President Kiir orders the release of captured chopper By Markhel makhoi

T

he President of the Republic of South Sudan H.E Salva Kiir Mayardit issued an order to release the Russian made Sudan Airways cargo helicopter that was intercepted on the 08th August 2010 in Upper Nile State carrying rebels loyal to the renegade General George Athor. This was announced by the Official Government Spokesman Hon. Dr. Barnaba Marial Benjamin

who is also the minister for Information and Broadcasting. Addressing the media during the weekly media forum while hosting the spokesperson of the Sudan People’s Liberation Army (SPLA) and the deputy director of military intelligence, Dr. Marial said the decision to release the chopper by the President of the Republic was to demonstrate

a good gesture to the government in Khartoum that since South Sudan is now an independent Republic, the past has to be forgiven. He said the helicopter which is white in colour and bearing Sudan Airways logo and markings was used for transporting arms and militia to George Author’s centres. Dr. Marial regretted that in spite of so many such good gestures by

the President of the Republic of South Sudan, Khartoum still continues to fight proxy wars against the Republic of South Sudan. According to Col. Phillip Aguer, the Official Spokesman of the Sudan People’s Liberation Army (SPLA) on the 27th October 2011 militia trained by the Khartoum government left South Kordufan and attacked Mayom County in

The minister called on

the international community to be on the lookout for these advances of the Khartoum government whose intensions, he said, are not good. He also called on the UNMISS to stand up and stick to their mandate to protect lives. On Abyei, the minister reiterated the position of the government that the SPLA soldiers withdrew completely from Abyei as per the agreement signed with the African Unoin (AU) and witnessed by the UN Security Council. He said as per this agreement both the SAF and SPLA were

supposed to withdraw from Abyei paving way for the deployment of the African Union forces (Ethiopian Forces). He explained that in spite of the agreement, the SAF still occupies Abyei while the Khartoum government is delaying the deployment of the African Union peace

keepers. He described this is a war mongering attitude by the Khartoum government and called on the International community to intervene to resolve the impasse in good time so that the peace process may continue in Abyei and alleviate the human suffering of the people of Abyei.

he minister of Housing and physical planning Jemma Nunu kumba has given Sudan Tribune web site, the Citizen news paper and the New Times News paper 48 hours to apologise for two separate defamatory stories published against her. On Monday 31st of October, the New Times news paper published alleged harassment of the Minister by Police under the title “police arrest Nunu Kumba”. The minister dismissed the alleged report published by the new Times News paper and described it as misinformation and total lie. “I have never been arrested by the police on the date that was mentioned by the paper, and during the mentioned time I was at the funeral place of my neighbor wife to late Dr. Samson kwaje”. Nunu elaborated. Nunu said the New Times will explain where

Nunu said she believes in Democracy and freedom of expression but it must be based on facts. “I believe am available to the media houses every time, either through my office or phone, it is a matter of courtesy to call

me and confirm before putting the information in the media”. She revealed that Pan China is one of the selected company among seven companies selected out of 27 applicants. They requested them to submit technical and financial proposal within three weeks but none of them has submitted yet, thus how can we issue a contract? She asked. However they are still looking for a competent company that will do mapping, Arial and ground survey of the area and produce the map of the place so that it can be demarcated and declared a national capital of the country. She assured that they are still in the process of selecting a company that is going to do feasibility study of the mapping but they have not selected any company yet. She said the process of the proposed Capital is transparent and any thing done on Ramcial will not be done under the table.

This was announced last week during a conference on Oil Revenue Management organized by the Ministry of Finance and Economic Planning of the Government of the Republic of South Sudan and held at Home and Away in Juba. The event brought together the governors and finance ministers of the oil producing states,

udanese armed forces have seized the rebel stronghold of Kurmuk in Blue Nile state, both sides said, after two months of heavy fighting on the border with newly independent South Sudan. “Our troops entered the town of Kurmuk, expelled the insurgents and killed and wounded many [them] and they are now cleansing the town,” Sudan’s defence ministry website said on Thursday.

Violence in Sudanese border states has soured talks between Khartoum and former civil war foe South Sudan. The two states have yet to resolve how to share oil revenues or other assets after South Sudan seceded as part of a 2005 peace deal. “The SPLM troops have withdrawn from Kurmuk for strategic reasons. The Sudanese army controls Kurmuk but this is not the end of the war in Blue Nile,” said Sulaiman Othman, a spokesman

for SPLM-North in Blue Nile. Blue Nile and South Kordofan are north of the new border and remain part of Sudan, but are home to many who sided with the south during one of Africa’s longest and deadliest civil wars. Both sides have also failed to find a solution for the disputed border region of Abyei which Khartoum seized in May. Border violence Fighters in border states say they have been politically and

spreading from neighbouring northern state of South Kordofan where violence began in June. Khartoum accuses South Sudan of backing the fighters in both states. Juba has denied the charges. Border violence has also badly affected ties between Sudan and Western powers. Washington extended trade sanctions this week that have been in place since 1997

