A
t least sixteen senior officers of customs were last week re-instated into active services and 119 Rabat University Police officers from batch No 60, 61 and 62 re-commissioned into the South Sudan Police Service under the Presidential Decrees No. 41/2011, 44/2011, 45/2011, 46/2011. The newly instated police officers were sworn in before the President of the Republic H.E. Gen. Salva Kiir Myardit in a special ceremony organized by the Ministry of Interior at Police Headquarters in Buluk, Juba. The re-instated and re-commissioned officers were serving under the Republic of Sudan authorities but are now reorganized into the South Sudan Police services. After the ceremony President of the Republic and Commander-in-Chief of the South Sudan Police forces addressed the newly sworn in officers and congratulated them for the qualifications and experiences they have. President Kiir directed the re-commissioned police officers to use the knowledge they have politely with their colleagues in implementing the law of the land and urged them to double their efforts in ensuring that the police build cordial working relationships with the citizens.

He directed the police forces to take citizens’ protection as their top priority. H.E. Kiir also directed the police to be empowered and carry out their duties in protecting the borders of South Sudan. The minister for Interior Hon. Alison Mani Magaya explained that when he joined the ministry he found no clear guidelines for the reformation of the police forces. He said the ministry with the support of the partners will reshape the image of the police and restore peace and stability in South Sudan through intensive training. Hon Magaya revealed that the re-instated batches will be deployed in all the ten states. The Deputy Minister for Interior Gen. Salva Mathok said that new units in South Sudan Police will be established soon; among them are border protection and oil protection units. Gen Mathok called on the President to support the establishment of these units by adding them into the 2012 budget.

omen MP’s from the South Sudan Parliament last week visited the Ugandan Parliament to discuss and interact with their fellow female Parliamentarians Including the Speaker of the Ugandan Parliament Hon Rebecca Kadaga, the 1st female parliament speaker in Africa. The 17 women MP’S who were supported by Women International Cross Cultural Exchange (WICCE), ISIS and invited by the Women Parliament Association of Uganda. The Visit was aimed at equipping the Parliamentarians on the Procedures and Operations of the House and to equip them with the necessary knowledge to check on the powers of government organs so as to ensure that services are delivered to the people. Hon. Mary Apayi Ayiga, Mp for constituency 26 Central revealed that this meeting had helped them share experiences in regard to women empowerment. Among the issues the Mp’s vowed to fight include the fight against increased rates of rape “we are going to
fight rape in South Sudan”. Said Hon Mary. She further thanked the Ugandan parliament for giving them a chance to learn more citing the fact that the countries have shared a lot in common in regard to social injustices on women. “You know you have to learn from your neighbors that’s why we chose to come to Uganda and it’s our sister country too” she added She further thanked the Ugandan woman MP’s for treating them well and being hospitable. “You know you have to learn from your neighbor that’s why we chose to come to Uganda and it’s a sister country” she said. “We have no words to say because Uganda has welcomed us well we can’t thank you enough because we have been shown love by Ugandans” On speaking to Active Nation the MPs said they have learnt a lot from Uganda and are going to implement what is right and fit to develop their country since it’s still young they see a bright and wonderful country. “I see a wonderful south

New weapons seized from South Sudan rebels By Agency

elatively new Chinese weapons have been seized from rebel groups in South Sudan, according to the Small Arms Survey research organisation. Arms captured from rebel fighters loyal to both Peter Gadet and George Athor included Chinese Type-56-1 assault rifles. South Sudan has repeatedly accused Khartoum of backing southern rebels in an attempt to destabilise the oil-rich nation, which became independent in July. Khartoum denies that it arms rebels in South Sudan. However, the fact that large number of the same weapons were seized from both groups indicates that the arms could have been acquired from outside South Sudan, a recent Small Arms Survey (SAS) report says. Since Gadet’s spokesperson posted videos on the internet showing off their new Chinese Type-56-1 assault rifles in June, Gadet has given up his armed insurgency and rejoined the South Sudanese army (SPLA). The quantity of new weapons in the video is unusual for non-state groups in South Sudan, the Genevabased research organisation says, adding that it is continuing clarify the origin of the weapons and how they got into the hands of rebel groups in South Sudan. Despite an amnesty offer from South Sudan’s president, Athor, who rebelled after loosing his bid to became governor of Jonglei
state in 2010, has not rejoined the SPLA. Athor is the most senior figure to have rebelled against the Juba government, having once been a minister in South Sudan’s cabinet. ’Between February and March 2011 the Sudan People’s Liberation Army (SPLA) engaged militarily with George Athor’s forces on multiple occasions. In clashes along the border of Upper Nile and Jonglei states in March 2011 the army seized anti-tank mines, assault rifles, light and heavy machine guns, rocket-propelled grenade (RPG) launchers, and their requisite ammunition,’ says the SAS report published on 20 October. The Small Arms Survey witnessed the materiel seized from Gadet’s forces
in Bentui in April this year, after the SPLA captured the weapons on 17 March during fighting in Riyak payam[district] of Mayom county. Mayom county, which is in the western part Unity state was where Gadet based his South Sudan Liberation Army in his aborted attempt to overthrow the Juba government. The Small Arms Survey also documented: ’Four relatively new Chinese-manufactured Type-80 general-purpose machine guns (copy of the Russian PKM), seized by SPLA forces during fighting in Riyak payam, Mayom county, Unity state. Identical models were seized from Athor’s forces in Jonglei state in the same month.’ ERITREAN LINK? The report also found that ammunition seized from
Athor’s forces was identical to rounds bearing the same lot number from Ogaden National Liberation Front (ONLF) forces in Somalia in September 2010. The ONLF are reported to have been supplied by Eritrea. The report said that the discovery raises ’questions about possible Eritrean relationships with Khartoum and/or Athor.’ DARFUR Ammunition, which the Small Arms Survey believes was produced in Sudan was seized ’in large numbers from Athor’s forces in Phom Zeraf, Jonglei state and from Gadet’s forces in Riyak Payam, Mayom county, Unity state. Sudanese government forces in Darfur have used similar varieties bearing different headstamps.

