Walter E. Little is assistant professor of Anthropology at the University of Albany, SUNY, New York, and director of the Ethnographic Field School in Guatemala. He is the author of Mayas in the Marketplace and co-author of Mayas in Postwar Guatemala. Patricia A. McAnany is Kenan Eminent Professor of Anthropology at the University of North Carolina, Chapel Hill. She is the author of Ancestral Maya Economies in Archaeological Perspective and Living with the Ancestors: Kinship and Kingship in Ancient Maya Society.

The Book:
This book considers how a financial crisis develops and how a government responds to a financial crisis. In an attempt to shed light on these questions, it closely examines two cases: Mexico during the Mexican Peso Crisis of 1994 to 1995 and Malaysia during the Asian Financial Crisis of 1997 to 1998. The author argues that economic explanations of financial crises fail to fully answer these questions since they do not pay enough attention to non-economic factors stemming from a county’s political, societal, institutional and external contexts. The examination of the Mexico and Malaysia cases illustrates this argument and shows that multiple non-economic factors--domestic political, societal, institutional, psychological, and ideological factors as well as external influences and pressures--can play roles as significant as economic factors. Interplay of these non-economic factors with economic ones brought these financial crises and shaped the Mexican and the Malaysian governments’ policy behaviors.
The Author:
Fahrettin Sümer earned his M.A. degree in political science from Rutgers University and his Ph.D. in international studies from the University of South Carolina.

The Book: The United States is alone among industrialized countries in having no broad-based consumption tax at the national level. Yet, economic analysis suggests that consumption taxation is superior to income taxation because it does not penalize saving and investment. This book proposes to completely replace the income tax system with a progressive consumption tax, known as the “X-tax.� The X-tax achieves progressivity by applying graduated tax rates to wages and a high flat tax rate to business cash flow, which reflects consumption financed from wealth accumulated prior to the reform and from above-normal business investment returns, which largely accrue to well-off households. Because the X tax is relatively unfamiliar, there is concern about how it can be implemented. The X-Tax Revisited sets forth solutions to commonly perceived problems concerning the taxation of pensions and fringe benefits, business firms, financial intermediaries, international transactions, owner-occupied housing, state and local governments, and nonprofit institutions. By adopting these approaches, the United States can move to a progressive tax system that no longer penalizes saving and investment. The Authors: Alan D. Viard is a resident scholar at the American Enterprise Institute. Robert Carroll is vice president for economic policy at the Tax Foundation and co-director of the Center for Public Finance and Research at American University.