Region needs support to thrash LRA

LRA remains a regional threat and ending it calls for the support of the international community. “I believe winning the war against terrorism needs the collective security coordination from across the world”, he said. T

he countries that are worst affected by the terror of the Lord’s Resistance Army (LRA) such as Uganda, Democratic Republic of Congo, the Republic of South Sudan and Central African Republic urgently need the support of a strong military power to root out the rebels from the region. This view was expressed by Col. Philip Aguer, the Official Spokesperson

of the Sudan People’s Liberation Movement (SPLA) last week during the weekly media forum hosted by the Ministry of Information and Broadcasting in Juba. He said that the intervention of the United States of America in fighting the LRA leader Joseph Kony and his group who have been accused of murder, rape, and abductions of children would be a welcome gesture. government officials, international experts, and representatives from the civil society. The conference was part of the ongoing deliberation on how to manage oil revenue wisely to promote economic growth and diversification of the economy. In his opening remarks, H.E. Dr. Riek Machar, the Vice President of Republic of South Sudan stressed “We all know that natural resources do not last forever, and we need to prepare for the time when the petroleum production declines and eventually ceases altogether.” The Ministry of Finance and Economic Planning has taken the lead working together with the Ministry of Petroleum and Mining, Ministry of Justice, and the Bank of South Sudan to draft the Petroleum Revenue Management Bill, which was circulated prior to the conference. The Petroleum Revenue Management Bill establishes the Oil Revenue Stabilization Account to act as a buffer against volatility in oil prices and the Future

Stop using witchdoctors’ Eastern Equatoria tells citizens

T

he deputy governor of Eastern Equatoria state, Nartisio Loluke Manir, last week called upon his community to stop seeking medical assistance from witch doctors but rather go the health centres for treatment. “So many of our people in the villages are suffering from diseases that could have been treated in the early stages at the medical facilities, but they instead go to witchdoctors for treatment who often treat them, thus leading to the death of many of the patients,” said Loluke. He called upon health workers to observe ethical standards in the execution of their duties. “Sometimes when you go the health facilities in the rural areas, you will find no single staff on duty. Some of the patients become even

sicker because no health worker is there to attend to them,” he said. Speaking at the handover of four new vehicles to state authorities by Norwegian People’s Aid (NPA), he said his government will prioritise the development of health institutions to ensure that health services reach to people in remote areas. “Our health institutions have not developed to the level where every citizen has access to health services at a walking distance. It’s the strategy of the government to ensure that this is achieved in the long run,” Loluke told Sudan Tribune. The project, which will focus on Budi, Lopa/ Lafon, Ikwoto, and Kapoeta East counties, is funded by the MultiDonor Trust Fund, which is administered by the

World Bank. Loluke thanked NPA for their support, which he noted had begun during South Sudan’s two-decade civil war. As part of a 2005 agreement South Sudan voted to secede from north Sudan in January, and in July became the world’s youngest nation. “We acknowledge the support of NPA has given us since the difficult days of the struggle for liberation. We shall not forget the organisation for the good work it has done in the country. We still request for more support as we embark on reconstruction of the country,” said Loluke. South Sudan is one of the least developed countries in the world with conflict and underinvestment blighting the region. Deputy team leader of the health project, Abe Gordon Abias, said county health department staff had been trained how to use information systems that would improve the efficiency of their work. He said the project procured and installed solar panels for lighting, supplied computers, office furniture and connected internet facilities at County Health Department’s in the eight counties of the state. Gordon said four more vehicles are being procured for the remaining four countries.

Government urged to disseminate information widely

he governor of Jonglei State, Hon Kuol Manyang Juuk has urged the central government to establish systems that would facilitate effective dissemination of information in all the states so as to educate the masses of its policies, plans and programmes and reduce cases of misinformation and ignorance. Hon Manyang this appeal today when he made a courtesy call on Hon Dr Barnaba Marial Benjamin, the minister for Information and Broadcasting and Constitution of Southern Sudan. He said that the section gives the Audit Chamber the power to audit the accounts of the Executive, Legislature and the Judiciary as well as the accounts of the states, local governments, independent commissions, public institutions and corporations, and any other institutions as may be determined by the law. The Auditor General also explained that the chamber audited oil revenue, non-oil revenue, payroll expenditure, operating expenditure, capital expenditure and bank and cash accounts. The two reports were then passed on to the Public Accounts Committee and the Finance, Economy, Planning and Development Committee for scrutiny before being tabled back in the House for debate. During the same sitting

Dr Marial pledged that the government will improve information systems in the states. He explained that apart from the South Sudan Radio which broadcasts all over the country in 17 languages, the government is working on establishing an FM station which will ensure a wider reach to all the states.

the August House continued to discuss the urgent and important matter of food shortage in the Republic of South Sudan. The minister for Commerce, Industry and Investment Hon Garang Diing briefed the House on the food security situation. He said that South Sudan is facing food shortage due to global economic crisis which is affecting developed and developing countries in the world. He explained that the situation has been exacerbated by the fact that South Sudan is importing food supplies from East African countries such as Kenya and Uganda which are themselves facing low production of food. He also explained that the fact that the UN also buys food supplies from the same markets further makes the already bad situation worse. The minister also explained that the

increase in the price of fuel worldwide is another factor leading to the skyrocketing of food prices. He reported that high quality of fuel is sold at $ 100 per barrel while the average quality is sold at $80 per barrel. The minister also explained that the Somali piracy menace further complicates the situation since it contributes to the increment of food prices due to high costs of transit insurance. Hon Diing explained that the government is planning to establish food reserves but is cautious due to the experiences of the dura scandal. The minister for Finance and Economic Planning also explained the inflation situation in the country as well as the mechanisms in place to contain it. Students Union in Uganda receive token from President Kiir

