he Department of Planning, Monitoring and Evaluation (DPME) has the mandate to ensure development and empowerment of young people in the country. In this regard, a National Youth Policy (NYP) 2020 was developed and approved by Cabinet in 2015. The President has mandated the Minister and Deputy Minister in The Presidency responsible for Planning, Monitoring and Evaluation to be in charge of youth development in the country. In this regard, the Youth Directorate was established to provide support to the political principals in overseeing youth development. ACTIVATE! forms part of the Working Group that will oversee and monitor the functions of this Youth Directorate which has the following functions: • To ensure supplementary national development and review of the NYP. • To develop legislation, policies, strategies, frameworks, guidelines, norms and standards for youth development and monitor evaluation implementation thereof. • To co-ordinate, monitor and evaluate implementation of the NYP. • To ensure policy coherence and alignment of strategies with national priorities across all sectors. • To facilitate meaningful stakeholder engagement with political principals. • To conduct oversight of the NYDA and quality assurance plans and reports.
Youth Directorate in the Presidency In line with strengthening the Youth Directorate in the Department of Planning, Monitoring and Evaluation (DPME) an organizational structure has been developed and approved. It is envisaged that the strengthened youth development directorate will be able to coordinate youth development in the country. Past and present youth policies advocate that youth development responsibility should be placed not only on the shoulders of the agency, it should also be the responsibility of various stakeholders as well. In order to achieve this, the NYDA Act needs to be amended. The NYDA Act is being amended from section 75 to 76 in order to ensure provincial and local presence. The aim was to: • Streamline the mandate of the NYDA that was not feasible to be implemented, particularly given the resource constraints. • Scale up youth development service to reach out to many youth; • Improve the quality of service rendered to the youth.
