Unexpected Changes The Ethiopian New Year-2011 comes with lots of scenarios and changes that attribute to people’s struggle and strong political reformists, who are preaching Ethiopianism more than ever. The newly elect Prime Minister Dr. Abiy Ahmed with his “Adding philosophy” has brought about many socio-political and cultural changes among the public. Many hold belief that the country is getting the right track. It seems a new day has come; a new political and democratic path has come. Many political prisoners have been released through pardon; many Ethiopian refugees who were held as prisoners in some neighboring and Gulf States have also been freed. The Ethiopian Government has also exerted relentless efforts to enhance its diplomatic relations with different countries such as Djibouti, Kenya, Somalia, and Sudan. Most importantly, the 20-years border dispute, and “no war no peace” state between Ethiopia and Eritrea has come to an end, commencing peopleto-people and economic relations. This has, in deed, been lauded and praised by many world leaders. Well-known that freedom of expression in the country had been 04

in question for many years; a number of private newspapers have come out of the media industry while several journalists were taken behind the bars; But the Abiy Ahmed (PHD) leadership seems now to change the nation’s media landscape by taking appropriate measures such as unlocking over 200 blogs, releasing journalists who were unfairly and unlawfully

imprisoned for years and other similar measures. With the view to shaping he country’s future , the country is also showing commitment to review and amend draconian laws of terrorism, charities and societies, and electoral law as well as other provisions that hampered the democratization and development process across the nations.

place”, appointing educated and experienced professionals at all levels. The new blood is being injected in this far and wide reform the nation has seen for the first time. Although volunteerism has for long been practical in Ethiopia, the volunteerism campaign initiated by the Prime Minister has become the driving force for many citizens to actively participate in nationwide voluntary activities that help many living under absolute poverty to some extent have a better living condition.

Efforts are underway to cure the country’s staggering economy; huge public businesses such as the Ethiopian Airlines Group, Ethio Telecome, Ethiopia Electric Power Utility and the like are scheduled to be partially privatized, which many scholars in the sector appreciated the decision made by the government. The government has, since the coming into power of Dr.Abiy, taken measures to alleviate the scarcity of

foreign currency (US dollar). Illegal transactions of foreign currencies is almost about to halt; people are conscious of the legal and moral value of changing foreign currencies at the local banks. Aiming to wipe out people’s tears and reverse the growing complaints witnessed in the public sector, the government has already begun a reform to put in place the motto: “the right person in the right

Now all eyes on Ethiopia. When Ethiopians stand in unison, singing pardon, love, unity and peace; the world, in turn, starts to show co-operation and support to the government and peoples of Ethiopia. The economic cooperation and support made by countries like Saudi Arabia, UAE, USA, Germany, Britain and many others attribute to the newly introduced “Adding philosophy” of the young and born-leader Dr. Abiy Ahmed. This unique Scenario obviously helps Ethiopians both at home and overseas to stand and speak up in national pride and confidence, to restore the greatness of this historic nation, and to see light at the end of the tunnel. ጥቅምት 2011 / Oct 2018

many of the diverse Ethiopian community have built confidence to get back home, and directly engage in the overall development endeavors. First and foremost the government deserves to be acknowledged for the serious action of creating such a favorable atmosphere to the return of the diaspora at home since it’s their right to get back home and re-unite with their family and compatriots. Furthermore, the country and the people can benefit a lot from the coming of these citizens as they can invest their knowledge, experience, and resources for the rapid development of the nation. As the saying goes: “strike when the iron is hot”, the government and relevant stakeholders should do their best at this special moment to enable the country reap the benefit it deserves to obtain from its beloved and precious citizens in the diaspora. As we’re getting into the Ethiopian New Year-2011, holding new hopes, inspirations, motivations, and aspirations, the newly construct ideology Ethiopianism is being glorified and much-trumpeted more than ever. May the New Year bring peace, stability, love and prosperity we all wish to see! May the New Year become moment of safeguarding and cementing the ongoing change in sustainable manner! Volkswagen was founded in 1937, to manufacture the car which would become known as the Beetle. In the early 1930s, the German auto industry was still largely composed of luxury models, and the average German could rarely afford anything more than a motorcycle. As a result, only one German out of 50 owned a car. Seeking a potential new market, some car makers began independent “people’s car” projects the Mercedes, Adler Auto Bahn, Steyr 55 and Hanomag, among others.