he South Sudan Students Union in Uganda has received the 50,000USD token which had been pledged to it by President Salva Kiir Mayardit. Confirming receipt of the token, the Vice Chairperson of the Union Mr Peter Gai Manyuon said that the money was received last week from the Office the President. He expressed the gratitude of the students to the Head of State for this kind gesture which has demonstrated his commitment to support the youth in their pursuit of education. Mr Manyuon also acknowledged the

support the union has received from the government since its inception in 2007. He said that the union will continue to work hand in hand with the government in nation building. He asserted that the students will never forget their motherland even during their brief sojourn in the Diaspora. The student leader also commended the efforts of the Executive Director in the Office of the President Comrade Yel Lual Khor for his continued support for the students. He commended the President for appointing such committed officers to serve their motherland and take care of the interests of the youth. Meanwhile, the students union held a meeting last week with all the chairpersons of its constituent institutions to deliberate on how to share out the money. The meeting, held at the Pacific Hotel in Kampala, agreed that the money will be distributed equitably among the South Sudanese student association all over Uganda.

he Republic of South Sudan has embarked on reviving stalled factories at Mangala, Anzara, Malut and Aweil in its efforts to harness more revenue streams to complement petroleum, Hon Garang Diing, the minister for Commerce, Industry and Investment said. Addressing the weekly media forum hosted by the Ministry of Information and Broadcasting last week, Hon Diing emphasized that petroleum alone will not catapult South Sudan to the economic pedestal it is capable of achieving.The minister also announced that a feasibility study on cement production in Kapoeta is ongoing. He said that establishing cement manufacturing factories in the country will not only create employment opportunities and more revenue streams but will also make building materials readily available and cut the cost of construction. He said that local production of building materials is critical at this time in light of the impending relocation of the capital from Juba to Ramciel. Hon Diing also announced that his ministry has worked on a number of bills relating to microfinance

estimated that more than one-third of all South Sudanese are “food insecure” and vulnerable to starvation. According to Diing, the situation has been aggravated by the fact that the country is importing food from East African countries such as Kenya and Uganda, which are themselves facing low food production. He also

pointed to the blockade of the north-south border by Khartoum and the rising price of food due to high fuel and transport costs as contributing factors. Diing said that the Government has received a donation of 300,000 bags of maize from Malawi as a short term solution to the food shortage, while working on a longer term solution to the problem.

He explained that Khartoum closed the borders under the pretext that South Sudan was supporting dissidents in Blue Nile and South Kordufan.

he Catholic Church in the state capital of Jonglei-Bor Diocese of malakal last week celebrated the peace conference in St Paul parish. The conference was the first ecumenical prayer made by the Catholic Church in the state capital-Bor. The conference which was under the theme “let the peace be with you”. Was attended by the Bishop of Bor Diocese Grace Ruben Akurdit de Ngong and various state Government officials including minister of health, commissioner of police, MPs, UN representatives and representatives from non-governmental organizations. During his sermon, Bishop Grace Akurdi warned that if people do not believe in peace then they can’t enjoy the state. The clergy revealed that he felt ashamed

by the actions of Murle tribe who didn’t turn up for Independence Day celebration “how can you refuse to celebrate something that ended oppression?” Bishop Grace further asked the Government of Jonglei to reinforce peace among the communities in the state as a way of fulfilling its mandate of guiding and protecting its civilians. Pastor Abraham of the Catholic Church blamed cattle keeping and illiteracy as some of the problems leading to insecurity in the state. Pastor Edward revealed love, peace and forgiveness among the citizens as the only solution to insecurity and development and that, “if the mentioned are not implemented in Jonglei our independence will be in vain and we will not enjoy the fruits of our new nation at all”.

University of Juba and CES at row over land

U

niversity of Juba said that construction on its land is going on by foreign investor. Francis BarsonYousa, minister of information Central Equatoria State (CES) revealed that the governor of Central Equatoria State has never seized university land. Dr LinoGwaki, Dean of students University of Juba said that what Yousa said is behind the development of events on the ground. “What the minister is saying is far behind the development of events on the ground. Construction is going on our land. The minister even came and we showed him and we found police on our land guarding”, he said.

Gwaki said that security personnel who was protecting the land has been suspended without pay for he was attempting to protect the land of the university. “We are left even without the police. Our security person who was attached to us from the police force is now suspended without pay the governor told us that it was him who gave out the land and it is him who can take the land. We told him that that was impossible. God gives and when God takes it is always a crime. So now we are in the mercy of investor coming to swamp and taking everything”, said Gwaki. Gwaki said that they made an injunction to stop the construction on

the university land but it was brushed aside. He added that the security personnel attached to the university from the police force has been suspended without pay because of attempting to stop the constructor. He said the land is given to foreign investor building a university called Liberty International University. He said the government does not stand by the local people but by the investor. However, Francis Barson minister of information, central Equatoria State said that the government of Central Equatoria State allocated the land on eastern side of Dr John Garang Mausoleum to the national government as the independence square. He added that the state also allocated piece of land in the same direction for the Liberty International University. He stated that those pieces of land legally belong to the Central Equatoria State. “The land which is called old custom is left to the University of Juba. It is up to the administration to develop it. It would be appropriate for the university administration to produce legal documents to substantiate their claim for the land they are contesting”, he concluded.

he Education Committee of the Lakes State Legislative Assembly has called on authorities to address the alarming number of teenage pregnancies in schools. The committee chairman, Mabor Ater, said that the rate at which young girls are being reportedly impregnated by their teachers is increasingly alarming. More than 40 school girls have been impregnated by their teachers since the year began, she noted. Ater, said that the situation has been aggravated by the absence of laws preventing sexual misconduct and inappropriate relationships

