Application No. 35805 On September 23, 1954, the City of Sacramento filed Application No. 35805 (Application tor Leave to Amend Petition filed on November 24, 1954), pursuant to Division 1, Part 1, Chapter 8 oí the Public utilities Code of the State oí California.

The Application requests "That the Commission fiJe the

just compensation to be paid by petitioner for said Companyt s bus transporta­ tion system"(Sacramento CUy Lines)"in the manner provided for in Division 1, Part 1, Chapter 8 of the Public Utilities Code". The Application states that 1I.(i' or the purpose of carrying on its business of operating a bus transportation system as aforesaid, the Company owns, operates and uses, and at all times mentioned herein has owned, operated and used lands, property and rights hereinafter described (and hereby sought to be acquired) within the boundaries of petitioner and adjacent thereto". Purpose and Scope of Report The purpose of this report is to present an inventory and appraisa1 of the physica1 property of Sacramento City Lines. on a reproduction cost new basi~made

by the staf! oí the Engineering Section oí the Commission's Trans­

portation Division.

The report sets forth the following in!ormation íor the

property described above as of September 23. 1954: a.

An inventory oí ail items oí property

The estimated reproduction cost n~~ oí al1 property. except land which is included at current market value

c.

The estimated condition percent oí all depreciable property

d.

The estimated reproduction cost new less accrued depreciation oí all property. Accrued depreciation was determined on the straight line basis.

The conclusions in this report are not intended to be synonymous with just compensation.

Grouping of Property In general, the grouping of property in the detailed inventory follows the "Uniform System of Accounts for Class 1 Cornmon and Contract Motor Carriers of Passengers" prescribed by the Interstate Cornmerce Commission, effective January 1, 1938 and adopted by the Public Utilities Cornmission of the State of California on October 24, 1944, effactive January 1, 1945. Terms Used in This Report The terms listed below, as used in this report, have the following meanings: l. Reproduction Cost New is the estimated cost which would be in"CU!'E.~~~ in reproducin~new as of a spec~f~ed dat~ a facillty~ ~~ identical ~ type,number, and klnu of unlts as the facility being appraised. It is presumed that the component items of the facility are available and that

the facility is constructed or assembled in its entirety in a nomal length of time and under techniques and conditions prevailing at the specified date. 2. Salvage (Net). The amount received for property retired less any expenses incurred in connection with the sale or in preparing the property for sale.

3. Service Value. The reproduction cost new of property less estimated net salvage value.

4. Age. The period of time between the in-service date of the property and any subsequent date of review.

5. Service Life. The period of time between the in-service date of the property and the date of its retirement.

6. straight Line Depreciation i5 the method of distributing the loss of service value equally over the service life.

7. Accrued Depreciation is the 105s of service value not restored b,y current maintenance, and occasioned b,y pnysical, functional and economic deterioration.

Among the factors of depreciation considered are wear and tear, decay, action of the elements, obsolescence, changes in the art, inadequacy, changes in demand, and requirements of public authority. 8. Condition Percent is the percentage relationship of the remaining service life to the total service life. Chronology of Work The field work in connection with this study was commenced December 13, 1954, when the inventor.ying of material and supplies was begun. The inventor.y of all property was completed on February 25, 1955.

During

this period, studies relating to condition percent of depreciable items were also in progress, as well as the work of developing unit costs. Following the completion of the inventory, the unit cost develop足 ment was completed, and the reproduction cost new was developed by application of the unit costs to the items of inventory.

the coaches have been grouped into seven groups; all coaches within each group being essentially the same.

each oí the seven groups of coaches.

Of the coaches in use, sixteen are 45­

passenger and seventy-nine 36-passenger capacity. Following is a brief summary oí Tables 1 and 2 of Volume 1:

Field Inspection of Coaches All of the coaches were inspected at the coach yards in Sacramento between Januar.y 21 and Januar.y 29, 1955, with interior and exterior inspection of each coacb,and operating inspection of a11 coaches in operation.

Chassis

inspection was made of 88% of all coaches covering a representative number in each group.

Test driving was made on a substantial number of coaches.

Determination of Condition Percent and Estimated Salvage of Coaches The condition percent and estimated salvage of each of the seven groups of coaches were determined after analyzing the following factors: a. Observed condition of each coach based on physical inspection b. Age of each coach c. Accumulated miles operated by each coach d. Actual miles operated by each coach during the year 1954 e. Estimated remaining life f. Salvage value oĂ­ coaches recent1y retired from service on this and other properties in California g. Al1 other factors of depreciation inc1uding obso1escence and inadequacy. Tab1e ) summarizes the

the property, (1) a complete set oĂ­ C1eve1and lock boxea (Model 5) and (2) a complete aet of Johnson Reg-Lock fare boxea (Model RK-9A).

The new type

Johnson Reg-Lock fare box replaced the Cleveland lock box in the middle of 1954. Service Cars and Eguipment Service cars and equipment were inventoried on January 29, 1955.
