Learn to Fish Responsibly
Warm weather has arrived, and the welcoming temperatures are once again beckoning people to the great outdoors. Fishing is a popular warm weather pastime, and it’s important to take an environmentally responsible approach when fishing. People of different cultures have fished sustainably for decades, and most anyone can follow their guidelines – and some others – to help keep our waters healthy.
Disturb wildlife as little as possible. When traveling into delicate ecosystems, such as those that primarily surround the water’s edge, do so with care. Operating a boat in shallow regions can chop up underwater vegetation or harm fish that live in the shallows. Don’t remove crustaceans or take plants or other wildlife out of the area. Keep track of gear. Discarded or lost fishing gear can prove harmful to wildlife. It’s easy for fish or other marine animals to get tangled in fishing line and hooks that were left behind by fishermen. Sinkers and other weights may be mistaken for food and injure unsus-
pecting animals. Even animals like ducks and other birds can swallow fishing tackle, which can lead to illness or starvation. Don’t just abandon gear.
Catching and releasing fish. While a fresh fish dinner represents the ideal conclusion to a fishing trip for many people, an increasing number of anglers prefer to return their catch to the water. Anglers do this so as to minimize depletion of a favorite fishery. Releasing larger game and panfish back to the water helps ensure that these mature, healthy fish can spawn again, and helps to perpetuate a fit population of quality size fish for future angling enjoyment. Fish specific species at different times. Fishing specific species helps maintain different stocks of fish at various times of the year. Plus, you’ll help guarantee that one species will not be over-fished, potentially leading to underpopulation or extinction. Responsible fishing can help maintain water ecosystems and protect the surrounding environment.

Free Fishing Clinics Free Sport Fishing Events are fishing programs where participants can fish for free; no freshwater fishing license or enrollment in the Recreational Marine Fishing Registry is required. In addition to fishing, participants can learn about fish identification, fishing equipment and techniques, fisheries management, angling ethics and aquatic ecology. Clinics will be limited to no more than 25 total participants, so pre-registration is required. A mask covering nose and mouth must be worn at all times. Bass Fishing Lures or stained water. To keep it simple, just remember the five main types of bass fishing lures that you can choose from. Crankbaits A crankbait can be one the best bass lures to use when you want to cover a lot of water in a rather short amount of time. These lures work best when used around wood or rocks in waterways that are between 10 to 20 feet deep. They will not work well in areas with grass or weeds. When selecting the best type of crankbait to use, you will want to consider a few key facts. Wondering which bass lures to use when fishing for largemouth bass in freshwater? If you are just learning how to use fishing lures when targeting bass, it may seem as if there are so many different lures to choose from. However, selecting the best lures for bass is easier than you think.
• Crankbaits with longer bills will run deeper in the water column than those with smaller bills. • Crankbaits with rattles tend to be effective in cloudy water when bass need to rely more on their inner ears and lateral line to locate prey. • Brightly colored crankbaits can also be easier for bass to spot in cloudy or muddy water.
Some fishing lures for bass work best in deep water while others work best in shallow water. There are also certain bass lures that are more effective in clear water and others that are better at attracting bass in cloudy
Jigs A jig is the bass lure to use when you plan to fish for bass in an area of heavy cover. In other words, if you see a lot of grass, surface vegetation, trees or stumps,

