AC MARTIN FIRM PROFILE Founded in 1906, AC Martin is one of the oldest firms in California. With a continuous design legacy that spans more than three generations, the firm is still recognized today as a thought and practice leader in the AEC industry.

STUDIOS AC Martin has eight in-house studios: Residential, Hospitality, Higher Education, K-14, Civic/Institutional, Industrial, Aviation and a Special Services Group. These studios handle a diverse range of projects throughout the Western United States, including high-rise and low-rise, multi-family residential, hotels, schools, master planning of communities and campuses, high-tech research facilities, courthouses, mixed-use retail and entertainment, parking structures, as well as city, county, and state office buildings. Nowadays, podium buildings are commonplace, but their roots can all be traced back to Tim Smith, sitting on a beach, and one ‘ah-ha’ moment. And the rest, as the story goes “is history!” This and other notable contributions to our industry and the advancement in methodologies and techniques underscores AC Martin’s industry excellence. Our success derives from providing strong principal involvement throughout all phases of project. In comparison to other architecture firms, our staff to principal ratio is very low. This allows us to take a tailored and hands-on approach, which begins with fully understanding the project vision, key economic pro-formative metrics, and schedule objectives. It is only when these factors are fully comprehended and committed to, then we can build a plan to execute successfully. EFFICIENT / DIVERSIFIED REDEVELOPMENT AC Martin’s portfolio is diverse in construction type and height. Most popular and common now are the ‘podium’ style buildings, designed as wood-over-concrete, has been our practice specialty going back to when we designed and built the very first Type III podium building in the California. This challenge and accomplishment has been written about in several national publications, including in Bloomberg BusinessWeek where founder Tim Smith, was interviewed recently. This strong demand, coupled with the diminishing land suitable for development has inspired us to become more innovative, and designing projects with even higher densities and complexity. A | FIRM OVERVIEW While much of the work currently on the boards in AC Martin’s various studios is densified and urban, we take great care in the development of sensitive and suburban sites. As part of the design process, we adopt a strong practice of modulating and tapering of form that responds to contextual forces and to be more sensitive to lower scale density of adjacent areas. A formal approach is taken to step down building massing to better integrate with the surrounding areas and urban form. Often times the result is a pleasing project edge that serves as a good neighbor to adjacent buildings and is not just a formulaic stepping down of the building floor by floor. Many projects exhibit these strategies, including many that take on a top, middle and base approach, as well as providing articulation to the building line to break down the overall building massing.

TSM HISTORY + INTEGRATION One of TSM’s founders, Tim Smith, spent much of his childhood working alongside his father, who was a framer on the job site. His familiarity with wood-framing techniques and the construction process has since become the backbone of his professional career. Tim first met his future partner, Glenn Togawa, during his freshman year at the University of Southern California. In fact, Glenn and Tim were college roommates. Their friendship flourished and has lasted well beyond their college years. The Architecture and Planning firm ‘Togawa & Smith’ was established in 1975 in Santa Monica, California. After less
more than 30 years, Glenn and Tim joined forces with a long-time friend Chris Martin of AC Martin in 2005. They had known the Martins for many years, raising their children in the same tight knit community. In fact, Tim’s son Ryan was roommates with Chris’ son Patrick while studying at USC.
Together, as a fully integrated firm, AC Martin’s Residential Studio continues to serve both private and non-profit developers throughout California to provide thoughtful design and technical expertise to bring more housings and mixed-use projects.

