ACI at the ICAO 55th DCGA Asia and Pacific Meeting in Fiji ACI presented at the ICAO 55th DGCA Asia and Pacific Meeting (DGCA/55), which was held in Nadi, Fiji from 22 – 26 October 2018. The theme of the DGCA/55 was: “Collaboration and Harmonisation for Safe, Secure and Sustainable Aviation in the Asia Pacific Region” ICAO’s Strategic Objectives are strongly linked to 15 of the 17 United Nations’ Sustainable Development Goals (SDGs). Sustainable aviation development is a driver for economic development, trade and tourism, especially in AsiaPacific region, which has become one of the biggest aviation markets in the world. Hence, the theme for this conference is appropriate for participants to engage in interactive and stimulating deliberations including sharing experiences and novel concepts that enhance aviation operations. ACI presented three Discussion Papers on Airport Networks and the Sustainability of Small Airports; Creating Fertile Grounds for Private Investment in Airports; Recommended Practices on Transparency and Consultation with Airlines in Setting Airport Charges; and Climate Change Adaptation for Airports. ACI also submitted Information Papers on ACI Apex in Security Programme and Capacity Building Initiatives.
Three Productive Regional Committee Meetings
October was a productive month with three ACI Asia-Pacific Regional Committees taking place in Seoul, Langkawi and Osaka. •
Regional Operational Safety Committee – 8-10 October
The meeting was kindly hosted by Korea Airports Corporation in Seoul 8-10 October. It was a productive meeting as the committee completed the drafting of the guidelines on “Accident Investigation and Root Cause Analysis” and “Runway Safety Team”. A representative from IFALPA (International Federation of Airline Pilots Association) was invited to attend the meeting and discuss safety from the perspective of cockpit crew. 4

Regional Economics Committee – 9 October
The meeting was held alongside the ACI Asia-Pacific Small and Emerging Airports Seminar held in Langkawi. The committee meeting was dedicated to topics related to Airport Charges. The meeting also featured members’ sharing from Malaysia Airports and Doha Hamad International Airport.

Regional Environment Committee – 17-18 October
The meeting was kindly hosted by Kansai Airports with over 40 participants, including members, observers and guest speakers. The meeting covered a wide range of topics including ICAO CAEP, ACI World updates, APEX in Environment Pilot Programme, Working Groups’ reports, Green Airports Recognition and the new World Health Organization Environmental Noise Guidelines for European region. The meeting also included a tour of Kansai Airport’s Solar Farm and Hydrogen Fuel Cell bus.
August 2018: Passengers up 6.5% in Asia-Pacific and 4.2% in Middle East
Passenger traffic across Asia-Pacific and the Middle East recorded growth in August at +6.5% and +4.2% respectively. India continued to lead Asia-Pacific with approximately +13% overall passenger growth from last year, supported by a strong domestic sector which grew by +15.5%. Delhi (DEL), the largest airport in the country, reported double-digit growth at +11.5%. Backed primarily by robust domestic demand, a number of airports reported overall growth exceeding 20% for the month. The top three airports by passenger volume are: Bangalore (BLR) +27.9%, Ahmedabad (AMD) +25.7% and Trivandrum (TRV) +39.3%. China‘s overall passenger traffic grew approximately +9.2% for the month. The pace of growth in the domestic sector was steady, whereas international demand showed signs of moderation.

Top airports with the most passenger volume increase from last year are: Beijing (PEK) +9.6%, Chengdu (CTU) +9.8% and Guangzhou (CAN) +7.0%. Elsewhere in the region, airports in Japan and Korea continued to experience volatility likely impacted by the typhoon season. Haneda (HND) recorded a decline of -3.9% while Seoul Incheon (ICN) reported an increase of +8%. Mixed results were observed in the Middle East. The region as a whole recorded overall growth at +4.2% in August. Dubai (DXB), the largest airport in the region reported marginal growth at +1.7%, while Doha (DOH) grew at +11.8% as the airport’s passenger traffic gradually returned to throughput level before the diplomatic crisis. Bahrain (BAH) reported double-digit growth at +18.2%. In terms of air freight, Asia-Pacific grew by +1.9% and the Middle East declined by -4.1%. Hong Kong (HKG) continued to be the top freight hub delivering growth at +2.7%, followed by Shanghai Pudong (PVG) +0.2% and Seoul Incheon (ICN) +1.8%.

ACI-DNA Seminar on Airport Air Service Development in Fiji
Fiji Airports hosted this year’s fourth ACI-DNA Seminar on “Airport Air Service Development” in Nadi, Fiji on 29-31 October. The 3-day seminar was well-attended by 19 airport executives from Cook Islands, Fiji, India, Kiribati, Micronesia, Samoa, Tonga, Vanuatu as well as our partners from Atlanta Airport and CIFAL UNITAR. Interactive discussions were led by Instructor George Karamanos on Airport Business Models, Aeronautical Revenues, and Airline-Airport Cooperation.
ACI Welcomes Ground-breaking Amendment to ICAO Standards and Recommended Practices
New ICAO amendment to help airports boost safe airfield capacity and efficiency ACI World welcomed a significant amendment to ICAO standards and recommended practices which have the potential to have a transformational effect for airports by providing for greater airfield efficiency and increases in capacity. The amendment, to Volume I of ICAO Annex 14 – Aerodromes, provides for a safe reduction in the minimum requirements for many important airfield dimensions, including:

runway width taxiway width, and runway to taxiway separation.
These new standards, which come into effect on 8 November, provide the opportunity for airports to safely make changes to airfield operations to boost efficiency, reduce the potential for delays and make improvements to capacity. These changes will provide many airports with the capacity for the first time to accept the larger Code F aircraft such as the Boeing 747 and the Airbus 380. The amendment was developed through comprehensive investigation, consultation and collaboration among ICAO, ACI, and many industry partners and stakeholders. They are based on years of data about the performance of aircraft and aerodrome design dimensions. “The amendment to Annex 14 has the potential to have a transformational effect for many airports by allowing them to safely make improvements to capacity and efficiency,” said Angela Gittens, Director General, ACI World. “ACI has been closely involved in the development of these changes and has long advocated for measures to help airports accommodate new aircraft types and boost airfield capacity and efficiency while also maintaining the highest levels of safety. “We urge governments and regulators to facilitate the positive impact that these changes will have on their airports by appropriately implementing these new standards as soon as possible. “I would like to thank ICAO Secretary General Dr. Fang Liu and her team, along with Member States, for their ongoing support of the airport industry as we work towards our common goal of a sustainable, successful aviation industry built upon a foundation of safety and efficiency.” Governments and regulators around the world can apply the new guidelines from tomorrow. This is the second significant amendment to Annex 14 in two years. In 2016, an amendment reduced the separations from a taxiway to an object and to a parallel taxiway. ACI is active in training in various aspects of safety on airports. Its Understanding ICAO Annex 14 course explains, in practical terms, the requirements set out by Annex 14 and how they should be implemented by airport operators.