a jig should work well. One of the other advantages of using a jig is that you can fish them in either shallow or deep water. Just remember that you will need a heavy action rod and braided fishing line in order to properly fish these types of bass lures. A heavier rod will make it easier to cast heavier jigs, and can help you pull a largemouth bass through thick matted grass. Soft Plastic Lures Soft plastic lures, like worms or creature baits, are good lures to keep in your tackle box at all times because they work well in a variety of water conditions. You can use them in clear or muddy water and in spots with or without cover. There are many different soft plastic lure shapes and colors available, but a simple soft plastic worm rigged Texas-style using a bullet weight is one of the best bass fishing set ups to start with if you are new to using soft plastic lures. Spinnerbaits Spinnerbaits are reaction lures that come in a variety of colors and blade shapes. These types of lures tend to work best in shallow water on windy and cloudy days. On clear and calm days, when the fish may spook more easily, you are likely to have better luck fishing spinnerbaits in deeper areas. The most popular spinnerbait blade shapes are willow leaf, Colorado, and Indiana. • Willow leaf blades are often most effective in clear, deep water when the fish are primarily using sight to
find prey. • Colorado blades create the most vibration, so use spinnerbaits with Colorado blades in muddy or cloudy water when bass have to rely more on their lateral line. • Indiana blades are more oblong than Colorado blades, but not as narrow as willow leaf blades. Spinnerbaits with Indiana blades are good in-between or multi-purpose lures. Spinnerbaits can also be useful search tools when trying to find fish in a large area of water. You can easily cast spinnerbaits across large flats or bump them against stumps or rock piles to see which technique will entice the bass into biting. Topwater Lures Perhaps one of the most exciting types of bass lures you can use is a topwater lure because of the visible strike that occurs when a fish hits your lure on the surface. Because of the fact that these lures are worked across the surface using a twitching or jerking motion, some anglers also refer to them as “twitch baits.” Topwater lures can come in the form of poppers, plugs, or frogs and tend to work best during periods of low light when water conditions are calm. Look for structure such as shoreline banks, docks, or brush piles and work your topwater lure in these types of areas for your best chance at a bite.

Individuals often view their pets as extended members of the family. People want to bring their pets along on vacations or while traveling to visit family and friends. Until recently, it was more difficult to travel with dogs and cats. This facility specializes in rearing landlocked Atlantic salmon for statewide distribution. Annual production averages 30,000 pounds of salmon, with most fish stocked in the spring as yearling smolts (six inches long) or as non-feeding fry. The indoor visitor center contains a pool containing salmon, a monitor showing brood fish in a pond, and other exhibits on fish propagation. The Essex County Fish Hatchery now releases approximately 30,000 two year-old and 20,00 yearling trout annually into roughly 65 bodies of water, making it one of the most unique and ambitious stocking programs in the northeastern United States.

Vermont’s Fish Hatcheries
Vermont’s fish hatcheries are a great place to visit to see fish and learn about the different species raised for stocking statewide. Our fish culture stations produces more than 1.5 million fish annually for distribution, or stocking, to Vermont’s lakes and streams. Stocking fish helps to restore fish populations and enhances angling opportunities. The department operates five culture stations, as known as hatcheries, rearing seven different fish species. The fish hatcheries are open to the public seven days a week, and tours are available.

Bald Hill Fish Culture Station in Newark - Bald Hill FCS is located in the Northeast Kingdom. This facility rears trout, salmon and walleye. Bennington Fish Culture Station in Bennington Bennington FCS is situated in the southwest corner of Vermont. Three species of trout are reared at this facility. Ed Weed Fish Culture Station in Grand Isle – Ed Weed FCS overlooks Lake Champlain and is the newest state fish hatchery, rearing trout, salmon, walleye and muskies. Fishing for Stream Trout With thousands of miles of streams across the state, there are ample opportunities to trout fish in New York Sate. Each year the DEC stocks around 2.3 million catchablesize brook, brown and rainbow trout in almost 300 lakes, ponds and roughly 3,100 miles of streams across the state. Many of these streams support wild populations of trout as well. Fishing access is good with many streams having Public Fishing Rights Easements (PFR) along their banks that allow fisherman access to the water. PFR holdings in NYS currently total over 1,300 equivalent miles on over 400 streams. Brook or Speckled Trout Brook trout are native to the state and are New York State’s official state fish. Brook trout generally live in small-to moderate-sized streams, lakes, and ponds, wherever cool (below 72 degrees Fahrenheit) water is available. They tend to prefer colder water than rainbow and brown trout, and they are often found in the headwaters of streams. The DEC stocks round 151,000 brook trout each spring. Brown Trout Brown trout were brought over from Europe in the 1880’s and can now be found in waters all across New York State. Browns can be found in streams, rivers, ponds and lakes and can tolerate higher water temperatures than brook trout. Many anglers feel that brown trout tend to be more wary and challenging to catch than brook or rainbow trout. Spring stocking include 1.8 million brown trout, 89,000 of which are two year old fish that average thirteen inches. Rainbow Trout Rainbows are native to the Pacific coast and were introduced into NY waters in the 1870’s. Rainbows are found in streams, rivers, lakes and ponds. Like brown trout, they can tolerate higher water temperatures than brook trout. Around 392,000 rainbow trout are stocked each spring into streams and lakes. Spin Fishing Equipment Though any fishing rod and reel will work for stream trout, choosing equipment appropriate to the size fish you are after will improve your success. Light and ultralight spinning rods from 4 ½ to 8 ½ feet in length work well. Shorter rods are easier to handle when dealing with overhanging trees and branches found along many trout streams, but are usually more difficult to hook fish with. Longer rods, however, are usually better for hooking and playing fish and for increased casting distance. Match the rod with a small-to medium-sized spinning reel spooled