Designing affordable housing and contributing to solving the affordable housing shortage in California have been one of our commitments for many years. AC Martin’s Residential Studio has been very fortunate to have developed strong working relationships with some of the most well established and longest operating developers in the market. This commitment goes beyond just designing smart housing options that begin to address the complex issue of homelessness. Our culture is one where passion and commitment drive us to collaborate as a truly vested partner, thinking beyond the normal project approach, and visualizing the end goal to achieve success for our clients.
As we work diligently with our affordable housing developer clients, the project team ensures that any lessons learned from the project is not only shared internally but also with our clients and industry colleagues. Through this valuable process,our Residential Studio is able to improve efficiency on other projects where we can apply lessons learned, and it could also potentially result in cost saving.
One of the earliest examples occurred in the early 90’s when we worked with Little Tokyo Service Center (LTSC) on a downtown site. The city required the building to be built as a Type I high-rise due to fire zoning requirements. The developer needed to achieve a certain density to make the project financially viable. So, as stated in the Bloomberg article, Tim was on a beach reading the recently adopted Code (as one does, while on vacation in Hawaii) and realized that Type III wood-over-concrete could possibly be the solution to LTSC’s issue. At the time the project was nearly dead, but through an extra commitment to solving the proforma-issues, Tim helped LTSC commit to pursuing the Type III option. In the end they were able to yield the same number of units/beds in a mid-rise building. It was achievable in the high rise scheme, and at a significant cost savings.
Moreover, sharing the knowledge allows us to be a trustworthy partner to many of our clients. Our continuous effort to educate new and existing client has not only demonstrated our dedication to affordable housing but also our expertise.
PART OF THE SOLUTION Additionally, our group’s active involvement in various advocacy organizations and associations such as Southern California Association of Non-Profit Housing (SCANPH), Urban Land Institute (ULI), and American Institute of Architects (AIA) has allowed us to understand the market trends but also be part of the solutions to make positive impacts on one of the biggest and most important issues of our era.

Based on new construction permits issued by the City of Los Angeles in 2017, AC Martin’s Residential Studio ranked third among all architects with $187 million in construction valuation and 1.9 million square feet as reported by TheRealDeal.com. In 2016, when Downtown Los Angeles witnessed more than 12,500 residential units under construction, and our projects alone accounted for over 2,500 of those new units. Over the past four decades in Los Angeles, we are proud to have been at the forefront of advancing the science of the residential building sector.
OUR CODE AND REGULATORY EXPERIENCE IN LOS ANGELES AC Martin enjoys a long-standing relationship with the City and County of Los Angeles, having delivered some of the region’s landmark projects, such as the Los Angeles Department of Water and Power (LADWP) John Ferraro Headquarters Building, Los Angeles City Hall, the LAPD Hollenbeck Replacement Police Station, and the Los Angeles County Hall of Justice Repair Project. In addition to having entitled over 100 projects through the City of Los Angeles Planning Department, and processing over 100 building permits (over 8 million square feet in the past 20 years) through the City of Los Angeles Building Department, AC Martin was on the advisory committee to help implement the parallel plan check process for the Building Department. Additionally, AC Martin has worked closely with the Building Department and the Los Angeles Fire Department to implement innovative new ways to improve fire-life safety measures for the Wilshire Grand project, which ultimately led to the approval of a non-flat roof on the 73-story high rise.

Managing Principal Jim has over 37 years of experience as an architect, planner, designer, project manager, project director, and director of architecture for a variety of project types, and is knowledgeable about all aspects of project development from conceptual design through construction administration. He has made multifamily residential the focus of his career and has completed more than 8,000 housing units encompassing new and renovated affordable housing, market-rate multifamily housing, hotels, mixed-use, assisted living facilities, and community centers.
Sami Khoury
Project Director
Sami is a Licensed Architect with a Master in Design Studies from Harvard Design School, and a B. Arch from USC, with success in Architecture and Real Estate Development. He is versatile with strong abilities in organizational and strategic planning, staffing, budgeting, forecasting, fee structuring, and contract writing and administration using AIA and FIDIC contracts. Sami has an excellent understanding of real estate development and finance in urban planning, architectural design, and construction.

With over 45 years of experience, Hugo has overseen project management and production of a wide range of urban residential projects, especially in the multifamily and affordable housing markets in California, Arizona, Texas and Hawaii. Having worked on numerous complex affordable housing projects, Suarez has extensive knowledge of funding and building codes requirements as well as support services and essential amenity needs. He is passionate about addressing today’s homelessness issues in California.