The United Nations Educational, Scientific and Cultural Organization (UNESCO) welcomed South Sudan as its newest Member State. At a ceremony in Paris, the flag of South Sudan was raised alongside those of UNESCO’s other 193 Member States. The ceremony took place two days after South Sudan completed the procedures for ratifying the agency’s constitution. In her welcome message UNESCO DirectorGeneral Irina Bokova noted that the country of eight million people faces “immense

challenges”, but pledged that her agency would support South Sudan to strengthen its educational system and train teachers. UNESCO, through its International Institute for Educational Planning, will work with the UN Children’s Fund (UNICEF) to draw up a plan to help South Sudanese authorities tackle their major education needs. A recent report estimated one million South Sudanese children are not in school, the majority of them girls. UNESCO’s latest global monitoring report on

education, released in June, found that South Sudan is last in the world for enrolment in secondary education, and second to last when it comes to the number of children in primary schools. There are estimated to be only 400 girls in the final grade of secondary school in the whole country. Just eight per cent of women in South Sudan know how to read and write. Textbooks are in short supply, usable classrooms are unavailable and there are not nearly enough trained teachers.

senior official from South Sudan’s military intelligence has openly accused a Khartoum-based airline company of backing rebel groups intending to overthrow the southern government. Khartoum and Juba trade regularly accusations of supporting rebel groups from both sides. Last week, Sudan’s defence minister Abdel-Rahim Mohamed Hussein, said that Juba supported the South Kordofan and Blue Nile recent attacks carried by the Sudan People’s Liberation MovementNorth. Michael Mach, the director of military intelligence in the southern army told journalists that they had credible evidence that Sudan Airways could be providing both logistical and financial support to the various rebel militias opposed to Africa’s newest nation. “Some months back, we captured a helicopter which was ferrying arms to George Athor’s rebels fighting the government of South Sudan. The helicopter, which released last week, bears a trademark of Sudan Airways,” Mach told reporters in Juba, the South Sudan capital. Athor, a former general

SPLA director for military intelligence further said the army was closely monitoring rebel movements across the country, taking a swipe at Sudan government for allegedly supporting south-based rebel movements. “We all know that the government in Khartoum has been involved in destabilising South Sudan since the peace agreement was signed in 2005 and we have raised this issue with the international community several times,” Mach added. Meanwhile, Phillip Aguer, the spokesperson of the southern army revealed that only 11 civilians were killed and 16 wounded while its army lost 10 men and four policemen during recent clashes with rebels in Unity state. Also, 32 rebels were allegedly killed. “South Sudan Liberation army rebels attacked Mayom town, the headquarters of Mayom County in Unity state and launched a surprise attack. Unfortunately

they targeted innocent civilians, mainly children and women but were driven out by a combined force of the army and police,” Aguer said. He identified the wife of Paulino Matip, South Sudan’s deputy chief of staff as one of those killed during the impromptu attack, which occurred over the weekend. The army spokesperson, however, cautioned the media fraternity to desist from advancing rebel “propaganda,” likely to cause tension and fear among sections of the southern population. He said, “We urge the media to avoid relying on eye witness reports especially on figures, some of which are untrue. Always try to verify with the army and government officials on the ground.” South Sudan officially gained independence nearly three months ago after its population overwhelmingly voted for separation in the self-determination referendum. The vote was a key part of the Sudan’s 2005 Comprehensive Peace Agreeme nt (CPA), which ended over two decades of the North-South civil war.

court in South Africa is hearing an appeal by ex-police chief Jackie Selebi against his conviction for taking bribes from a drug dealer, the country’s news agency says. He was not in court, apparently because he is ill, the South African Press Association reports. Selebi, an ex-Interpol president, was sentenced to 15 years last year. Convicted dealer Glenn Agliotti paid Selebi $156,000 to turn a blind

eye to his business. Selebi was a senior member of South Africa’s ruling party, the African National Congress (ANC), and an ally of former President Thabo Mbeki. He is the most senior official appointed by the country’s government to have been convicted of corruption, but remains free on bail while the appeal is heard. Opportunistic conduct Selebei’s lawyer Jaap Cilliers told judges at the Supreme Court of

South Africa’s ombudsman, Public Protector Thuli Madonsela, said her investigation against Gen Cele found that police buildings were leased from a private company at inflated prices. The deals were unlawful, but there was no evidence of criminality, she said. Gen Cele said he he had done nothing wrong.

Liberian opposition makes new demands ahead of runoff

ust days after Liberia’s opposition leader Winston Tubman dropped his threat to boycott next week’s run-off, his Congress for Democratic Change (CDC) party has issued fresh demands if it is to take part in the election. Party spokesman George Solo said they want a new National Election Commission (NEC), and for new checks and balances to be implemented to ensure ballot boxes and voting papers are not tampered with. Mr Solo, who is also

described as the party’s deputy campaign manager, said their demands include a 50-50 representation by the CDC and the ruling Unity Party on the NEC. On Monday, Mr Tubman dropped his threat to boycott the runoff election. He told a news conference that his CDC party changed its mind because NEC chairman James Fromayan had resigned. Incumbent President Ellen Johnson-Sirleaf defeated Mr Tubman in the first round of voting by a margin of about 8 per cent. But she has been attracting crucial backing that boosts

her chances in the runoff. Fourth-placed presidential contender Charles Brumskine (5 per cent), has followed on the trail of former warlord Prince Johnson in endorsing her. Justifying his decision, Dr Brumskine explained that it was as a result of a close examination of the two leading candidates: President Sirleaf and Mr Tubman. “Both of them are friends of mine and I have great deal of respect for them, but at this point in time and with all things considered, we have concluded that the (ruling) Unity Party has an edge over the CDC in terms of moving our country forward,” he added. The CDC has been insisting that it won the first round, and that its results were transferred to the incumbent. A leaked letter which states that the CDC received the highest total votes in the first round caused the sacking of the former NEC communications chief.