with four to eight pound monofilament line. Lures and Baits Good artificial lures to try are small spinners, spoons, jigs, stickbaits, and plastics (like 1-2” tube jigs and twister tails). If using spinners and spoons, a small ball bearing snap swivel will help avoid line twist. Natural baits that work for trout are worms, fish eggs, grasshoppers, salted or live minnows, corn, maggots and small marshmallows. Check current fishing regulations as some areas restrict the use of natural or live bait.

Worms should be hooked once or twice, leaving a trailing tail that undulates in the water and helps attract fish. However, if fish are just nipping off this tail section, try a smaller piece of worm. Good hook sizes range from size 6 to 10, depending on the size of the bait being used. Use as little weight as possible; you want your bait to drift along naturally and just tick the bottom. Carry a few different sizes of small removable split shot so you can adjust your weight. When fishing deep pools or long runs, try suspending your bait under a float (or bobber). A third bait option is the artificial baits that are made of natural ingredients. They are biodegradable and available in a variety of shapes and styles such as worms, nuggets, maggots and twister tails. A nice thing about these baits is that they need no special care like natural baits do, and they stay on the hook well when casting. Fly Fishing Equipment Fly Rod A good fly rod for stream fishing would be a 7 ½ to 9 foot 4 to 6 weight rod. Match this with a disc drag or single action fly reel spooled with 50 yards of Dacron backing; along with a weight forward floating line (matched to rod) with a 9 to 12 foot tapered leader with a 4X tippet. Flies: A good all around starter fly assortment for much of New York would be: Dry Flies: Adams, Elk-Hair Caddis Wet Flies: Royal Coachman, Black Gnat Nymphs: Gold Ribbed Hares’s Ear, Prince Nymph Streamers: Muddler Minnow, Wooly Bugger Fishing Methods When fishing for trout in streams, it’s best to work your way upstream (against the current) whenever possible. This is especially important when fishing for wild or spooky fish. Trout usually face into the current and will be less likely to see you approaching from behind. Wear camouflage clothing or “natural colors,” and try to avoid brightly colored clothing and hats. Move slowly and disturb the water as little as possible. Polarized glasses will aid you when wading and for seeing fish and fish-holding areas. A good option is to fish your way upstream with a fast moving bait like a spinner and then fish back downstream with a slower presentation like a worm or small jig. The faster bait allows you to cover water quickly and to catch aggressive fish. The slower bait works well for fish you may have spooked on your first pass or fish that are less aggressive.

calm or protected water located behind a boulder or rock that provides shelter or a holding spot for fish. When fishing pocket water, you will be targeting the slack water areas behind rocks and boulders. These current breaks provide trout a location to hold and dart out for passing food. To fish pocket water, cast your bait upstream of the current break and allow your bait to drift along the edge of the slack water. After working both edges, start working your way into the slack water area.

