THE annual end of year celebrations looked a little different this year, with Connect GV’s clients, volunteers and their families getting out on Victoria Lake for some outdoor fun. Shepparton Canoe Club put their hand up to host Connect GV, with the emphasis on holding the event outdoors so that a large number of people could safely attend. Throughout the day, participants could try sailing or canoeing on the lake in a safe and encouraging environment. Behind the scenes, volunteers helped get

participants in and out of the water and Connect GV had a hoist to assist those who use a wheelchair to enjoy the water. Connect GV CEO Carolynne Frost explained that sailing on the lake was, for many, the first opportunity to try out watersports and evidenced how much each person had grown throughout the year. With 84 people in attendance, many of them eager to get out onto the water in their lifejackets, the day was an enormous success and went to show the possibility in disability, as well as in the community.

Australia’s chief medical officer Paul Kelly has said that three vaccine doses present the same level of protection against Omicron as two doses did against the Delta strain. Vaccinations from GV Health run premises will be closed over Christmas. The McIntosh Centre was closed for holidays on Christmas Day and will remain closed until Monday, January 3, 2022. WUNGHNU P.S. teacher, Nathan Neff met the children several years ago and saw a bright spark in both kids. Rachel enrolled her children in Wunghnu P.S. when Mr Neff moved here, and she said that attending a small school has enabled both children to get the support they need and to have their abilities realised. The Phillips Brothers Foundation is a private fund started by Anthony and Andrew Phillips – founders of Camp Australia – that supports charitable organisations and projects globally to deliver holistic educational opportunities to

remote or disadvantaged communities. The scholarship funds can be spent on items and services that improve educational outcomes, such as technology, school excursion fees, furniture for studying, tutors, and more. A ferocious reader, Tayden wants to spend the money on a library. Mr Neff Said, “Personally, I can’t win a meat raffle so for these kids to win two of only eleven scholarships and to also be students at such a small school is tremendous. I’m so proud of them that it brings a tear to my eye.”

New and improved bus service for 2022 Students across Shepparton will benefit from a streamlined school bus network from the first day of Term 1 next year. When the new Greater Shepparton Secondary College (GSSC) opens at the start of 2022, the temporary school bus services implemented earlier this year to transport students to different campuses during the construction of GSSC, will be converted into permanent routes and redirected to GSSC.

Consisting of 26 routes, the new network will make services more efficient, and will maintain existing connections to primary schools and other non-government schools across Shepparton. A brand-new bus interchange with 13 bus bays will be built on Hawdon Street to service GSSC. GSSC students will continue to receive free bus travel in 2022 as they transition to their new worldclass secondary college.

Jacarandas in bloom THE streets of Shepparton and the Goulburn Valley have come alive with vibrant shades of purple jacarandas (jacaranda mimosifolio), which bloom each year through late spring and early summer. Jacaranda trees have been growing steadily in Australia for more than 150 years, giving a combination of shade and beauty to our surroundings. The prevalence of jacarandas growing in gardens and along streetscapes in Australia has led many to believe that they are native. These stunning purple trees are not Australian but are native to areas in South and Central America. Yet they thrive in warm temperate climates like our own. Baby jacarandas are sensitive to cool weather and frost and require regular watering to become established. Once they are, jacaranda trees are quite dry-tolerant. A good mulching with organic materials, such as compost, bark or straw will help to retain soil moisture through summer. O’Keeffe to continue leading Regional Cities Victoria GREATER Shepparton City Council Mayor, Cr Kim O’Keeffe has been re-elected as chair of Regional Cities Victoria (RCV) for 2022 at a ceremony on Thursday, December 16. RCV is a leadership group comprising of the mayors and CEOs of the 10 largest cities outside Melbourne, including Shepparton, Bendigo and Mildura, with these cities collectively home to more than 600,000 Victorians. Kim served in this role for the first time this year, having served as deputy chair in 2019. Latrobe City Council Mayor, Cr Kellie O’Callaghan was elected as deputy chair for 2022. Cr O’Keeffe said she was extremely pleased to be re-elected as the chair for another term, giving her the ability to further advocate for necessary investment in regional Victoria. This was the first time the RCV election had been hosted in Shepparton, with the event held at Shepparton Art Museum. Cr O’Keeffe said it was fantastic to host RCV in our region, saying she looked forward to many more opportunities in the future. “We were grateful to host RCV at the newly opened Shepparton Art Museum and give everyone a tour of the incredible facility. The building is a major drawcard for Greater Shepparton and regional Victoria, and it was fantastic to share this with our neighbouring regional cities,” she said. “It is so important that we continue to advocate to improve the infrastructure, services and amenities in regional areas to continue to attract people to work, live and visit in these parts of the state.”