South Sudan’s interior minister calls for responsible journalism, as acts against the press By Deng Micheal

outh Sudan’s minister of internal affairs, General Alison Manani Magaya asked members of the country’s media to carry out “responsible” reporting in the aftermath of various acts against the press by the new country’s security services. Magaya was addressing reporters outside South Sudan’s council of ministers in response to incidents of politicians using the police to arrest journalists without proper charges. Oliver Modi, the chairman of the Union of Journalists of Southern Sudan, told the Committee to Protect Journalists last month that there have been eight attacks against the press in South Sudan in 2011. CPJ’s report says that ‘local journalists fear the former rebels turned government officials still harbor a war mentality that is unaccustomed to criticism, and that they are not prepared to extend the freedoms they fought hard to attain.’ The interior minister tried to allay such concerns by describing the media as “partners in development,” but asked journalists to work “thoughtfully,” to follow professional standards and the constitution. However, the freedom and independence of media industry is not clearly stated in the transitional constitution, which came into being on 9 July, when the Sudan People’s Liberation Movement (SPLM) became the ruling party of South Sudan as an independent country, having governed the region since a 2005 peace deal. The minister warned that, “This is a very crucial period; it is a period when you have international community watching the new country embark on nation building.” Human rights activists and some academics say the lack of clear legislation is hindering the development and performance of the media in South Sudan. Minister Magaya told the journalists to be “mindful” of bribes and people seeking
undue influence over the media. He urged journalists to put South Sudan’s interests ahead of personal, institutional or political gain. The minister advised, “Whatever you write must be only facts and nothing more. You need show loyalty to your country and not parties or individuals. Parties come and go but a country remains for generations.” The minister reminded the journalists of their roles in the society, urging them to be aware of the fact that the media plays a very important role in the maintenance of peace and security and the international image of South Sudan. There have been many acts against press freedom this year and since South Sudan’s independence in July. Last month the editor in chief of The Citizen newspaper, Nhial Bol, was arrested and briefly held by police before being released without charge following his newspaper’s investigation into the business dealings of a Warrap state minister. Earlier this year Bol was taken into custody and had a gun pointed in his face by a police officer in Juba, who said his writing had “spoiled” the image of South Sudan’s SPLM dominated government. Magaya, however, said that the media and the government are partners in development and should not see each other as as rivals or competitors. “Whatever you write always […] think of South Sudan first, read your report and then ask yourself if this goes out does it have any implications on me as an individual, the country or the individual I am writing about? Once you are able to decide this, then you go ahead.” PEACE AND SECURITY The interior minister also underscored that the maintenance of peace and security is a collective responsibility of all South Sudanese, stressing that there cannot be any meaningful development without peace and security.
South Sudan oil production seen shrinking by half: IMF Washington,U.S

he International Monetary Fund (IMF) on Wednesday sounded the warning bell to South Sudan saying that the newly established nation will soon see diminishing oil production levels in less In its report on oil exports in Middle East, North Africa, Afghanistan and Pakistan (MENAP) the IMF noted that South Sudan relies on oil for 98% of its revenue making it almost entirely dependent on crude exports. “[B]ut [South Sudan] faces a potentially rapid decline in production as known reserves dwindle,” the report said.
South Sudan officially became an independent state last July after its citizens voted almost unanimously in favor of secession from the north during the referendum held last January. Prior to the country’s breakup, north and south Sudan split oil revenues by almost 50% per the 2005 peace agreement. Southerners were hoping that separating from the north will give them full control over their oil wealth particularly amid allegations that the north was underpaying the south its share. But landlocked South Sudan cannot export its oil except through the pipelines run-
ning through the north all the way to Port Sudan on the Red Sea. The two countries are still negotiating on the fair fee that should be assessed for using the north’s infrastructure. Khartoum said that it wants a deal reached by the end of October warning of other options if that doesn’t happen. The north is encountering severe economic challenges with the loss of the south’s oil fields and needs a steady source of income and hard currency. The IMF said that oil production in South Sudan “already started falling from its 2009 peak of about 360,000 barrels per day
and, barring new discoveries or improved recovery, it is likely to halve by 2020”. To prepare for this South Sudan must take measures that would maximize benefits created by the oil wealth. “Thus, there is a small window of opportunity to put the oil windfall to good use. However, given absorptive capacity constraints, investment must take place gradually while the oil wealth is saved and capacity improved. An immediate challenge is for the country to establish the credibility of its macroeconomic policy framework, including monetary operations” the
IMF said. South Sudan produces around 300,000 bpd and since independence has contracted oil sales worth $2.14 billion. Despite having a per capita income of $1,000, more than twice the average of its neighbours, South Sudan is totally underdeveloped and has less than 100 km of paved roads. “Its human and physical
capital levels are extraordinarily low, and literacy and road density rates rank below those of neighboring countries despite higher income levels,” the IMF said in its latest regional outlook released last September. South Sudan needs to establish immediately “the credibility of its macroeconomic policy framework, including monetary operations,” the IMF said

olitical parties in South Sudan have endorsed a draft bill that will provide for establishment of a council to register and regulate them in the newly independent nation. All the political parties including the ruling party, the Sudan People’s Liberation Movement (SPLM), which were previously registered in Khartoum before the country split in July this year, are required by the would be law to register afresh in South Sudan. The minister of Justice, John Luk Jok, on Wednesday presented the draft bill during a one day conference of the parties’ leadership forum in Juba. The act provides for establishment of Political Parties
Affairs Council (PPAC) to register and regulate political parties within the Republic of South Sudan in addition to catering for other administrative matters. The bill was drafted in accordance with provisions of the Transitional Constitution, 2011 which grants national government exclusive legislative and executive powers over regulation of political parties. The conference was chaired by the Vice President and deputy chairperson of the SPLM, Riek Machar Teny. During his opening and closing remarks, Machar stressed the importance of establishing an independent body to register and issue certificates to the political
parties. PPAC shall also maintain records of registered political parties and demand that all parties comply with the transitional constitution, laws, regulations and obligations set forth in the act. It shall comprise of nine nonpartisan members including the chairperson who will be nominated by the President of the Republic of South Sudan and endorsed by the national legislature. The would be law prohibits all civil servants, judges and organized forces from membership of any political party. The bill will be presented to the Council of Ministers for approval and then to the national legislature to finally endorse it.

The Bungu Village School, which was Established in 1932 is one of the oldest schools in the history of education in South Sudan,the school carries special meaning and responsibilities in regard to the education of future generations and development in South Sudan Ambassador Akinori said that one of the goals of the Japanese socio-economic development assistance in South Sudan is to secure the basic human needs including providing proper educational environment and facilities. The Government of Japan extended US$ 189,086 grant for the construction of the school in Bungu village. This grant was used to construct 4 classrooms, 1 hall and pit latrines with more than 250 students expected to study at the school. The Government of Japan hopes that this project helps to reconstruct society, and to contribute to achieve consolidation of peace in CentralEquatoriaState, South Sudan. One of the Japan’s Official Development assistance program, is designed to promote socioeconomic development through supporting projects implemented at the grass-root level by NGOs, community based organisations, education and health institutions. And the priority of the fund is given for such projects that can address basic human needs such as primary health care, basic education, water and sanitation.