Pool - area where the water is slower and deeper than other water areas in the stream. A pool contains three parts: upper end (called the head) where riffles or rapids feed into the pool; central portion or main body of the pool; and the lower end (called the tail or tail out) where the riffles or rapids begin again below the pool. Actively feeding fish are usually found at the head and tail sections of the pool. Pools, being deeper than runs or pocket-water, generally require using more weight to get your bait down. When fishing the head of the pool, cast your bait into the current and allow your bait to flow into the deeper part of the pool. The tail of the pool, being shallower, requires using a little more stealth to fish. Cast your bait into the middle of the pool and allow it to drift into and through the tail section. It’s good to cover the whole pool looking for fish. Fish will often hold near any structure in the pool, such as logs, rocks, bridge pilings, or overhanging vegetation. It definitely pays to work these areas. Run - area where a stream flow narrows, caused by either the river banks or bottom structure. A run is deeper than a rapid, but not as deep as a pool.

Runs are generally fished more efficiently with spinners, spoons or streamers. Bait will also work drifted through the run; however, it is often trickier to get the right amount of weight for a good drift. Suspending your bait under a float (bobber) often helps. As with pools, fish will often hold near any structure in the run, and it pays to work these areas. Stream Etiquette At times, the fishing pressures can be heavy and stream etiquette can go a long way in making everyone’s day a pleasurable one. Elbow room to fish is a common courtesy. The stationary or slow moving angler should be given room by over taking them noiselessly out of the water and re-entering as far away as practical. Wading right up to another angler could disturb a pod of feeding fish, and no one appreciates this type of conduct. Pleasant conversations are OK, so long as you don’t disturb other anglers.
Remember, elbow room to fish is a common courtesy. 8802
Catch and Release There’s nothing wrong with keeping some fish for the frying pan. Fish are delicious and eating a few fresh fish is a great way of capping off a fun day of fishing. If you plan on releasing fish though, there are some steps you can take to help improve the survival of the fish. Methods for Releasing Fish: Use barbless hooks; they cause less damage to the fish. Play a fish no longer than necessary. To do so decreases its chance of survival. Wet your hands before touching a fish that is to be released. Dry skin will remove the mucous coating on trout. Avoid touching the gills. Use of a landing net also increases the survival rate of a trout. Gently push the hook out and cradle the fish in your hand, underwater and facing upstream. After a moment, allow the fish to swim free. If the fish turns upside down, catch it and revive it as stated above.

Protect Your Waters Help Stop the Spread of Aquatic Invasive Species and Fish Diseases Follow these simple guidelines to properly clean boats and fishing equipment.

INSPECT your boat, trailer and other fishing and boating equipment and remove all plant and animal material clinging to it.

DRAIN AND DRY everything that came into contact with water. Dry equipment for at least 5 days before using it in another water body. Be sure to completely drain your boat, including baitwells and livewells.
DISINFECT the boat’s bilge area, all water-holding compartments,

and other equipment with hot water at least 140°F or steam for at least 30 seconds before launching into another water body.
IF YOU CAN’T DRY OR DISINFECT YOUR BOAT, thoroughly flush all water-holding compartments with water before launching. Don’t let rinse water run into a water body.

History The Lake Champlain Walleye Association was founded by a small group of local fishermen in reaction to the rapidly declining walleye population in the Lake Champlain Basin. In the early 1980s, this small group formed the Lake Champlain Walleye Association and began the task of creating a walleye restoration program. LCWA was incorporated in 1984 as a non-profit organization, and it received 501(c)3 federal status in 1994. It is an all-volunteer organization, with no paid staff, and we solely rely on our membership to assist in accomplishing its goals.

LCWA began raising walleye fry in ponds which were developed to produce fingerlings for stocking. Realizing that the State of Vermont Fish & Wildlife Department should also be involved, the group became politically active. As a result, a legislative mandate was issued that there would be a walleye restoration plan by Vermont Fish & Wildlife and in conjunction with LCWA, created a Lake Champlain Walleye Restoration Plan, 1999 to 2003. LCWA has developed subsequent plans based on ongoing collaboration with the Vermont Fish & Wildlife Department. LCWA continues to operate its walleye restoration program in partnership with the Vermont Fish & Wildlife Department, especially the Fisheries Division Walleye Management Team and various hatchery personnel. Enormous progress and accomplishments have occurred since the inception of the LCWA program.

