Welcome to the 10th issue of the ACI Asia-Pacific HR Bulletin!
In the 2nd half of the year, we have seen the successful conclusion of the Asia-Pacific HR seminar this October in Tokyo. Taking this opportunity, I would like to reiterate our thanks to the host airport, Narita International Airport Corporation, for their support and hospitality in hosting this year’s seminar. All participants had a fruitful learning at the seminar. The special workshop led by PwC was very informative and participants were engaged in stimulated discussion during the session. We are happy to share the group discussion summary in this issue. All our participants enjoyed the Japanese cultural experience thoughtfully planned by our host airport throughout the event.
The committee members will continue to identify and study HR challenges and issues to be shared in the future. More importantly, we invite you to actively take part in the HR network platform to share your challenges and best practices with the HR community. It is through the exchange and learning from each other’s challenging stories, innovations are found. If your airport is interested in hosting the future HR event, please do contact the regional office. At the HR and Training Committee meeting in Tokyo, we are pleased to welcome three new members joining the committee, Mrs. Sue DOYLE, Executive General Manager People & Culture, Adelaide Airport Limited, Mr. MD Shamsuri MD ISA, Malaysia Airports Holdings Berhad, and Ms. Nor Hamizwa MOHD NOR, Malaysia Airports Holdings Berhad. You will get to know more about them in their introduction. I would like to encourage all our members to consider taking part in the upcoming HR Excellence Recognition 2016 to share your airport achievements, and allow the HR community to celebrate the successful stories of your airport. Farewell Message – Craig Shaw Dear Friends and Colleagues, By the time you are reading this bulletin, I will have just left Queensland Airports Limited in mid-November, and retired from the HR Committee Chair position. Taking this opportunity, I would like to reach out to all of you in the ACI family across the Asia- Pacific region to express my sincere thanks and appreciation for the honor of allowing me to be part of this HR network for the past seven years with the last four years as the Chair of the HR Committee. During these years, I am pleased to have the opportunity to work with you in growing the industry recognition on airport HR Management and its strategic role in delivering value for airport business. Our achievements can be found in the several successful events and regional programs. Apart from HR seminars, we brought a successful HR session to the regional main conference addressing “Driving Organization Culture for Business Success” in 2013, and the 2nd World HR Forum addressing “Investing in Human Capital” was also very well received by members in 2014 in Seoul, Korea. HR Excellence Recognition launched in 2014 allowing us to celebrate our achievements and efforts in making HR an important part of airport business. All of these meetings and sharing have provided such a great opportunity to network and learn from the many great colleagues in the airport industry in the Asia- Pacific region, as well as cross regions. The knowledge exchange and relationship building provided many useful insights into the operations of different airports in the region and became a great source of personal learning for me. It has been a great pleasure and memorable journey working with you all. I appreciate the friendship and the bond we have built in the past years, and value the association with all HR colleagues and Airports Council International. Ms. Justina Tan, will succeed myself as the Acting Chair for the HR Committee until the next Committee Meeting. I am sure she will continue to lead the regional HR community to advance in HR Excellence with your full support. Lastly, in bidding you all farewell, I wish you all every success in the future and hope to see you again sometime at the future ACI events or at your airports as I continue my involvement with aviation and airports. Please tell our members a little bit about your background and how long have you been with Taoyuan International Airport Corporation (TIAC)? I joined TIAC in June 2012 to be the head of its HR Department. Before this post I have served in units of Railway Authorities, MOTC, Highway Construction Engineering Bureau, Air Navigation and Weather Service CAA, and Songshan Airport. I have been a HR Department head for 20 years in my 27 years’ career. In 2006 I was elected by the Executive Yuan as the HR service model. After I joined TIAC, which stressed operation efficiency, competitiveness, and high service quality, how to apply human resources to help the corporation achieve its strategic target becomes the major topic of my career. Could you briefly share with us the most challenging issue in HR Management and Training in TIAC and what your airport has been working on to tackle these challenges? TIAC was established in November 2010. As a government unit before, TIAC faced two major issues that stemmed from its earlier bureaucratic organization. First, the function-oriented units in this corporation lack the flexibility and effectiveness to deal with the fast changing environment in this airport. Second, after the establishment of TIAC many civil servants applied to retire or to serve in outside units. How to fill the administrative gap thus caused by recruiting and training new employees, and how to enhance the leadership capabilities of current department heads becomes a major challenge. Two major strategies are adopted by TIAC to deal with these challenges. Regarding the structural reform, we are looking for international consultants to help us restructure the corporation, especially designing proper department units and its human resource allocation, in order to enhance the overall responsive capabilities of this airport. In terms of manpower training, we arrange the mentor system in different departments to help new employees learn their businesses, communication skills, executive approaches, and finally accumulate their professional experiences. As to potential leaders, we develop a series of training courses from the perspective of talent management, including sending 12 supervisors to attend the AMPAP ATS, which was held in Taipei on 30 November 2015. What HR initiative do you believe has most supported TIAC business objectives? The most important issue is to understand the long-term value of the corporation, and the strategies and targets set by the CEO before offering suitable HR development strategies. The second is to help department heads to develop HR management tools that can be applied to deal with the ever changing management work. Finally, HR department should arrange plans that stimulate employee development, create opportunities and a merry working environment. What are the distinguished points of TIAC from other airports in terms of HR Management? How different TIAC is from others in terms of HR Management? TIAC attributes the achievement of TTIA’s high performance to all airport agents and their 30,000 employees. Therefore we arrange quick activities to celebrate with our airport partners when things happen. For example after winning the 2015 Skytrax Best Airport Staff in the World, TIAC held a traditional roadside banquet in the two terminals to celebrate with passengers. We also arrange year end dinner or spring
banquet annually to boost the morale of the employees.