fficials in South Sudan’s Eastern Equatorial state have called for investigations into allegations that Ugandan authorities have unilaterally moved their shared border, fueling land disputes and insecurity. South Sudan says that Global Positioning System satellite coordinates defining the border were ’abruptly’ changed giving Uganda more land. After a joint meeting held between Magwi county of Eastern Equatoria state and Lamwo district in the northern part of Uganda over the weekend, Peter Bongomin, the Magwi county commissioner resolved that the changes should be investigated. However, Omwony Ogaba, the resident district commissioner for Lamwo district who spearheaded the Ugandan team did sign the agreement. ’The abrupt change of the GPS international border line reading between South Sudan and Uganda must be investigated jointly by both the governments of South Sudan and that of Uganda,’ one of the resolutions states. Officials from South Sudan’s Magwi county told the meeting that the presence of the Uganda Peoples Defense
Forces (UPDF) in the area was causing tension and fear among communities in the county. At the Saturday meeting, John Bosco Obina, a youth leader from Magwi county told Sudan Tribune, that the commissioner had asked the Ugandan army to withdraw from the area. The UPDF had entered in pursuit of the Lord’s Resistance Army (LRA) rebel group but they are “no longer in the area,” Obina said. In the joint communiqué seen by Active Nation, only the Magwi county commissioner signed the document, while his Ugandan counterpart reportedly declined. It remains unclear as to why the Lamwo district commissioner refused to acknowledge resolutions of the meeting. In mid-July this year, Ugandan authorities arrested and detained three Sudanese nationals in the West Nile district of Moyo over a border land dispute. The disputed territory is about 8km in length and 2.5km wide. The meeting also discussed unauthorised road construction, land distribution procedures, illegal timbers lumbering, and effective government control of the border regions.
India to support agriculture and capacity development

he Indian Ambassador to the Republic of South Sudan Mr. Parimal Kar announce today when he met Hon. Awut Deng Acuil, the minister for Labour, Public Service and Human Resource Development (MoLPS & HRD) to discuss issues pertaining to human resource capacity building for a better service delivery in the new nation. India has expressed its readiness to support agricultural, rural development and capacity building projects in the Republic of South Sudan. Hon. Awut briefed the diplomat on the current trend of mushrooming of vocational training centres across the country. She explained that these vocational training centres have various challenges which need urgent support so as to enrol and graduate youth and women to meet the needs of the labour market in the country.
Mr. Kar underscored the need to train local instructors to manage the courses offered by the existing vocational training centres. He urged the minister to
prioritize these training needs in collaboration with the line ministries. Meanwhile in another development, the Director General for Labour and Industrial Relations Ms Helen Achiro has called for tax exemption for Japan International System, a company which is bringing equipment to be installed at the Multipurpose Training Centre (MTC) in Juba. Ms Achiro made the call yesterday when she met the representatives of the company. She assured the company that the Ministry of Labour Public Service and Human Resource Development will work hand in hand with the Ministry of Finance and Economic Planning to ensure to facilitate the tax exemption so that the equipment can be brought in and installed in time. She commended the Japanese government for its continued support to the Republic of South Sudan.

outh Sudan is welcoming U.S. military assistance to help fight Ugandan rebels of the Lord’s Resistance Army (LRA) accused of murder, rape and kidnapping children, officials said. President Barack Obama said the U.S. was sending 100 military advisors to central Africa to help battling the LRA operating in Uganda and lawless parts of South Sudan, Central African Republic and the Democratic Republic of Congo. In a letter to Congress, Obama said the first troops had already arrived in Uganda and would be deployed to South Sudan, the CAR and Democratic Republic of Congo subject to their approval. Last week, newly independent South Sudan welcomed the U.S. military cooperation with its army, known as SPLA, to help hunt down LRA leader Joseph Kony. It is agreed. There was a high military delegation prior to that announcement which discussed all the details of it together with the SPLA,” Information Minister Barnaba Marial Benjamin told press. It is logistical help, a capacity training programme and support for all the four countries
to contain the LRA. It will start immediately because people have already agreed on that,” he said, without giving further details. SPLA spokesman Philip Aguer said: “There are already coordinated mechanisms that have been combating LRA so the new LRA advisory will be an addition.” Their most important role is the provision of air surveillance and information,” he said of the U.S. assistance. The LRA, which says it is a religious group, emerged in northern Uganda in the 1990s and is believed to have killed, kidnapped and mutilated tens of thousands of people. LRA leader Kony has been indicted by the Haguebased International Criminal Court on charges of war crimes and crimes against humanity. LRA commanders have been operating in the wild and largely lawless border regions of the DRC, Central African Republic and South Sudan in recent years. Although now thought to number just a few hundred fighters, the LRA’s mobility and the difficulties of the terrain have made it difficult to tackle. Attempts to negotiate peace failed in 2008 after Kony refused to sign a deal to end .

he minister for Labour, Public Service and Human Resource Development Hon. Awut Deng Acuil yesterday met Hilde Johnson, the Special Representative of the Secretary General of the UNMISS in the Republic of South Sudan and discussed issues concerning Disarmament Demobilisation and Reintegration (DDR), Diaspora and returnees from the North. Hon. Awut urged the United Nations Mission in South Sudan (UNMISS) to work closely with the government to address these issues. She also asserted that vocational training is one way of dealing with these issues. She pointed out that there are many challenges relating to the returnees and Diaspora in terms of employment, especially among the youth, since the government cannot absorb

all of them. “Our nation is only three months old and has limited private sector that would have absorbed many”, she acknowledged. She reported that there is a committee collecting information on how some of the civil servants working in the north can be recruited into the government system. The challenge of youth unemployment is very critical in the Republic of South Sudan and needs joint efforts between the government and UNMISS”, she said in a press statement shortly after the meeting Ms Johnson lauded the role the ministry played in the last years of the CPA. She expressed confidence that the ministry will continue to address public issues and ensure the delivery of services to the people. She assured Hon. Awut that the UNMISS will support the government in its DDR programme and other areas of concern.

he Cuban Special Envoy to South Sudan Clara Pulido Esoandoll has said the people of Cuba are fully behind the people of the newly born Republic of South Sudan and will support them to realize the dreams of their new country. Speaking to the press at the SPLM Secretariat headquarters in juba, Ms Esoandoll said her government will cooperate with the government of the Republic of South Sudan in any fields of development. She said South Sudan has a long history of cooperation with Cuba dating to the period before its recently attained independence that came as a result of the 2005 peace agreement that brought the two decades of war to an end. She said during the long civil war, many young South Sudanese took refuge in Cuba and were able to acquire education there. OR-The chairman of SPLA information and public relation department Brig: malak Ayuen Ajok revealed plans to disarm the armed civilians in Jonglei .this was revealed during a press brief at the ministry of cabinet affairs. Brig: malak revealed that the disarmament of civilians would aim at those still having guns, warning that everyone found in possession of a gun, it would be removed from
him by all means. He noted that this would help reduce on the increasing insecurity which has led to people killing themselves . He further revealed that this situation was being blamed on the Government which he deemed wrong “people are blaming us for failing to control the situation and yet when we try to remove the guns they resist, if we fight
them they will say we are violating their rights” Adding that this time round no citizen would be allowed to hold a Guns in Jonglei state and South Sudan at large. He revealed that the campaign will be expected to kick off at the beginning of the dry season ,”We have been doing this disarmament for past several years and people continue to kill themselves with no gain”.
He cited that the instability in Jonglei had led to many people dying which has affected development in the region citing the poor roads which hinder trade that would lead to development. He urged the population to handover their guns and take up Hoes to develop the agricultural sector in the region. Those who resist the disarmament program will have to either surrender their guns or fight the government. He warned .