• Raising of fry to fingerlings - In 2017, LCWA members raised and harvested and released Fingerling Walleye in the Poultney River: • St. Albans Town 2 ponds – 66,000 • Campbell’s Bay pond – 2,500 • Ferrisburg Pond – 12,500 • Pond management • Egg culture • Water quality • Wide variety of other projects LCWA worked on an educational program with high school science teachers, offering an educational opportunity for schools that are interested in educating students: • The life cycle of the walleye • The history of the walleye in Lake Champlain • An overview of portable hatcheries and the restoration program This program is made available with a portable hatchery to any school that would like to take advantage of it.
Hard water fishing season is drawing to a close, and soon our soft wet water season begins. Trout Unlimited along with the Adirondack Center for Loon Conservation and many other partners have installed fishing line recycling tubes near many access points along Lake Champlain, ponds and river fishing parking areas. Loons, turtles and many other aquatic creatures can be hurt, maimed a or killed by fishing line so please use the recycling containers. With ice fishing ending, you may see traces of line near shore, or snag some line while fishing so please pick it up and dispose of it in one of our containers. Recycling is sound fishing conservation. Take a Child Fishing Be a part of DEC’s new effort to introduce mothers and their children to the great sport of fishing. Visit the Free Fishing Clinics webpage to find an event near you. Sign up soon- space is limited! There is nothing quite like seeing the smile on a young person’s face when they catch their first fish or any fish for that matter. There are some simple steps that can be taken to help children and parents, or guardians, enjoy these early fishing experiences. Make the Fishing Trip About Them It’s easier to teach young children to fish if your attention is geared towards them and not towards your own fishing. They will get lines tangled, need hooks baited, etc. If you are also trying to fish, this can make that difficult and frustrating for both of you. One way to combat this is for you to use a rod and reel your child can use. When they need your assistance, you can hand them your rod and reel, and they can keep fishing while you straighten out theirs. This also allows you to hook a fish and then give the rod to them to reel in the fish. Keep Trips Short Children have short attention spans. An hour, possibly two, will be about all of the fishing they can handle for a day. Take this into consideration when planning a trip. When it stops being fun for them, it’s time to call it a day. Bring Plenty of Snacks and Drinks Even though most of these fishing trips will be short they will get hungry and thirsty. Bringing plenty of snacks and drinks gives them a little break from fishing. The same is true if you bring a few small toys for them to play with. You can use this time while they’re eating or playing to do some fishing yourself. Equipment Spin-cast reels (or push button reels) and shorter rods are good outfits for children. The rods can be a little difficult to cast and hook fish with because of their short size and stiffness, but their size makes them easier for children to handle. They come in a variety of styles, colors and some even have popular cartoon characters on them.
Bobbers (or floats) are good to use because children can see the bobber going down when a fish strikes. They also help keep the bait off bottom, resulting in fewer snags. A simple bait rig consisting of a hook, split shot sinker and a bobber will work for most species of fish. Worms are usually the bait of choice when fishing with children. They stay on the hook well when casting, they’re fairly easy to find, and most fish species will eat them. They will also hold up to being “played” with. Another good bait is one of the many artificial baits that are made of natural ingredients. They are biodegradable and available in a variety of shapes and styles like worms, nuggets, maggots and twister tails. These baits require no special care like live bait, stay on the hook well, and catch fish almost as well as live bait. Don’t forget to bring along such things as hats, sun glasses, extra clothes, sunscreen, bug repellent and toilet paper. Let Them Help Make Choices Children love to feel like they are helping out. This can be easily accomplished by asking them simple “either/or” questions. For example, you can pick out two spots that you think would be good spots for fishing and ask them which one of the two they think would be best. Other Than Fishing Just because they are on a fishing trip doesn’t mean that they have to fish all the time. Let them do things besides fish as long as it isn’t interfering with the people fishing around you. One thing that works well is to bring a small net that they can use for catching (or trying to catch) insects, pollywogs or frogs. This can be more exciting to them than the actual fishing; just make sure all of the little critters are released. A stop on the way home for ice cream or other treat can also be a fun part of the trip and helps top off a fun day of enjoying the outdoors. Remember it’s all about them having fun and hopefully wanting to go fishing with you again and again and again.