imbabwe police Tuesday raided Prime Minister Morgan Tsvangirai’s MDC party headquarters, fired tear gas at staff and beat up people in the central business district, witnesses said. Police “blocked Harvest House (MDC headquarters) staff from leaving, but also threw tear gas at them. This is a deliberate attempt by the police to harass and decimate the MDC,” Movement for Democratic Change spokesmanDouglas Mwonzora told AFP. He said police arrived at the building around 03.00 pm (1300 GMT), saying “they were looking for some people, but it turned out that they wanted to harass the MDC.” Several nearby shops were closed as police indiscriminately fired teargas at passers-by, an AFP correspondent witnessed. No one was arrested, but two hours after they first arrived police were still at the party headquarters

armed with truncheons and AK-47 assault rifles. A witness told AFP that police had running battles with vendors near the MDC headquarters before raiding Harvest House. “Police were trying to arrest vendors along First Street when they started to beat up people. That is when trouble started,” the witness said, adding: “The police fired tear gas everywhere, resulting in people scurrying for cover.” Police were not immediately available for comment. In 2008, Mr Tsvangirai blamed deadly violence against his supporters for his decision to withdraw from a presidential runoff after winning the first round vote, leaving Mr Mugabe to claim victory unopposed. Intimidation by state agents had cooled off since Mr Tsvangirai and veteran President Robert Mugabe entered a powershare government almost three years ago. In another development, a senior official has

said Zimbabwe will finish drafting its new constitution by the end of December, paving the way for a referendum to be held early next year. Adoption of a new charter is one of the key requirements before a fresh election is held to end a coalition government President Mugabe formed in 2009. “We will soon start the drafting of the new supreme law of the land that should take us at most two weeks and we are quite on schedule to complete the writing of the new constitution before the end of the this year,” said Mr Paul Mangwana, a co-chairperson of a parliamentary committee leading the exercise. “We are very optimistic that we will be able to give the people of Zimbabwe a Christmas present in the form of a draft constitution and that will pave the way for a referendum early next year.”After the drafting, a second all stakeholders conference will be held to consider the draft.

The commission’s scope of inquiry included the

off-set deals linked to the state’s arms buying spree in the late 1990s. The deal, which involved $3.8 billion to buy military equipment from Europe, has clouded South Africa’s politics for years. Although several officials have been convicted for allegedly taking bribes to help land contracts, there have been calls to hunt some others off the hook. Those convicted included President Zuma’s former financial adviser Schabir Shaik, who had a tender to supply part of the arms requirements. Shaik allegedly was found to have facilitated a bribe for Zuma who was then the Deputy President from a French arms company, which was part of the deal.

ary Boyoi, is a singer and human rights activist is from the Murle tribe of Southern Sudan. She was born in Malakal, Sudan in 1980, three years before the second Sudanese civil war erupted. Her father, a Murle chief and military commander within the Sudan People’s Liberation Movement/ Army (SPLM/A) was killed in 1989. After her father’s death, she and her family spent a number of years in displaced camps in Sudan

and refugee camps in Ethiopia to avoid conflicts of the war. She continued her higher education in Kenya and completed a series of diploma courses. In 2002, she began working for humanitarian relief agencies in various locations throughout Southern Sudan. It’s through humanitarian work that Mary found her passion – helping others. Mary uses her exceptional talents in music to shed light on issues and calls for peace

and reconciliation amoung her people. In 2005 she founded ABONA International, a nonprofit organization aimed supporting peace throughout Southern Sudan and providing assistance to girls and young women in violent and destructive situations. In 2006 she was remarried and in 2007 she began work on her first music project, “Referendum”

Agriculture in South Sudan

South Sudan is a country with very high potential for expanding and developing the agricultural sector, as ninety percent of its land is considered suitable for agriculture and 50% is prime agricultural land. Crop Production and Horticulture: There are various ecological zones in South Sudan and all areas have the capacity for crop production. In particular the greenbelt zone has high agricultural potential, as there are two cropping seasons. groundnuts. Main fruit varieties include bananas, plantain, pineapple, mango and citrus whilst the main vegetable varieties are onion, okra, cabbage, eggplant, pumpkin and cucumber. Livestock: Livestock form an integral part of the lives of over two thirds of the South Sudanese population. In particular, it is a major source of livelihoods in the flood plains, semi-arid and pastoral areas. The Government of the Republic of South Sudan has estimated that there are between eight and ten million cattle in South

Sudan. Fisheries and Aquaculture: The world’s longest river, the River Nile, flows through South Sudan and also provides large potential for development of fisheries. In particular, it has been estimated that in the Sudd area of South Sudan, there is a production potential for 100,000 – 300,000 MT of fish per year. Furthermore, there is large potential for aquaculture development in Central Equatoria, Eastern Equatoria, Western Equatoria, Northern Bahar Gazal, Western Bahar Gazal and Warrap