Designed in a contemporary architectural style with high contrasting color tones offset by natural wood textures and faceted architectural forms, the building consists of four levels of wood framed (Type V) construction over one level of concrete (Type I) with a slab on grade foundation. The exterior skin consisting primarily of stucco and metal wall panels with a realistic spruce wood siding pattern and texture. Resident amenities on the ground level include a community room, computer room, laundry room and secured room for bike parking with space allocated for residents to service their own bikes. The roof terrace features open and shaded areas for residents to relax and take in the surrounding neighborhood views.

Resident amenities on the ground level include a community room, computer room, laundry room ,and secured room for bike parking. The community room has convenient access to an open air garden area that residents can enjoy year round while the roof terrace measures over 2,100 SF and will feature open and shaded areas for residents to relax and take in the surrounding city views. The property manager and case managers will share secure offices located on the ground level facing Melrose Avenue. A spacious lounge area can be configured to be locked off after business hours if desired. A secondary entrance are the rear of the building will provide direct access for management staff parking on site.

The 5-story building is designed in a contemporary architectural style with the concept of a sliding building mass, and articulated with varied joints and rhythms across the building façade. The project consists of 57 units, 28 of which are studios, and 28 onebedrooms on floor levels 2 through 5. A single 2-bedroom unit will be provided on the fifth level for the on-site property manager. 34 surface parking stalls will be provided at the rear of the site including one van compliant handicap stall. This project will be constructed in one phase after the demolition of an existing two-story residential structure. Resident amenities on the ground level include a community space, computer room, laundry room and secured room for bike parking with 100 SF of space allocated for residents to service their own bikes.

The Irving Gill influenced, five story podium building will feature a combination of unit plans ranging from one bedroom to four bedroom units arranged around two large courtyards with passive and active uses for children and adults. The new development will replace substandard residential units built in the early 1940’s and will provide an updated and safe environments for families and young adults in the area. TSM worked closely with the developer and city to establish parameters for higher density housing which will be applied throughout the downtown specific plan. This project draws upon numerous funding sources and is targeted for LEED Silver. The building’s design is inspired from examples of mid-century modern architecture found in Downey and within the downtown area. The step down of the building along the front facade provides a terrace offering residents views of the city as well as an arable garden.

As part of the design, there are several support services such as management offices for staff, a community room with TV lounge, dining area and kitchen, a computer lab/ work area, on-site laundry facilities, bicycle parking, community garden and dog run.

Along with the relocation and re-purposing of three historically significant structures to be used as a pediatric clinic and single-family dwelling units, the five-story building includes 97 units of permanent supportive housing, a manager’s unit, facilities for a social services provider, local grocery store, health clinics, medical offices as well as a separate at-grade two-story parking structure. With several significant goals in mind, our design aspires to create a safe and secure residential environment for a wide range of community members in critical need of housing in the Northeast Los Angeles while providing commercial and industrial spaces to improve local economy and workforce, especially for the local residents.

Ybarra Village, a joint effort by the Cesar Chavez Foundation (CCF) and New Directions for Veterans (NDVets), is a new affordable housing community in the West Adams district of the City of Los Angeles. This LEED-certified residential community will feature 64 units as well as on-site social service programs for veterans provided by NDVets. Thirty-six units will be reserved for homeless veterans, some with special needs, and 27 will be designated for seniors—with a preference for senior veterans. Both the veterans wing and the senior wing open onto a private courtyard where the residents can relax and socialize. Dwelling units are designed with open plans to take advantage of views and maximize natural light from each area of the plan. The property’s name pays homage to a U.S. Marine Corps and World War II veteran, Miguel “Mike” Ybarra, who also worked with the United Farm Workers and Cesar Chavez to organize farmworkers across California. Onsite services include counseling, case management, job training, legal assistance, Veterans Affairs (VA) health services, and benefits assistance.

Tenants are provided with a rich variety of amenities where they can gather to participate in a variety of activities or enjoy the outdoors. Amenity spaces include two community rooms, roof top gardens, and activity /event areas. The project takes advantage of its location to utilizing applicable density bonuses and allowable parking reductions to maximize the number of dwelling units within the site and provide for an efficient design solution.