Health minister concludes visit to Western Bahr el Ghazal

he minister for Health, Hon Dr Michael Milli Hussein has concluded his working tour of Western Bahr el Ghazal State where he inspected healthcare facilities and held meetings the governor Hon Rizik Zachariah, state Ministry of Health officers and development partners in the health sector. Dr Hussein said that as the world’s youngest nation, the Republic of South Sudan is facing myriad health challenges. For instance, he reported that the 2010 household survey showed that from 100,000 life births, the maternal mortality rate is 2054. He also explained that South Sudan has one of the highest infant mortality rates in the world. During his visit to the Wau Teaching Hospital in the company of the state minister for Health Hon Dr Isaac Cleto Hassan, the Director General of the hospital Dr James Okello
Morgan briefed the minister of the challenges and the achievements of the health facility. The minister also met the Population Services International (PSI) South Sudan (PSI) team led by Mr. Amin Joseph, the PSI Field Officer in Wau and discussed the various projects the organization is implementing on behalf of the national Ministry of Health. They also discussed strategies to prevent diseases such as malaria and HIV/AIDS in the state and the country at large. During the meeting, the minister encouraged the PSI to work closely with the state Ministry of Health to provide quality services to the people. The minister also officiated at the inaugural ceremony of the newly established Catholic Training Institute (CTI) in the state. He lauded the efforts of the church in establishing the centre and explained
that it will help to train a good number of nurses to support healthcare provision. For instance, he explained that some of the nurses trained at the centre will help reduce the number of women dying during pregnancy and delivery. The ceremony was attended by bishops from the Catholic Church, priests, government representatives and members of the public. The institute is currently training sixty (60) students drawn from all over South Sudan. After the inauguration Dr Hussein visited the St Daniel Comboni Hospital in Wau to inspect the facilities and acquaint himself with the services the hospital offers. In another event Dr Hussein visited Gogrial East County in Warap State and met the Commissioner Mr. Victor Atem Atem in his office. The commissioner briefed the minister on the challenges facing healthcare provision and malaria outbreak in the county. The commissioner also decried poor transport which makes it difficult for sick people to reach the health facilities. After the meeting Dr Hussein and the team also visited health centres in the County. He announced that the government is committed to construct 100 new health facilities across the country. He also said that the ministry will train 1,000 midwives to control the high birth-death of infants and mothers.

China donates 200 million RMB to South Sudan

he government of the Peoples’ Republic of China on monday donated 200 million Renminbi (the official Chinese currency abbreviated as RMB) to support agriculture, education, health and water supply projects in the Republic of South Sudan. The donation was announced on monday by the Chinese ambassador in Juba Hon Li Zhiguo during a meeting he held with the minister for Information and Broadcasting Hon Dr Barnaba Marial Benjamin. The ambassador said that China will continue to support development in the new country now and into the future. The ambassador also
announced that the Chinese government will soon send Chinese international radio stations to South Sudan to help develop the sector and share experiences and skills with the South Sudanese media fraternity. He also announced that the Chinese peacekeepers in South Sudan will remain in the country until the nascent peace is stabilized. He expressed hope that the bilateral relations between the two countries will be strengthened for the mutual benefit of their peoples. He explained that his government is in constant touch with their South Sudanese counterparts so as to identify the areas and frameworks of partnership.
He said Chinese companies will come to South Sudan as soon as these modalities are worked out. China is among the first countries who welcome the Republic of South Sudan independent into exisitng. On his part, Dr Marial expressed South Sudan’s gratitude for the support of China and explained that the government is keen to strengthen its bilateral links with the Asian country. “We want you to look comprehensively in the areas of investment as well as education, especially university education, which is constantly facing infrastructural and personnel challenges”, he said.

Al-Shabaab threaten Burundi over peacekeepers

omalia’s Al-Shabaab have warned Burundi of “brutal consequences” if the latter’s peacekeepers serving in the African Union Mission in Somalia, Amisom, are not withdrawn. The Islamist movement strongly opposes both the transitional Somali government and the Amisom peacekeepers, who comprise Burundian and Ugandan troops. In August, Al-Shabaab had announced withdrawal of its militias from its main bases in Mogadishu. But Monday’s statement indicated
the movement was changing tactics to lure the peacekeepers into battle zones in the outskirts of the city. The statement indicated that Al-Shabaab’s new tactics would lure the AU peacekeepers to venture into battle zones in the outskirts of the city. Direct confrontations between our fighters and Amisom peacekeepers in the open resulted in heavy casualties inflicted on the Burundian soldiers,” claimed the statement by Sheikh Ali Mohamoud Raghe, alias Sheikh Ali Dhere, the spokesman of
Al-Shabaab, Last week, Amisom dismissed a claim by Sheikh Ali Dhere that his fighters had killed 76 Burundian peacekeepers. According to the Amisom commander, Major General Fred Mugisha, the peacekeepers sustained 10 casualties during a massive operation last week in Dayniile District, the remaining Al-Shabaab stronghold in southern Mogadishu. Al-Shabaab accused the peacekeepers of destroying the schools and other public utilities, thus depriving Somali children of education. They added that that was the reason why the foreign forces were not popular in Mogadishu. It is not the first time Al-Shabaab leaders were directing hostile media statements against the peacekeepers, who they like to paint as ‘infidels’ on Somalia soil