Ringed by mountains and fertile lowlands, the Champlain Valley is filled with water carried from the surrounding land by a large network of rivers and streams. Rain and melting snow cascade down the rugged peaks of the Adirondacks, meander through the fields of Québec, and roll through the hills and mountains of Vermont. These tributaries, and their associated lakes and ponds, drain a far-flung watershed known as the Lake Champlain Basin. At 8,234 square miles, this drainage area is remarkably large, measuring 19 times larger than the surface area of the Lake itself. With waters in New York and Vermont in the United States, and the Province of Québec in Canada, Lake Champlain crosses political boundaries and unites a culturally diverse area. Beginning near Whitehall, New York, the Lake flows north over 100 miles to the Canadian border and the outlet of the Richelieu River. The Richelieu then flows north to the St. Lawrence River, and onward to the Atlantic Ocean. Lake Champlain’s natural resources and connectivity with other waterways have long made it an ideal location for human settlement and trade. Since the arrival of the first Native peoples, the history of the region has been inseparable from the Lake. Today, more than 600,000 people live in the Lake Champlain Basin and millions visit each year to enjoy its waters and other natural and historic features. The Champlain Basin is covered with a patchwork of natural and human communities; a landscape in constant change. The watershed’s natural diversity includes significant freshwater wetlands, complex aquatic ecosystems, a world class fishery and abundant wildlife habitat. The waterways used by humans are also vital corridors and migration routes for animals including large mammals, fish and waterbirds. Many rare and endangered species of plants and animals also find habitat in the conservation areas and working lands of the Lake and Basin. The Lake’s intricate shoreline, measuring over 587 miles, features rocky bluffs, sand and cobble beaches, deltas and a variety of wetlands. More than 70 islands dot the waters, and numerous inlets and bays add to the complexity of the Lake’s narrow profile. At its deepest, the Lake plunges down 400 feet, with an average depth of 64 feet. The southernmost regions of the South Lake are much like a river, which widens into the scenic expanse of the Main Lake. At Malletts Bay, the Lake reaches its greatest width, stretching 12 miles across. To the north, the Champlain Islands define an area known as the Northeast Arm, and in the far northeastern corner are the shallow waters of Missisquoi Bay. Each lake segment has unique characteristics and water quality issues.
Culture of Stewardship A healthy Lake Champlain is integral to the region’s quality of life, providing drinking water, recreation, fish and wildlife, and scenery for residents and visitors to use and enjoy. These natural and cultural resources attract business, tourism, and a thriving cultural scene. For centuries, human activities on the land have also profoundly influenced the Lake. Pollution, overfishing, and dams have dramatically changed aquatic communities. The alteration of shorelines and rivers, the destruction of wetlands, and the arrival of nonnative species also have had an impact. Erosion and stormwater runoff bring sediments, fertilizers, and other pollutants into the water, with excess nutrients that can fuel the growth of unwanted plants and algae. Bacteria, toxins, airborne pollution, and climate change also threaten water quality and the Lake ecosystem. Partnerships are working throughout the Basin to protect and restore Lake Champlain and its watershed. Efforts are underway to control stormwater and agricultural runoff, stabilize river channels and protect wildlife habitats. Other priorities include ecological restoration, management of aquatic invasive species, and reduction of toxins. Citizen participation, community education, and sound management are all essential to the success of these initiatives. Lake Champlain and its watershed have shaped our history, our communities, and our lives. The stewardship of a healthy Lake will help to create a sustainable future for all of the Lake Champlain Basin.