The minister said the war destroyed the most of the crops they had and it caused hunger and now that there is no war and it’s a new state they have started afresh with agriculture both fo food and sale. However the state is facing challenges in its agric. Sector like: The state has no enough rain to grow the crops, the farmers don’t have the modern methods of farming and even the seeds for planting are not enough. More to this the state has poor infrastructure especially the roads and this affects the farmers so much because those who produce for sale their crops get rotten before they reach the market as it takes them long to get there hence making losses. Despite the above challenges she reveals that the new government has tried to help the agricultural sector by proving seeds for planting, giving the farmers loans from the agriculture bank it set up for them. And it has also sent modern farming instruments to the state to improve on the agriculture she said that though the instruments are already in place the farmers need training on how to use them which she said the project will start next year 2012. However the government of republic of south Sudan has helped in trying to solve some of these problems. The minister narrated that the state has a maize project which has helped in making flour for food. “its time for us to work not joking because without food no health.” Bout the trade show she said that since it’s a new nation the people need empowerment to use their resources well. That also the people of south sudan need to learn new methods of agriculture to improve on its standards. China refuses to commit to EFSF amid Greek concerns

ith large foreign exchange reserves China has the power to help the bailout fund China has said it cannot commit to investing in the European Financial Stability Fund (EFSF) until the situation with Greece has been clarified. European leaders hoped that China would buy EFSF bonds, injecting capital in the region’s financial markets. The EFSF was one part of a three pronged rescue plan put together to solve eurozone’s debt crisis. Last week, eurozone leaders agreed to boost the EFSF capacity to 1tn

It was also revealed that the regional body is seeking help from International Monetary Fund for technical assistance on the establishment of Monetary Union, something the IMF said it stands ready to do. The request was placed before the IMF by the East African finance ministers and governors during the September 23 to 25 World Bank annual meeting in Washington DC. In total they are

85 articles on the establishment of East African Monetary Union that need to be agreed on by the member states before the EAC monetary union can be fully established. High Level Task Force (HLTF) is currently holding a 10-day meeting to negotiate for the adoption of single currency with only two months to 2012. “If the High Level Task Force (HLTF) manages to finish negotiating all the articles they are supposed to do during the Entebbe meeting, it would mean that they would have negotiated 24 articles leaving out another 46 articles to be negotiated in future,” the Deputy Secretary General of the EAC Dr Enos Bukuku said last week.

But it is the issue of inflationary pressures on the East African region which most worries economists at the IMF. Describing inflation rates of 16 per cent in Kenya and 21 per cent in Uganda as “worrying”, the IMF says that the trigger for Kenya and Uganda’s current difficulties was a combination of drought conditions and the surge in global food and fuel prices.

he offices of the French satirical magazine Charlie Hebdo in Paris were destroyed in a petrol bomb attack. This came after the publication named the Prophet Muhammad as its “editor-in-chief” for its next issue. Its cover carried a caricature of the Prophet making a facetious comment. The editor-in-chief of the magazine, Stephane Charbonnier, said that Islam could not be excluded from freedom of the press. He said: “If we can poke fun at everything in France, if we can talk about anything in France apart from Islam or the consequences of Islamism,that is annoying.” Mr Charbonnier, also known as Charb, said he did not see the attack on the magazine as the work of French Muslims, but of what he called “idiot extremists”. The magazine said Wednesday’s edition was

ulian Assange outside the High Court: “I have not been charged with any crime in any country” Wikileaks founder Julian Assange failed in his appeal against extradition from the UK to Sweden over allegations of rape and sexual assault. Two judges at the High Court in London decided that a previous ruling in favour of extradition must be upheld. Swedish authorities want him to answer accusations of raping one woman and sexually molesting and coercing another in Stockholm last year. Mr Assange’s lawyers say they will appeal at the Supreme Court. They have 14 days to bring the case to the highest court in the land, on the grounds that it raises issues of general public importance. However, Mr Assange’s legal team will first need to seek permission from the

Mr Assange’s lawyers have 14 days to go back to the High Court and apply for a certificate of law of general public importance. In other words, to frame a question whereby they say there is a point of law that is important and goes beyond Julian Assange the individual, and is of general public importance. If that certificate is not granted, that’s it - he will be on a plane back to Sweden within 10 days. If it is granted, then his lawyers have to seek leave to appeal on the basis of that question to the Supreme Court. That

Greek government on brink of collapse

he Greek government teetered on the brink of collapse on Thursday over plans for a referendum on a euro zone bailout, with ruling party defections casting grave doubt on whether Prime Minister George Papandreou can survive a confidence vote. “I don’t think the government will last until tonight,” said Costas Panagopoulos, Managing Director of pollsters ALCO. African governments must respect their people’s right to housing

A

frican governments were urged to stop forced evictions at the just-concluded NGO forum of the African Commission on Human and People’s Rights that was held in Banjul, Gambia. Forced evictions are unacceptable — most of those who are evicted are left homeless. This inhumane act is not only a violation of the rights of adequate housing, but also leads to violations of other economic, social and cultural rights as people may no longer be able to access clean water, food, sanitation, work, health and education. They have catastrophic consequences on people’s lives, and drive people deeper into poverty. Many governments across Africa continue to act in violation of regional and international human rights standards, including the African Charter on Human and Peoples’ Rights. Governments must end such evictions and adopt legislation setting out safeguards that must be complied with, based on international and regional human rights standards. We must call on governments to take immediate measures to confer a minimum degree of security of tenure to all people currently lacking such protection, in genuine consultation with the affected people and communities. Amnesty International would like to urge governments to ensure that any alternative housing provided to people meets international and regional standards on adequacy of housing, ensures that all victims of forced evictions have access to effective remedies and reparations, which include restitution, rehabilitation, compensation, satisfaction and guarantees of non-repetition. African governments should ensure active participation of residents of informal settlements in initiatives such as slum upgrading, planning and budgeting processes and also ensure that they have equal access to water, sanitation, health care, housing, education and fair and effective policing.

