active, whilst taking in the sights of our stunning coastline.

There is also a five hole putting green to practice on, and refreshments and snacks are available from the clubhouse. Toilet facilities are also available to customers. There are a range of club sizes to cater for adults and juniors, as well as left handed clubs.

Footballs, scorecards and tees are also provided free of charge.

New for 2022 - Following feedback from local residents, a new online booking system has been introduced to make it easier to get your tee time organised. The courses re-opened last month, with opening hours varying between term time and school holidays and are subject to change.

You can find the booking link on Sport North Tyneside’s website, www.sportnorthtyneside.org.uk or by searching ‘Golf’ at my.northtyneside.gov.uk.

North Tyneside is preparing itself for a busy summer of sport ahead. The tennis courts and recently refurbished athletics track, based by Churchill Playing Field, are also open seven days a week for residents to take advantage of.

The tennis courts at Souter Park are FREE to use for local residents. Souter Park boasts 5 hard court tennis courts, with access to toilet facilities, off street parking, and is only a one minute walk from Monkseaton Metro Station.

Classic Ibiza returns to the Racecourse this summer Summertime Live is returning to Newcastle Racecourse this August, and hopefully bringing Ibiza like weather with it!

Potato Rosti with Poached Egg & Bacon A BRILLIANT SWEET ‘N’ SALTY BRUNCH PREP: 15 mins COOK: 25-30 min SERVES: 6

Ingredients • 500g Maris Piper potatoes (King Edward also work well) • 250g parsnips • 50g butter • 3tbsp sunflower oil • 12 rashers smoked bacon • 2tbsp maple syrup • 6 free range eggs

Method 1.

Peel the potatoes, then coarsely grate them along with the parsnips, and squeeze out all the liquid (really important or you’ll get soggy mush rather than crispy rosti!)

Season well and separate into six portions, then shape each portion into flat pancake shape, These are the rosti.

Heat the butter and oil in a pan and cook the rosti for 6-7 mins on each side until deep golden brown and crispy. Meanwhile, grill or oven cook the bacon for 20-25 minutes, until crisp and golden. Smoked bacon is sublime but unsmoked is good too.

A few minutes before the bacon and rosti are ready, bring a pan of water to a gentle simmer and poach the eggs.

Top each rosti with 2 rashers of bacon and 1 poached egg.

Serve with maple syrup.

Segedunum Improvements Segedunum Roman Fort and Museum, based in Wallsend, have successfully secured £499,000 of Government funding for a host of improvements and upgrades.

T

he UNESCO World Heritage Site, located at the south end of Wallsend, is one of more than 60 galleries, museums, libraries, and cultural venues to receive cash through the Government’s £48m Cultural Investment Fund (CIF).

The grant will pay for repairs to the roof, the installation of a new lift, and other improvements.

New equipment to control the conditions in the galleries will help to protect the museum’s internationally important collection of Roman artefacts and ensure that major exhibitions from other museums can be brought to the North East.

Segedunum is managed for the council by Tyne & Wear Archives & Museums and has welcomed almost one million visitors from the local community and tourists from all over the world since it opened in June 2000.

In AD 122, the Emperor Hadrian ordered a mighty frontier system to be built across Britain, designed to consolidate, and define the Roman Empire and help protect against raiding parties from the north.

The result was Hadrian's Wall, a 73-mile barrier stretching from the River Tyne in the east to the Solway Firth in the west.

Segedunum, which means ‘Strong Fort’, was built to guard the eastern end of the Wall and housed 600 Roman soldiers. It

stood for almost 300 years as a symbol of Roman rule and a bastion against barbarian attack.

Today, Segedunum is once again a major site on Hadrian's Wall. It is the most excavated fort along the Wall with surviving foundations of many buildings and part of the Wall itself. There is a large interactive museum plus full-scale reconstructions of a bath house (currently viewed externally only) and a section of Wall within the grounds. The 35-metre-high viewing tower provides outstanding views across the World Heritage Site.

North Tyneside Council has identified Segedunum as a priority for investment as part of its Ambition for North Tyneside regeneration strategy and is working with Tyne and Wear Archives & Museums to transform the offer and visitor experience.

North Tyneside’s Elected Mayor, Norma Redfearn CBE, said: “This funding for essential repairs at Segedunum will hopefully set us on the road for the wider development of the World Heritage Site, which we are proud to have in Wallsend.