Syria seeks Africa’s help to suppress resistance S
yrian President Bashar Al Assad is seeking Africa’s support to counter mounting international pressure against his regime. President Assad sent his deputy foreign minister Fayssal Mikdad to the African Union’s headquarters in Ethiopia’s capital Addis Ababa over the weekend to meet AU commission chief Jean Ping. AU spokesman Nouredin Mezni said the Syrian envoy stressed the importance of solidarity between Arabs and Africans to overcome the “challenges they face”. Dr Mikdad also blamed the unrest that has rocked his country in the past months on a conspiracy by the foreign media. Syria’s delegation has
requested the AU’s diplomatic support in the international stage and at the UN,” Mr Mezni said. We also discussed some issues of common interest between AU and Syria,” he added. However, Dr Ping underlined the need for reforms in Syria in response to the citizenry demands and noted that this is the only way to preserve the country’s stability and its role in the Middle East. Syria is one of the Arab countries with an observer status at the African Union. It is facing international pressure for rapid change following protests that hit the country four months ago.

imbabwe President Robert Mugabe is boycotting a United Nations conference after Switzerland denied visas to his wife and five members of his delegation. The six were due to accompany the veteran ruler to the UN’s International Telecommunications Union (ITU) summit on information and communication technologies already underway in Geneva. President Mugabe was to lead the Zimbabwean delegation but cancelled the trip after his wife Grace, two ministers from his ZanuPF party, the head of the intelligence service Major (rtd) Happyton Bonyongwe, presidential spokesperson George Charamba and one of the president’s bodyguards were denied visas. The Minister of Information
Communication Technology Nelson Chamisa, a member of Prime Minister Morgan Tsvangirai’s party, was however granted the visa along with the president. President Mugabe, his wife and senior members of his party are subject to travel bans to European countries. However, countries hosting UN meetings are obliged to grant those visas and the Zimbabwean government says it has launched a formal complaint with the UN. The state-owned Herald newspaper said the Swiss embassy said it had done its part by issuing “exceptionally a visa to President Mugabe.” It said it had taken into consideration that those denied visas were on the European Union (EU) sanctions list. We have protested to the UN secretary general (Ban
Ki Moon), the head of the ITU (Hamadoun Toure and Switzerland’s ambassador,” Mr Charamba said. These are the same people who have been claiming that Switzerland is a neutral country, which has breached the UN agreement that says any country hosting a UN agency is supposed to issue out visas to delegates from any country regardless of diplomatic relations between the countries.” President Mugabe last month travelled to New York for the 66th session of the UN General Assembly with a delegation of close to 100 people, some of them on the US sanctions list. Wolf’s letter to President Obama. He added that US dollars should not go to countries who welcome criminals like Mr Bashir. Mr Bashir is the first sitting president indicted by the hand him to International Criminal Court (ICC) which issued a warrant for his arrest on charges of genocide, crimes against humanity and war crimes in Sudan’s troubled Darfur region.

imbabwe’s Justice Minister Patrick Chinamasa has rejected calls by Prime Minister Morgan Tsvangirai to enshrine gay rights in a new constitution. Mr Chinamasa told the BBC that gay rights could not be “smuggled” into the constitution because most Zimbabweans opposed it. Earlier, Mr Tsvangirai told the BBC that gay rights were a “human right” that should be respected. Mr Tsvangirai and Mr Chinamasa are from rival parties in a fractious coalition. Their parties - the Movement for Democratic Change (MDC) and Zanu-PF respectively - are drafting a new constitution, which will be put to a referendum ahead of elections next year. ‘Tsvangirai propaganda’ Homosexual is currently illegal in Zimbabwe, as in most African countries where many people view gay rights as unChristian and un-African. Mr Chinamasa said Mr Tsvangirai made the comments for “propaganda” purposes, contradicting the position he had adopted in the cabinet. he Sudanese President Omer Al-Bashir has shed more light on his country’s backing of the Libyan rebels who ousted Muammar Gaddafi after months of fighting, saying they were fully armed by Khartoum. Al-Bashir made the revelation while addressing a rally held on Wednesday’s afternoon in his country’s eastern town of Kassala, where he inaugurated an international road linking Sudan and Eritrea. Brandishing his stick and addressing the crowd in the presence of his Eritrean counterpart Isaias Afewerki and the Emir of Qatar Hamad Bin-Khalifah al-Thani, the Sudanese leader said that Libya under Gaddafi played a strong role in destabilizing Sudan through supporting rebel groups in the Western region of Darfur and former southern rebels who now rule the newly independent state of South Sudan. He went on to say that the ousted Libyan regime had supported the Darfur rebel Justice and Equality Movement (JEM) which, according to Al-Bashir, “made it all the way to Khartoum with Libyan weapons, vehicles and fund.” Al-Bashir said his government had clutched at the opportunity to bring double retaliation on its Libyan counterpart for supporting the attack on Khartoum. “Our weapons reached the revolutionaries in Misrata, Al-Jabal al-Gharbi and Zawiya” Al-Bashir declared, adding that “the forces that liberated the [Libyan capital] Tripoli were armed 100 percent by Sudan.” Sudan previously accused Chad of being behind JEM’s attack on Khartoum
The Sudanese President Omer Al-Bashir which occurred in March 2008. Following a thaw in long-strained ties between Khartoum and Ndjamena last year, however, Sudan refrained from repeating the accusations. In his address, Al-Bashir said that “God took care of many of the tools of conspiracy against Sudan”, in reference to the killing of Gaddafi last week. Sudan’s military support to Libyan rebels was conducted in secrecy until the rebels advanced on Tripoli and appeared to be on the verge of victory, at which point Sudanese officials began to disclose the support. The Sudanese support was later confirmed by the head of the rebels’ National Transitional Council (NTC), Mustafa Abdul Jalil, who said in August that
Kharoum’s support had helped them to “liberate some cities.” Bashir downplays ICC’s arrest warrants Al-Bashir did not omit to pour his usual scorn on the International Criminal Court (ICC) and its prosecutor Louis Moreno Ocampo, saying that the arrest warrants they issued for him had failed to prevent him from travelling. After performing his famous dance, Al-Bashir said that Ocampo had challenged him to travel to a place farther than Eritrea which he visited in the wake of the first arrest warrant in 2008, but he accepted the challenge and travelled to Qatar despite warnings by some people of the American presence there. “I told them Americans cannot touch a strand of my hair if the invitation
is coming from Shaykh Hamad,” he said. The ICC charges AlBashir with committing war crimes, crimes against humanity and genocide in Darfur where his government’s forces waged an abusive counterinsurgency in 2003 and 2004 against rebels accusing it of marginalizing the region. Darfur conflict led to the death of 300,000 people and displacement of more than 2.7 million, according to UN figures. Despite the ICC’s arrest warrants, Al-Bashir travelled to several countries in Sudan’s Arab and African milieu, including some member states of the ICC. However, Al-Bashir was forced to cancel a number of planned appearances in countries such as Uganda and Central Africa Republic.

