The 9th Osaka International Chamber Music Competition & Festa Rules and Regulations
The Japan Chamber Music Foundation is pleased to announce its 9th Osaka International Chamber Music Competition and Festa to be held in May 2017. The Foundation has organized the triennial event in Osaka since 1993, in order to focus attention on chamber music, which is believed to be the essence of all musical principles. The Osaka International Chamber Music Competition was originally comprised of Section I and Section II. Among many other excellent forms of chamber music, we will feature String Quartet (Section I) and Wind Ensemble (Section II) for the forthcoming competition. On the other hand, the Chamber Music Festa is a new type of music competition that has no age or nationality restrictions, and does not require specific repertoire; ensembles consisting of two to six members can play any musical instrument of their choice. Moreover, the ensembles can play a variety of styles ranging from classical music to traditional or ethnic music from all regions of the world. We would be very pleased if this event would be able to help bring chamber music to a wider audience and deepen international and cultural exchanges.

The Organizer will advertise the event in newspapers, music magazines and other forms of media two months before the event to select 100 audience members who will make up the jury of the Festa for the Preliminary and Final Rounds respectively. The screening will be held by the selected audience commissioned by the Organizer in accordance with the screening criteria of the Festa.
Rules and Regulations
1. General Information 1.1 Performance Categories The Competition (Section Ⅰ & Ⅱ) & Festa are divided into the following three categories: Section Ⅰ : String Quartet Section Ⅱ : Wind Ensemble: Wind Quintet, Saxophone Quartet and Brass Quintet Festa : Chamber music ensembles consisting of two to six musicians and for any combination of instruments.
1.2 Selection Rounds A judgment for the Competition will be made at the 1st, 2nd, 3rd (only for Section Ⅰ) and Final Rounds. A screening for the Festa will be held at the Preliminary and Final Rounds, the latter of which consists of 1st and Final Stages. All performances will be open to the public.

Note: The Final Rounds of Section Ⅰ and Ⅱ will be held on the same day. The Awards Ceremony will be held at the conclusion of the Final Round of Festa. Prize Winners' Concerts will be held on May 22 in Osaka and on May 23 in Tokyo. See Sections 4.4 and 4.5 for details.

1.5 Musical Instruments for Festa Applicants The Organizer will not provide any instruments other than two Steinway pianos tuned at a pitch of 442 and one Atelier Von Nagel harpsichord (French, double manual). Inside-the-piano techniques involving the manipulation of the strings which may damage the instrument are prohibited. Any instrument, that is too loud or inappropriate for chamber music, cannot be used. Electric instruments, except for those with built-in speakers, cannot be used. In principle, vocal performances are not permitted.
1.6 Copyrights The Organization has the rights to record, photograph, broadcast or stream live the performances during the event, as well as the rights for production and commercial distribution of CDs, and/or DVDs.
1.7 Others Any issues that may arise regarding the Competition & Festa shall be resolved in accordance with the original Japanese text and the laws of Japan. The Organizer reserves the right to make additions, corrections or changes to the clauses in the Rules and Regulations even after their publication. All performances to be held between May 13 and 22 at the Izumi Hall will be streamed live.
Rules and Regulations
2. Application 2.1 Eligibility The Competition is open to ensemble members of all nationalities who were born on or after May 14, 1981. The Festa is open to ensemble members of all nationalities without age limit.
2.2 Duplicate Application An ensemble may apply for only one category: SectionⅠ, Section Ⅱ or the Festa. A member of the ensemble applying for the Competition or the Festa is not allowed to apply for the event as a member of other ensembles.
2.3 Re-application Any ensemble that has previously won the first or gold prize in the Osaka International Chamber Music Competition or Festa cannot apply for the same category.
2.4 Documents Ensembles applying for this Competition or Festa should fill out the Application Form (on 27-28 pages) in English in block or typed letters, and send it by mail to the Secretariat at the address below, together with a CD or DVD recordings of their performance, and the following reference materials: [1] A rectangular photo of all ensemble members, a photo with their instruments is preferred. [2] A copy of official documents confirming the date of birth for each member, such as a passport. [3] Each recording must be labeled with ensemble’s name and must not be edited or altered in any way. It must be made on or after April 1, 2016 as specified below: Ensembles applying for the Competition must record one complete work each from the repertoire for the 1st and 2nd Rounds respectively. Ensembles applying for the Festa must record all the works to be performed at the Preliminary Round. Note: List the works for the Preliminary Round in the “Recorded Works” of the Application Form and those for the Final Round in the “Works to be performed”. [4] To certify that the submitted recording contains the performance of the applicants, the signature and the title of a credible musician (other than the applicants) must be signed in the ‘Certification of Recording’ section on the Application Form. [5] Newspaper articles, brochures, or any other reference materials showing the ensemble’s musical activities, such as competitions or concerts, should be enclosed with the Application Form, if available. (Photocopied materials are acceptable.) Note: Recordings and other materials submitted will not be returned.