“MEND funding will ensure that Segedunum becomes even more welcoming for visitors and, as we develop our work through the Hadrian’s Wall Partnership, we hope to see more investment coming into the site to make this a truly exciting offer for visitors from across the region and beyond.”

Keith Merrin, Director of Tyne & Wear Archives & Museums, said: “It is fantastic to have this funding to make much needed repairs and improvements to Segedunum, having seen more than a million visitors pass through it's doors in the last 20 years .This is just the start of an ambitious development programme at the museum to update displays and facilities so this important World Heritage Site can be enjoyed for years to come by local communities and visitors from far and wide.”

The Cultural Investment Fund is allocating £48m to galleries, museums, libraries and cultural venues across the country, to help improve public access to the arts, safeguard cultural assets for future generations, and power economic growth through culture.

The Segedunum funding has been awarded from the Museums Estate and Development Fund (MEND) strand of the funding, which helps to pay for museum and local authority infrastructure projects and urgent maintenance works beyond their day-to-day budgets.

It was awarded by the Department for Digital, Culture, Media, and Sports, delivered by Arts Council England. The announcement follows a concerted effort by the Government to support the country’s vital cultural organisations.

Take The ‘Ow’ Out Of Ingrown Toenails

As experienced podiatrists, an ingrown toenail is a common condition that we see regularly.

They are often extremely painful and can significantly impact the enjoyment of everyday activities such as walking, sports, and even sleeping. The good news is you don’t have to put up with them! In many cases, an ingrown toenail can be treated quickly and painlessly with good lasting success, allowing a speedy return to doing all the activities you enjoy free from pain.

An ingrown toenail can come about when the edge of the nail breaks the surrounding skin. This often causes pain and swelling and can result in recurrent infections. In chronic cases, a red, highly vascular area of skin can be seen around the area called ‘hyper granulation tissue’. This tissue bleeds easily when knocked and is unlikely to resolve until the offending piece of nail is removed. Ingrown toenails can be the result of injury or poor nail cutting technique.

Some people are more likely to suffer this condition because their nails are ‘involuted’ or ‘curled in’ at the edges.

We advise people to cut their nails straight across to allow the edge of the nail to grow free from the skin. Avoid cutting down the sides, as this can leave uneven, sharp pieces of the nail that can dig in or break the skin if knocked. If you find it difficult to cut your nails, sometimes filing them regularly will help. In the past, it was thought that cutting a ‘V’ in the middle of the nail would help - we now know this is unlikely to provide any benefit as the nail grows from the base.

If self-help doesn’t work, it is best to see a podiatrist (the specialists in feet). A podiatrist will assess your feet and offer an individual treatment plan. This may include simple nail cutting and advice on footcare. In cases where the toes have been sore for a long time or have become swollen or infected, minor surgery can be offered. This is undertaken using local anaesthetic and can be done so that the painful piece of the nail does not grow back, providing a lasting solution to the problem. Many people

imagine this will be painful to have done but are surprised at how straightforward it is.

PROBATE LAWYERS: The Inspector Clouseaus of the Legal World When we take on a probate case, it is often in respect of a client who lived alone before their death.

They may not have been married in the first place, which is quite common, or their spouse or cohabitee predeceased them. We therefore turn up at a property and have to work our way through everything. Would you know where to start if you had been asked to look after the estate of a distant relative who you may not have seen for years? Are you a friend who was asked to be an Executor? Either way you may know a lot less than you’d assumed about how your friend or relative lived their life.

That’s why I feel as if I am Inspector Clouseau a lot of the time. In one case last year, I could see that our client had been a church goer. I contacted the local vicar and he was able to give me a bit of background, who some relatives were, who may have died years ago etc. This was important because of the way the will was drafted.

People who may have seemed important turned out to be none other than those my client had met on holiday and had then visited once.

I have to search the house for valuables. But what is valuable? We alerted our auctioneer to a collection of comics recently. He was beyond excited and travelled a great distance to collect them. They raised hundreds of thousands of pounds at auction! I have clients who have collections of antiquities and art work that they have brought from their country of birth. It is always worth investigating their origin as what may seem worthless in this country could be exceptionally valuable in another.

Or what about bank statements. We have to go back seven years to ensure that no monies or assets were given away during that period which would have an impact upon Inheritance Tax. I love going through bank statements. I can often spot overpayments. Three lots of house insurance per year in one case. Our client didn’t have the wherewithal to understand what was going on. It took some time but we managed to recover payments which had been made to two of the insurance companies.

