ACI Asia-Pacific HR Best Practice Seminar Concluded in Tokyo, Japan Over 80 aviation HR professionals gathered in Tokyo, Japan in attending the ACI AsiaPacific HR Best Practice Seminar which was held from October 7-9, 2015. The seminar was held for the first time in Japan and was kindly hosted by Narita International Airport Corporation.

The seminar allowed aviation HR professionals to gather and this year, the theme "Delivering Sustainable Airports through Creative HR" was chosen. At the opening ceremony, Mr. Kenichi Fukaya, Senior Executive Advisor Narita International Airport Corporation, Mrs. Patti Chau, Regional Director of ACI Asia-Pacific and Mr. Craig Shaw - Chair of the ACI Asia Pacific HR Committee warmly welcomed the delegates to Japan in attending the seminar.

Mrs. Patti Chau thanked the host, Narita International Airport Corporation and the sponsors for their generous support and warm hospitality. On commenting the industry outlook, she said, “According to the Air Transport Action Group, 58.1 million jobs worldwide are supported by aviation and 8.7 million people work directly in the industry. Globally some 5 million people work at airports. With passenger traffic set to nearly double over the next 15 years, people—both our employees and the passengers—need to be at the heart of any initiative we undertake. ACI is taking a leading role in developing a new generation of airport leaders in all functional areas of airport business through its Global Training and Airport Management Professional Accreditation Program (AMPAP) initiatives. “ During the seminar, a workshop on Delivering Sustainable Airports through Creative HR was moderated by two PwC consultants. Mr. Edward Clayton presented a paper on the Airport Infrastructure in Asia in coping with the demand surge to provide HR colleagues an understanding on the airport business development trend in Asia. Mr. Ryosuke Sasaki took the audience to look into the future mega trend and possible implication of labour and economics environment to understand its impact to airport business and consider the future HR role.

RASC Met in Tokyo in October and Confirmed Extension of Chair and Vice Chair for Another Term

Hosted by Narita International Airport Corporation, the ACI Asia-Pacific Regional Aviation Security Committee (RASC) met in Tokyo, Japan on 5-6 October 2015. The meeting recorded a very good turnout, with 24 members and observers attending. Issues raised and discussed at the meeting included : -

An airport tour to Narita Airport was arranged and 3 security equipment suppliers were invited to brief the members about latest technology in passenger screening. At this 17th RASC meeting, the Committee also confirmed the extension of Mr. Vince Scanlon of Adelaide Airport, Australia as Chair of the Committee and Mr. Alan Tan of Changi Airport, Singapore as Vice Chair for another term of two years, commencing January 2016.

Asia-Pacific Airports grew 10%, Middle Eastern airports grew 22% in July 2015 The summer holiday season boosted passenger traffic in July 2015, with Asia-Pacific

and Middle Eastern airports recorded growth of 9.9% and 22.3% respectively. Majority of airports in the region reported positive passenger growth for the month with strong support from international travels. A number of Asia-Pacific airports recorded year on year gains in excess of 25%: Bangalore (BLR) +33%, Phuket (HKT) +28.6%, Bangkok Suvarnabhumi (BKK) +27.1%, Osaka Kansai (KIX) +25.1%, Hyderabad (HYD) +25.1%. The Middle Eastern hub airports all recorded significant gains: Dubai (DXB) +29.5%, Doha (DOH) +24.9%, Abu Dhabi (AUH) 23.3%. Overall, Bangkok Don Muang (DMK) generated the highest increase among major airports at +52.4%.

Global Oil Services

Air freight continued to be impacted by slowdown across Asian export markets and oil producing economies. In July 2015, freight volumes were flat in Asia-Pacific 0% and the Middle East recorded a decrease of -0.9%. Manila (MNL) delivered the highest growth rate among both region at +15% driven by strong domestic freight volumes. Just one month remains to register for the Investing in Airports – Economic Oversight and Regulation Conference in Delhi, India, organized by Airports Council International (ACI) in cooperation with the International Civil Aviation Organization (ICAO). The conference will provide an unprecedented opportunity to discuss economic oversight and regulation with a variety of aviation stakeholders, including ICAO, state regulators, airport operators, airlines and investors. While ACI and others have addressed these matters as session topics at conferences, this marks the first time a full conference will be dedicated to learning about how changes to airport governance models and airport management practices are encouraging regulators worldwide to take new approaches to airport oversight and regulation. As a valuable adjunct to the conference programme, airports will have an opportunity to participate in a pre-conference workshop where regulatory frameworks, as well as airport governance and investment structures, will be addressed in a thorough fashion, enabling small group discussions about specific cases, as well as the following days’ plenary sessions where global trends and practices will be comprehensively addressed. “ICAO notes that the appropriate form of state oversight depends on ‘the degree of competition, and the legal, institutional and governance frameworks, including the roles, rights and responsibilities of the different parties involved, as well as the costs related to specific forms,’” notes Angela Gittens, Director General, ACI World. “Over the last three decades, there has been change in each of the variables defining the appropriate form of oversight. For example, competition among airports, both locally— multiple airport organizations in a metropolitan area—as well as internationally— gateway hubs competing for connecting traffic—has increased considerably. Legal frameworks, too, have changed, with privatization and new types of public-private partnerships. Commercialization of non-profit airports has also changed, requiring new sets of roles and responsibilities with management teams, airlines, other tenants and contractors. “In the midst of these changes, ICAO and innovative State regulators have understood that their role needs to change as well,” Gittens continues. “Oftentimes this has meant light-handed regulatory structures and facilitated negotiations on issues such as airport charges can replace state-imposed or heavy-handed regulation that exacts excessive costs on an increasingly cost-focused and competitive industry. “ACI’s Investing in Airports – Economic Oversight and Regulation Conference will also provide airport organizations, investors and regulators insights on how new forms of regulation and oversight will affect investors’ appetite for airports and what factors will determine the relative attractiveness of individual airports,” explains Ms. Gittens. “This will enable regulators, airports and other stakeholders to determine how they can achieve their goals for their airports and attract greater interest among the investor community, thereby lowering investment costs and ultimately the costs borne by the users.
