SHEPPARTON’S social housing wait times have reached crisis point with the number of families requiring assistance soaring to 1,568. In the September 2021 quarter alone, 47 families joined the waiting list, adding to a 360.56 percent increase. The September waiting list data released last week revealed that the list of vulnerable families languishing on the Social Housing Waiting list in Shepparton has reached an all-time high. At 1pm on the 14th of October I was out walking my faithful dog and she fell down an unmarked/uncovered 8-footdeep concrete pit in Marionvale in Greater Shepparton. To cut a long story short she snapped her spine and had to be put to sleep, after what must have been the most

excruciating hour of her life while we rescued her. This pit was next to a Goulburn Murray Water drain and/or part of it. I couldn’t see it from 1m away because of the 1.2m tall grass. My beautiful dog Alex is now at peace in a grave that could have been prevented, if this pit was marked or covered. It could have easily been me that fell into the pit and honestly, I wish it was (due to the grief that I

Getting on with the Shepparton railway line upgrade MAJOR works will continue this summer on the Shepparton trainline, as the project enters the second and third stages of the line’s major overhaul. During these final stages, construction w i l l b e g i n ex tend i ng plat for m s at Nagambie and Murchison East stations, to enable VLocity trains to travel on the line for the very first time. Stage 1, which has been completed, has already delivered an additional 10 weekly services between Shepparton and Melbourne. The State and Federal Governments have funded $400M for Stage 3, which will then permit trains to travel up to 130km/h, as well as enable nine return journeys to and from Melbourne every weekday. Jacinta Allen, minister for transport infrastructure, said, “These works will
enable VLocity trains to run on the line for the first time and give passengers more choice when they travel on our regional network.” Stage 2 is expected to be completed late into 2022, and Stage 3 is scheduled for completion in 2023. Member for Northern Victoria, Jaclyn Symes said, “The Shepparton line is a vitally important part of our regional train network – and these works will give passengers the modern and reliable trains they’ve been calling for, with more services, more often.” Coaches will replace trains for the entire journey between Melbourne and Shepparton from Wednesday December 1 and Friday, December 10. Passengers are advised to plan ahead if using railways.

Founded by Nicole Morse, a young woman who grew up om a small family farm in Tatura, the Regional Rummage is an opportunity for individuals to sell their pre-loved clothing and for people to pick up a curated collection of secondhand wares. M iss Morse studied fashion merchandising at RMIT, and as a university student she loved hitting up secondhand stores, but ultimately, she felt how hard it is to pass on unwanted clothing without contributing to landfill. “People may be sick of hearing me say this, but Australians throw around six kilograms of clothing into landfill every 10 minutes and 24 percent of Aussies aged 16-34 throw clothes away because they’re bored,” said Nicole. “Regional Rummage allows you to get a new wardrobe without contributing the textile waste, it’s an opportunity to be a part of the circular economy.” There were 41 stalls this year and the venue reached capacity early on, with visitors lined down Hogan Street to see what was happening inside. Passing on items that would otherwise be thrown away gives that item a new life and buying secondhand is a more conservative way to express modern consumption habits while keeping the planet in mind. Boost to Goulburn Valley job prospects THREE new local projects are expected to create 140 new jobs for our community in Tatura, Shepparton and Strathmerton. L ast we ek , M i n ister for Reg iona l Development Mary-Anne Thomas visited a hydroponic farm in Tatura owned by Flavorite, which is investing in a new multi-million dollar glasshouse. Flavorite is a family-owned business and has become one of Australia’s largest glasshouse producers of fresh fruit and vegetables. The company can now hire 60 new workers and grow more produce year-round in a temperature and pest-controlled glasshouse. The project will also help Flavorite to become more sustainable by using world-leading European technology that focuses on reducing CO2 emissions to reduce waste. Flavorite will also increase efficiencies at Tatura with the
ability to process and package products on site. Fruit grower Kalpack has also received support through the ‘Regional Jobs Fund’ and is investing in an organic fruit packing and processing facility that will be the first of its kind in Victoria, sorting fruit by size, ripeness and defects to help reduce waste. Kalpack aims to establish a $6M facility in Shepparton, allowing it to expand its workforce with 50 new full-time workers. Strathmerton based manufacturer of farm irrigation systems, Padman Stops, is expanding into civil construction, helping future-proof the company and create 40 new jobs. A new round of the ‘Regional Jobs Fund’ opened earlier this year and will be available throughout the rest of 2021 to companies seeking to grow their operations. Mental health support for new parents ONE in five women will experience a perinatal mental health concern between conception and the time their baby is 12 months old, with anxiety and depression the most common types of illness. For women who experience a perinatal mental health illness, up to one in eight of their partners will also experience a mental health condition. Better access to mental health support for new parents will soon be available with a planned investment and reform into community perinatal mental health teams across the state. With lockdowns and restrictions on women having
visitors in hospital, the pandemic has placed even more stress on families. An investment of $6.89M will help meet the extra demand to ensure every new parent who needs support can get it quickly, and close to home. So far this year, $20M has been put towards perinatal mental health services across the state, including $10M for six Parent Infant Units across Victoria for women with severe mental illness and their infants, and $7.2M for the Perinatal Emotional Health Program to deliver community, family-centred services. These services focus on parent-infant attachment up
to the first year of the baby’s life, as well as helping other vital services to deliver perinatal mental health supports, including the Perinatal Anxiety and Depression Association. The Royal Commission outlined the critical importance of perinatal mental health for parents with their infants, taking a family-centred approach. It also recommended people with lived experience of the mental health system are put at the heart of its reform – and this extra perinatal support will ensure those who have experienced mental health concerns as new parents can use their experiences to support other new families.