Volkswagen Group has maintained the largest market share in Europe for over two decades. The company ranked sixth in the 2017 Fortune Global 500 list of the world’s largest companies.

The company’s production grew rapidly in the 1950s and 1960s, and in 1965 it acquired Auto Union, which subsequently produced the first post-war Audi models. Perks of Privatization in Ethiopia Contributed by Gedion G. Jalata, CEO, Center of Excellence International Consult, the viewpoints are his own and not of the consultancy firm The Ethiopian government declared to undertake partial and complete privatization on 5th June 2018. While high reforms are being undertaken, it is still in question on whether the financial sector will be open for foreign investors or not. It describes that railway service, sugar plants, industrial parks, hotels and other manufacturing enterprises could be partially or fully owned by the private sector. Precisely, several public enterprises such as large and medium scale industries, small firms operating in the retail trade sector, agriculture enterprises, hotels and tourist attractions have been transferred to the private sector. While at the same time, the government is to retain stakes in EthioTelecom, Ethiopian Airlines, hydropower plants and maritime transport enterprises, and transfer the rest to domestic and foreign investors. Such move indeed is made to boost and modernize the country’s economy. The underlying factors that obliged a change includes the persistent foreign 18

currency shortage, which has resulted in depletion of foreign currency reserve, the shortcoming of state-owned enterprises in undertaking corporate reforms; promoting the private sector development in the economic sector and the increasing debt threshold of the country. The government subsequently established the Ethiopian Privatization Agency by law by privatizing public enterprises of different size and operating in different economic sectors. Even though the modifications are underway in recent times, the journey towards privatization commenced in 2002. Its breaking point was when the Ethiopian government flung the Privatization Program in accordance with Proclamation No.87/1994. With the verdict already being made by accommodating the concept of privatization in Ethiopia, the public and economic elites have been to and against the adopting the methodology. The supportive views towards privatization are based on the advantages of accepting the idea of ownership of various institutes and companies by the private sector. Proponent of privatization argue that private enterprises are occupied for making profits, they are more eager to cut costs therefore it is reckoned to be efficient than the public sector. privatization also helps to generate revenue required for financing development activities undertaken

by the government. This fact has also been supported by some research on privatized state manufacturing enterprises - beverage, textile and leather sectors- in Ethiopia indicates. During the first Growth & Transformation Plan (GTPI), an ownership of total of 32 public enterprise were transferee to private entities either in the form of direct selling and partial share transfer. The privatization of National Tobacco Enterprise, Assela malt factory and National Alcohol that has brought in hundreds millions of dollars to the government can be a showcase. On the contrary, many opponents have made fierce debates against privatization. They conclude that it leads to less accountability and deterioration in services which will emanate distortion in efficiency. A failed remark would be the experience of Kenyan Airway. Being privatized in 1992 it has been a high loss for the past four years. On the converse, the government of Kenya has been trying to bailout the airlines. In this regard, the government has been trying to buy more shares from the airlines to regain its former control, as reported by the Air Transport World (ATW), a 50-year-old magazine and Financial Times. Despite the fact that foes of privatization argue on the fictional need of privatization. Ethiopia can create a level ground for fair and

free competition among private-public firms. Even though Public enterprises acquires autonomy, there will be rational challenge encountered by both sides to determine their existence through the market forces. There are concerns on the vary of execution cause by lack of experience on the private sector. There are risks where the relocation might deteriorate the conditions of privatized industries if the new owners and their managers did not have a prior experience or adequate information on how to effectively manage privatized enterprises by taking into account their peculiar conditions. Profit maximization being their principal motive, private firms may lay off workers, whose social cost may not be bearable in developing countries like Ethiopia. Profit maximization being their principal motive, private firms may lay off workers, whose social cost may not be bearable in developing countries like Ethiopia. As the Ethiopian private sector, despite showing a considerable growth in size, is still weak and fragile, there would be many gaps if government withdraws from and leaves the economy to private firms. The role of the state should not be limited to the provision of certain economic and social infrastructures. The state should be able to invest in areas where the private sector is incapable of partaking due to fear of long gestation periods, huge capital requirements and less profitable. It should also maintain large ventures under its disposal, the privatization of which might cause social shocks in the process of restructuring. This could create additional production capacity and employment opportunities in the economy. In this context, a cautious move towards privatization

