Feature Stories Clear and consistent regulation crucial as India prepares to become the world's third largest aviation market by 2021 ACI World addressed world aviation leaders at the International Aviation Summit, in Delhi, India on 4 September 2018, calling for immediate action to assist nations and communities to meet the challenges of the rapid growth in demand for air services. According to the most recent ACI forecasts, India will become the third largest passenger aviation market by 2021, needing to accommodate 429 million passengers per year. The country is also forecast to handle 4.4 million metric tonnes of cargo per year making it the seventh cargo aviation market. In order to meet this demand – and for airports to continue delivering the social and economic benefits that aviation generates – Angela Gittens, Director General, ACI World, urged policy makers and regulators to provide a proportionate, clear and consistent regulatory framework to facilitate successful private investment. In her comments at the Summit, Angela Gittens said that strong competitive forces were shaping the industry's positive response to the challenges of growth and that any national transport policy should have a long-term vision setting clear and firm objectives to achieve the modernization of airports. "India has proven that the partnership between public and private is a valid option to increase the quality of service for passengers. A clear and consistent legal framework should set the ground for further processes of privatization of airports, including incentives to attract potential national and foreign investors. The Nabh Nirman 2018 initiative and the proposed new transaction model for future greenfield airports go in this direction". International experiences show that disproportionate attempts to regulate the airport business could discourage investment in the future. This would increase the risk of serious capacity constraints which could limit economic development and result in bottlenecks, flight delays and deteriorating customer service. "As India prepares to become the third largest aviation market in the world, airports, airlines, and other aviation partners must continue to work together to accommodate this accelerating growth," said Angela Gittens. "Governments and regulators must enable this by providing clear and proportionate regulatory oversight so that Indian airports can maintain their global leadership in service quality and remain a global benchmark for customer experience.

"The scale of current and forecast demand at Indian airports requires significant investment to maintain and enhance infrastructure as well as passenger service capacity at an appropriate level of quality. The travelling public`s expectations for the airport customer experience continues to increase as airports globally have raised their performance levels in this regard. The Airport Service Quality benchmarking programme, with more than 340 airports surveyed across the globe, has proven to be an effective objective tool to measure service quality and passenger satisfaction and to drive performance by Indian airports for the benefit of the passengers and the airlines on which they fly".
June 2018: Passengers up 10% in Asia-Pacific and 9% in Middle East Passenger traffic across Asia-Pacific and the Middle East recorded growth in June at +9.7% and +8.5% respectively. India delivered growth at +14.7%. The upward trend in passenger traffic continued to ease from last year and the domestic sector gained +16.5%. Top volume drivers for the month were Bangalore (BLR) +29%, Delhi (DEL) +10.8% and Hyderabad (HYD) +20.5%. Passenger traffic growth in China reached +10.4%, sustained by vigorous domestic and international demand. The domestic sector grew by +9.6% during the month, the third highest since January 2018. Out of the top 10 airports in Asia-Pacific that generated the highest domestic passenger volume increase from last year, 6 airports continued to come from China, with the top three being Shenzhen (SZX) +12.5%, Beijing (PEK) +7.1%, and Shanghai Hongqiao (SHA) +10.3%. Passenger traffic growth in a number of Asia-Pacific markets benefited from the timing of Ramadan and post- holiday travels. Jakarta (CGK) +22.6% topped the region generating the highest total passenger volume increase in June while Kuala Lumpur (KUL) also grew at +9.7%. The Middle East recorded strong performance this month growing at +8.5%, the highest since April 2017. The increase was in part attributed to the timing of Ramadan. Dubai (DXB), the largest airport in the region recorded double-digit increase at +11.7%, its highest since July 2016. In addition, Doha (DOH) reported strong growth at +12.6%, benefiting from a lower base last year as the diplomatic crisis in Qatar reached its 12-month mark. Other strong performers were: Kuwait (KWI) +19.2%, Amman (AMM) +17.1% and Beirut (BEY) +16.7% Throughout the first half of 2018, passenger growth maintained momentum in Asia-Pacific at +8.6%. India continued to deliver strong growth but showed signs of moderation, while airports in China continued to actively pursue international and domestic opportunities. Growth in the Middle East was generally flat at +0.7% as the region responded to changing market challenges and regional tensions. In terms of air freight, Asia-Pacific gained +2.3% and the Middle East declined by -1.2% in June. The top freight hubs were: Hong Kong (HKG) +1.4%, Shanghai Pudong (PVG) -2.3% and Seoul Incheon (ICN) +1.8%. Overall air freight growth was solid in the first half of 2018, with Asia-Pacific at +4.4% and the Middle East at +0.2%. Among the top 10 freight airports in Asia-Pacific and the Middle East combined, 5 airports recorded year-to-date growth of +4% or above.

First Pilot APEX in Environment in Asia-Pacific Concluded in Adi Sumarmo International Airport

The first pilot Airport Excellence (APEX) in Environment review in Asia-Pacific was conducted at Adi Sumarmo International, Sarakarta, Indonesia in August 2018. ACI formulated an Environmental Review Team consisting of experts from ACI World and Asia-Pacific, Airport Authority Hong Kong and Brisbane Airport Corporation Pty Ltd. The programme is based on ACI best practices, as well as ICAO Guidance Material and Environment Management Systems (EMS). APEX in Environment combines the mandate for regulatory compliance with airports’ actual day-to-day operational needs to minimize negative environmental impact and support sustainable growth. Moreover, APEX in Environment provides several elements tailored to the individual needs of airports and proposes effective solutions which lead to improving the environmental performance of the airports participating in the programme. The Environmental Review Team performed peer review and exchanged best practices on site that covered the following environmental aspects: Energy Management, Climate Change Mitigation, Local Air Quality, Aircraft Noise Management, Water Management, Waste Management, Environmental Emergency Management, Soil Contamination Management, Biodiversity Management and Construction environmental management.

In January 2009 US Airways Flight 1549 struck a flock of Canadian geese shortly after taking off from New York LaGuardia. The engines of the A320 were so badly damaged by the strike that both engines completely lost power. Fortunately, the pilot in command safely glided the plane to a “soft landing” onto the Hudson River nearby. Such miraculous escape from this type of often-deadly accidents does not always happen. This reminds us that adequate management and mitigation of the risk of bird strikes, or more broadly, strikes by wildlife near the airport, is of utmost importance for airport operators. ACI is helping members by providing written guidance, such as the Wildlife Hazard Management Handbook and related training courses. 2018 ACI Asia-Pacific WBP Airport Tour Concluded with Great Success! The annual WBP Airport Tour took place over three days on 21 to 23 August 2018. This year marked the eighth airport tour since its inception in 2011. 16 delegates from 9 World Business Partners visited three airports: Kuala Lumpur International Airport, Bangkok Suvarnabhumi Airport and Siem Reap International Airport. Each day consisted of a half-day meeting with airport executives and a half-day site visit of airport facilities. During the meeting, each host airport delivered a presentation on the organization and development plans, followed by presentations by WBPs on their respective services and capabilities. WBPs had the opportunity to directly meet and interact with airport executives and relevant subject matter experts and representatives of respective departments. ACI Asia-Pacific and all tour participants are grateful to the three host airports for the invaluable informative meetings and warm hospitality extended.