Businesses open during mall upgrade IF you have been doing your Christmas shopping in the Maude Street Mall, you will have noticed that stage 1 of the redevelopment is well underway. Stage 1 includes demolition, excavation, in-ground service works, concreting and landscaping. Contractors Jarvis Delahey and Greater Shepparton City Council are working together to reduce the impact on surrounding businesses. Anyone wanting to visit the Mall are encouraged to do so, to support local businesses and to support retailers they would normally visit. Construction workers will break before Christmas to minimise disruption during this momentous time for retail. Acting director infrastructure, Tim Zak said that the timing of the redevelopment stages were carefully
planned to ensure the most disruptive works were completed outside the busy Christmas shopping period. The redevelopment will be completed in four stages, with the entire project anticipated to be complete by late 2022, finishing 2021 with the first stage complete and a playground expected to be installed early next year. Mr Zak said, “Solid plywood hoardings have been erected around the work site to ensure the safety of the public, reduce noise and dust.” Shoppers can look forward to complimentary timed parking and the MAD Shopping campaign, with winners drawn each Monday for shopping locally and sharing their purchase.

THE official opening of Kialla’s Museum of Motor Evolution (MOVE) took place Saturday, November 13. More than 750 people attended the grand opening. Visitors have been accessing MOVE since the venue’s quiet opening in September, but this weekend was a chance for organisers to truly celebrate what has been achieved in this $6M project. Peter Hill, who was recently appointed executive officer, said the project had benefited from community, business, industry, and government support for the wheels to get moving. Mr Hill served as chairman during MOVE’s development and has seen the museum come to life. MOVE chairman, Frank Papallo praised the community for their desire to give back which had helped the success of MOVE’s expansion. He said, “If the community needs something done, the community comes together to make it happen. That is the story of MOVE.” “I’m so proud to have been part of building MOVE because it exemplifies the goodness that is the heart and soul of our community.” Jim and Angela Andreadis were recognised for their substantial contributions, including gifting the land and building to ensure MOVE’s continued success as a community asset. Mr Andreadis officially declared MOVE open. OF even greater concern is the escalating number of families on the ‘priority housing list’ which has more than quadrupled, increasing by 649 families to reach a total of 829 families. Priority applicants include the most vulnerable community members including those who are homeless, at risk of homelessness, escaping domestic violence or living with a disability or special housing need. The Department of Families, Fairness and Housing’s Annual Report revealed that the wait time for access to housing for those on the ‘priority list’ has extended from 8.7 months in June 2014 to 12.4 months in June 2021. That’s an additional 3.7 months before vulnerable families are housed, an increase in waiting time of 43 percent. In September, the Andrews Government announced that they would acquire only 25 new social housing properties in Shepparton. “This investment was so inadequate it wouldn’t even house the 47 families who
joined the waiting list in the September qu a r t e r a nd l e ave s 15 43 f a m i l i e s languishing on the ever-growing waiting list,” said Liberal Member for Northern Victoria, Wendy Lovell. Greater Sheppar ton Lig hthouse executive officer, Lisa McKenzie, said staff constantly shared their concerns about the lack of housing options for some of our community’s most vulnerable citizens. “Many live in very poor quality and unsuitable housing. Families are forced to share houses with other families. SAM, as the museum is affectionately known, is one of Australia’s leading art museums. its’ newest, purpose-built building spans five floors and promises to launch a suite of new exhibitions and major artist commissions by emerging and established artists. Speed limit changes for Poplar Avenue and Orrvale Road THE notorious Poplar Avenue and Orrvale Road intersection, that has been the site of many incidents, including fatal crashes, has had a speed limit reduction to improve safety for road users. The speed limit will be reduced to 80km/h. There was a two-car collision as recently as September in which two people required hospitalisation. Greater Shepparton City Council acting director infrastructure, Tim Zak, said the speed limit reduction was necessary to improve safety in the area.