journey is timely and pertinent for Ethiopia. Countries where the state governs the market have been very successful. It is also important to recall the global financial crisis of 2007 and the associated series state bailout measures by the developed countries including the US, which brought back the debate on the role of the state in economic development abundantly. The instance that most illustrates productive outcome of governed markets is he economic rise of South East Asian countries. Naming Hong Kong, Singapore, South Korea and Taiwan known as the ‘four tigers’ were economies in which the states had ‘governed markets’ to ensure high levels of accumulation, technology absorption and conquest of foreign markets. The economic rise of as global economic force also reminds us the role of the state in the development process.

State trajectory of African countries was reversed by the Structural Adjustment Programme (SAP) of the 1970s and 1980s except for Botswana and Mauritius. SAP has managed to continue their developmental state trajectory and helped them to be among the middle income countries.

The overhead point of view on the subject indicates that now is the certain time to study the impact of past privatization in the country in order to draw an important lesson before we embark the new initiative on privatization.

to harness local, bottom-up problem solving and opportunity-creating energies; and embraces a wide range of governance modalities and mechanisms action, to achieve a national development vision” (2009:15).

However, as to my personal observation, I figure that it cautious and pragmatic approach adopted by the government may not result in the weakening and ultimate demise of developmental state as it happened in many African countries. This is mainly since the developmental

Therefore, the role of a strong democratic developmental state, rare bird in the governance terrain, is to bring inclusive economic transformation and equity. This quality is boldly underlined priorities in both SDGs and Agenda 2063’s ten-year plan. This factors indicate that its inevitable for African countries.

Ethiopia’s trend still indicates that the government still in the driver seat. The state will retain the majority share in the strategic sector of the economy such as the airlines, telecom, and energy generation among others. To sum up, it is worthy quoting UNCTAD report: “what is required is a new [democratic] developmental State that is adapted to the challenges of the twenty-first century; creates and renews the microfoundations of democratic practice

Womanhood in Ethiopia

By Tsigereda Zewudu

“When you educate a man you educate an individual, but when you educate a woman you educate the whole family.”

T

he basic unit of society is a woman as she makes a family, family makes a home and homes make a society. She is the inherent part of our society and an important element of our humanity. She plays her roles with great responsibilities in upbringing of a healthy solid society. She is believed to have her aspiration, abilities and qualities as a man does have and it is also agreed that she should have the opportunities to develop her faculties and to express them according to her own choice. The very first and best school of child is its mother’s lap. From behavioral to health education, women have their hands in. It’s a women who teaches how to behave, how to speak and how to deal with different classes of people. A good healthy society

doesn’t automatically emerge on its own and stands firm but it needs to be emerged and for its emergence women play a pivotal role. Since she plays roles as a mother, a sister, a daughter, a wife, she can help the society in various ways. She can engage in social activities and work for the betterment of the society. These all indicates women are the main contributors in building up a strong society. We all know that without education, no development is possible likewise we should never think that a society would come into existence without the contribution of women. The role of women in society has been greatly overseen in the last few decades but now it is coming to a more positive perspective. In the early days women were seen only

as wives who were intended to cook, clean, and take care of the kids. They were not even allowed to vote while men took care of having jobs and paying any bills that had to be paid. Although women in much of the world have gained significant legal rights, many people believe that women still do not have equality with men. This is evident at home, at their workplace, and in society in general. The traditional role of man was to work and make money, which would be used by all in the household. The traditional role of the women was to stay at home, take care of the children, clean the house, and cook. Because society has always associated money with power, the person bringing home the money had the power. The problem is that there are still more

job offers for men and it is still easier for a man to climb the social ladder. A man can have both a family and a successful career whereas women want to fulfill themselves as professionals have to sacrifice their personal life in most cases or, if they choose to have a family as well, they are sometimes regarded as bad mothers because they don’t allocate 24 hours a day to raising their children.

dedicated their entire life to raising the children and being a good wife, get divorced or, even worse, became widows. In such situations many of them find it impossible to find a place to work and have to live in more or less poverty. Without women a man wouldn’t be a man at all and would not have the comfort of having someone by his side through the rough and bad times.

