A day after a senior leader of the Ahle Sunnat Wal Jammat (ASWJ) was shot dead in Lahore, prompting fears of a delicate truce between sectarian groups deteriorating, Interior Minister Chaudhry Nisar Ali Khan on Saturday said that sectarian violence was a matter of concern for the government. The interior minister was chairing a high level meeting in the federal capital, as police officials tried to negotiate with ASWJ supporters who were protesting in various parts of the country on Saturday. Reviewing the overall law and order situation in the country, Nisar said rise in incidents of sectarian violence is a matter of concern for the government. He gave directions for increased coordination among law enforcement agencies to mitigate such incidents and asked for greater coordination with provincial governments in matters related to law and order. Nisar said that while all acts of violence should be dealt with an iron hand‚ all segments of religious opinion should be taken on board in a proactive and positive manner for effective action. The minister was briefed about the current law and order situation on the occasion of local bodies elections in Balochistan‚ Karachi situation as well as incidents of protest in some parts of the country.

Chinese Investment Institution Shandong Ruyi Technology Group Company Limited has announced that it will purchase 52 percent controlling shares of Masood Textile Mills Limited in Pakistan. The textile mill is the largest company of Pakistan regarding export of cotton yarn. The Punjab Board of Investment and Trade and Pak-China Bureau have played an important role with regard to investment and sale and purchase of shares between both companies. Due to the role of both these institutions of the Punjab government, new avenues with regard to foreign investment in textile sector will open.

HE Supreme Court on Saturday identified six ‘missing persons’ who had relatives complaining about their ‘forced disappearance’, saying the country’s powerful army took them into custody from a detention centre. The government earlier produced 14 ‘missing persons’ before Justice Amir Hani Muslim, a member of the three-judge bench headed by Chief Justice Iftikhar Muhammad Chaudhry which had taken up a case relating to a missing man named Yasin Shah. The missing persons were brought to the premises of the apex court in two vehicles with their faces covered. Attorney General Muneer A. Malik was also present in the court’s premises. Relatives of the missing people launched a legal bid to force the military to produce 35 people who they alleged are being held in ‘unofficial’ military detention at a string of secret investigation centres. The apex court took up the case and ordered the defence ministry to produce these “missing persons”. Acting upon the court's advice, the authorities presented some of the detainees in the court Saturday during an “in camera” session. Of those, six were identified as missing people who had relatives complaining about their disappearance. “Six missing persons, who were presented in the court on Saturday, have been identified,” said Attorney General Muneer A. Malik. The court did not allow media to witness the proceedings. Ataullah, the superintendent of the internment centre in Malakand, had also

To a query regarding the missing persons kept in the tribal areas, Nazir said, “If it had been possible for us to bring missing persons from Kunar, we would have brought here Fazlullah

(chief of banned TTP).” Earlier on Friday, Defence Minister Khawaja Asif did not disclose the names of the 14 missing persons but said that seven of them were living a free life and could be produced whenever the court so desired. Two are internees and information about five others are unsubstantiated but may be confirmed in a day or two, the minister had told the bench during Friday’s hearing. The bench, unsatisfied with the defence minister's explanation, had then ordered the production of the 14 before Justice Amir Hani Muslim at 10.30am on Saturday. Attorney General Malik was also ordered as required to ascertain the status of the persons. The apex court had also obligated the authorities to ensure the presence of one or two relatives of these persons who could identify them and, if needed, Justice Muslim and the attorney general may ask questions to ascertain facts and their status. The court had also ordered

that relatives of two of the internees — Sardar Ali and Nadir Khan who had died on Dec 29 last year and July 1 this year, respectively, in the Lakki Marwat internment centre inside the Malakand garrison — be produced before Justice Muslim to confirm if they had agreed to receive the bodies without autopsy. Defence of Human Rights (DHR), an organisation formed by the relatives of the missing persons, says that around 2,000 people have disappeared from across the country. Last month, a group of over two dozen people – mostly women – marched 700 kilometres (430 miles) from Quetta to Karachi to register their protest over disappearance of their relatives. Chief Justice Iftikhar Muhammad Chaudhry, who retires on December 12, has actively pursued military and intelligence agencies, which are often seen as untouchable, demanding they explain the fate of missing persons believed to have disappeared into their custody.

ASWJ’s Muawia buried after govt promises to nab killers LAHORE RANA HAIDER Ahle Sunnat Wal Jamaat (ASWJ) leader Maulana Shamsur Rehman Muawia was buried on Saturday after negotiations between government officials and party members were successfully completed, putting an end to ASWJ’s nationwide protests over the killing.

The Namaz-e-Janaza was supposed to be held on Saturday at 2pm but was delayed by protesters who demanded assurance from the government that the culprits would be arrested. They maintained that until they heard from the authorities, the ASWJ workers would continue to block roads and may even go to the Punjab Assembly to register their

protest. By early Saturday evening, the party ended the protests after a three-member delegation from ASWJ met with the Lahore Capital City Police Officer (CCPO) at his office and received an assurance from him regarding arrest of Muawia’s killers. Earlier during the protests, an angry mob shouted slogans outside the Governor’s House

and on Mall Road. ASWJ members also protested in Rawalpindi and Sheikhupura. They blocked the Faisalabad Interchange from all four sides. The motorway to Islamabad from Rawalpindi was also blocked, causing inconvenience to the general public. Murree Road and Kashmir Highway were also blocked by stick-wielding ASWJ supporters. dead in Lahore on December 6 by unidentified gunmen. The ASWJ leader was returning home after leading Friday prayers at the Muhammadi Mosque in the Ravi Road locality. On December 6, ASWJ had announced that its members will stage a sit-in on the Islamabad Highway at Faizabad on Saturday to protest the killing of its provincial leader in Lahore. The ASWJ members had rallied at Aabpara Chowk around 5pm on Friday to condemn the killing. The Kashmir Highway and roads leading to Aabpara Chowk had remained closed for over two hours, until the demonstrators started dispersing for Isha prayers around 7pm.

