I. INTRODUCTION
The "Status of Industrial Land in the City of Edmonton" report has been issued annually since 1969. It presents an inventory of vacant industrial land and records the annual industrial land development and servicing activity. Data measuring aspects of consumption and supply of vacant industrial land are reported at three levels df aggregation: the total city, the industrial plan areas and the individual subdivision (See Map 1). Most data are provided over the three year period from 1979 to 1981 to assist in identification of trends in consumption and supply of vacant industrial land. This report of December 31, 1981, presents data on the following: a)
Industrial land development. Section 4 shows the amount of industrial land developed at the city-wide level by Land Use District. Sections 7 to II show a detailed breakdown at the plan area level.
b)
Industrial land servicing. Section 5 shows the amount of industrial land serviced at the city-wide level. Sections 7 to I I present a detailed breakdown at the plan area level.
c)
The year-end inventory of vacant industrial land. Section 5 shows the city-wide inventory and sections 7 to 11 show the inventory of the plan area level. The inventory classifies industrial land as follows: i)
year-end supply of fully serviced vacant industrial land by Land Use District;
ii)
year-end supply of partly serviced industrial land by Land Use District;
iii)
year-end supply of IB, IM and IH Districted land. This includes both serviced and unserviced land;
iv)
year-end supply of industrial reserve (AGI) land.
d)
The year-end inventory of City-owned industrial land is presented in Section 6.
In addition to the supply noted in the report, further industrial land will be designated in the area incorporated into the City of Edmonton on January 1, 1982. The "Status of Industrial Land" report presents an inventory of vacant industrial land. No conclusions should be drawn from the statistics presented with respect to vacant serviced land available for second or third party development. Of the 1932.08 hectares* of vacant industrial land (serviced and unserviced), as of December 31, 1981, the Business Development Department estimated that only 233.80 hectares of vacant serviced land were available for purchase or lease. For information on such matters, the Manager of Industrial Development in the Business Development Department of the City of Edmonton should be contacted. The design of the 1981 "Status of Industrial Land Report" represents a revision from the previous report format. These revisions have come as the result of comments and suggestions by various users. Further comment on content and presentation is welcomed by the Planning Department.

2-1 Industrial Development In 1981, a total of 65.83 hectares were approved for development by building permit in the City of Edmonton. The amount of development during 1981 was 27% less than development in 1980 and 46% less than development in 1979 (Table 2-1). Of the total development, 50% was on IB Districted Land, 35% was on IM land and 15% was on IH land (Figure 4-1).

At the end of 1981, the City of Edmonton contained 793.19 hectares of fully serviced industrial land (Table 2-1). This supply increased 9% from the supply at the end of 1980. At land consumption rates over the period 1979 to 1981, there is a 9 year supply of fully serviced IB land, a 7 year supply of IM land and a 17 year supply of 11 -1 land. A further supply of industrial land will be designated in the area incorporated into Edmonton on January I, 1982.

2-4 Supply of IB, IM and IH Districted Land At the end of 1981, the City of Edmonton contained 869.75 hectares of IB, IM and IH Districted land (Table 5-4). Of this total, 43% is designated for IB land use, 40% for 1M use and 17% for IH use (Figure 54.

During 1981, 84.79 hectares of industrial land was serviced (Table 2-1). The amount of industrial land serviced during 1981 was 142 hectares or 63% less than the amount serviced during 1980. The level of servicing during 1981 was slightly less than the average annual amount of land developed between 1979 to 1981.

At the end of 1981, the City of Edmonton contained 1076.90 hectares of industrial reserve (AGI) land. The supply of AGI land decreased 180.15 hectares or 14% from the supply at the end of 1980.