Taking these considerations into account, it is still a problem for many women to assert themselves, irrespective of their educational background. Furthermore, many women choose to lead an unhappy life for fear that they wouldn’t be able to find a job, because many employers would still choose to employ a man over a woman. There are unfortunate cases when women who have

Fortunately, more women have made vast improvements in their lifestyles in the past few decades from holding positions in governments to simple things like getting a job and supporting themselves. We cannot forget that a women’s life is a lot more complicated than a man’s life. A woman has to take care of her own personal life and if she is a mother, she also has to take care of

her children’s life. Women will always be important to society because they bring a sense of love, and emotion, and for this reason a least, society should start considering their situation more carefully. All in all, there is a lot be done regarding to increasing the role of women in a society. Women are not only for home - making and child – rearing but they must also be given chance to put their hands a little forward in building up of a good solid society. A good solid society is a good indication of development. In order for a society to be a pure society, both men and women should think, dress and behave in ways that allow pure thoughts and actions to dominate the way of life and create a social climate conducive to the achievement of the real goal of life. ጥቅምት 2011 / Oct 2018

Employment Relationship and Contract of Employment By: Keneni Ensermu Employment relationship in Ethiopian law emanates from an employment contract entered between an employee and employer. Such relationship is governed by two sets of laws. The Labor Proclamation regulates employment contracts of nonmanagerial employees, whereas, the 1960 Civil Code of Ethiopia applies on managerial employees. Managerial employees are employees vested with the responsibilities to lay down and execute management policies either by law or delegation of the employer, and/or is responsible to hire, transfer, suspend, lay off, assign or take disciplinary measures against employees. An employment contract, for nonmanagerial employees, is formed when a person agrees directly or indirectly to perform work for and under the authority of an employer for a definite or indefinite period of time or piece work in return for wage. For managerial employees, if the employee undertakes to render to the employer under the latter’s direction for a determined or undetermined time, services of a physical or intellectual nature, in consideration of wages which the employer undertakes to pay, is deemed to establish an employment contract. This article discusses the essential legal issues that an employment contract of a non-managerial employee should fulfill as per the Labor Proclamation. An

employment contract is expected to incorporate the following minimum elements; 1. The name and address of the employer; 2. The name, age, address and work card number (if any) of the employee; 3. Type and place of work; 4. Remuneration, manner of calculation and interval of payment; 5. The respective rights and duties of the parties; 6. Duration of the contract and signature of parties. In addition, an employment contract should not leave any room for ambiguity as to the respective rights and obligations of the contracting parties. An employment contract cannot have an illegal or immoral purpose and/ or stipulate less favorable working conditions than that are stipulated under the law. When it comes to formality, the Labor Proclamation is clear in providing that unless specifically required by other laws; employment contract is not subject to any special form. The initial agreement between the employer and the employee need not be made in writing. However, where the contract is not made in writing; the employer shall within 15 days give the employee a written and signed statement. Nonetheless, it is in the interest of both parties to enter into a written employment contact, in order to clearly protect the interests of the parties and for evidentiary purposes. Legally acceptable ways of amending an employment contract is either through a collective agreement, work rules issued in accordance with the Labor Proclamation or by the written agreement of the parties. Therefore,

oral amendment of terms of an employment contract will not be considered valid. The below are some of the major obligations that an employer and an employee are required to observe. The employer has; • To respect employee’s human dignity; • To provide work according to the contract of employment; • To pay salary and other legal payments as per the law or collective agreement; • To take all necessary occupational safety and health measures and to abide by standards and directives given by relevant authorities; • To provide proof of service whenever the employee requests and upon termination of the contract of employment. The employee has; • To personally perform the work provided in the employment contract; • To follow employer’s instructions given per the employment contract and work rules; • To always report for work in fit mental and physical conditions; • To handle all work tools and instruments with due care; • To immediately inform the employer any act which endangers employees or the interest of the work place. Lastly, the employer and employee are at liberty to include additional conditions such as dispute resolution mechanism, disciplinary measures and procedure, noncompete and confidentiality clauses as well as grievance procedure in the employment to enhance the conditions provided by the law. ጥቅምት 2011 / Oct 2018