RIME Minister Nawaz Sharif on Saturday launched the entrepreneur-friendly Youth Business Loans programme in a bid to control the spiralling unemployment in the country. The Youth Business Loan programme, which is part of the larger ‘Prime Minister’s Youth Programme’ initiative, is designed to provide subsidised financing at 8 per cent mark-up per annum for 100, 000 beneficiaries

through the National Bank of Pakistan and First Women Bank. Speaking on the occasion, Nawaz Sharif said that excessive nationalisation by previous governments had devastated industry and economy in Pakistan. “It is not the government’s task to be running businesses. That’s for the people to do,” Nawaz said. “The government’s responsibility, rather, lies in delivering the quality of security and law and order as is required by the people.” Nawaz said that everything from banks to mills and even the smallest

industries were nationalised in Pakistan, which hindered the country from running an economy on small enterprises, which other countries like Korea succeeded in. “I was surprised to see that in countries like Korea, these small enterprises form the very crux, the driving force behind the economy.” The PM went on to say that when he was first elected prime minister in 1990, the government privatised many of these industries including banks like Muslim Commercial Bank, Habib Bank Limited and others.

“It’s this privatisation that has borne fruit and made these companies, industries immensely profitable not just for themselves, but for the national exchequer account too.” Nawaz said that statistics indicated that a large percentage of the youth in this country was unemployed. “A large number of hands shot up at every occasion I asked for a show of hands by those who were suffering from unemployment,” he said. “It was heartbreaking to see this number of people unemployed, and to know that no one in Pakistan cared about these people, many of whom were degree-holders too.” Nawaz went on to say while inaugurating the loans scheme that the programme had received accolades and encouragement from various foreign officials. He especially mentioned US President Barack Obama Senator John Kerry while describing the kind of support Pakistan was offered to make an economic recovery. pM’S DREAM FULFILLED: Speaking on the occasion‚ the PM’s daughter and Chairperson of Prime Minister’s Youth Business Loans Maryam Nawaz said the launch is fulfilment of one of Nawaz Sharif’s prime election commitments. “The Rs 100 billion set aside for the programme will be disbursed among 100,000 talented and skilled youth in the next seven months,” she said. “The prime minister was deterred and discouraged by many people, who advised him against the idea of distributing funds to inexperienced youth. But he always said – and I’m witness to this – that we should trust our youth, that investment in youth is investment in the future of Pakistan.” Maryam Nawaz said there are only three conditions for the applicants – that they should be Pakistani‚ they should hold a valid Computerised National Identity Card and lastly, they should have a guarantor. She said forms of the Youth Business Loans will be available from Monday and these would be issued free of cost.

Special counters have been set up at banks and SMEDA offices to facilitate applicants and guide them. She also explained the procedure for the processing of applications and other details of the Youth Business Loans, clarifying that necessary checks have been put in place to ensure transparency of the loans. THE LOANS The total mark up rate would be 15% but the government would pay the remaining seven percent on behalf of applicants. Those falling in the age group of 21 and 45 years are eligible to apply for loans inside the range of Rs0.5 million to Rs2 million. Small business loans with tenure up to seven years plus one year grace period and a debt-equity ratio of 90:10 will be disbursed across the country including four provinces‚ Gilgit-Baltistan‚ Azad Jammu and Kashmir and Federally Administered Tribal Areas. Small and Medium Enterprise Development Authority has been tasked with an advisory role in the implementation of Prime Minister’s scheme.

Even though Gen Kayani's brother Brig (r) Amjad Kayani has said that the former army chief would not take up any job after his retirement, the sources said it was most likely that the prime minister would be able to bring

him onboard his team of advisers. Gen Kayani, retired on November 29, after six years as Pakistan’s Chief of Army Staff—making him the longest-serving army chief never to take over the country. During his long tenure, the general carved out a new, sleeker role for the army chief, retreating from active involvement in politics even as the army brass kept their control of foreign policy, national security, and certain sectors of the economy—poking the elected civilians, when necessary, from behind a thin veil of non-interference. Kayani jealously guarded the army’s traditional interests, while almost sundering the country’s longstanding alliance with the United States. His appointment in an advisory capacity would mean continuity in Pakistan’s approach ahead of a pullout of most foreign troops from Afghanistan at the end of 2014.

The federal cabinet is likely to be expanded in the next few days as Prime Minister Nawaz Sharif and his kitchen cabinet are mulling a reshuffle in ministerial portfolios, Pakistan Today has learnt. Government sources said that a meeting of the prime minister and his close aides was expected in the next couple of days in which the top party leadership, including Punjab Chief Minister Shahbaz Sharif, would discuss assigning new roles to the prime minister’s team of advisors and special assistants. “Sartaj Aziz, prime minister's adviser on national security and foreign affairs, will most likely be inducted in the government’s finance team,” said the sources. Currently, 16 federal ministers and nine ministers of state are holding various portfolios. Some of them, including Khawaja Asif and Pervaiz Rashid, have been given charge of additional ministries. Two federal advisers and a special assistant to the premier, who were appointed in October, have no official work to do as they have not been allotted any portfolios as yet. Imtiaz Sheikh of the Pir Pagara-led Pakistan Muslim League-Functional (PML-F) was appointed as special assistant to Nawaz but he is yet to be assigned any specific job.

Same is the case of Ameer Bux Bhutto, son of Sardar Mumtaz Bhutto, who was named as adviser. “The PM has told us that he would shortly induct new ministers and would also reshuffle portfolios. Then we will be given ministries,” Sheikh said. The special assistant has the status of minister of state while the adviser has that of a federal minister, as per the separate official notifications issued on October 28 and October 14. Senior PML-N leader Amir Muqam, who was appointed as adviser to the prime minister, is doing “general work” in Khyber Pakhtunkhwa (KP) and has not been allocated any portfolio. Sources said that Akram Durrani, a former KP minister belonging to the Jamiat Ulema-eIslam-Fazl (JUI-F), is also expected to be taken in as a minister. Under the Constitution, the prime minister is empowered to have a maximum of five advisers. Imtiaz Sheikh’s incorporation brings the tally of special assistants to two with Tariq Fatemi being the other one.