Located on a nearly 14 acre site, this new mixed use project brings 340 much needed, 100% affordable apartments, and a host of community-serving medical uses including a vocational training school, a medical clinic, and a senior health center, as part of El Monte’s affordable housing initiative. The project will serve a variety of target populations and income levels, with provisions for low- and extremely low-income households, seniors, transition age youth, and unhoused residents. Two 4-story family oriented buildings provide 170 dwelling units with active indoor amenities, beautifully landscaped courtyards and roof decks, and secure parking. Two 4-story senior living apartment buildings provide 170 dwelling units, with a spacious lounge, activity rooms, lush landscaped courtyards and roof decks, and secure parking. A two story, 35,000 sf mixed use building includes medical offices, clinics, and a vocational school that intends to support the City’s initiatives to foster a healthy and active community. Adjacent to the mixed use residential project is a 40,000 sf County program services building comprised of offices, a childcare center, cafe, and a Police Substation along with a 5.5 acre expansive public park with tennis and basketball courts, soccer fields, a dog park, walking paths, and several areas for the community to gather, socialize, and relax.

The contemporary design of the five-story structure features bold yet harmonious architectural elements inspired by the local context. Soft wood tones naturally blend well with the site’s surrounding landscape and mountain backdrop. Strong horizontality is a key characteristic in Craftsman and Prairiestyle homes which are prevalent in the surrounding neighborhood. Horizontal design elements help to reduce the building’s vertical scale while adding hints of modernism. Concrete breeze block, commonly used in mid-century modern design, is utilized as a visual screening element to an open parking garage along Figueroa Drive.

Dumosa Senior Village provides the rural town of Yucca Valley in San Bernardino County some much needed affordable senior housing. Strategically located within short walking distance to the City’s senior center, library, shopping and bus line, this 75-unit project features a community clubhouse and comfortable outdoor living areas shielded from prevailing desert winds by specially configured buildings. Prefabricated modular construction and sustainable materials were employed throughout the project to reduce environmental impact. Dumosa Senior Village is designed in a “contemporary pueblo” architectural style, featuring deep recessed windows and a striking stone clad rotunda punctuating the entrance to the city’s civic center. Implementing sustainable design and solutions through high performance in site development, water savings, energy efficiency, and sustainable material selection, the project achieved LEED Gold certification. Built as Type V, the project also implementing modular construction for cost efficiency, faster construction schedule and sustainability.

Caroline Severance Manor is a mixed-use affordable housing development of 85 units with a ground level childcare center. Over 50% of the units are dedicated to families with special needs. The site is ideally located along the commercial corridor along 8th Street in Koreatown and is within close proximity to parks, mass transit and retail. The design of the building is contemporary, with inspiration from the adjacent First Unitarian Church. Elements of renaissance, classic and mission revival were integrated into the building elevations, massing and materials. This Type III over Type I podium building is six stories, with two levels of underground parking. This project takes advantage of incentives in the City of Los Angeles’ affordable housing incentives ordinance.

As the first Type III residential podium building in the State of California in the late 90s, Casa Heiwa not only opened the door to new type of construction that was a breakthrough during the time but it has become a new standard that continues to be widely utilized to current days. This high-density mixed-use project, developed for the Little Tokyo Service Center and the Los Angeles Community Redevelopment Agency, contains affordable housing units, retail, offices, and a child care facility. Casa Heiwa was the first building in the City of Los Angeles designed as a Type III, five-story wood frame structure. Previously limited to four stories, this breakthrough in the wood framing construction industry paved the way for economic development of housing projects with densities over 100 units per acre. Currently, the building also serves as the headquarters of our client, Little Tokyo Service Center.

Located in Phoenix, Victory Place III is an affordable supportive housing project for veterans. It is the third phase of a master planned campus providing much-needed housing, rehabilitation and support services. The facility fosters a sense of community by enabling social interaction through a rich variety of common spaces. The architecture is a contemporary reflection of traditional desert architecture and features deep-set windows and shading devices to moderate the local climate.