“This is a dangerous intersection with a history of very serious collisions. It is essential that we make the necessary changes to improve safety for all road users,” Mr Zak said. Council advises motorists to be aware of the reduced speed limits when travelling in the area. New signage will be installed over the coming weeks. Sheed airs concerns about female job security IN parliament last week, local Member for Shepparton District, Suzanna Sheed, aired concerns that the pandemic has had a devastating impact on the job security of women in the district. Ms Sheed highlighted that the number of people employed in Greater Shepparton fell 18 percent from February last year to September this year. "The pandemic has shone the spotlight on the unstable nature of employment in our region, and the most affected have been women," she said.
Ms Sheed told the parliament that more than 10,000 local women were out of work in this period, compared to only 2,282 men, a ratio mirrored across Victoria with female job losses being five times more than men. Monthly labour force data shows that this is the highest ever rate of female unemployment. "I am especially concerned about our Shepparton girls and women in the 15 to 24 age brackets, where a loss of 5,329 jobs occurred," Ms Sheed said. "We know that women are often in more casualised labour
environments such as the care industry and retail, which has been impacted greatly by COVID-19 restrictions. Recent labour force statistics showed retail had 3,800 job losses and health care dropped 2,000 of its workforces in Shepparton, between February 2020 and August 2021." "Women are already on the back foot when it comes to the 14.2 percent gender pay gap and lower superannuation balances due to taking time off for child-rearing, we do not need to see the gap widened by a disproportionate number of women in unstable work," Ms Sheed said.
Head start on important career NORTHERN Victorian secondary students with an interest in the early childhood sector can start their career path early, thanks to a new partnership between a national early childhood provider and the Victorian Government’s ‘Head Start’ program. James Merlino, Minister for Education, launched the ‘Head Start’ partnership with Think Childcare, the largest brokered by the ‘Head Start’ initiative for the early childhood education qualification. Trainees will receive a high-quality education from early learning training specialist Selmar Institute of Education, helping them gain a Certificate III Early Childhood Education and Care qualification. In the first year, they will spend one to
two days per week in paid employment, increasing to three to four days in their final year. More than 40 ‘Head Start’ trainees are already underway, including four students in the Loddon Campaspe region, gaining experience and training in the growing early childhood education sector while also helping meet local workforce needs. “We are th rilled to provide local opportunities to students to keep their skills in the community and have a supported pathway for them to confidently take the first step into the rewarding early childhood sector,” said Member for Northern Victoria, Jaclyn Symes MP. $5M upgrades for Kialla schoolkids
STUDENTS in Kialla will soon have access to first-rate classrooms and facilities, with construction at St Anne’s underway to deliver necessary upgrades. Moretto Builders have been appointed to build the $5M upgrades, made possible by the Non-Government Schools Capital Fund. The project is anticipated to create new jobs and to attract more growing families to the region. The State Government has so far invested $7.2B to deliver more than 1,460 school upgrades, supporting over 7,500
construction jobs for Victorians. Member for Northern Victoria, Jaclyn Symes said, “Upgrading St Anne’s College will give local students access to great classrooms and facilities – because you can’t deliver a first-rate education in second-rate classrooms.” The upgrades will see new learning spaces for science, arts and technical studies as well as greater capacity which will enable an increase in future enrolment numbers.