According to reports, the National Party (NP) gained more votes than any other party, including the Pakistan Muslim LeagueNawaz (PML-N). Independent candidates secured 358 seats, NP gained 108, PML-N 80 and Jamiat Ulema-eIslam-Fazl (JUI-F) gained 42 seats so far while turnout remained less than half of the registered voters as 45 percent voters used their franchise right. The final results would be announced on December 10.

Polling was suspended in Harnai district and a new date for polling would be announced later. Some 5,718 polling stations had been set up in the province for holding of the elections. Some 2,776 were declared highly sensitive, while 1,581 were tagged sensitive by law enforcement agencies. More than 50,000 personnel of police, FC, Balochistan Constabulary and Levies forces were deployed, while 5,325 soldiers of Pakistan Army performed duties at the polling stations. Nine districts including Quetta, Qalat, Mastung, Khuzdar, Kharan, Washak, Panjgur, Gawadar and Kech were declared sensitive for security reasons. Several fake identity cards were used at a women’s polling station for the municipal corporation in Chaman which resulted in a confrontation between supporters of different candidates. At least five people were wounded in a scuffle among the supporters of two candidates in ward-14 in Qila Abdullah. The Election Commission of Pakistan (ECP) will issue the local bodies (LB) polls schedule for Sindh on December 9. The electoral body had asked the Punjab and Sindh to fulfill the legal requirements for the polls by December 6. However, both the provinces had sought three and seven more days respectively. The ECP Secretary Ishtiaque Ahmed said that LB elections in Sindh will be held on January 18 and in Punjab on January 30. The secretary also praised the Balochistan government, administration, political parties, political forces and the people for being the first province to hold LB polls in the country. dengue On a Rampage in punjab aS 20 new CaSeS RepORted LAHORE: Rapid and uncontrolled spread of dengue fever across Punjab is posing threat to people’s lives as 20 new cases were reported across the province on Saturday, raising the toll to 2,533. The provincial health department spokesman said that all the town committees had been directed to beef up measures in their respective areas. Health Department sources said that 20 persons shifted to hospitals in various districts of the province were found infected with the dengue virus. Of the new detected cases, 18 patients belong to Lahore and one each from Khanewal and Rawalpindi. So far, 25 persons have died of dengue fever in Punjab. As many as 2,449 patients have recovered while many people are under treatment in various hospitals. The provincial capital and Rawalpindi district are most affected by dengue mosquitoes. Malala said Islam is a peaceful religion. She said “Islam teaches us to be kind towards others. We greet others by saying AssalamAlaikum, which means may you be in peace. Islam, she added, gives special importance to education. “The first verse of the Holy Quran to be revealed started with the word ‘Iqra’, meaning ‘learn’. Three members of a self-styled “Muslim Patrol” in London who threatened strangers for holding hands, drinking alcohol and other behavior they deemed “un-Islamic” have been sentenced to jail. Nineteen-year-old Jordan Horner, 26-year-old Ricardo McFarlane and a third man who could not be named for legal reasons pleaded guilty to a variety of charges, including actual bodily harm and affray. They were sentenced Friday at London’s Central Criminal Court to jail terms of between 24 weeks and 17 months. London’s Chief Crown Prosecutor Baljit Ubhey said the trio “aggressively intimidated a couple who were holding hands in the street, a group of friends who were drinking alcohol and a girl whom they deemed to be dressed provocatively.” He said the trio’s “bullying behaviour” will not be tolerated in London.

OST political forces in the country have given up all hopes of seeing Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan in a lead role after his failure to adopt a credible stance in national politics in the last six months that could in anyway challenge the Pakistan Muslim League-Nawaz (PMLN) government and prove his leadership credentials. Interestingly, the promises made by Khan before the general elections, especially after the historic undoing of the Pakistan People’s Party, is no longer there. As such the political forces other than the PPP and PML-N that were once ready to accept his leadership are no longer inclined to forge any alliance under his leadership. It is learnt that leaders from the PTI especially from Punjab often float the idea of forging an alliance to counter and dislodge the ruling PML-N in the coming days, but they have not received a favourable response from any quarter so far. Efforts were once afoot to cobble together an alliance featuring the PTI, Pakistan Awami Tehreek of Dr Tahirul Qadri and Pakistan Muslim

League-Quaid besides other religious and political groups. “But the question is who will lead them? The leadership of Imran Khan is not acceptable in any such political venture,” a senior leader privy to the efforts commented. Political leaders privately say that in the last six months, Khan has failed to adopt any credible stance or rallying call around which other forces could conveniently gather. “It is one of the reasons why no other political force except Jamaat-e-Islami is ready to join the PTI in its anti-drone protests in Khyber Pakhtunkhwa and other provinces. “There are more pressing issues that need the attention of the country’s leadership. Look at the price hike and rising unemployment in the country,” said PML-Q President Shujaat Hussain. PTI surprised political observers when it went ahead with its decision to stop the NATO supply route in Peshawar and invited all political parties to join its

protest campaign. Both the government and the opposition benches shared a common thought that the attack on Hakeemullah Mehsud had scuttled the peace process with the Taliban, but the PTI was advised not to ‘fly solo’ in blocking the NATO supply route. The party still went ahead and its chief, Imran Khan, vowed to continue the protest until the drone strikes came to a halt. The PTI blockade has yet to create any impact nationally or regionally. The US and NATO did not attach any importance to the disruption of supplies initially. However, recently, the US declared that the protests did not pose any longterm threat to its plan of leaving Afghanistan using routes through KP. Khan might have scored some brownie points by persistently taking up the issue, but other political parties are not ready to lend the PTI chief a hand in his crusade against the drone strikes inside

