總幹事的話 風雨蘭多年來堅持提供一站式服務予受性暴力傷害的幸存者,作為本港首間性暴力危機中 心,風雨蘭累積的實踐經驗讓我們得以更清晰地看見香港性暴力的情況。醫院為基地的服務 模式,體現了醫療與社會服務跨界別的協作,有效地支援性暴力受害人,減低制度對他們的 二度創傷。 為進一步推動於本港公立醫院設立符合世界衛生組識《對性暴力受害人之醫療及法律支援 指引》的性暴力介入服務,風雨蘭在HKIAFS Foundation的支持下於2018年6月初舉辦了「 性暴力在亞洲 - 國際研討會」一連兩日地就一站式醫療及司法性暴力介入模式與多個地區 交流經驗。年內,立法會亦辯論及通過了由陳沛然議員動議的「要求政府在公營醫院內增設 性暴力受害人及受虐兒童危機支援中心」議案。 近年的#MeToo運動把性暴力議題推到鎂光燈下,引起香港社會的關注。正當問題漸漸浮出 水面讓人不得不正視,現存香港女性遭受性暴力的數據和資料卻寥寥可數,僅有警方和社署 提供的整體數字,難以讓社會對性暴力的問題有更全面的了解。我們於2019年3月,發表了《 風雨蘭個案回溯研究報告2000-2018》,整理風雨蘭過往的個案記錄並加以分析,務求詳盡 分析統計數字,加強公眾人士以及日後研究對相關議題的認知,繼而探討更有效打擊性暴力 的方法。 《個案回溯研究》突顯了長久以來性暴力幸存者追討公義的困難。其中數字顯示,有報警求助 的個案中,平均每8宗個案,僅約1宗案件於第一次法庭判決後成功將犯人定罪。同時,年報出 版之際,公眾對執法部門的信心處於前所未見的低位。對我們而言,這不僅影響性暴力幸存 者追討公義的渠道,亦同時影響了風雨蘭致力連結醫療、司法、法醫及輔導的支援服務在司 法公義層面上的連繫。風雨蘭一直相信公義不只體現於法庭的判決中,我們亦正進一步發展 既有制度外協助幸存者尋找公義的方式,當中包括透過小組等形式實踐敘事公義等。 最後,我很希望對近二十年來支持風雨蘭的夥伴表達最衷心的感謝,他們包括:一直與我們 同行的義工、充滿勇氣與生命力的服務使用者、慷慨的資助夥伴及捐助者、各界別的工作夥 伴、以及過去和現在的同事。全賴他們的信任及堅毅的工作,才能使風雨蘭的工作得到大眾 認可,讓社會邁向「零性暴力」變得可能。 風雨蘭 總幹事 王秀容

For years, RainLily has insisted on providing one-stop service for survivors of sexual violence and has accumulated years of practical experience. These experiences have allowed us to look at the issue of sexual violence more clearly. RainLily's hospital-based service model embodied the collaboration between medical and social service sectors to provide the most e ective intervention for victim-survivors of sexual violence and reduce the systematic secondary trauma.
To further push for the establishment of sexual violence intervention services within Hong Kong public hospitals that are in accordance to WHO's Guidelines for medico-legal care for victims of sexual violence, RainLily co-organised Symposium on Sexual Violence in Asia with the support from HKIAFS Foundation. The two-day seminars on early June 2018 allowed us and various local agencies to exchange with other region's service providers on medico-legal service models. In the same year, the LegCo has also debated and passed a motion moved by Dr Hon Pierre Chan - Requesting the Government to set up crisis support centres for sexual violence victims and abused children in public hospitals.
The #MeToo movement in recent years has made the issue of sexual violence in the limelight. However, it is incredibly hard to obtain the data of sexual violence, where only the Hong Kong Police Force and Social Welfare Department of the Hong Kong government are accessible for part of the data, which is tough to have a comprehensive understanding of the issue. In March 2019, we have launched the report for A Retrospective Study of RainLily's Crisis Services (2000-2018). The report, which analysed the meticulous records that have been kept for each case, hopes to inform the public and future researches with a more complete picture of the issue and allow for the search for di erent innovative ways in tackling sexual violence.
RainLily Retrospective Study has highlighted the hardship in seeking justice for sexual violence survivors. Figures have revealed that an average of merely 1 in 8 reported cases had been able to have the perpetrator convicted. At the time of publication of this annual report, we are also witnessing an unseen low of public confidence for the city's police authority. As a support service provider that strives to connect medical, judicial, forensic, and counselling, this will have an unavoidable impact for us to assist survivors to achieve judicial justice. RainLily believes that justice is not merely driven by, nor reflective of, court rulings, we are developing further into assisting survivors to seek justice beyond the existing system, such as narrative justice initiative.
At last, I hope to express my most genuine gratitude to the partners that have been supporting RainLily in the past two decades, including our volunteers, service users, funding bodies, donors, collaborative parties from di erent sectors, current and past colleagues. Their trust and fortitude are what make RainLily's work in achieving the elimination of sexual violence possible.