3. Participation and Judgment 3.1 Pre-Screening A pre-screening will be made in accordance with the submitted documents and recordings. The results of the screening will be mailed or e-mailed to all applicants by January 9, 2017.
3.2 Approval of Participation “Participation Guidelines” containing the details regarding the participation in the event will be mailed to each selected ensemble. If there is a change to the membership of the ensemble after approval of the participation in the Competition or the Festa, that ensemble will, in principle, be disqualified. Once approved to participate in the event, applicants for the Competition shall not receive coaching on any Competition repertoire from any member of the Competition jury.
3.3 Entry Fee The selected ensembles must pay an entry fee of ¥ 20,000 in Japanese yen by February 7, 2017. Payment information, including a specified bank account, will be included in the “Participation Guidelines”. In the case the Organizer decides to cancel this event due to a natural disaster such as a giant earthquake and a catastrophic tsunami, the fee paid to the Organaization will be refunded later.
3.4 Confirmation of Arrival Participating ensembles should have their arrival confirmed at the designated time, date and place. In principle, an ensemble that fails to arrive on time at the specified place will be disqualified from the Competition or Festa.
3.5 Practice Rooms Practice rooms will be provided free of charge to participating ensembles for three hours a day from the day before the 1st Round to the Round in which they will participate. The rooms will be available for rehearsal to be held shortly before the performance on the day of that performance.
3.6 Order of Performance The order of performance for the 1st Round (Preliminary Round) will be determined by lot two days before the Round in accordance with the prescribed procedure. The order of performance for the next Round will be determined by lot immediately after the Round is completed.
3.7 Repertoire Ensembles applying for the Competition must select works from the repertoire on pages 23, 24 and 25. The ensembles that select the works with the name of a publisher are required to use the published scores. Ensembles applying for the Festa may play any work, provided that the total playing time does not exceed 30 minutes, including breaks between the works and the movements. Ensembles must prepare two different programs of up to five works for the Preliminary and Final Rounds.
3.8 Judgment A judgment for the Competition will be made by the jury in accordance with the judging criteria. A screening for the Festa will be held in accordance with the specified rules by a jury consisting of 100 audience members for the Preliminary and Final Rounds. Any decision of the jury shall be final and without appeal.
3.9 Announcement of the Results The results of each round will be announced at the venue at the conclusion of all performances scheduled for the day.

4. Prizes and Prize Winners Concerts 4.1 Prizes for the Competition The following prizes will be awarded to the winners of Section Ⅰ and Ⅱ.
First Prize: 3,000,000 yen, Certificate of Achievement Second Prize: 1,500,000 yen, Certificate of Achievement Third Prize: 1,000,000 yen, Certificate of Achievement
4.2 Prizes for the Festa The following prizes will be awarded to the best three ensembles in the Festa.
Menuhin Gold Prize*: 2,000,000 yen, Certificate of Achievement Silver Prize: 1,000,000 yen, Certificate of Achievement Bronze Prize: 600,000 yen, Certificate of Achievement *The “Menuhin Gold Prize,” named in honor of Lord Yehudi Menuhin, who served as Honorary Artistic Director from the first to the third Competition & Festa, was awarded for the first time in 1999 to an ensemble with the best performance in the Festa. The prize was established to commemorate the achievements of the violinist who proposed the idea of the unique music competition. The “Folkloric Music Special Prize” (300,000 yen of prize money) will be awarded to an ensemble which presented the best performance of traditional/ethnic music in the Final Round of the Festa.
4.3 Taxation The cash awards are subject to taxation as stipulated in the tax laws of Japan, and will be paid in Japanese yen.
4.4 Prize Winners Concert in Osaka The prize winners of each section of the Competition and the Festa must perform without remuneration at the concert to be held at Izumi Hall on May 22, 2017.
4.5 Prize Winners Concert in Tokyo The first-prize winners of each section of the Competition must perform without remuneration at the concert to be held in Tokyo on May 23, 2017. The venue will be announced later. The Organizer will provide the winners with travel expenses between Osaka and Tokyo as well as lodging expenses for that day. Note: The performers from outside Japan are scheduled to return home from Narita International Airport on the day after the concert.
4.6 Concert Tours As part of the prize, the first-prize winners of each section of the Competition and the Festa will be invited to perform in a three-week concert tour (called Grand Prix Concerts). They will give about 10 concerts to be held across Japan on the following schedule. A performance fee will be paid to the ensembles.

5. Travel and Accommodation Expenses 5.1 Travel Expenses In principle, all participants must pay their own travel expenses. However, the Organizer will provide the participants with travel expenses as specified below.
5.2 Competition Participants living outside Japan The Organizer will provide the participants with economy class flight tickets (round-trip) from the international airport nearest to their home to Kansai International Airport (Osaka) or Osaka International Airport. Participants must enter and leave Japan taking the flight specified by the Organizer. Participants are responsible for the costs of transporting their instruments except for cellos to and from Japan.
5.3 Festa Participants living outside Japan The Organizer will provide the participants with the following financial assistance: (1) 75,000 yen to each participant living in the Asian region; and (2) 150,000 yen to each participant living in any other part of the world. Note: The above amount is subject to taxation as stipulated in the tax laws of Japan, and will be paid in Japanese yen.
5.4 Participants living in Japan The Organizer will provide the participants living in a remote area of Japan (more than 300 km from the venue) with 20,000 yen. Note: The above amount is subject to taxation as stipulated in the tax laws of Japan.
5.5 Lodging Facilities The Organizer will cover lodging expenses for all participants during the period described below, provided that they stay at the facilities specified by the Organizer. Expenses for food, transportation, communication, etc., however, must be borne by the participants.
5.6 Participants not selected for the Final Round The Organizer will provide the participants with lodging from two days before the 1st Round (Preliminary Round) until the morning two days after their last performance Round. Note: The Organizer will extend the stay of the ensembles that are accepted to perform at the mini concerts during the event.
5.7 Participants in the Final Round The Organizer will provide the participants with lodging from two days before the 1st Round (Preliminary Round) until the morning of May 23, and for the first-prize winners until the morning of May 24.