Pakistani territory. They believe that Khan is dragging the issue needlessly when hardly any positive outcome can be expected. “It is something in which you cannot do much. You have disrupted NATO supplies, made your presence felt. Now what next can you do? You have lodged an FIR against the CIA over the Hangu drone attack. What’s next? Can you go after the CIA now?” a senior leader opined. Interestingly, in the entire episode, the federal government has remained quite aloof. It never tried to contact the PTI leadership or the provincial government to knock sense in them or assure them that it could handle the situation on its own. It seems the federal government is not ready to take the ownership of the issue. “For the sake of politics or otherwise, it would have been much appropriate if Imran Khan had put pressure on the federal government, forcing it to deal with the issue more convincingly and thereby exposing it,” PML-Q Senator Kamil Ali Agha said. The PPP leadership has also stayed away from the debate of whether the PTI is on the right track. “The standoff between the PTI and PML-N will benefit us. Let them burn their energies and wings on petty issues,” remarked a senior PPP leader, requesting not to be named. The PML-N position on Imran Khan’s initiative is clear but Amir Muqam, a senior leader of the party in KP, added a different dimension to it. “Imran Khan’s drone drama is an attempt to improve his party’s stocks in KP. The provincial government has failed to deliver as per expectations of the people. Hence, it is an attempt to bolster the party’s sinking fortunes in the frontier,” Muqam said.

He also stated that he had worked out medical report of 10 injured persons. The court adjourned the hearing of the case till December 14. HINGS will not be much different for the Pakistan Muslim League-Nawaz (PML-N) government after the exit of incumbent Chief Justice of Pakistan, Justice Iftikhar Muhammad Chaudhry and change of guard at the General Headquarters

(GHQ), contrary to popular perception in the country. PML-N circles believe that Prime Minister Nawaz Sharif and top government functionaries would open up once they see the back of Justice Chaudhry. They expect Nawaz to take vital decisions once Justice Chaudhry leaves the stage, hoping the new CJP will mind his own business or lie low, giving the government a free hand. Some PML-N leaders even think that their real term of governance would start from December 11, when Iftikhar Chaudhry would retire after completing a very eventful and active tenure as chief justice of Pakistan. Interestingly enough, it is the incumbent CJP for whom the PML-N and Nawaz Sharif launched the historic long march that forced the then prime minister, Yousaf Raza Gilani to restore the deposed judges. Even before that, the PML-N leadership quit the coalition government in protest against PPP government’s delaying tactics to restore the judges. But now it is the same PML-N that considers Justice Chaudhry a bit of a hurdle in the execution of their agenda. Political and legal circles, however, harbour different

views on post-Iftikhar Chaudhry period. They say the restoration of NADRA Chairman Tariq Malik by the Islamabad High Court, without involvement of the chief justice or instructions from him should be an eye-opener. These circles maintain that a lot would depend upon the policies and conduct of Justice Tassadaq Hussain Jillani. However, there is a general impression that it would not be an easy task for the new CJP to conduct himself after the judicial activism of Iftikhar Chaudhry. “He will have to strike a delicate balance. He should not appear to be over-board and over-bearing as was the case with Iftikhar Chaudhry. But at the same time he cannot afford to give an impression of a weak person looking the other way while the executive resorts to corrupt and unconstitutional practices. Within no time people would start remembering Iftikhar Chaudhry. He needs to avoid the creation of such perception,” observed a legal expert. It is widely believed that if the government looks for some relief and respite, then it is quite premature to make such expectations. Legal experts say that the new CJP is

a legal-minded person who will prefer to speak through his judgements as opposed to his predecessors, who liked making headlines. It is expected that as opposed to the past, the new CJP will rely less on suo motu notices and would also be little less inclined to dictate to the executive or administration. These experts, however, do not find any place of judicial activism in the post-Iftikhar Chaudhry period. Experts are also convinced that even the new military leadership cannot afford to give much room to Nawaz in the formulation and execution of national security and foreign policy. Senior Pakistan People’s Party leader Tanvir Ashraf Kaira feels the same for the ruling PML-N. “They (PMLN) have kept some important decisions pending in the hope that the new CJP will give them greater liberty. We think their expectations will be dashed sooner than later. The new CJP will continue with the effective interpretation of constitution as done by his predecessor. He will stop the PML-N government from doing anything unconstitutional as happened in the case of the NADRA chairman,” he said.

Terrorism is a threat to Pakistan and turning a "blind eye" to the problem is no solution, former US secretary of state Condoleezza Rice said. “After the Mumbai attacks in 2008, I came to India, my statement was public. I said it (the attack) was unacceptable and Pakistan must bear some of the responsibility,” Rice said, addressing the Hindustan Times Leadership Summit on Saturday. “Many Pakistanis are tired of terrorists. Their leader Benazir Bhutto was killed by the extremists in 2007,” she added. The former US secretary, however, stressed the need for cooperation, saying, “We have to work with Pakistan.” Rice said the 9/11 attacks on World Trade Centre and Pentagon had changed the concept of security in modern days. Terming Taliban-ruled Afghanistan ‘failed state’ before the US military operations started in the country, she added that “ungoverned territories” and not big nations are the breeding ground for terrorists. Stressing India-US ties, she said the two countries had been sharing intelligence inputs to fight terrorism. “India and the US have worked together to deal with stateless terrorists who kill the innocent.” According to Rice, the “challenge is to stop before a terror attack happens” so that lives can be saved.

new book brings to a wider audience a theory of cover-up, sweeping blame and staggering security failures behind the 2007 assassination of ex-prime minister Benazir Bhutto. Author and Chilean diplomat Heraldo Munoz headed a damning UN report in 2010 that said Benazir Bhutto’s death could have been prevented and that Pakistan deliberately failed to investigate properly. Now a UN assistant secretary general, his book “Getting Away with Murder: Benazir Bhutto’s Assassination and the Politics of Pakistan”, goes on sale in the United States next week. Oxford-educated Bhutto served twice

as prime minister and had returned from exile to stand in elections when she was killed in a gun and suicide attack on Dec 27, 2007. Six years later, no one has been convicted of her murder. The government at the time blamed the Pakistani Taliban. Munoz compares the assassination to a collective murder plot in a 17th century play and singles out Pakistan’s ex-interior minister in particular for refusing to give straight answers. Asked at a New York launch event whether he feared for his life during his investigation, Munoz said “not really”, but revealed that in around January 2010 he was forced to step up security. “I got a warning from a very trustworthy source that ‘these people’ are capable of anything and