anzania’s Chief Justice Mohamed Chande Othman is among four people seeking to succeed outgoing International Criminal Court (ICC) Prosecutor Luis Moreno Ocampo. Mr Othman is among the four candidates shortlisted by the ICC Search Committee in line to succeed the Argentine Luis Moreno-Ocampo mid-next year. The new prosecutor will be elected by the Assembly of State Parties to the Rome Statute at its next
meeting to be held starting December 12 but will officially assume office in July 2012. Also in the race to succeed to Mr Ocampo is his current deputy, Gambian Fatou Bensouda, Briton Andrew T Cayley and Canadian Robert Petit. Mr Cayley is the International Co-Prosecutor of the Extraordinary Chambers in the Courts of Cambodia (ECCC) while Mr Petit is currently the Counsel to the Crimes Against Humanity and War Crimes Sections of the
Department of Justice in his home country. The four were picked from a pool of 52 candidates who applied for the job. From the 52 names on the candidates’ list, the Search Committee interviewed only eight candidates before settling on the four. In presenting this shortlist, the Search Committee is confident that each of the candidates identified not only meets the formal eligibility criteria of the Rome Statute but also has the professional experience and expertise,
and the necessary personal qualities, to perform the role of the next ICC Prosecutor to the highest standard,” said the President of the Assembly of State Parties, Christian Wenaweser, who acted as the coordinator of the search committee.. The possible appointment of an African would appease the African Union, which has previously accused the ICC of bias and of being used by the West to target African leaders.

South Sudan is a country with very high potential for expanding and developing the agricultural sector, as ninety percent of its land is considered suitable for agriculture and 50% is prime agricultural land. Crop Production and Horticulture: There are various ecological zones in South Sudan and all areas have the capacity for crop production. In particular the greenbelt zone has high agricultural potential, as there are two cropping seasons. The main crops currently grown in South Sudan include maize, sorghum, finger millet, cassava, sweet potato and
groundnuts. Main fruit varieties include bananas, plantain, pineapple, mango and citrus whilst the main vegetable varieties are onion, okra, cabbage, eggplant, pumpkin and cucumber. Livestock: Livestock form an integral part of the lives of over two thirds of the South Sudanese population. In particular, it is a major source of livelihoods in the flood plains, semi-arid and pastoral areas. The Government of the Republic of South Sudan has estimated that there are between eight and ten million cattle in South
Sudan. Fisheries and Aquaculture: The world’s longest river, the River Nile, flows through South Sudan and also provides large potential for development of fisheries. In particular, it has been estimated that in the Sudd area of South Sudan, there is a production potential for 100,000 – 300,000 MT of fish per year. Furthermore, there is large potential for aquaculture development in Central Equatoria, Eastern Equatoria, Western Equatoria, Northern Bahar Gazal, Western Bahar Gazal and Warrap States.
Forestry: Forests make up 29% of the land area of South Sudan, which amounts to approximately 191,667km . These forests provide sources for high-grade timber, including teak, mahogany and ebony. Furthermore, they also provide for the production of high quality oils, such as shea, as well as Gum Arabic. These are also areas of high biodiversity with large, diverse populations of flora and fauna. Dan:Dan is a Christian name and Jolying is the long awaited dream Madingdit: when did you join Music industry? Dan: I join the Music industry in 2007 as a simple and I am now well known Artist in South Sudan and beyond. Madingdit: Was it in your dream to become a Musician/Artist or someone persuading you into it? Dan: Well, music is a talent but not a career. I was practicing music went I was young boy in South Sudan, and having hope that when I grown up, I must do it. Madingdit: What does it takes to become an Artist/ Musician? Dan: It takes nothing, but to be honest. An Artist/Musician must be responsible and respected person because Artists are leaders. They give messages which have a meaningful benefit to the peopleor society through their songs. Madingdit: Some people always criticize Music Industry as an industry for life failure group and have nothing in future. As an Artist here with this media, what can you said about that criticism? Dan: Well, as I said before that music is a talent not a career. There is different

As an Artist now, I am doing music alone but I am also studying Journalism, second year student in Makerere Business Institute (MBI). To me, music is a professions and I encourage my fellow Artists to continue with theirs regardless of those who criticize this profession. Madingdit: According to Musicians, they categorize their songs into several categories. Which category do you belong? Dan: Yes, I can sing all my songs in different music styles like Hip-hop, reggae, dancehall and any other categories of song. Style is not a matter, what matter is just to convey the message to people and what can they got in that message. Madingdit: During the war time, some Musicians like NyankolMathiang, Panchol Deng and Gordon Koanginspired South Sudanese to be strong during struggle for South Sudan. Do your songs do the same thing? Dan: Well, I am addicted into love songs but I also singing national songs in order to bring South Sudanese together to make them love each other and to have peace in our new nation South Sudan. Madingdit: Do you won any awards for your songs?
Dan: For South Sudan, Music industry still underground though it has produce several stars/ Artists. We lack Music industries that can promote such music awards in the country. Madingdit: How many Albums do you have so far? Dan: I have two albums. First Album “this is my story” and the second albums “Getkusukul” songs. Now I am working on the third album which will be launch soon. Madingdit: Which is the best song like by your fans? Dan: Music is what you give to people to feel it. My fans always said, they like “Miss Malaikai”, “Live and Die on the Street” and “Wait for” songs. Madingdit: In every business, there are enemies. Do you have enemies? Dan: In everything, there are some people behind you, but Music is not about competition where you talk about yourself. Budget Execution Workshop reveals financial reforms to be Implemented. By Deng Michael

on. Kosti Manibe Ngai, Minister of Finance & Economic Planning and Hon. Mary Jervase Yak, Deputy Minister of Finance and Economic Planning together with the senior staff from the Ministry met with all Undersecretaries and Accounting Officers of central government spending agencies to discuss key reforms including immediate implementation of monthly cash limits for agencies. The 1st Undersecretary of Finance, Salvatore Garang Mabiordit explained that the reforms would allow agencies to better plan their expenditure, as well as giving them more power over the implementation of their budgets. It also allows for increased transparency in the way that payments are made by the government. Other reforms to be implemented from 1st November designed to improve the efficiency of the Government include: payments being made directly to properly registered vendors rather than through government agencies, more rigorous controls over the signing of government contracts, clearing of arrears, and improved accountability procedures for petty cash expenditure. The Minister opened the workshop by reminding attendees that there will always be excessive demands on our resources, and that the nation must choose a level of spending that minimises inflation and that ensures every South Sudan Pound is spent productively, efficiently and effectively for the benefit of South Sudan. He went on to describe how, in order to make the budget more effective, spending more efficient, and to allow savings, the Ministry would begin implementing reforms to give Agencies more control and predictability in budget execution.