Could you share with us the HR core value at TIAC? I think TIAC HR should stress the following three points: Integrity: this is a promise to set the creation of corporation value and interests as the main target in doing one’s business. Passion: bringing a positive attitude to face difficulties and find solutions. Learning: to review constantly the gap between job requirement and one’s professional knowledge, and learn voluntarily or urge the organization to learn and shape its common goal. What do you think the Regional HR and Training Committee members could work more closely with the ACI Asia-Pacific Regional Office and ACI Global Training team to better address the training needs in the region? My suggestion is that ACI Asia-Pacific Regional Office must be able to coordinate airports in this region to share HR experiences. It can also offer corporate diagnosis, a new business model, by inviting HR experts from this region or in the world to inspect airports in need after receiving their application. Doing so will bring closer the relationship between member airports in this region. What is your vision for the Regional HR Committee? I think that in the Regional HR Committee, members can share best practices and important information with each other to enhance cooperation and participation in corporate social responsibility. I also regard the Committee as also one of the crucial mechanisms that assist regional airports, including TTIA, to improve operational performance and service quality.

ACI Asia-Pacific HR Best Practice Seminar Concluded in Tokyo, Japan HR Best Practice Seminar The 8th ACI Asia-Pacific HR Best Practice Seminar was successfully held 7-9 October 2015. Over 80 aviation HR professionals gathered this year to exchange under the theme "Delivering Sustainable Airports through Creative HR".
During the seminar, a workshop on Delivering Sustainable Airports through Creative HR was led by two PwC consultants. Mr. Edward Clayton presented a paper on the Airport Infrastructure in Asia in coping with the demand surge to provide HR colleagues an understanding on the airport business development trend in Asia. Mr. Ryosuke Sasaki took the audience to look into the future mega trends and possible implication of labour and economics environment to understand its impact to airport business and consider the future HR role. Group discussion was conducted among the participants in the afternoon session. The groups presented their fruitful discussion and the summary reports are included in the next article of this bulletin. As best practice sharing, speakers of airport HR experts addressed the key issues related to HR sustainability, focused on best practice sharing on three key issues which include corporate social responsibility, employee productivity & capability building, and HR Policy to address the challenge of managing new generation on the 2nd day of the seminar. The seminar received excellent feedback from the participants on all aspects of the program.

On the last day of the seminar, Narita International Airport Corporation hosted a Gala Dinner for the delegates, an evening spiced with traditional performances. Regional Human Resources Committee and Network The 6th meeting of HR and Training Committee was held in Tokyo, Japan on 6 October in conjunction with 8th ACI Asia-Pacific HR Best Practice Seminar. Members discussed regional training and development programs and shared various HR challenges at respective airports. Challenges identified include talent retention, stakeholder management, employee engagement and organization culture, union relations, employee branding, and different scope of management with airport subcontracting. ACI Asia-Pacific and China Civil Airports Association Signed MoU to Strengthen Cooperation in Promoting Airport Excellence >>back to top
ACI Asia-Pacific signed a Memorandum of Understanding (MoU) with the China Civil Airports Association (CCAA) to strengthen cooperation between the two airport associations. The MoU aims to drive exchange of knowledge and expertise by introducing and promoting ACI programs to members of CCAA. The two associations agreed to enhance collaboration in the following areas:

Training – ACI will provide training courses to members of CCAA Airport Carbon Accreditation Programme – CCAA will promote the programme to raise environmental awareness and initiatives APEX in Safety Programme – CCAA will promote the programme to enhance safety standards Economic Data Exchange – Both associations will exchange economic reports and other statistical data
Mrs. Patti Chau, Regional Director of ACI Asia-Pacific said, “China is anticipated to be one of the most vibrant aviation markets and we are proud of the partnership with CCAA, the official representative of civil airports in China. The MoU will further strengthen the already strong ties between our relationships with CCAA and will serve as a stepping stone to further promote ACI programs to the airports in China. We believe the agreement will allow both associations to pursue our mutual goals of achieving airport excellence for our members in the region. We look forward to sharing the fruitful results achieved under this agreement in the near future.” Ms. Li Xiaomei, Deputy Secretary General of CCAA said, “CCAA greatly values this cooperation with ACI Asia-Pacific as it will enhance exchange between the two organizations and will facilitate further development on information exchange and promotion on airport excellence projects. Our members will benefit from this platform through the exchange of knowledge and expertise and creating new opportunities. In 2014, passenger throughput and cargo tonnage of airports in China account for one-third of the total Asia-Pacific traffic (including the Middle East region). Our committees and members will be advancing progressively through active participation in the international airport industry exchange and we will reveal our enormous potential to the world. At the same time, we will be providing more training opportunities for our members and access to new concepts and technology in the areas of safety, infrastructure, operations, services, environmental protection through this cooperation. We believe that working together with our international industry peers will help bring the Chinese airport industry to a new height.”