3. DATA, SOURCES AND DEFINITIONS Data used to prepare this report are obtained from City Departments. The following list will assist in identification of data sources and in interpretation and definition of terms.
3.1 Data and Data Sources The Bylaw Enforcement Department is the source of all statistics on building permits issued. The Real Estate and Housing Department is the source of statistics on City-owned industrial land. The Planning Department is the source of data on industrial servicing and land use districts.
"IM" Medium Industrial District: A District permitting manufacturing, processing, assembly, distribution and repair uses, which carry out a portion of their operations outdoors or require storage areas outdoors.
"IH" Heavy Industrial District: A District permitting major impact industrial uses which may have detrimental effects on adjacent uses due to noise, odour, or fire hazards.
"AG I" Industrial Reserve District: A District establishing reserve land for future industrial development in which farms are the only permitted use. Other uses which do not involve extensive development are discretionary.
3.2 Definitions "Industrial Plan Area" refers to legally designated District Outline Plan Areas in the City of Edmonton.
"Land Use District": A section of the city designated in the Land Use Bylaw text (and delineated on the Land Use Map) in which requirements for the use of land and building and development standards are prescribed.
"IB" Industrial Business District: A District permitting the development of light industrial uses as well as low intensity business and office parks such that no nuisance factor is evident and the development is compatible with any adjacent non-industrial district. IO
"Vacant Land" is defined as land not occupied by buildings of any type and which is Districted IB, IM, It -I or AGI under the Edmonton Land Use Bylaw. It further considers as "vacant" undeveloped portions of legal parcels where the portions are of sufficient size to permit further development (either with or without subdivision). "Development Approved by Building Permit" refers to the area of a legal parcel of industrial land on which development has been approved by building permit. "Fully Serviced Industrial Land" refers to the area of vacant parcels of industrial land which have full servicing i.e. complete underground services and, at minimum, gravelled access roads. "Partly Serviced Industrial Land" refers to the area of vacant parcels of industrial land which have some, but not all services.

The amount of development during 1981 was 27% less than development in 1980 and 46% less than development in 1979. The Southeast Industrial Plan Area had 54% of the total development, the Northwest Industrial Plan Area had 24% of the development and the South Industrial Plan Area had 18% of the development. Of the total development 50% was on IB Districted land, 35% was on IM land and 15% was on IH land (Figure 4-0. Development figures over the period 1979 to 1981 indicate that an increasing proportion of annual development is on IB Districted land.

5. INDUSTRIAL LAW SUPPLY 5-1 Supply of Fully Serviced Industrial Land At the end of 1981, the City of Edmonton contained 793.19 hectares of fully serviced industrial land (Table 5-I). The supply of fully serviced land increased 9% from the supply at the end of 1980. From 1980 to 1981, the supply of fully serviced IB land increased 40% and the supplies of fully serviced IM, IH and AGI land decreased very slightly. Of the total supply of fully serviced industrial land at the end of 1981, 37% is designated for IB land use, 37% for IM use, 16% for !Huse and 10% for AGI use (Figure 5-1). Most of the supply of fully serviced land is fairly evenly distributed among the South, Southeast and Northwest Plan Areas.

5-2 Supply of Partly Serviced Industrial Land At the end of 1981, the City of Edmonton contained 81.77 hectares of partly serviced industrial land (Table 5-2). The supply of partly serviced industrial land decreased 17% from the supply at the end of 1980. Southeast Industrial Plan Area contained 82% of the partly serviced industrial land. Of the total supply of partly serviced land at the end of 1981, 35% is designated for IB use, 39% for IM use, 15% for IH use and 10% for AGI use (Figure 5-2).

During 1981, 84.79 hectares of industrial land were serviced in the City of Edmonton (Table 5-3). Of the total amount of land serviced, 47% is designated for IB land use, 40% for IM use and 13% for AGI use (Figure 5-3). The amount of industrial land serviced during 1981 is considerably below the amount serviced in 1979 and 1980. The Southeast Industrial Plan Area had 66% of the servicing activity. The amount of industrial land serviced in 1981 was slightly less than the average annual amount of land developed between 1979 and 1981.