outh Sudan expects the South Sudanese pound to improve further after doubling the monthly supply of foreign currency to financial institutions, central bank officials revealed. The currency has sharply gained against the dollar on the black market this week, ending a slide since its launch after the country’s independence in July. South Sudan’s main source of revenues and foreign currency is the sale of oil. It has contracted the sale of 22 million barrels worth $2.14 billion for the period July to October, according to the government. Last week the pound was selling for 3.8 against the greenback, having traded over 4.2 a week ago, black market traders said in the capital Juba. “We doubled (supply) last week and the impact is already clear. About five days ago the rate on the street was about 4.25,” deputy central bank governor John Dor Majok told press. “Yesterday it fell to 4.0. We are expecting it to fall further which
means that we expect this rate to fall to 3.6 in the middle of November,” he said. In total, the central bank said it plans to supply $200 millions to banks and exchange traders per month, up from $100 millions so far. Majok blamed the previous decline of the pound on remittance transfers from foreign workers, speculators, profit flows from foreign investors and a temporary closure of the shared border with north Sudan. “We also know that there are leakages at some of these banks and some of these forexes. Some of these forexes may direct some of this money to different purposes than the purpose we intend,” Majok said. He said the bank has sent officials and security agents to investigate malpractice at commercial banks and foreign currency offices. Central Bank governor Kornelio Koriom Mayik said the central bank’s foreign reserves were “healthy”, but declined to give more details.

he Governor of the Central Equatoria State, Clement Wani Konga, has called on the State Revenue Authority to ensure that revenue collections are used to fund development of the State. Addressing a workshop on strategic planning in Juba, Governor Konga urged the State Commissioner General to ensure integrity at work among the State Revenue personnel. He also called on nongovernmental organizations operating in Central Equatoria to declare their budgets to the State Relief and Rehabilitation Commission so that their contributions can be reflected in the budget. Meanwhile, the Central Equatoria State Minister of Finance and Economic Development, Jacob Aligo Lo Lado, said his Ministry has come up with a 3 year strategic plan for development, which covers education, health, and agriculture.

apanese technology giant Sony has bought full control of mobile phone maker Sony Ericsson from Swedish telecoms equipment maker Ericsson. Sony has agreed to buy 50% of the firm for 1.1bn euros
($1.5bn; £964m), making the mobile handset business a wholly-owned subsidiary of Sony. Ericsson said that the “synergies” between telecoms equipment and mobile phones were decreasing. The transaction also includes a patent deal. Sony will get the five sets of patents that are essential to making the phones and a licensing agreement on any other intellectual property. Many observers expected this deal because Sony wanted to integrate its phone division with its mobile games machine and tablet computer units. “This acquisition makes sense for Sony and Ericsson, and it will make the
difference for consumers, who want to connect with content wherever they are, whenever they want,” said Sony’s chairman Sir Howard Stringer. Earlier this month, Sony Ericsson broke even in its third quarter and announced it would focus on smartphones from 2012. The company said its Xperia smartphones accounted for 80% of its sales. Libya’s Mustafa Abdul Jalil asks Nato to stay longer
ato helped target Gaddafi loyalists as the former Libyan leader tried to flee from Sirte The head of Libya’s transitional authorities has called for Nato to extend its mission in Libya until the end of the year. National Transitional Council (NTC) Chairman Mustafa Abdul Jalil said the extension was needed to help Libyans trying to control surplus weapons and to deal with Gaddafi loyalists. Nato has delayed a making a formal decision on when to end its mission. It had made a preliminary decision to end operations on 31 October. Diplomats had been expected to confirm that date on Wednesday. “We hope (Nato) will continue its campaign until at least the end of this year to serve us and neighbouring countries,” Mr Jalil told a gathering in Qatar of states that have supported the NTC’s military campaign. He said his appeal was aimed at “ensuring that no arms are infiltrated into those countries and to ensure the security of Libyans from some remnants of [ex-leader Col Muammar] Gaddafi’s forces who have fled to nearby countries”. Mr Jalil added that the NTC wanted help “developing Libya’s defence and security systems”.

The small but gas-rich Gulf state, which has played a dynamic role in Libya, had previously acknowledged contributing to Nato’s air campaign there. Meanwhile, the NTC came under pressure from human rights bodies following questions surrounding the death of Col Gaddafi last week, and allegations that NTC forces may have executed dozens of their opponents. “I call on all the armed forces to avoid any act of reprisal and arbitrary repression against both Libyans and foreigners,”
said Philippe Kirsch, the head of a UN commission of enquiry on Libya. Col Gaddafi was shot dead after he was captured alive in his birthplace, Sirte. NTC officials have suggested he was caught in crossfire, but rights groups have voiced concerns that he and his son Mutassim were summarily executed. In recent days, images have emerged from video footage of the moments after Col Gaddafi’s capture that appear to show him being sodomised with a pole or knife. In a statement, the NTC said it attached “great importance” to the humane treatment of prisoners and that fair trials would be guaranteed.
World Population Hit seven Billion: UN Sets challenges A
major United Nations report has set out the challenges facing humanity a few days before the world’s population is expected to reach seven billion. The report calls for a change of focus, no longer asking “are we too many”, and instead concentrate on making the world better. It identifies many reasons to celebrate, including increased life expectancy and falling fertility rates. But it also acknowledges the risks of rapid population growth. The UN estimates that the world’s seven billionth person will be born on 31 October and says by the end of this century, the world’s total population could number more than 10 billion. The report, State of World Population 2011, says this is not a time of crisis but a
moment for action. “The world’s population is going to continue to grow and we may as well be prepared for it, “ says the editor, Richard Kollodge. “We may as well make sure that as many people as possible are healthy, that as many people as possible have access to education.” “We have a chance right now in our world of seven billion to build a more stable, more socially just world by the time we reach 10 billion but that requires us to act now,” he says. The UN says carefully planning will be needed if our cities are to cope with rapid population growth Reasons to celebrate The report says the rise in average life expectancy which has increased from 48 years in the 1950s to about 68 now - should be celebrated. It says in the same period
the fertility rate, which is the average number of children women have, has dropped by more than half, from 6.0 to 2.5. It also notes that children are much less likely to die in infancy thanks to improvements in health care. Caring for the increasing number of elderly people will also present many challenges, says the report. The UN has expressed concern that in many poor countries, such as in sub-Saharan Africa, the speed of population growth could hold back economic development and trap future generations in poverty and hunger.