M ost of our citizens in South Sudan are clients of KCB and Equity Bank, this came after the decline of Nile commercial bank (NCB) which is the only commercial bank of south before independence but after declaration of the new nation, South Sudan become the only nation in the world with a central Bank but without a commercial Bank. This became a chance for Kenya and Ethiopia to extend their businesses to the south. The reason behind this is because the country gets thousand of dollars freely from petroleum which is enough for development. Economically want is the gain of having one million pounds and you don’t invest it, its easy to consume and finish all your resources with in a short period of time

To my dismay all these commercial banks give scholarship to students going to senior one and University students in their native countries but in South Sudan no single student is being sponsored by these commercial bank because they come to make money not to waste money i.e. motto of foreigners in south Sudan. If we don’t open our eyes critically we shall be cheated, cheated until we are colonized again. Additionally three quarters of workers are Foreigners and only a Quarter are

South Sudanese. The reason of writing this article is to inform the public and government that we better we have our own commercial bank, so that we invest our money. And government benefits from our wealth. Let’s create a new commercial bank because Nile commercial Bank is difficult to come into continuation. Let’s use our resources for the benefit of our nation not for foreign investors. What hurts me is why government officials order people to open accounts in KCB and Equity Commercial banks but still want NCB to stay alive, no idea like this. Therefore am asking all economies in south Sudan to come together and develop better economic systems for South Sudan while monitoring the economy.

We got our Independence through collective efforts therefore we should also look for ways on how these rebels can be brought into the system. Because this time selfish and primitive ideologies will not give us solutions to this problem.. The government should call for dialogue with all those who have rebelled against the government following last year elections like George Athor of Jonglei state who is killing people in

the Corkulos where he resides up to now. In one way or another, The Unity State officials are not protecting its citizens. As a citizen who cares about the lives of other citizens it has brought me to such an opinion. Individual interests will affect the growth South Sudan, this the time the to plan for the development of the new Republic in the horn of Africa, how can we solve this entire problem? We can solve this is by working together in order to achieve our common goals that can make us shine in the eyes of the world . Disciplinary measures should be taken up by the Government to solve all the problems which South Sudan is facing.

u Jok Therapy: Until now we have never ceased to wonder, how the hands and feet are similar to the human body in their structure. This is mysterious similarity indeed. And it is especially evident in the structure of the hands which are constantly before our eyes. Probably, this is meant to draw man’s attention and to contribute to the soonest discovery of these

systems. Numerous clinical cases provide convincing proof that the Spirit of cure and the possibility of helping ourselves to enjoy good health are embodied in the correspondence systems of the hands and feet. The similarity of the hand to the body carries the intention to bring this knowledge to human beings so that they understand and begin to use these correspondence systems for targeted stimulation.

Correspondence to the Yin and Yang surfaces of the body

In hands and feet the division into Yin and Yang surfaces is also clearly marked (Fig. 21). The Yin-surface of the hands and feet has no hair follicles, and melanin-bearing cells, owing to which they never change their colour under the sun rays (constancy being characteristic of Yin). If we make a fist, the palmar surface (Yin)

will be inside and dorsal (Yang) outside. The body is projected on the hands and feet in the standing position with the arms downwards. The arms and the legs are turned outside, and the palms and soles are turned forward. In this posture all Yin-surfaces of the body are turned forward, and all Yangsurfaces backward (Fig. 22).

In standard systems of correspondence the Yangsurface of the body is projected on the Yang-surface of the hands and feet, and the Yin-surface of the body is projected on the Yin-surface of the hands and feet (Fig. 23).

To be well oriented in correspondence points of medical systems of the hands and feet, it is necessary to distinguish the Yin and Yang surfaces of the body, and also of the hands and feet.The Yang-surface of the body is the back surface of the head and neck, spine, external surfaces of arms, external-lateral surfaces

of legs, dorsal surfaces of hands and feet. Upon bending the Yang-surface appears outside. The Yin-surface of the body are the face, front surface of the neck and trunk, internal surfaces of arms and legs, palmar surfaces of hands and palmar plantar surfaces of feet. Upon bending the Yin-surface appears inside.

Basic reference lines for search of medical points in the systems of correspondence of the hands and feet are the lines of symmetry (projection of the median

lines of the body) and the line of the projection of the diaphragm. Let us consider their location on hands and feet in detail.

1. Location of lines of symmetry

The line of symmetry of the Yin-surface of the hand begins on the tipof the thumb, passes along the middle of its Yin-surface, crosses the middle (muscular eminence at the base of the thumb) and reaches the central point of the triangle formed by the skin lines at the wrist folds. This point is the projection of the xiphoid process on the hand. Further the line of symmetry follows through the palm up to the middle of the skin fold between the third and fourth fingers (Fig. 24) On the Yang-surface of the hand the line of symmetry starts from

the tip of the thumb, goes across the middle of its Yang-surface, passes further along the first metacarpal bone, being interrupted at its base. Then the line of symmetry of the Yang-surface goes onto the interosseous gap between the third and fourth metacarpal bones, coming to an end in the skin fold between the third and fourth fingers at the point corresponding to the anus (Fig. 25). The evident break of the line of symmetry on the Yang-surface of thehands is caused by the peculiar position of the thumb in the human hand.

