Minimum Qualification Requirements: 1. Must have five years managerial experience in a behavioral or social sciences field that demonstrates leadership skills at a level to effectively manage counseling services with one year at a supervisor's level. The incumbent must have either a masters of social work degree from a university accredited by the Council on Social Work Education, or a Ph.D from a doctoral program approved by the American Psychological Association (APA), or a masters degree in marriage and family therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or a masters degree in counseling, rehabilitation counseling, or professional counseling from a program accredited by Counseling and Related Education Programs (CACREP). 2. Must meet licensing requirements and obtain privileges as a provider at the Tier III level as established by Marine Corps Headquarters and consistent with SECNAVINST 1754.7A (07 Nov 2005) of one of the following: Counselor Tier III: Must have two years post licensure experience that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting field. Must have a valid state license and comply with all legal and regulatory requirements of a Licensed Professional Counselor (LPC) or Licensed Marriage and Family Therapist (LMFT). Licensed Professional Counselors (LPCs) are recognized by the Department of Defense as independent providers in the following states: Arizona, Florida, Hawaii, Illinois, Louisiana, Maryland, New Jersey, Ohio, South Carolina, Texas, Virginia, Washington, Wisconsin and Wyoming. Or: Social Worker Tier III: Must have two years post licensure experience that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting field. Must have a Masters degree in Social Work from a university accredited by the Council on Social Work Education (CSWE). Must have a valid state license to practice social work and comply with all legal and regulatory requirements of a Licensed Clinical Social Worker (LCSW). 3. Must meet State licensing requirements as a Licensed Psychologist (Ph.D.), Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT). These requirements are established by Department of Defense and Department of the Navy instructions and Marine Corps Orders (MCO P1700.24B). Must have two years minimum of 2000 hours of full-time supervised practice post graduate degree. Must have had current practice in the incumbent’s specialty with an independent license for at least two years full-time and during the last two years (no breaks in practice in the past two years). The incumbent’s responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Marine & Family Programs Division and its constituent programs and branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees. The branch manager of the Community Counseling Center, Marine and Family Programs Division, Marine Corps Community Services (MCCS) also serves as the base Family Advocacy Program Manager (FAPM). Demonstrates and promotes World Class Customer Service with an emphasis on courtesy. Assists customers


and associates, and communicates positively, in a courteous and considerate manner. Responsible for the execution of two primary missions: 1) The Marine Corps Family Advocacy Program (FAP). Ensures that services are provided that identify, intervene, assess, treat, and prevent family violence and abusive behavior through professional assistance and includes victim advocacy. 2) “Non-FAP related”, referred to as “General Counseling” (GC). Ensures the availability of extensive and comprehensive counseling services to individuals and families, to include individual therapy, couples counseling, groups, and Information and Referral services. Provides program oversight and management to ensure that a comprehensive program for the assessment, intervention, and prevention of family violence, and a variety of treatment modalities are available. Responsible for overseeing proper integration of the roles and responsibilities of the entire staff to ensure program compliance with all relevant Department of Defense (DoD) and Department of the Navy (DoN) instructions and with Marine Corps Orders and Base Regulations, ensuring quality control and day-to-day supervision of the various programs. Assigns work based on priorities, difficulty of assignments, and the capabilities of employees. Ensures that a 24 hour response program is established and executed, maintaining a Standard Operating Procedure. Acts as an expert advisor and consultant on spouse abuse and child abuse with tenant and independent commands. Develops and maintains the Coordinated Community Response (CCR), ensuring FAP services are available on the installation or in the adjacent community to meet the needs of the installation. Develops appropriate Memoranda of Understanding with local service agencies. Serves as FAPM of the Incident Determination Committee (IDC). Serves as core member of the Family Advocacy Committee (FAC) Coordinates crisis intervention and actions to protect victims and other family members and ensuring that the FAP makes available to victims information on resources and services, including a victim advocacy and confidential services. Ensures adequately trained providers in sufficient numbers are available to conduct intake assessments and provide comprehensive services. Supervises employees. Coordinates crisis intervention and actions to protect victims and other family members and ensuring that FAP makes available to victims information on resources and services, including Victim Advocacy and places to go that are confidential. Ensures adequately trained providers in sufficient numbers are available to conduct intake assessments and provide comprehensive services. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, recommending and completing personnel actions, disciplinary actions, and signs timesheets. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Ensures implementation of an activity safety program in accordance with the Base Safety Program. Advise employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents/injury to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return to Work” program initiatives, and following up on employee well-being. Performs other related duties as assigned.


COUNSELING SERVICES MANAGER - NF-0101-05 MINIMUM QUALIFICATIONS: Five years managerial experience in a behavioral or social sciences field that demonstrates leadership skills at a level to effectively manage Counseling services, one year having been at a supervisory level. Knowledge of appropriate personnel practices and ability to implement these practices within the worksite. Knowledge of fiscal responsibilities, safety procedures and customer service policies. Knowledge of principles and theories in one or more specific behavioral science field, family violence, child abuse, rape and victim assistance. Knowledge of local, state, and federal regulations as it pertains to Family Advocacy, family violence, child abuse, and victim witness and assistance. Knowledge of a wide variety of family relations areas, including juvenile delinquency, marital relations, spouse/child abuse, mental health, substance abuse and financial matters. Knowledge of diagnostic skills in areas of emotional pathology and psycho-social dynamics within the family. Skilled in interpersonal relations. Ability to gather information, data, and prepare reports. Ability to plan, organize and analyze work assignments in order to determine appropriate course of action and to meet program goals. Ability to communicate effectively, orally and in writing. Ability to assess and respond in a crisis situation. Skills in individual, family, and group counseling as they pertain to dysfunctional and/or abusive family dynamics. Must meet licensing requirements and obtain privileges as a provider at the Tier III level as established by Marine Corps Headquarters and consistent with SECNAVINST 1754.7A (07 Nov 2005).
