ACI Asia-Pacific Presented at the ICAO Traveller Identification Programme Regional Seminar 3


The ICAO Traveller Identification Programme (TRIP) Regional Seminar, jointly organized by ICAO and the Hong Kong Civil Aviation Department (CAD), was held from July 11 – 13, 2017 in Hong Kong.

The seminar addressed the five elements of the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, including: machine readable travel document (MRTD) standards; specifications and best practices; secure travel document issuance; robust evidence of identity processes; and information sharing technologies highly relevant to the execution of the United Nations Security Council Resolutions 2178 (2014) and 2309 (2016) on combatting foreign terrorist fighters, with a special focus on effective border control management. ACI Asia-Pacific, together with other industry organizations including Pacific Asia Travel Association (PATA), Association of Asia Pacific Airlines (AAPA), regulators including the China Aviation Administration of China and the Hong Kong Civil Aviation Department were invited to speak at the opening ceremony and shared their respective views on the subject. Patti Chau, ACI Asia-Pacific Regional Director said in her opening remarks, “Passenger processes will need to change dramatically in the near future to cope with this projected air traffic growth. Governments, airports, airlines and their contractors and suppliers will increasingly be challenged to optimize the use of emerging technologies, processes and design developments—not least through enhanced traveller identification capabilities, in particular the adoption of automated border controls as called for in the ICAO TRIP Strategy, to facilitate the movement of passengers through the airport terminal. In this regard, ACI applauds ICAO for taking leadership in establishing standards in electronic passports, and on this basis, developing a strategy to help State authorities authenticate travel documents in a world that is increasingly threatened by terrorist attacks. Through the ACI’s World Airport Smart Identity Task Force, ACI is expected to collaborate with the ICAO TRIP Secretariat to focus on the use of biometrics in the airport passenger process to ease the end-to-end journey. Passengers will soon be able to register at the first touch point at the airport or off-airport, enabling them to pass through subsequent touch points without having to present their boarding pass. We are very encouraged by the Happy Flow trials in Aruba. For airports, improving the traveller identification processes is vital to our sustainable growth. While change is the new constant, one thing is certain: new tools will continue to offer more options, and as passengers become increasingly 4


comfortable with digital services they expect that they be tailored to their different travel experiences. And those airports that are best able to cater to passenger needs will have an advantage over their competitors.” She concluded. ACI Developing Nations Airport (DNA) Assistance Programme ACI/ICAO Aerodrome Certification, Sydney, June 2017

ACI organised the joint ACI-ICAO Aerodrome Certification Seminar from June 26 – 30, 2017, kindly facilitated by Sydney Airport, Australia.

The seminar was a success as it has attracted 30 participants representing airports and civil aviation authorities, including, Bangladesh, Bhutan, china, India, Indonesia, Iran, Kiribati, Myanmar, Nepal, Papa New Guinea, Samoa, Solomon Islands, Thailand, Tonga and Vanuatu. The seminar, delivered by Eoin Ryan – ACI Instructor and Natrajan Chandra Sekhar – ICAO Instructor. discussed all aspects of achieving and maintaining Aerodrome Certification with emphasis on understanding ICAO Annex 14 certification requirements and the additional information provided in other ICAO guidance documents. Several case studies were provided for discussion about airports that had lost their CAA certification or had difficulty in maintaining their certification, this engendered much discussion and provided a range of solutions for consideration. Seldom has a gathering of so many nations resulted in so much interaction from attendees. ACI would like to thank Sydney Airport for their generous support in facilitating this large group of participants and a mock airside audit of facilities provided a practical opportunity for attendees to practice their audit skills. ACI Asia-Pacific 2016 Economic Review Published

To strengthen regional support to members and to establish a key position for ACI in the region on airport economics matters, one of the key initiatives of the Regional Office is to develop regionalized analysis & report, and advocacy material in response to specific policy issues. The ACI Asia-Pacific 2016 Economic Review, compiled under the direction of the ACI Asia-Pacific Regional Economics Committee, provides regional insights on the economic and business environment, identifies trends in air traffic, highlights major airport developments and privatization projects, and examines key performance indicators on airport economics. This year’s Review includes a new section on the development Low Cost Carriers (LCCs), and features an article contributed by Japan’s Ministry of Land, Infrastructure, Transport and Tourism on the growth of LCCs in Japan. Brief to Members on the Ban of Personal Electronic Devices The ACI Asia-Pacific Regional Office has issued a “Brief to Members on the Ban of Personal Electronic Devices” on July 11, 2017 to all ACI Asia-Pacific airport members and World Business Partners. The brief provides an update on the developments of the ban of personal electronic devices in the passenger cabin of direct flights from selected countries in the Middle East and North Africa to the UK and USA which was imposed on 21 March 2017. 6