As discussed at the last Council meeting, a number of Councillors are in favour of the project including Crs Seema Abdullah, Geoff Dobson, Mayor Kim O’Keeffe, Fern Summer and Sam Spinks while others including Crs Shane Sali, Anthony Brophy and Rob Priestly objected to the proposal.

The development would include 30 dwellings in a four-storey building that would be managed by Beyond Housing and Wintringham. While Shepparton has a high number of people seeking social housing, local businesses and residents have voiced objections to the project. Council will consult with landowners and the broader community in early 2022, with any submissions received to be considered at a future Council Meeting.

Calling for volunteers: GV Health seeks consumer partners GV Health is inviting members of the Goulburn Valley community to act as volunteer ‘consumer partners’ to provide valuable consumer input. This will support the ongoing development, planning and evaluation of the health service. Consumer Partners will come from diverse backgrounds and give voice to consumer perspectives, such as: • Highlighting current consumer and community health priorities • Focusing on positively influencing the patient experience Helping GV Health to plan, deliver and evaluate its services potential areas where consumer partners can be involved are:

• Participating in forums or focus groups • Reviewing and advising on information designed for consumers (electronic and printed) • Participating in quality improvement and redesign projects • Contributing to education and training for staff by sharing health journey stories “Community members that use our service bring valuable experience, opinions and a unique insight in to how we provide our services; they also offer an important comparison to the views of healthcare professionals. Evidence is growing that partnering with community members results in services which are better designed

to meet patient and consumer needs and ultimately leads to better health outcomes for patients. We already gain valuable input from the Consumer Advisory Committee; we would like to expand the pool of consumers giving us feedback hence the invitation for Consumer Partners”, said Joshua Freeman, executive director community care and mental health, GV Health. Mr Freeman also stated, “Ideally, Consumer Partners will be passionate about health care and be good communicators. They may be current, previous or potential patients of GV Health, be a carer or family member of someone who uses our services, or may be an already active member of

Incentives such as government-funded Home Care Packages (HCP) are enabling more people to live comfortably and safely at home while keeping their independence. Community Interlink is a registered HCP provider, delivering in-home services to seniors. There are four levels of packages available, each providing a different level of funding for the individual’s needs. Community Interlink intake officer Sacha Gretton explained, “People go on a wait list for these Home Care Packages. Because they don’t get them automatically, by the time they receive them, they are at a point where there is a real need. Quite often by then their families are at a point where they go, ‘Oh my gosh, I think Mum or Dad are going to have to go into care!’ But once we get these services in, we see their situation improve and their family’s relief that they do not have to make that hard decision just yet.” Chores such as paying bills, preparing mea ls or g ro cer y shoppi ng c a n b e overwhelming or pose more difficulties, but these are not indicative alone as to the support you need. The funding, for example, can be used to invest in ramps and rails for the home, mobility devices and transportation, or whatever will aid you to stay living at home. Intake officer, Kylie Alletsee said, “Older people can be service resistant but by accepting a bit of help you are increasing your independence.”