From 1980 to 1981, the supply of IB land increased 32% while the supplies of IM and IH land changed only slightly. The Southeast Industrial Plan Area contained the largest supply of IB, IM and IH land - 41% of the total. At industrial land consumption rates over the period 1979 to 1981, there is an 11 year supply of IB land, an 8 year supply of IM land and a 20 year supply of IH land. The supply of AGI land decreased 180.15 hectares or 14% from the supply at the end of 1980. This reduction in the inventory of AGI land was caused by Redistricting to IB, 1M or IH uses. w oo 5-6 Industrial Subdivision Activity During 1981, 153.40-hectares-of-agricultural-reser_ve-(AGO land were subdivided into 81 parcels. Seventy-five percent of this subdivision activity involved parcels of land 26 hectares or larger. This land was also redistricted to IB, IM and IH Land Use Districts. Most of the land subdivided was in the South Industrial Plan Area (Edmonton Research and Development Park subdivision), and the Southeast Industrial Plan Area (Roper subdivision). In addition, 48.54 hectares of IB, IM and IH Districted land were also subdivided during 1981 creating 29 additional parcels. In total, 201.94 hectares of industrial land were subdivided in 1981. During 1980, 182.19 hectares of industrial land were subdivided.

7-1 Industrial Lund Development The South Industrial Plan Area had 11.78 hectares of land approved for development by building permit in 1981, (Table 7-1). Of this total development, 80% was on IB Districted land and 20% was on IM Districted land (Figure 7-1). The amount of development in 1981 was 46% less than development in 1979 and 1980. Development during 1981 on IB land was down only slightly, but development on IM land was down considerably.

8. SOUTHEAST INDUSTRIAL PLAN AREA 8-1 Industrial Land Development The Southeast Industrial Plan Area had 35.75 hectares of land approved for development by building permit in 1981, (Table 8-1). Of this total development, 54% was on IB Districted land, 32% was on 1M land and 14% was on IH land (Figure 8-1). The amount of development in 1981 was 64% greater than development in 1980 but 13% less than development in 1980. Development on IB land in 1981 was up considerably from development in 1980 and 1979. Development on 1M land in 1981 was up slightly from development in 1980 but down considerably from development in 1979. The amount of development on IH land in 1981 was similar to development in 1980.

8-5 Supply of IB, IM and IH Land At the end of 1981, Southeast Industrial Plan Area contained 357.45 hectares of land designated for IB, IM and IH land use (Table 8-5). Of this total, 45% is designated for IB use, 34% for IM use and 21% for IH use (Figure 8-5). The supply of IB, IM and IH land increased 17% from the supply at the end of 1980.

9. NORTHWEST INDUSTRIAL PLAN AREA 9-I Industrial Land Development The Northwest Industrial Plan Area had 15.64 hectares of land approved for development by building permit in 1981 (Table 9-1). Of this total development, 17% was on IB Districted land, 55% was on IM land and 28% was on 1H land (Figure 9-1). The amount of development in 1981 was 58% less than development in 1980.

9-2 Supply of Fully Serviced Industrial Land At the end of 1981, Northwest Industrial Plan Area contained 233.92 hectares of fully serviced land (Table 9-2). Of this total, 33% is designated for IB use, 44% for IM use, 6% for IH use and 17% for AG1 use (Figure 9-2). The supply of fully serviced land increased 3% from the supply at the end of 1980.

11 -2 Supply of Fully Serviced Industrial Land
At the end of 1981, Miscellaneous Industrial Subdivisions contained 84.62 hectares of fully serviced land, (Table 11-2). Of this total, 22% is designated for IB use, 34% for IM use. 38% for 11--1 use and 6% for AGI use, (Figure 11-2). The supply of fully serviced land increased 11% from the supply at the end of 1980. There is no partly serviced industrial land in Miscellaneous Industrial Subdivisions, and no servicing activity was undertaken during the period 1979 to 1981.

Of this total, 23% is designated for IB use, 37% for IM use and 40% for use, (Figure 11-5). The supply of IB, IM and II-1 land decreased 4% from the supply at the end of 1980.