Greater access to TAFE training for regional jobseekers JOBSEEKERS in regional Victoria will have improved access to training opportunities and career counselling, as GOTAFE hits the road in a repurposed semi-trailer. Minister for Training and Skills, Gayle Tierney, visited Nagambie to launch the State Government’s $850,000 GOTAFE Mobile Campus and Skills and Jobs Centre. Housed in a fit-for-purpose semi-trailer, the Mobile Centre will visit areas in the state’s Northeast that have limited or no direct access to TAFE and training. The mobile centre is fully accessible featuring a client reception area, private
career counselling space, workshop and seminar space and a community computer lab. Ms Tierney said, “Every Victorian deserves equal access to high-quality training and a pathway to the job they want, no matter where they live – and that’s what GOTAFE’s new Mobile Campus and Skills and Jobs Centre will deliver.” The centre will supplement GOTAFE’s bricks and mortar offering by catering for 200,000 additional northern Victorians within three years, including prospective s t ud e nt s , job s e eke r s , i ndu s t r y a nd

As the population grows, so do the number of pets. To ensure that all domestic animals have a safe place to live with their owners, Council outlines key issues, objectives and priorities for pet management
in a report every four years. The plan aims to minimise the nuisance and possible danger created by some cats and dogs. Over the last four years, the Council’s animal management team have achieved much, including ongoing decreases in euthanasia rates, working with dog owners to reduce impound rates, providing a 24-hour emergency response service for
animals, and more. Council is now seeking input from both pet owners and those without pets to help guide animal management over the next four years. Time to take action
It is usual at this time of year that the greatest number of trapped fruit fly occur in urban areas where winter temperatures are higher than rural locations and the diversity of fruiting plants available to infest is higher. Queensland fruit fly (Qfly) populations are in the middle of the spring peak. These flies are overwintering adult fruit flies that have left their winter refuges in search of mates and fruit to infest. Management in urban areas early in the season will assist in reducing Qfly’s impact on commercial growers later in the season. Fruit fly build up from November onwards in urban areas and spread from urban areas to rural areas from March onwards, as commercial orchards start to ripen. Conditions this season are favourable for Qfly survival and population build-up.

Advice for home gardeners
• Remove unwanted fruiting plants • Harvest fruit and use, or destroy what you don’t want • Place traps out and check regularly for sign of Qfly population build-up • Check ripening fruit for sting marks or maggots • Netting whole plants, fruiting branches, fruit trusses or individual fruit is an effective way of protecting fruit • Placement of baits is recommended – the more people participating in a coordinated neighbourhood baiting program the better • Don’t restrict your vigilance to your backyard – Qfly can be in fruit in your front yard, nearby vacant land, untended crops, roadsides, creek banks, etc
Advice for peri-urban landowners
• Use traps and check fruit for stings and larvae now so that you know when Qfly is starting to build up • Removal of fruiting plants or their fruit will help in reducing the numbers of fruit fly breeding in your area • Baiting can be very effective in peri-urban locations if fruit fly numbers build up to damaging levels • Consider using netting for special crops Qfly move from urban sites through peri-urban areas and into commercial orchards during the late summer and autumn. Control of fruit fly in urban and peri-urban locations will assist commercial growers in controlling Qfly in their crops.