THE Federal Government has recently i n t r o du c e d a p r o g r a m k n ow n a s Designated Area Migration Agreement. (DAMA) that employers in the Goulburn Valley are being encouraged to take up. It is forecasted the Goulburn Valley DAM A will result in a $144 million economic boost over its first four years, as well as drive population growth and create additional job opportunities for Australians. “With over 74,000 job vacancies in regional Australia, regional migration initiatives, such as DAMA arrangements, a re pa r ticu la rly ti mely as we look forward to the return of skilled migrants to Australia,” Minister for Immigration, C it i z en sh ip, M ig ra nt S er v ic e s a nd Multicultural Affairs, Alex Hawke, said. “Although the preference is always to employ Australian workers where possible, skill shortages remain, and this agreement will help to provide the staff employers have been struggling to find. “The Greater Shepparton, Moira and Campaspe local governments have shown tremendous effort in consulting with local businesses to inform their strong DAMA submission.” Federal Member for Nicholls, Damian Drum, said business owners and managers, health services and local governments had been involved in the planning of this DAMA. “I’d like to personally thank all of them for their work in making this important agreement a reality,” Mr Drum said. “As we emerge from the COV ID-19 pandemic, it is particularly important to have the workers we need and while this Government’s preference is to always employ locals, in many cases there is a scarcity of Australians to undertake

certain skilled work. “This DAMA will allow local businesses to recruit suitably qualified overseas workers across a variety of occupations to build their workforce to where it needs to be to maximise production.” The Goulburn Valley DAMA provides businesses access to several occupations not available under mainstream visa programs, giving employers increased flexibility to ensure job ready workers can fill skill shortages. The Greater Shepparton City Council will administer the process for accessing the Goulburn Valley DAMA which will be open to businesses operating in any of the Greater Shepparton, Moira, and Campaspe local government areas. Local businesses can apply individually to access the DAMA from 2022.

These glistening apples and pears are significant to our community, affectionately known as the heart of Australia’s food bowl, producing high quality fruit and vegetables and agricultural commodities. Wendy Crow, a member of the Chamber said, “Using fruit as an ornament showcases some of the produce of our region in a festive way. These decorations are a celebration of the fantastic things we produce in the Goulburn Valley.”

Fears floodplain recommendations will be bypassed

By Steve Hutcheson THE Murray Darling Basin Plan is in many ways, affected by the way floodplain harvesting absorbs vast quantities of water denying its use by downstream users. This shortfall has in the past put pressure on the Victorian irrigation system to make up for it. I n August this year, Member for Shepparton District, Suzanna Sheed made a presentation to the New South Wales Select Committee on Floodplain Harvesting but fears implementation of the recommendations may be largely ignored by the NSW Water Minister Melinda

Pavey. “The minister appears to be in a rush to issue floodplain harvesting licences by Christmas, before proper consideration of the recommendations can be made and an appropriate government response provided,” Ms Sheed said. M s S h e e d , s a id t h at t h e S e l e c t C om m it t e e f i nd i ng s cle a rly s t at e d there were too many “inadequacies and uncertainties around f loodplain harvesting” and that caution should be exercised before any licensing took place. “In my submission to the inquiry, I called for end of valley targets to be met

before water was allocated to floodplain harvesters. “We saw this with our own eyes during our trip up the Darling River across NSW and into Southern Queensland, in April this year. “A group of water stakeholders from the Goulburn Valley joined me on this trip and we came back with an appreciation of these impacts, particularly on the low flows in the Darling River, which have adversely affected so many communities. “Another major impact of these low flows has been the failure of water delivery from the Northern Basin to the Murray,

which has to be made up by Southern Basin rivers. “There was a time when 39 percent of the contribution to South Australia was made up by waters flowing down the Darling River. “Now it is only in large floods, such as is happening right now, that these flows reach the Murray River. “There can be no justification for acting in haste when the potential impacts of doing so could reverberate for years on downstream river communities, especially all of us in the Southern Basin.” said Ms Sheed.