‘these people’ don’t know the world,” he told the audience. Although he never knew who “these people” referred to “I thought maybe we were stepping on some toes,” he said. Munoz likened the best explanation for who killed Bhutto to the 17th century Spanish play “Fuenteovejuna” by Felix Arturo Lope de Vega, in which a village united together to kill a hated commander. Al Qaeda wanted her dead, the Pakistani Taliban executed the attack and local police did a cover-up, Munoz said. Bhutto’s own security failed her and those who encouraged her to return to Pakistan did not provide her with protection, Munoz argues. At one point the US suggested she hire the security contracting firm formerly known as Blackwater, Munoz said, but

At least five persons including two real brothers were killed and several others injured in renewed violent incidents in different localities of Karachi on Saturday. Meanwhile, the law enforcement agencies have arrested several accused and recovered arms and drugs from their possession. Police spokesperson said that unidentified motorcyclists opened fire at a hotel near Maskan Chourangi in Gulshan-e-Iqbal area, leaving three persons injured and sped away from the scene. The injured including two real brothers Kashif Ahmed, Talib Ahmed and their cousin hailing from Multan were rushed to the hospital but they succumbed to their wounds. The Ahle Sunnat Waljammat (ASWJ) spokesman claimed the deceased were members of their party. SP Muqadas Raza said that 12 shells of 9MM pistol were recovered from the site of the firing. In Baldia Town Sajan Goth area, unknown miscreants gunned down one person. In yet another incident, a robber was killed in exchange of fire with police in Azizabad area of the city. The police recovered arms and stolen motorcycle from the possession of dacoit. Whereas, two security guards of a private company identified as Abbas and Liaquat deployed at the gate of a private apartment in Johr Morr Hill Stop were critically injured in firing by unknown miscreants. More than 10 persons including a woman were reported injured in separate firing incidents in different areas of the city. Meanwhile, a police party was attacked near Lyari Expressway but all remained unhurt while the attackers took to heels after the retaliatory action of security personnel. The Citizens-Police Liaison Committee (CPLC) and Anti Violent Crime Cell (AVCC) during joint action in Landhi Manzal Pump area recovered an abducted trader but the kidnappers managed to escape.

3,000 CRIMINALS ARRESTED DURING TARGETED OPERATION KARACHI STAFF REPORT

ARACHI once known as the city of lights has now slipped into the pit of terrorism. Over the years, multiple power houses including groups, individuals and political parties have claimed its authority. But unfortunately, none could prevent it from the plague of target killing, kidnappings for ransom, extortion, gang-wars and worsening law and order conditions. As per the statistics collected, an average of nine persons got killed due to the incidents of target killings on daily basis and monthly around 127 fall prey to target killing with the highest of all was 200 killings in a month. This daunting number of murders by unidentified miscreants has drawn attention of the international community, federal and provincial government alike. The government machinery has come to action and the law enforcement agencies (LAEs) are carrying out targeted operations against the ever-growing lawlessness to ensure durable peace in different areas of the metropolis. Everyday, Sindh Police and Rangers are conducting separate and joint operations in different localities to arrest militants and in doing so they have been successful in arresting hundreds of alleged terrorists. Many a militants have died in cross fire and several law enforcers have embraced martyrdom. Since the launch of this operation, at least 5,000 criminals were arrested jointly by the Pakistan Rangers (Sindh) and the Karachi Police, however, the official data clearly mentions that out of these arrested criminals more than 3,000 have been freed due to unavailability of solid proofs. Before the launch of the targeted operation in September 5, 2013, crimes of various natures such as targeted killings, kidnapping for ransom, bhatta mafia, land mafia, existence of strong terrorist gangs and infiltration of banned outfits – Tehreek-e Taliban Pakistan (TTP), Lashkar-e-Jhangvi (LEJ), Jaishe-Mohammad (JeM) etc were terrorizing the citizens. The well-trained criminals of the banned outfits TTP, LeJ and other splinter groups infiltrated the city, mainly in the Ittehad Town of Manghopir area, Kanwari Colony, Gulshan-e-Buner of Landhi, Sohrab Goth, and New Karachi Industrial Area. But, soon after coming into power,

Pakistan Muslim League-Nawaz (PML-N) government showed major concern over this issue and brain stormed to launch multiple plans to gauge this security crisis. According to Rangers officials, the Pakistan Rangers (Sindh) during raids apprehended at least 699 criminals in 650 targeted operations in different parts of the city. The arrested included 123 extortionists, 95 target killers, 9 most wanted criminals who would be trailed under the Anti Terrorism Court (ATC) and six from the gangs involved in kidnapping for ransom. Furthermore, in this period some 9 encounters took place in which 17 terrorists and two Rangers personnel embraced martyrdom while four kidnappees were also recovered, and seized 1,324 sophisticated arms like LMGs, SMGs, Pashpapa, short guns, bulletproof jackets and ammunition. In the mean time, the police on the other hand, also conducted more than 500 raids and held 4,300 criminals ranging from target killers to the drug peddlers. According to Rangers and police sources, majority of the alleged target killers belonged to the Muttehida Qaumi Movement (MQM), while there are also some reports claiming the involvement of other political parties i.e. Pakistan Peoples Party (PPP) and Awami National Party (ANP). The sources opined that the pandora box was actually opened when the law enforcers arrested the killer of Superintendent of Police (SP) DIG East Range Shah Muhammad. The police apprehended a suspect Aijaz Jakhrani from Korangi area, on his tip the police approached Shujat Hashmi wanted by police in more than 80 murders on ethics grounds. While keeping ahead the crackdown against the criminals, the Rangers party raided a sector office of the MQM in Korangi where the weapons, particularly the LMGs being used by the Indian Army, were recovered in huge quantity. In reaction to the arrests, the MQM leadership came on television screens making a hue and cry of being one-sidedly targeted in the operation. In further development, it was for the first time in Pakistan’s history that the Karachi CCPO Shahid Hayat along with other Rangers senior officers held a joint press conference calling out the names of the target killers from MQM and