On the foot the projection of median lines of the body is interrupted both on the Yang and on the Yinsurfaces. The median line on the Yin-surface of the foot starts from the tip of the big toe and follows up to its skin fold at its base, further it goes from the middle of the plantar surface of the heel up to the skin fold between the third and fourth toes (Fig. 24). The line of symmetry on the Yang-surface of the foot begins from the tip of the big toe, passes,

in the middle of the dorsal part of the big toe, further along the first metatarsal bone up to its base. Then from the fossa of the transversal joint of the tarsal it goes between the third and fourth metatarsal bones, reaching the relevant interdigital fold (Fig. 25). The knowledge of projections of the median line of the body on handsand feet helps locate areas corresponding to the right and left halves of the body.

flatbed truck carrying hundreds of beehives overturned near a construction zone on a Utah highway, freeing millions of bees and forcing authorities to temporarily close Interstate 15, officials said on Monday. “The driver lost control, hit the concrete barrier and rolled over. Of course, we then had bees everywhere,” said Corporal Todd Johnson with the Utah Highway Patrol. The highway in southern Utah was shut down for several hours on Sunday evening and Monday morning, officials said. Local beekeepers worked through the night to gather the escaped bees.

The truck driver and two law enforcement officers responding to the accident were stung by bees but the stings were not life-threatening, Johnson said. “There were about 450 colonies on the load and probably about 45,000 bees to the colony,” said Richard Adee with Adee Honey Farms in Bruce, South Dakota. That would translate to more than 20 million bees. Adee said the bees were headed to Bakersfield,

California for almond pollination next spring. “We stacked the equipment back together, put them back on trucks and trailers and whatever we could find to move them out of there,” said beekeeper Melvin Taylor of Santa Clara, Utah. “Then we tried to move them as far out of the metropolitan area as we could. Because when those bees come alive today they are going to be mad that their house is all (broken) apart,” Taylor added. Taylor said bees not gathered and removed likely perished in the accident and cleanup.

he government of South Korea has ordered all government employees to start wearing thick underwear—the hightech thermal kind preferred—to stave off quickly rising energy consumption levels. As of January next year, public servants in South Korea must turn off all heating devices from 11:00am to 12:00am and 5:00pm to 6:00pm. In addition, at all other times the heating cannot be set any higher than 18-degrees

Thieves steal historic big bell outside church Heavy-duty thieves have somehow managed to steal an historic 2.7ton church bell that rang throughout the 1906 San Francisco earthquake and fire, the San Francisco Chronicle reports. The 122-year-old mostly copper bell, which sat on a secluded corner outside St. Mary’s Cathedral, vanished within the last

month. No one can recall exactly when they last saw it. Police say thieves would have needed a crane to haul away the 5,300-pound, 5-footwide bell, which is bigger than the Liberty Bell in Philadelphia. The bell is 80% copper and 20% tin. The Chronicle estimates that if sold for scrap it would fetch about $75,000.

rogba is serving a suspension for a red card against Queens Park Rangers Didier Drogba is to undergo surgery to remove screws from his arm that were inserted in a previous operation. Chelsea will use the striker’s domestic suspension as an opportunity to go ahead with the procedure. He was out of the trip to Genk but should return for the Premier League game against Liverpool on 20

November. “[Drogba] should be ready for the team when the others go away for international fixtures,” said manager Andre Villas-Boas. South Sudan to join African football body

he Republic of South Sudan will join the Confederation of African Football (CAF), the association governing football on the continent, permanently by February 2012, Captain Duop Pouch Joak, the deputy chairperson of the South Sudan Football Association has announced. Captain Joak made this announcement when he met Hon Dr Barnaba Marial Benjamin, the minister for Information and Broadcasting and Official Government Spokesman late last week. He urged the government to take sports seriously as a possible source of revenue. “The government should not only consider petroleum as a source of income but also consider football as well because it can generate immense income besides uniting the nation in the fight against tribalism and negative ethnicity”, he

enegal international striker El-Hadji Diouf has joined Doncaster Rovers on a three-month deal, subject to clearance. The 30-year-old, who was released by Blackburn in the summer, has joined the Championship club after talks with boss Dean Saunders. n impressive total of seven Spaniards are in contention to win the prestigious individual trophy, while Pep Guardiola is among the candidates for the Coach of the Year award Barcelona forward Lionel Messi and Real Madrid star Cristiano Ronaldo have made the 23-man shortlist for the 2011 Fifa Ballon d’Or award. The list is dominated by 2010 World Cup winners Spain, with seven candidates to win the trophy, while 2011 Copa America holders Uruguay have two players in contention. Furthermore, three German players are in with a shout, while France, Argentina and Brazil have all had to settle for two candidates each. Anzhi Makhachkala striker Samuel Eto’o is the only African player to have made the cut. Champions League holders Barcelona have had more of their players nominated than any other club side, with eight individuals on the 23-man list. The winner of the award will be revealed at the Zurich Kongresshaus on January 9, 2012. On December 5, 2011 Fifa and France Football will announce the names of the three men who have received the most votes.