Corruptions, Tribalism are the one that will take back the development of the new Nation which is Republic of South Sudan (ROSS) .when you see critically the human perspective of how thing are done in the South Sudan is not good really, corruption is in every office . What can we do as the citizens of south about corruption, which is becoming to much, is our new Nation going to developed really? We have achieved selfdetermination but what is now remaining is too
much corruption which is everywhere in South. How can we overcome this, we can overcome this through following rules and procedures of the Republic of South Sudan. All those who involves in corruptions should be persecuted by the rule of law, because the law is the one which is governing the people, whereby we should respect laws and orders. This time around we have got the Country; it does not mean that, we should misuse the resources of the new born nation in the old world. Public funds should be respected by all of us. I can see some people are fighting over positions because they want to eat public funds, some people have no vision for the new Nation, and their aims are to send money outside the country for their own benefits. We have fought for our rights from the National congress Party, this is the time for all of us to see critically the serious
corruptions, Tribalism which is now currently in the new Republic of south. Corruptions need our collective responsibility as the citizens of the Republic of South Sudan; we want our new Nation to be free from corruptions, nepotism, selfishness, tribalism and many more. What is your role as the Intellectual citizens of South? The answer is, we need to inform, educate the public of south Sudan about the current situation in the new Republic. How can we develop the new Republic when our big people, who can do the best to the Nation, are now the victims of corruptions? Youth should be given the first priority now, this is the time of change, and we want to take the new Republic to the better level which can be seen by the all world. Youth are the people that can be given chance to participate in whatever we want to do in the new Republic.

November 7th to 14 will see our country host its first agricultural trade show. A chance for us to market our agricultural potentials to the world considering that a lot of investors, farmers, traders will be seeking opportunities here in our country. It is evident that 50 percent of our land is suitable for agriculture and a lot is to be ripped from the sector if we can work hard through such interventions like the trade show, high quality foods and seeds, better methods of farming etc The liberation war cost us 25 years of potential agricultural development but that is now a closed chapter and its time we put that in our past and concentrated on developing the country with the resources we have especially in concern with agriculture. It is notable world over that the likes of Brazil, Cuba,South Africa that are joining the list of super powers have built their economies through agriculture. The government should provide incentives and also encourage farmers to take part in agriculture through fosterling a good market economy so that the farmers can get money from what they grow. SIGNS OF THE HAND’S SIMILARITY TO THE BODY Inherent in the hand and foot correspondence system is the possibility of an accurate, directional and specific influence on a specific part of the body. This possibility is materialized through the evident likeness of hands and feet to the body, and through the structural Specificities of hands and feet. Of all the human body parts the hand possesses the utmost likeness to the body as is evident from the specific of its structure. The hand resembles the body in:Fig 20 Similarity in the location of the correspondence of the various parts of the body on the hands & feet Of all the body’s parts the foot is second to the hand in the likeness to the structure of the body. The five toes correspond respectively to the five protruding parts of the human body. Consequently, the foot, like the hand possesses the fundamental structural elements of correspondence. This likeness of the foot to the body, however, is more difficult to spot. It is simpler to begin with learning the correspondence of the hand to the body, then the structural similarity of the foot and the hand, and so
finally to understand the correspondence of the foot’s structure to the body. It follows from this that the original correspondence system of the foot is similar to that of the hand: the big toe corresponds to the head, the second and the fifth toes - to the arms, the third and the fourth - to the legs. In general terms, the foot correspondence system is alike to the correspondence system of the hand. If one takes certain principal points as references one will have no problems with understanding the correspondence of the foot. The fact that’s human organism is maintained in good health is probably due to the continued process of physiological stimulation of the foot correspondence systems, though the process of stimulation is not noticeable to us. The problem to resolve is how the potentialities of this curative system can be used to maintain and fortify the health of people. The human spinal column is made up of 30 bones - 7 vertebrae in the cervical region, 12 in the thoracic region, 5 in the lumbar region, 5 in the sacral region and 4 fused to I bone in the coccygeal region. The Spinal Cord Is part of the Central Nervous System and is connected to the brain. From the brain the cord runs down the back and is surrounded and protected by the bony vertebral column. The cord is surrounded by fluid called “Cerebro- Spinal Fluid”, which acts as a cushion to protect the delicate nerve tissues 1. Cervical nerves (nerves in the neck) supply movement
and feeling to the arms, neck and upper trunk. 2. Thoracic nerves (nerves in the upper back) supply the trunk and abdomen. 3. Lumbar and sacral nerves (from the lower back) supply the legs, the bladder, bowel and sexual organs. The spinal nerves carry information from different levels (segments) in the spinal cord. Both the nerves and the segments in the spinal cord are numbered in the same way as the vertebrae. So the cervical nerves and spinal cord segments are called C1-C8, the thoracic are T1-T12, lumbar are L1-L5 and sacral are S1-S5.

Football team wins first point in four seasons
A
junior football team has picked up its first point ever after losing every other game for the past four seasons. The under 14s side drew 3-3 after defeats in 70 games and conceding more than 500 goals in the process. And now the young players are aiming for their first victory. “It feels like we have won the World Cup,” said manager Paul Chadwick. “Even if we don’t pick up another point all season, we have achieved more than we have ever done. “The smile on the faces of the boys at the end of the game was priceless. Now we want to go on and win our first game and climb up the table.” Huncoat United under 14s side, which plays in the Accrington and District Junior Boys League, Lancs, has lost each match by an average of 15 goals and its biggest defeat was 25-0. Before the lads’ 3-3 draw, Huncoat’s closest game was a 2-0 defeat. Despite finishing bottom of the league every season, manager Paul has praised his players. “It is easy to play in a successful team or one that wins from time to time. “But when you are getting beat every week and come off the pitch and can still laugh and joke about it, then that shows you what the game is all about.
“Of course there are some lads who don’t like that feeling but the majority of these boys have stuck together and they have now picked a richly deserved draw and I am chuffed for them.” In some matches the Huncoat could only field eight players because the youngsters were tired of suffering heavy defeats. “I have to be honest, I’ve thought about walking away a few times myself,” added Paul. “But it’s not about me it’s about the kids. My belief has always been to give boys a game that they might not get somewhere else. Even when we couldn’t put out a full team they gave their all. “I remember one time we got thumped 25-0, it was our biggest defeat, but I looked in the back of the car on the way home and the boys were still laughing and joking.” Paul can now start ticking off achievements on his manager’s checklist. “I start the season with a list,” he explained. “The first is to score a goal, the second is to score two goals in a game. To be honest, we haven’t really gone beyond that. But now I can tick off draw a match and hopefully, before we finish the season, I can tick game won! “I hope this draw gives the lads a bit of confidence in themselves.”

A computer controls the steering, brakes and acceleration while scanners, radar and cameras monitor other traffic. Meanwhile, a precision GPS system means that the car always knows where it is to within a one
metre margin of error. However, it is still not considered foolproof and needs a driver behind the wheel, just in case it decides to crash itself. Berlin Free University’s Paul Rojas said: “The car is intelligent in that it can recognise its surroundings. It can react to events. “Of course, it doesn’t compare to an real life form - it’s an intelligent artefact.”