In another operation on the cue of Intelligence Bureau (IB) and ISI, the law enforcers conducted an operation in a graveyard in Mehmoodabad Colony and New Karachi from where huge cache of arms and ammunition were recovered. It was later confirmed that the arms were of the NATO supplies that had gone missing from the twin ports. LYARI PARDONED DUE TO LG POLLS: On the other hand, Lyari remains a safe haven for terrorists, neither the ruling PPP-led Sindh government nor the federal government wanted to get involved, as gang-war criminals of this area could play a major role in the upcoming Local Government elections. A committee headed by SP Faisal Bashir Memon comprising the officials of LAEs, with no prior experience of conducting raids, counter terrorism, warfare etc was inducted into the police force. As a result of which, from September 5, at least 32 people were killed and 50 seriously wounded in Lyari alone that clearly reflect that the politics was being done in this area and the two gangs headed by Uzair Jan Baloch and Baba Ladla were enjoying the political support from different political parties. HOME DEPT’S EFFORTS: The provincial government took another step and Sindh’s home department with Rs 30.5 million advertisement campaign requested people to voluntarily surrender their illegal weapons to the concerned offices of commissioners and deputy commissioners. But this scheme miserably met its end as only 18 weapons were surrendered. In yet another plan, the Sindh’s home department sought details of the arms purchase from the 60 licensed arms dealers. However, only two arms dealers have so far submitted their monthly report while the rest did not bother to comply with the notice period, the sources added. According to Sindh Additional Chief Secretary (ACS) Syed Mumtaz Ali Shah, the targeted operation was in full swing and will continue till the restoration of peace on permanent basis. To a query about the success of the operation, the ACS was hopeful that the fruit of the operation will be positive, however, it will take little time. POLITICAL PARTIES’ STANCE ON KARACHI OPERATION: Sindh Minister for Information and Archives and Local Government Pakistan Peoples Party’s (PPP) Sharjeel Inam Memon said that the ongoing targeted operation will continue even for years till the elimination of the last criminal. The mess in Karachi is 25 to 30 years old, which could not be cleared in a span of merely few weeks or few months, he said, but the Sindh government was committed to restore peace at any cost. The Rangers and police were working against terrorists, despite all unfavorable challenges. Sharjeel said that the LEAs conducted numerous raids in the troubled locality of Lyari as police and Rangers always sprung into action and conducted raids whenever they get any intelligence report about the presence of criminals in Lyari and for that matter in any part of the city. The MQM’s Coordination Committee member Ameenul Haq said that his party had always extended support to the federal as well as provincial government to deal with the criminals iron handedly. However, MQM will not allow violation of fundamental rights of common citizens by the law enforcers. “The law enforcers cordoned-off the whole area, picked up 25 people by declaring them criminals, subject them to torture and then release 22 of them. MQM has always demanded that the operation be conducted without any discrimination, caste, religion and political affiliation, Ameenul Haq said. Sindh PML-N leader MPA Irfanullah Marwat said that his party had launched the targeted operation by extending cooperation with the PPP government. The Sindh chief minister has been the captain of the entire operation, adding that the LAEs should accelerate the pace of operation so that the smaller number of killing could be brought to an end, he added. ANP’s Bashir Jan said that the extremist elements were still operating in the Pashtun-dominated areas of the city and the party leadership fear for their lives. Referring to the threat calls being given to ANP leaders, he said the rangers and police must keep the operation on fast pace. The overall situation must be brought under control before the holding of Local Government elections, he said.

conducted simultaneously in KhyberPakhtunkhawa, Punjab and Sindh and the provincial chapters of the election commission should ensure provisioning and utilisation of magnetic ink and corrected voters’ lists. “It is not only difficult but impossible to conduct local bodies’ polls on January 18. The Customs Intelligence on Saturday arrested four persons for stealing from Nato containers in Karachi. According to customs sources, the custom intelligence officers raided a private company’s yard at Port Qasim from where they caught the thieves red handed who were stealing goods from the parked containers. However, some sources also revealed that it was unclear whether the containers were loaded with military equipment or not but officials are considering it a success as it is for the first time that Nato goods were seized while the thievery was still underway.

At least 30 people sustained injuries when robbers opened fire on a passenger bus on Saturday. Police reports said that in Bakshapur area of Kashmore, a Karachi bound bus coming from Peshawar was overturned when the armed robbers signalled the driver to stop the bus but the driver instead of stopping speeded it up. Seeing this, the robbers opened fire at the vehicle due to which it got out of control and turned turtle. As a result of the accident 30 passengers received injuries out of which 10 are reported to be in critical condition.