Increased investment in security, soaring Kenya’s tourism By Josephine Wawira

clashes, and/or terrorist threats often lead to tourists scare and travel advisories from major tourism markets. Apart from notable bans that Kenya has previously received from the UK and the US among others, Uganda is currently suffering a blow as The United States and Canada issue travel warnings against the country, following ongoing protests over Bobi Wine’s arrest. As a result, we experience a significant drop in tourism revenues; as one of the major contributors to Kenya’s GDP; which is projected to rebound to 6% by end of 2018 and 7% by 2019 from a low of 4.9% in 2017. Towards putting in place strategies that would cushion the industry

Kenya’s tourism industry is increasingly driving exports and providing foreign exchange, earning the country tourism expenditures of about 1.2 billion US Dollars in 2017. This represented a 20% increase from approximately 989 million US Dollars in 2016, according to a hospitality report by Jumia Travel. This improving sector performance is being facilitated by various factors, among them a steady macroeconomic environment, improved budgetary allocations by the government, increased air connectivity within Africa, infrastructural developments like The Standard Gauge Railway, and enhanced security in the country. This article focuses on the later element. Image by Olivier Le Moal Security concerns in any country can weigh a great deal on the tourism industry; as instances including political tensions, tribal 26

from any turbulence, the Kenyan government has in recent years increasingly fortified security mechanisms. In a report by the Oxford Business Group, security upgrades were a major government focus in the FY 2015/2016 budget, with a surge in military and police funding of $2.3bn up from $2bn during the FY 2014/15. The same report further notes that the government also worked on measures to improve Kenya’s tourism image internationally, by increasing the budgetary allocation to the Ministry of Tourism by 91%, to Ksh10.7bn ($104.4m) in the FY 2015/2016. Out of this, Ksh4.5bn ($43.9m) was channeled into marketing Kenya’s tourism products, with a full recovery in performance expected by the end of 2018.

The impact of these efforts are already paying off. We are seeing less reported cases of insecurity that pose a threat to the growth of the industry; and an impressive drop in travel advisories into major tourist destinations in the country. Notably, as a result of the increased stability, Kenya received record 1.4 million international tourists in 2017, up from 1.3 million in the previous year. Respectively, domestic tourists spent approximately 4 million bed nights in 2017, growing their expenditure with 16%. It is therefore assertive to state that the industry still holds massive potential for better performance in coming years, if among other factors, security is highly maintained not only in Kenya but also across the region.

MESKEL – THE FINDING OF THE TRUE CROSS Meskel is The Finding of the True Cross.

Meskel is one of the most important ecclesiastical Holy days in the Ethiopian Orthodox calendar. Meskel has been celebrated for more than 1600 years and is the most important and popular festival after Timket, which is celebrated in January. Meskel is The Finding of the True Cross. In the year 326 AD Roman Empress Helena (mother of Roman Emperor Constantine the Great and known in Ethiopia as Nigist Eleni ) went on an unsuccessful pilgrimage in search of the True Cross on which Jesus Christ was crucified. After this attempt she then allegedly had a vivid dream instructing her to light a bonfire and to follow the smoke; this dream revealed to Helena that the smoke of the

28

fire would lead her precisely to the location of the True Cross. Helena dutifully followed this smoke that led her to find it. In the Middle Ages, the remnant of the cross was presented to Emperor Dawit of Ethiopia by the Patriarch of Alexandria in appreciation of protection offered to Coptic Christians. On Meskel Eve (Demera) long tree branches and sticks are tied together and assembled in town centers and market squares as well as smaller versions around individual homes. These branches are known as Demera. Bonfires are set ablaze and lit at dusk colourfully adorned with seasonal golden “Meskel” daisy flowers, around which there is much feasting, dancing and singing. A large procession of people surround the Demera bonfire with tossing of flaming torches to further ignite the fire and singing traditional songs for

this time of year. Homes are also adorned with these pretty yellow flowers. The Demera burns and celebrations continue until it has become ash. As it burns to ash, the direction it falls is also significant, as it is believed to indicate the future of the year ahead. Rain is usually expected to fall and extinguish the remaining embers and when this happens, it is regarded as a sign that the following year will be prosperous! In all parts of the country, Meskel Day itself is observed with great celebration and festivity including feasting with friends and family at home. Using ashes from the Demera fire, many Orthodox Christians will mark their foreheads with the sign of the cross. A large Meskel celebration attracting many pilgrims takes place in Meskel Square in Addis Ababa. The most exuberant Meskel celebrations are said to take place in the Gurage region of southwest Ethiopia.