U N DER A Primary School is amongst almost 100 Victorian schools that will benefit from a share of $7.26M funding under the Planned Maintenance Program. Undera PS has been allocated $15,000 to address high priority maintenance tasks identified in the school’s Rolling Facilities Evaluation, including ceiling repair, ceiling replacement, fascia repainting and handrail

A BRIEF LOOK AT

classic fire trucks YOU cannot miss the modern-day fire truck with its blaring sirens, blazing lights and torrents of water. Until the mid-19th century, most fire engines were steered and moved by men. This was until the introduction of horsedrawn fire engines, which considerably reduced incident response times. Reportedly, motorised fire engines date back to 1897, when police in France applied for money to purchase “a machine worked by petroleum for the traction of a fireengine, ladders, and so forth.” By the turn of the 20th century, motorised fire engines had become the norm. For several years firefighters would travel seated or standing around the exterior or rear of the truck. This arrangement was accepted but it was dangerous. Some firefighters lost their lives being thrown

from the truck or by being exposed to the elements, such as smoke. Similarly, equipment such as hoses, axes, shovels, and ladders were equipped to the exterior of the truck for easy access. Sirens were originally a brass bell attached to the vehicle that would be rung by hand to alert people of danger. The first pumpers used cisterns as a source of water. Wooden pipes would later be installed under the streets where a ‘fire plug’ would be pulled out at the top of the pipe and a suction hose would be inserted to access water. Modern systems use pressure to pump water, and today’s fire hydrants are kept under constant pressure to be most effective. Pressure was formatively triggered by the sound of a fire alarm, but this process was found to be ineffective.

The 1972 Leyland Tanker, one of three classic fire engines on display in Kialla’s Museum of Vehicle Evolution (MOVE), was in ser vice at B eech Forest Fire Brigade, Victoria, from 1972 until the late 90s. Leyland Motors Ltd. was a British vehicle manufacturer of buses, trucks, and coaches. When the ‘72 Tanker was sold, the vehicle was purchased by the Beech Forest Township Community. Here it became the community’s fire truck until 2010, when it was then held as a reserve appliance. Of MOVE’s fleet of classic fire trucks, a 1950s Chevrolet fire truck has been reserved for visitors to experience by climbing a top of or ringing the brass bell. Bring the kids or come down yourself and get a feel for history and how vehicles have changed our response to fire fighting.

YOUR YEAR FEBRUARY JANUARY The property market boom in the Goulburn Valley continues to expand, with no signs of slowing. The regional Victorian market in general has become even more appealing as people, particularly millennials, put remote working into better practice and have gained a better understanding of the advantages of non-major metropolitan living. The Greater Shepparton City Council’s Activities in the Park program drew families to the water’s edge at Lake Victoria Park, with Paddle Victoria running paddling sessions on the iconic lake.

Students across Greater Shepparton funnelled back into schools across the region for the start of a school year that all hope will get a smoother run than 2020. After a substantial construction period, the new Tatura library has opened. The new building is a striking piece of architecture with the new section protruding onto Casey Street with plenty of glazing to provide views into and out of the library. Staff have been busy moving in with the new shelves stocked with plenty of reading material.

MARCH The University of Melbourne department of rural health, based in Shepparton, is a step closer to realising expansion with construction about to begin on a $6.5M building project. Local company Moretto Building will construct the student accommodation and expanded teaching spaces which will provide accommodation for up to 30 more students, making it a total of 96 beds and a suite of new teaching and learning facilities that will enhance those already available for use by the local community.

AUGUST JULY Disability services have improved immeasurably with the opening of the new, state of the art GV Connect facility in Bowenhall Street, Shepparton. Local Federal Member for Nicholls, Damian Drum, officiated at the opening and said he had already witnessed the positive impact the double-storey Bowenhall Street facility was having within the community. The Minister for Employment & Small Business, Jaala Pulford, launched a new and innovative approach to developing a thriving First Nations economy, which will generate new opportunities and shared prosperity for the benefit of everyone in the Goulburn Murray.