On November 18, Judicial Magistrate R P Gupta, on the petition of Kailash Chandra that violence and obscenity has been glorified in the film, directed to lodge a case. 30-DAY PAROLE Indian actor Sanjay Dutt, who was convicted under the Arms Act for illegal possession of an AK-56 rifle before the 1993 Mumbai bomb blasts, got a boost on Friday after limited parole was approved, reported Times of India. Dutt had returned to the Yerawada central prison in Pune on October 30 after spending nearly a month at home. He was granted 30-day parole on account of his wife Manyata’s illness. Mumbai police and the state prisons department had recommended the parole. “Dutt has been asked to furnish a surety and report to the Khar police station in Mumbai twice a week,” Times of India says. “Dutt was released from the prison for 14 days on October 1. This was later extended by two weeks on medical grounds. The actor spent time at home with his family and later took medical treatment. He returned to the prison on October 30.” NEWS DESK

After the Indian leg, the production crew will head to another destination with us,” adds Daniel, “We are excited about the project as it will bring out several aspects of our lives.” Sources say the documentary, which is likely to release in two parts,

will also contain activities from behind the scenes. A member of the team, who’s currently in India with them, says, “The project is at a premature stage and right now we are just filming their routines.” Work on installing and setting of cameras in Sunny and Daniel’s hometown has also begun. Two men have been accused of reportedly stealing a part off the Porche GT car in which actor Paul Walker died. The thieves allegedly made off with a T-top from the roof of the Porsche Carrera GT while it was being towed from the accident site to an impound yard. According to the L.A. County Sheriff’s Department, the two men snatched the part when the tow truck stopped at a red light. However, the truck driver saw them drive off, and helped detectives identify them, reports tmz.com. One of them has been identified as 18-year-old Jameson Witty and his partner-in-crime, who is out of state, has been contacted and will surrender soon. The T-top was recovered in Witty’s home. He bowled 65.5 overs in two Tests against South Africa and 13 overs in a game against UAE. Irfan played all five ODIs, bowling 48 overs, and it is understood that he needed adequate time off. In the first T20, Irfan was able to bowl only two overs, and in the second he bowled 1.4 before having to go off the field with a hip injury. Irfan had been rested from the Tests in Zimbabwe in August and was picked only for the limited-overs series, before making a comeback to all formats against South Africa in the UAE. Pakistan suffered several injuries in 2013, with Taufeeq Umar and Harris Sohail returning from South Africa at the start of the year. Umar Gul missed the Champions Trophy with a knee injury and is yet to make a comeback. All-rounder Shoaib Malik and Abdul Razzaq suffered injuries during the South Africa series in the UAE. though, won’t want to be complacent. They have been in this position before, and have dropped the ball previously too. Against India in 2010-11, they came here jubilant after an innings win, had a somewhat similar pitch and overhead conditions to work with, but were caught out by a rejuvenated India attack that included Zaheer Khan. Pakistan Twenty20 captain Mohammad Hafeez believes that it does not make a difference whether the Pakistan Cricket Board (PCB) appoints a foreign or local coach for the national team. Hafeez also felt that the outgoing Australian coach of the team, Dav Whatmore had done his best. “It does not

make a difference whether we have a foreign or local coach this is a decision to be taken by the board,” Hafeez said. “But I can say this Whatmore also worked hard with us and did his best. The coach can only do things to an extent the rest is up to the players,” he added. Pakistan manager Moin Khan, on the other hand, has spoken out against having a foreign coach for the national team. In the Boy’s Under-18 final Muhammad Mudasir defeated Arham Attique Khan to win the title. Mudasir won 7-6 (1), 6-3 in an hour and 20 minutes. In the first set both the players held their serves to take the set into the tie-break, where Mudasir played more solid game to take the first set 7-6. In the second set Mudasir broke fifth game of the set to take early lead and then finally won the match at 6-3.

In the women’s final, Rida played aggressive game from the start and her powerful serves and ground strokes were difficult for Mehreen to handle. Rida won the first set 6-2. At the start of the second set, Mehreen again started having back trouble, which she had been encountering throughout tournament. Rida led 3-0 in the second set when Mehreen decided to through in the towel as she was in considerable pain. In the second set, Abid playing consistent game broke Aqeel’s sixth game of the set to take 4-3 lead, only he failed to hold his next service game. Aqeel held his next service game to take 5-4 lead and then broke Abid’s serve at love 40 to win the match at 6-4.

In the men’s doubles semi-finals, Shahzad Khan & Usman Ejaz defeated M. Abid Mushtaq & Usman Rafique in a thrilling encounter. They won 6-4, 0-6, 108. While in the other semi-final Aisam Qureshi & Aqeel Khan were awarded walk-over against Yasir Khan & Jalil Khan, as Jalil Khan withdrew from the match since he had sustained hamstring injury. In the men’s singles final tomorrow, Aqeel Khan will face Yasir Khan at 11:30 am. While in the doubles final to be played at 2:30 pm Aisam Qureshi & Aqeel Khan will face Shahzad Khan & Usman Ejaz. Barker and Sturm make weight SPORTS DESK Darren Barker and Felix Sturm looked in peak condition as they made weight for Saturday's world title clash in Stuttgart. Karzai's reluctance to sign the agreement soon has raised the prospect that all coalition forces could be removed by the end of next year. "I have not been told to plan for a zero option, but clearly, I under-

stand that it is a possibility, given the current impasse," Gen Martin Dempsey, chairman of the Joint Chiefs of Staff, said this week. If that impasse continues military officials worry that political uncertainty will undermine the progress the coalition has made in improving the combat effectiveness of Afghan security forces. "What's hanging in the balance in Afghanistan is confidence," Dempsey said. Coalition officials are left with the task of easing Afghan worries. "Until a decision is made both the Afghan forces and the coalition forces are just going to keep on the same track we have been in terms of the mission planning and the support and everything else that we planned to provide not only through 2014 but into 2015," Osterman said. The bilateral security agreement would grant the United States legal jurisdiction over its own forces in Afghanistan after 2014, a requirement that needed to be included before Washington would agree to deploy

forces there after the current mission ends. Coalition officials are planning for a limited advisory mission after 2014 that would place American officers and senior non-commissioned officers at the top headquarters, or corps level, within Afghan security forces. Except for the possibility of occasional visits to operational units, they would not accompany Afghan forces in the field. "It's not the classic thought of an adviser being out toting a rifle out on patrol," Osterman said. Coalition military officials say Afghan forces have proved effective at beating the Taliban on the battlefield and don't require advisers embedded in operational units in the field. Instead, they need support in building systems that allow the Afghan army to sustain itself in the field for long periods of time, such as getting food and ammunition to troops deployed around the country. "Tactically the insurgents can't stand up to them on the battlefield," Osterman said.