Or enquiring about the mental health of a client in the years before their death. Someone who has lost mental capacity should not be paying council tax. I have recovered thousands of pounds in overpaid council tax in various cases.

I always look to see if there are recurring payments being paid from bank accounts or credit cards. What were they for, should they have been paid? Are some of them prepayments that now need to be reclaimed?

I wonder though if Inspector Clouseau knows as much about infestations as me? Wasp nests, rats, mice, sewer flies, is that mould or damp, what is the likely source?

What is the cheapest and fastest way of getting rid of all of the above?

We also have to consider items found in the house.

One client had a contract for various electrical items including televisions. Imagine if you had given away the tv or taken it to the skip. It is only by checking all documentation and bank statements that we spotimportant information which leads us to investigate further. A common issue is stair lifts, does the company still own it, is there a balancing payment due?

Then there are secret relatives. We have come across documents that show that the next of kin is actually the child of the deceased. The child that no one knew about and who has not been adopted. In one instance, the family assumed that they were next of kin until we told them otherwise. Cash and goods had already been removed from the property and had to be returned. But it was far better that the family found out sooner rather than later. What if the child had sought their rightful inheritance at a later date?

On more than one occasion we have uncovered a secret family. Our clients sometimes live double lives.

This means that the house, pension and all other assets have to be sorted out. As you can imagine one side of the family may be very angry, not only is there another “wife” or “husband” but sometimes there are also children involved.

Surprisingly some items that you may think are valuable turn out to be almost worthless. There are trends and fads in the antiques and auction world. So that very expensive sideboard that your friend or relative was so proud of turns out to be worth nothing and it costs money to have it taken away. Certain ornaments previously worth hundreds or even thousands turn out to be so out of favour that you couldn’t get rid of them at a flea market. Auctioneers often charge a fee for coming out to value items. That fee may be more than the value of the goods themselves. However, because we have used the same auctioneer for years they will come out to our probate houses free of charge. I often take items along from a few houses at once. If a client has been in a care home then often all that is left is jewellery and ornaments. I love to hear that an innocuous looking brooch is worth hundreds. Or a damaged old watch or a battered musical instrument. I’m actually on holiday for a couple of days, so what have I spent my time doing? You guessed it, trotting around antique barns.

Appeal for ‘Champions’ to help Eliminate Digital Poverty A charity is fighting to eliminate the digital poverty ‘pandemic’ affecting older people in the North East in a bid to keep them connected with families and to avoid online scams.

According to Age UK North Tyneside, because of Covid-19 there are more older people than ever who are ‘digitally excluded’ – recent stats showed more than two million over-75s across the UK are not equipped with, or able to use, day-to-day technology To help tackle this issue in the North East, the charity has set up a ‘Digital Champions’ scheme, where older people are matched with volunteers who can help them with technology, whether that be using a PC, tablet, phone or even TV. Two of the main aims are to help older people reconnect with families, giving them the skills needed to keep in touch with video calls and messaging, and also to prevent them falling victim to the increasing number of digital scams being carried out by criminals.

Age UK North Tyneside has been inundated with requests from older people desperate to develop their digital skills, but needs volunteers to help deliver training to those who are waiting.

So far, the scheme’s co-ordinator Jo Linton is carrying out all the training. She said: “I know there are so many people out there who need help, but at the moment I just need to clone myself so I can help everyone!

“Really, what we need are volunteers who can go out there and spend just a couple of hours a week passing on what they know.

One of the people benefiting from Jo’s help is artist Mo Black.

She has been a victim of a social media ‘phishing’ scam and wants to find out more about keeping herself e-secure.

Mo, who runs ‘Mo’s Mosaics’, also wants to know more about digitising her work so she can pass it on to the next generation.

Mo, 74, from North Shields, said: “We are living in a world built for the younger generation with so much done online nowadays. The older generation are being left behind!

“I have friends that are frightened to go online because they don’t know which emails are real and which are scams. It can be terrifying.

“We have to rely on organisations like Age UK North Tyneside to help us get by. Meeting with Jo has been so beneficial to me, and I really hope the charity can recruit more Digital Champions to help all the people out there who are in the same situation as me.”

As well as offering training to older people, the charity also has tablets and phones loaded with data to loan out to customers to help them keep connected.

The charity is running bookable group training sessions in Dudley and Whitley Bay, and regular bookable one-to-one sessions in the Forum Shopping Centre, Wallsend. It also has some training run on Zoom.
