Asia-Pacific Airports Adopts Resolutions to Support ACI Initiatives on Airport Safety and Security
At the 11th ACI Asia-Pacific Regional Assembly, three resolutions on safety and security have been adopted, calling for members’ support on the following: • • •
Urge airports to set up Runway Safety Teams; Call upon airports to promote positive safety culture; and Encourage ACI Asia-Pacific Members to participate in APEX in Security.
Mrs. Patti Chau, Regional Director said, “At the 11th ACI Asia-Pacific Regional Assembly, we call upon members’ support on ACI’s initiatives on airport safety and security. ACI Asia-Pacific will continue to work closely with industry partners and our members in ensuring airports are operated in a responsible, safe and secure manner for the travelling public.” Resolution 1: Airports to Set Up Runway Safety Team Runway accidents remain one of the key issues of aerodrome safety. ACI has been advocating member airports to create their own Runway Safety Teams, where stakeholders can discuss runway safety issues which can lead to prevention of runway accidents. ACI Asia-Pacific urges member airports to create their Runway Safety Teams as soon as possible and make use of ACI’s guidance materials and training resources; or seek assistance from ACI APEX in Safety service in the creation and running of runway safety teams. Resolution 2: Airports to Promote Positive Safety Culture A positive safety culture is the general belief in an organization that safety is a core value that should not be compromised in any circumstances. Positive safety culture is also critical in the successful implementation of a safety management system and in the achievement of acceptable levels of safety at an airport. With the new edition of Annex 19
ACI Events
(Safety Management) to the Convention on International Civil Aviation, expected to become applicable by November 2016, States and by extension, airports are required to promote positive safety culture to encourage safety reporting. ACI Asia-Pacific calls upon its member airports to attach adequate importance to positive safety culture and actively promote positive safety culture at their organization with training, communication campaigns and experience sharing with other airports. Resolution 3: Airports to Support APEX in Security ACI has launched APEX in Security, a peer review program to promote assistance among airports. Airports participating in the program, either as assessor or host, will gain unique learning opportunities to advance in the field of aviation security. In February 2016, ACI and ICAO signed an agreement to work together under the APEX in Security program to deliver security reviews, technical assistance and training. ACI Asia-Pacific encourages its member airports to generously contribute to this meaningful cause by sending their aviation security experts to APEX in missions when being called upon by ACI; and to consider inviting the ACI APEX in Security team to conduct aviation security reviews at their airports. >> Back to Top

Over 10% passenger growth in Asia-Pacific and Middle East in February 2016; air freight faced decline in AsiaPacific and slower growth in Middle East The number of passengers traveling through the Asia-Pacific and Middle Eastern airports in February 2016 grew by +11% and +10.5% respectively. During the first two months of 2016 Asia-Pacific passenger traffic grew by +11% and the Middle East +10.1%. February traffic was affected by the leap year month and the timing of the Chinese New Year which introduced a distortionary effect on year-over-year growth as compared to last year. Overall, passenger traffic continued the momentum and delivered strong results in February 2016. Among the top 10 airports in the Asia-Pacific and Middle East region, 4 airports reported double digit growth for the month: New Delhi (DEL) +22.8%, Seoul Incheon (ICN) +14.1%, Singapore (SIN) +11.7% and Bangkok Suvarnabhumi (BKK) +10.5%. Freight traffic painted a very different picture. The February results showed a decline of 8.1% in the Asia-Pacific and growth of +3.3% in the Middle East from last year. For the year-to-date, the decline in the Asia-Pacific was -2.2% whereas the growth in the Middle East was +5.4%. The February freight results for the Asia-Pacific were negatively affected by the earlier timing of Chinese New Year this year. In addition, the short term distortionary boost to freight volumes a year ago during the US west coast seaport crisis, where retailers and

manufacturers shifted to air transport due to seaport congestions, had exacerbated the decline in the month. The top Asia-Pacific freight hubs all suffered a decline from last year: Hong Kong (HKG) -14.9%, Shanghai (PVG) -13.1%, Incheon (ICN) -9.4%. Despite that, Delhi (DEL) generated the highest growth of +13.7% among Asia-Pacific airports due to increase in international trade. In the Middle East, freight traffic continued to benefit from network expansion though the pace of growth has been slowing down from last year. Within the Middle East, Doha (DOH) recorded the highest growth at +20.8%. >> Back to Top
