ACI Asia-Pacific Attended the First ICAO Asia Pacific Ministerial Conference on Civil Aviation The ACI Asia-Pacific Regional Office attended the first ICAO Asia Pacific Ministerial Conference on Civil Aviation in Beijing on January 31 - February 1, together with representatives from 35 States and 4 other industry partners. The conference was hosted by the Civil Aviation Administration of China and featured the theme "Sharing, Inclusion, 3


Collaboration and Jointly Shaping the Future Aviation of Asia Pacific". Mr. Ma Kai, Vice Premier of the People’s Republic of China and Dr. Olumuyiwa Benard Aliu, ICAO President opened the conference while Dr. Liu Fang, ICAO Secretary General delivered a speech about the background and objective of the conference. Dr. Liu said that the civil aviation industry contributes greatly to the economic development of the Asia-Pacific region, and the aviation safety and accident rate of the region is also declining. The whole civil aviation industry has much potential and a promising future. However, some ICAO member states in the Asia-Pacific region have yet to establish an effective regulatory system for aviation safety. Dr. Liu pointed out that the APAC states should strengthen their building of air traffic services, improve their air traffic management level, establish new route structures, accelerate the development of infrastructure including airports, change the design and operation mode of airports, and follow the growing trend of future air transportation. She hoped that the first Asia Pacific Ministerial Conference on Civil Aviation could act as a high-level platform for technological cooperation and assistance for the Asia-Pacific region and foster a safer and more sustainable development of the aviation industry of the region. The conference adopted the “Beijing Declaration”, which reflects the common concerns, common positions and common vision of all APAC member states in terms of aviation safety, air navigation services, accident investigation and human resources. It is not only a consensus on promoting the development of the aviation industry in the Asia Pacific region, but will also be a multilateral policy guideline for promoting the development of Asia Pacific civil aviation in the future. ACI Asia-Pacific made a statement during the conference pledging support to ICAO in the implementation of the “Beijing Declaration” and also sharing ACI’s contribution in human resource development, one of the key elements in the Declaration, through the various capacity building initiatives especially targeting the developing nation airports in the region.

ACI-ICAO “Aerodrome Certification Compliance and Auditing” DNA Seminar Successfully Concluded in Fiji The ACI Developing Nations Airport Assistance Programme (ACI-DNA) has organized a training seminar in cooperation with the International Civil Aviation Organization (ICAO), namely the ACI-ICAO "Aerodrome Certification Compliance and Auditing" DNA Seminar which was held from 22 – 26 January 2018 in Nadi, Fiji.

The training seminar was organized with the support of the host, Airports Fiji Limited. Twenty-one participants representing airports and civil aviation authorities from the South Pacific Islands, including Cook Islands, Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga and Vanuatu attended. The seminar was conducted by two ACI Instructors, Mr. Owen Ryan and Mr. Natrajan Chandra Sekhar. During the 5-day seminar, participants discussed topics such as Safety Management Systems, Aerodrome Physical Characteristics, Emergency Planning and Wildlife Hazard Management, etc. 6


As part of the programme, participants were also given the opportunity to apply what they learnt in class as the group had the opportunity to visit the airside of Nadi International Airport where participants applied different auditing tools and techniques they learnt in class. On the last day, the participants made group presentations to share their analysis on audit findings and recommendations for follow-up actions.

November 2017: Passengers up 11% in Asia-Pacific and 4% in Middle East In November, passenger traffic at Asia-Pacific and Middle Eastern airports grew +10.6% and +3.5% respectively compared to the same period last year. In China, robust passenger travels in both the domestic and international sector boosted the overall traffic growth to reach approximately +12%, the second highest level in 2017 behind January. Since August, the pace of domestic passenger growth in China has been gradually regaining strength, while international passenger traffic growth accelerated. Overall, the top three volume drivers for Nov 2017 in China were: Guangzhou (CAN) +11.6%, Beijing (PEK) +7.5% and Tianjin (TSN) +36.2%. The Indian market continued to be sustained by strong domestic demand with overall year-on-year growth at around 14% in November 2017. Both domestic and international passenger travels have been steadily trending upward since July 2017. The top 3 airports in the country all developed double-digit growth this month: Delhi (DEL) +11.8%, Mumbai (BOM) +12.1% and Bangalore (BLR) +12.4%. Elsewhere in the region, strong growth was observed in a number of airports in Thailand. The country is reportedly benefiting from a significant increase in international tourists: Bangkok (BKK) +16.6%, Bangkok Don Maeung (DMK) +15.9% and Phuket (HKT) +18.6%. In the Middle East, passenger traffic continued to show mixed results in November. Dubai (DXB) grew by +5.7% while Doha (DOH) -18.8% was negatively impacted by Qatar’s diplomatic crisis with a number of neighbouring states. Kuwait 7


(KWI) and Muscat (MCT) both reported significant growth at +25.6% and +17.2% respectively. In terms of air freight, Asia-Pacific and Middle East grew +7.2% and +2.9% respectively in November. Current month’s growth continued to be driven by strong demand in Asia-Pacific, and boom in cross-border e-commerce activities. The top freight hubs all reported strong results: Hong Kong (HKG) +6.9%, Shanghai (PVG) +6.8% and Incheon (ICN) +8.2%.