Coalition officers say Afghan forces performed well this past summer, their first fighting season in which they operated largely independently. In addition to advisers, the coalition may also be able to provide some helicopter and fixed wing support after 2014, though much less than in previous years when Afghan and coalition forces teamed up for operations. The Pentagon has also said it plans to keep a counter-terrorism force in the country capable of targeting al-Qaeda or affiliated organizations. Some analysts worry that the number of US forces under consideration now is too small and reflects the Obama administration's pressure on the Pentagon to keep numbers low. "With those kind of force levels you're asking for trouble," said Seth Jones, an analyst at RAND Corp. and author of In the Graveyard of Empires: America's war in Afghanistan. "I don't think you can do that much."

NSA DEFENDS GLOBAL CELLPHONE TRACKING AS LEGAL WASHINGTON AGENCIES

The National Security Agency on Friday said its tracking of cellphones overseas is legally authorised under a sweeping US presidential order. The distinction means the extraordinary surveillance program is not overseen by a secretive US intelligence court but is regulated by some US lawmakers, Obama administration insiders and inspectors general. Documents obtained from former NSA contractor Edward Snowden showed that the NSA gathers as many as five billion records every day about the location data for hundreds of millions of cellphones worldwide by tapping into cables that carry international cellphone traffic. The Washington Post said the collection inadvertently scoops up an unknown amount of US data as well. The NSA said Friday it was not tracking every foreign phone call and said it takes measures to limit how much US data is collected. The NSA has declined to provide any estimates about the number of Americans whose cellphones it has tracked because they were traveling overseas or their data was irrevocably included in information about foreigners' cellphones. ''It is not ubiquitous,'' NSA spokeswoman Vanee Vines said in a statement. ''NSA does not know and cannot track the location of every cell phone.''

In 2008, just before his 90th birthday, the United States gave Nelson Mandela a special present, striking him from a decades-old terror watch list and ending what US officials called “a rather embarrassing matter”. By then the anti-apartheid icon had long left behind the jail cells where he was incarcerated for 27 years, and was already enjoying retirement and his status as one of the most revered statesmen of the 20th century after becoming South Africa’s first black president. In past years, US officials have beaten a path to his door in his family village hoping some of his almost saintlike aura would rub off on them. On Thursday, President Barack Obama hailed him as belonging “to the ages” and ordered that flags on US government buildings be flown at half-mast — a rare tribute to a foreign leader. Yet decades ago many in America did not share in the adulation of Mandela and his African National Congress (ANC), which had been billed a terrorist organisation by both South Africa and the United States. His severest rightwing critics painted him as an unrepentant terrorist and a communist sympathiser.

It was even reported that the CIA had helped engineer Mandela’s 1962 arrest when an agent inside the ANC supplied South African security officials with a tip-off to track him down. In the 1980s, however, late Democratic US senator Ted Kennedy drafted legislation with senator Lowell Weicker that would eventually become one of the global catalysts leading to the collapse of the apartheid system. President Ronald Reagan sought to bury their 1986 anti-apartheid bill aiming to impose economic sanctions on South Africa by imposing his veto, saying he believed it would only lead to more violence and repression for black South Africans. But for the first and only time

that century, Congress rebelled and overrode Reagan’s veto on a foreign policy issue, passing legislation that slapped sanctions on Pretoria, snapped direct air links and cut vital aid. Some observers maintain that the story of Mandela’s redemption and the undeniable justness of his cause hold unique lessons for Washington as it grapples with other flagrant abuses of human rights by repressive regimes around the world. Until five years ago, Mandela and other members of the ANC remained on the US terror watch list because of their armed struggle against the apartheid regime, which yielded to majority rule in the mid-1990s. The designation meant that the US State Department had to issue them with a waiver to enter the country for meetings such as the UN General Assembly, something former secretary of state Condoleezza Rice said she found “embarrassing”. When Mandela was finally removed from the list in 2008, then senator and current Secretary of State John Kerry, said: “He had no place on our government’s terror watch list, and I’m pleased to see this bill finally become law.” In a televised address from the White House on Thursday, Obama said Mandela was “a man who took history in his hands and bent the arc of the moral universe towards justice”.

The US Air Force has secretly developed a new stealth drone for long-range reconnaissance missions that could be operational by 2015, according to a report in an industry magazine. “The unmanned drone, dubbed RQ-180, is currently in the testing phase at the top secret Groom Lake air base in Nevada - the infamous ‘Area 51’ where the Air Force tested the U2 spy planes in the late 1950s,” Aviation Week said. The Air Force refused to comment when contacted by media. The new aircraft was reportedly built by Northrop Grumann, the company behind the Global Hawk and the X-47B drones, which landed on air craft carriers for the first time this summer. The US company may have obtained in 2008 a secret contract on the order of $2 billion to develop the latest drone, according to Aviation Week. An artistic rendering of the RQ-180 on the cover of the magazine shows a craft with striking resemblance to the X-47B, in particular in lack of rear stabiliser and its so-called "batwing" shape. It was developed for intelligence, surveillance and reconnaissance (ISR) missions, but "could also be capable of electronic attack missions," the magazine said. It is similar in size and endurance to the Global Hawk, which can fly for 24 hours up to 1,200 nautical miles (2,000 kilometers) from its base. A first generation of unmanned aircrafts, the non-stealthy Reapers and Global Hawks, were used in Afghanistan and Iraq, but they were deemed too vulnerable in enemy territory equipped with powerful anti-aircraft defenses. Now the Air Force is slowly turning to stealth drones, better at passing safely over unfriendly territory. In December 2011, a spydrone that had until then been secret, the RQ-170 Sentinel, crashed 155 miles (250 kilometers) inside Iranian air space. The unmanned craft, which had taken off from Afghanistan, was on a mission to observe Iran's nuclear sites for the CIA, according to US press reports. According to Aviation Week, the new RQ-180 "eclipses the smaller, less stealthy and shorterrange RQ-170 Sentinel".
