Resource Efficiency Managers Do you have an active Secret security clearance? Do you have experience supporting energy and resource efficiency programs for the USAF? Would you find satisfaction in knowing the work you are performing is in support of our military service personnel? If you answered “Yes” to these questions, then look no further because we have the job for you!

We are currently seeking 25 Resource Efficiency Managers (REM) to work at various CONUS Air Force Bases (AFB) to support the energy and water conservation/renewable energy programs. This is an 18-month contract (6-month base period plus one option year), and if selected you would be a W2 employee of our company. Full benefits are available.

Key Role: Serve as a Resource Efficiency Manager (REM) at US Air Force bases in the continental US. Perform project and program management activities related to the Federal Energy Program, Federal mandates, regulatory environment, and towards achieving cost reduction goals. Perform facility inspections for determining energy focused improvements and support the lifecycle of energy efficiency, renewable, and water projects for Air Force installations from inception through completion. Support, maintain, and use databases as decisionmaking tools along with geographical interface systems (GIS). Perform data collection, data analyses, and reporting in support of the Air Force energy program. Prepare documents, presentations, and briefings as directed by the client and senior staff.

Responsibilities •

Recommend and incorporate applications for proven new technologies into USAF facilities and infrastructure projects. Review pertinent criteria and guidance publications for proven new technologies.

Research, develop, and prepare guidance materials on demand reduction, resource conservation, and cost reduction.

Conduct awareness activities and training; analyze systems and methods of operations; and implement initiatives, projects, and programs to reduce demand and consumption.

Support the development and implementation of distributed generation projects, and the design review of efficient structures (MILCON and retrofits).


Be aware of sales practices of the various renewable industries, including factors such as State and Federal incentives that affect sales prices.

Be aware of the practices of the electrical power and natural gas industries and the variety of State regulations.

Be knowledgeable of utility contracting requirements in the FAR and how to apply them to the acquisition of renewable sources.

Conduct accounting using the Facilities Maintenance System (FMS); AFERS spreadsheets; meter and billing databases; and/or installation-specific systems to identify and help correct anomalies in facility consumption.

Work with Operations, Maintenance, and Engineering personnel to field check and diagnose possible problems. Work to correct problems with no material repair cost. Refer more complex problems and recommended corrective actions to Base management.

Provide resource conservation training to facility personnel. Prepare briefings and reports. Identify possible funding sources for execution of projects.

Provide and maintain a Verification Plan.

Develop a facility and utility system energy and water audit plan, identifying facilities/.buildings to be audited by fiscal year.

Become proficient with being able to view and input data in Energy Star Portfolio Manager (ESPM) and the new EISA 432 Compliance Tracking System (CTS).

Develop a re-commissioning/retro-commissioning plan for HVAC systems.

Requirements •

Must be able to obtain at least a DoD Secret security clearance.

Must be a US citizen.

Must have a Master’s degree in engineering, mathematics, or a related field and at least 3 years of energyrelated experience OR a Bachelor’s degree in mathematics, or a related field and at least 5 years of energyrelated experience.

An Energy Management Certification, such as a CEM from the Association of Energy Engineers, is highly desirable.

Experience in engineering analysis of facility and utility systems.

Proficiency using MS Office Suite software.