Positive step in establishing container deposit scheme LEGISLATION has been introduced into Parliament that will establish the state’s container deposit scheme as a key component of the Government’s circular economy policy. VicRecycle has welcomed the introduction, “Along with the establishment of Recycling Victoria, this is a positive next step in building a successful container deposit scheme for all Victorians,” said VicRecycle chair Paul Klymenko. “Victoria’s CDS will generate more than $500M every year once it is up and running, facilitating the return of hundreds of millions of containers, so it’s important we get this right. It’s positive that the bill references multiple network operators, but we remain concerned that appointing a monopoly private operator to run the CDS network is still being considered.” “Allowing competition will help drive up recycling rates and spread the benefits across the state, including more jobs in regional Victoria. Additionally, the sale of returned containers to recyclers should be done transparently on an open market, with proceeds reinvested into the running of the scheme. These proceeds should not be gifted as profit to major private waste companies.” There are some further enhancements to Victoria’s CDS model that could be made to significantly improve the role of community organisations, charities, sporting clubs and small businesses, according to Mr Klymenko, including: • 40 percent of Refund Points to be run by social enterprises/ local government (as occurs in WA); • A Scheme-Wide Donation System – where Victorians can donate their refunds virtually to any registered community organisation, charity or sporting club from every Refund Point across the state; • Social enterprises have the freedom to choose how to operate

Doin’ it for the kids: Nagambie invests in active futures I T was a wet and rainy morning on Friday, November 21 for the opening of Nagambie’s new Active Youth Hub and redeveloped Nagambie Netball Courts. Danielle Green M P, the Victorian Parliamentary Secretary for Sport and Regional Victoria, joined Councillors and members of the public, including students and netball players who already benefit from these works, to officially open the sporting venues. for listening to young people and providing them with facilities that they want, that they will use and for spending a reasonable amount of money and time to get it done. The $590,593 Active Youth Hub was jointly funded by the local council and the State Government’s 2020-21 Local Sports Infrastructure Fund. The project features a social lawn and social spaces, new park entrance, table tennis tables, line marking for games, a basketball half-court, a 2-3m high climbing wall with soft-fall sand and a skatepark.
The $200,700 netball redevelopment was jointly funded by the State Government’s Country Football and Netball program, Strathbogie Shire Council, as well as Nagambie Football and Netball Club and Tabilk Junior Football Netball Club. Councillor Reg Dickinson said, “We look forward to seeing these facilities put to good use as football and netball clubs start to engage in their training program for the 2022 season and even more so when the season begins next year.”

New war memorial for Toolamba TOOLAMBA is now home to a newly constructed war memorial at the Toolamba Community Centre. The event was well attended by local c o m m u n i t y m e m b e r s , t h e M ayo r, Deputy Mayor and fellow councillors, representatives from the Tatura, Shepparton and Murchison RSL and the student leadership group from the Toolamba Primary School last Thursday. Until now Toolamba did not have a war
memorial, although there are honour boards inside the Community Hall. The Recreation Reserve Committee saw an opportunity to create a community focal point considering many examples of possible structures, finally settling on a design representing those who served. The Lions Club of Toolamba submitted a successful application to the Federal G over n ment S a lut i ng t hei r S er v ic e Grant Program. Support for the project
was received from Greater Shepparton Cit y Council, Toolamba com munit y organisations and Tatura RSL. The final design was provided to Dow Engineering of Dookie to construct the steel structure and Tatura RSL donated the plaque at the front of the memorial. This memorial will be a very visible reminder to the community of those who have served Australia during conflicts throughout the world.

AMBULANCE Victoria’s ‘Medium Acuity Transport Service’ (MATS) is expanding into regional Victoria, with a new ambulance crew operating out of the Shepparton ambulance branch from Monday this week. The new paramedic team is on board and dedicated to attending less-urgent emergency calls, freeing up more ambulances for the most critically ill patients. Ambulance Victoria Hume acting regional director, Narelle Capp said that MATS had been a major success in metro areas, with MATS crews responding to around 60 cases daily and 2,320 emergency incidents in the first month of operation. “This is exciting for our paramedics in Shepparton, as we’ve seen real benefits coming from the MATS crews in
Melbourne,” Ms Capp said. Across the state, the MATS service is comprised of 22 vehicles and 165 dedicated staff providing the very best response to Code 2 and 3 patients between 9am and 11pm every day. “MATS teams make a real difference ensuring less-urgent calls get the high expertise and care that the community expects while having a positive impact on workload pressures being experienced by paramedics,” said Ms Capp. The unique service also partners paramedic recruits with experienced paramedics, allowing senior paramedics to impart valuable knowledge to new colleagues. Ambulance Victoria are also recruiting 56 on-road paramedics to deliver additional services throughout rural Victoria.