Ethiopia’s readiness to embrace E-commerce

Contributor:Legesse Nega Managing Director at Lucy Technologies He can be reached at: Legesse.teffera@lucytechnology. com

when we setup out booth at the “Digital Ethiopia” ICT expo in Addis Ababa last year, we were anticipating finding a potential client who might be interested in our currently introduced Cloud ERP solution for manufacturing firms. But we were also gathering data and doing a study to see wheatear Ethiopia is ready to embrace the e-commerce phenomena. So, we conducted a survey on the spot for visitors to provide us their take away on e-commerce and how they would like to get their products and services in future. For our surprise the result was quite interesting to say the least. Almost 75% of participant visiting the expo showed us either they are ready to purchase products and services via the e-commerce plat form or very much interested to get involved in different shape or form, ranging from running their own e-commerce site to setting up a logistic/fulfillment center to deliver products. Africa has been behind in ecommerce for many reasons. 30

ጥቅምት 2011 / Oct 2018

This includes mostly lack of internet connectivity and proper logistics and infrastructure, which the core components of ecommerce. Despite these major issues, technology has advances, particularly by introducing smartphones to millions of Africans so they can access the internet and make payment using their mobile phones. According to the research conducted by Statista, Africa

made significant strides in online shopping. Just last year, the ecommerce sector has generated around $16.5 billion in revenue and forecasting to reach a revenue of $29 billion by 2022.

For Ethiopia, one of the emerging markets in Africa, we have not tap into this market yet. There are some factors why we have not seen a full-fledged e-commerce site that encompasses everything electronically. One of the major shortcomings in the sector are absence integrated financial system. Banks are now start issuing debit cards and allowing automated teller machines (ATM) to service its customers. They have also started using primary internet transactions through mobile and card banking services. But they have not yet started issuing credit cards or there is no existing mobile commerce plat form that is integrated with the banking system. Even with existing debit card, banks need to a have payment gateway/payment system, a service provided by an e-commerce application service provider, which helps banks to authorizes online payment by transferring information between a payment portal, such as the website or the mobile device and the acquiring bank on the other end. I recalled an effort by Mastercard

as a specializes financial service provider to enable these services by collaborating with the local banks here. Connectivity is the other issue that need to be address for a smooth e-commerce interaction. Ethio telecom made a big stride in recent years by improving both its infrastructure and reachability matrix. The current country’s internet connectivity has almost reached twenty gigabytes during the second Growth and Transformation Plan which is a big leapfrog from a three gigabyte in 2010. The

other

challenge

that

e-commerce must overcome is logistics and fulfilment service centers, basically infrastructure. For Ethiopia, we haven’t established a well-regulated supply chains operating system which requires an efficient economic environment with two-way trust, both the business and the consumer. So, it would be difficult for a retailer to run an e-commerce business delivering goods to a customer and run the retail business as the same time. The best practice will be to outsource their fulfilment to companies that specialize in such arena. I believe that can be replicated here in Ethiopia as well. A fulfillment center can

handle everything starting from warehousing, packing, shipping and finally notifying client that the order is full filled. With the right solution and operating space, at least the intra-cities, Particularly, Addis Ababa is ready to accommodate this. The food delivery solution, Deliver Addis is a prime example that you can deliver products to client’s door steps with less to no hassle. Also like I mentioned above, I have encountered individuals who has an extensive knowledge on the logistics industry mostly from the big players such as Ethiopian Airlines Cargo services that can launch their own fulfillment centers as well.

Finally, Legal frameworks. With e-commerce are still at the very early stage in Ethiopia, the government is working to create a national law that govern and oversees the ecommerce industry and how online payments needs to be conducted. In future, businesses that are planning to conduct online business must comply with credit card companies’ standards and regulations, as well as with the Payment Card Industry Data Security Standards. The opportunity with e Commerce is immense. Set minimalist approach by adopting best practices from the already implemented countries such as India. Let the commerce begin! ጥቅምት 2011 / Oct 2018