Taking a stand and setting a lead for other companies to follow, in an Australian first, iconic Shepparton manufacturer, SPC mandated that all of its staff must be fully vaccinated by the end of November to gain entry to any company location. GV Health recently reached 50,000 jabs in their six vaccination sites across the region. At the same time, local doctors within the Murray Public Health Network had administered a further 39,000 jabs.

SEPTEMBER With 57 years between grand final wins, not many Melbourne supporters may have seen their team take the flag including perhaps Shepparton’s most avid Demon’s supporter, Joe Di Conza from Pat and Tina’s BP Service Station in North Shepparton. The Museum of Vehicle Evolution is complete. The final touches, a polish or two and MOVE is once more open for business. The reconstruction has taken some time due in part to COVID-19 restrictions however it is now complete and ready to provide the region with a world class exhibition.


IN REVIEW MAY Five Greater Shepparton locals were recognised for their contributions to the community at the 2021 Greater Shepparton Volunteer Recognition Awards.

APRIL This year was a big year for the Rotary Club of Mooroopna on behalf of the Shepparton RSL who are allowed to actually have a service but also able to rededicate the Mooroopna Cenotaph. Originally dedicated on April 25, 1928, the Cenotaph and grounds have been refurbished and now includes the Digi Glass pictorials which recognises the various conflicts since World War 1.

The ceremony, held at Riverlinks Eastbank, saw five locals awarded for their volunteering to help support and improve the wider Greater Shepparton community. The Tatura CFA brigade celebrated the opening of their brandnew fire station as they mark the brigade’s 126th year of service. The new station features three motor-room bays, a large brigade meeting room and a local command facility for use by the Greater Shepparton City catchment of brigades. The new $2M building replaces the former station which was almost 50 years old.

JUNE

AFTER more than three years of planning, negotiations and gathering of funds, Tatura’s water tower mural is now complete. The mural is a testament of the Anzac legacy, with a waterfall of remembrance poppies featuring on one side and a portrait of Sir John Monash on the other.

DECEMBER Construction at the new Greater Shepparton Secondary College (GSSC) is complete, ahead of its opening to students and their families for the 2022 school year.

NOVEMBER The much-anticipated opening of the Shepparton Art Museum, with doors opening to the public on Saturday, November 20.

OCTOBER Four fast charging bays have been installed in the Fraser Street Carpark (Shepparton Mall) and the McLennan Street Carpark (Centre Median) in a bid to support the shift towards low and zero emission vehicles. Loosening of restrictions on the border, which helped more Victorians return home and allow people from New South Wales and the Australian Capital Territory to enter Victoria since October 6. The announcement regarding downgrading the Extreme Risk Zones to Red Zones allowed Victorian residents to return following a negative COVID-19 test and home quarantine for 14 days upon their return.

SAM, as the museum is affectionately known, is one of Australia’s leading art museums. its’ newest, purposebuilt building spans five floors and promises to launch a suite of new exhibitions and major artist commissions by emerging and established artists.

Minister for Education, James Merlino visited the site with Independent Member for Shepparton District, Suzanna Sheed, to unveil key features and to reveal the official names of GSSC’s ‘Neighbourhood’ buildings. Shepparton artist, Mark Niglia has taken home first prize in the people’s choice award at the Victoria Sculpture Prize held at the Port of Sale, Gippsland gallery exhibition.

For the fourth time, Cr Kim O’Keeffe has been elected to serve as Mayor of Greater Shepparton along with Cr Anthony Brophy being elected as Deputy Mayor. Both will serve for the next 12 months. Community footy and netball to make a comeback There are two split rounds scheduled on May 28 that will see Interleague action return as the GVL play hosts to the Ovens and Murray League. GVL operations manager Josephine Spencer said, “This year has shown just how vital Community football and netball is. It’s more than just a game. It’s about the connection people have to their clubs and its members, as well as to the league.
