JOB SUMMARY: The Saint Lawrence Seaway Development Corporation is a wholly owned government corporation created by statute May 13, 1954, to construct, operate and maintain that part of the St. Lawrence Seaway between the Port of Montreal and Lake Erie, within the territorial limits of the United States. Our mission is to serve the marine transportation industries by providing a safe, secure, reliable, efficient, and competitive deep draft international waterway, in cooperation with the Canadian St. Lawrence Seaway Management Corporation. This position is located in the Office of Locks Operations and Marine Services, Operations Division, in Massena, NY, www.massena.ny.us. You will oversee and supervise the day-to-day functions for the

Vessel Traffic Control and vessel lockage operations at both Eisenhower and Snell Lock. You will primarily have full technical and administrative supervision over a subordinate staff which typically consists of 2 linehandlers, 2 lock and dam operators, 2 lock and dam operator leaders, and 1 traffic controller. This position requires working twelve hour shifts and is seasonal in nature. You are subject to non-pay status at the end of the navigation season. The navigation season typically runs from the end of March to the end of December, actual dates are dependent upon the winter weather season.

This position has been designated as safety sensitive under provisions of DOT Regulation 3910.1A. The employee must be tested for illegal drugs prior to being placed in this position, and will be subject to periodic random testing, for illegal drugs.

This position also requires constant travel between Eisenhower and Snell Lock, frequent travel to other Corporation facilities and occasional travel to Canada for ship inspections or meetings with our Canadian counterpart.

The ideal candidate for this position has a combination of Marine Transportation education, skills, and experience that will allow them to successfully serve as Marine Transportation Supervisor for the Lock Operations Division.

DUTIES: The Marine Transportation Supervisor: • Manages the day-to-day Vessel Traffic Control and vessel lockage operations. Responds to major crises affecting maritime commerce and takes appropriate initial response action for incidents. Inspects and assures facility is operational. Relieves the Vessel Traffic Controller in emergency situations, must be knowledgeable of Vessel Traffic Control procedures and posses the ability to recognize potential problems and implement corrective solutions.


• Assigns and evaluates work; provides written and oral instructions, guidance and procedures. Prepares and delivers performance evaluations. Submits detailed reports with analysis, conclusions and recommendations to prevent future occurrences. Is primary point of contact with Maintenance Supervisor on regular and recurring work activities. Contacts appropriate personnel during incidents. • Prepares and delivers employee coaching and disciplinary actions. Resolves employee complaints and grievances in compliance with the Corporation's Collective Bargaining Agreement.

QUALIFICATIONS REQUIRED: To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration. LEVEL

To qualify, your experience should include experience equal or equivalent to the following: Marine transportation experience where your experience was gained from having the responsibility for the GRADE safe and efficient transit of commercial and/or military vessels. The following are examples of qualifying 12 experience: marine safety responsibilities, on-board vessel safety inspections or casualty investigations, navigation responsibilities, vessel traffic services, and lock or marine crew leader.

CONDITONS OF EMPLOYMENT: • SELECTIVE SERVICE: Males born after 12-31-59 must be registered for Selective Service. • SUPERVISORY PROBATIONARY PERIOD:New supervisors must complete a 1-year supervisory probationary period. If this is also your first permanent position, the supervisory probationary period will run consecutively with your first appointment probationary period. During your probation you will be required to complete various supervisory or managerial training. Courses will be picked based on your level of supervisory experience. • DEU REQUIREMENT: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
