THE STATUS OF VACANT INDUSTRIAL LAND IN THE CITY OF EDMONTON AS OF DECEMBER 31, 1976 AND AS OF JUNE 30, 1977
INTRODUCTION The "Status of Vacant Industrial Land in the City of Edmonton" Report, prepared by the City Planning Department, is an attempt to monitor the amount of vacant land existing in the City of Edmonton which is designated for industrial development. This report characterizes vacant industrial land by area with respect to: (1) the extent of services which adjoin property lines; (2) the zoning classifications in effect; and, (3) the extent of land ownership by the City of Edmonton. The report also monitors the amount of vacant industrial land which was developed (as measured by the issuing of building permits), and the extent to which services were extended during 1976 and the first half of 1977. IT MUST BE EMPHASIZED THAT THE STATISTICS IN THIS REPORT CONSTITUTE AN INVENTORY ONLY AND MARE NO STATEMENT ABOUT THE AVAILABILITY OF THIS VACANT LAND FOR LEASE OR PURCHASE. STUDY AREA The Report considers all vacant land in the City of Edmonton wit ich is zoned for present or potential industrial use, that being all property under the M-1 ("light" industrial), M-2 ("medium" industrial), M-3 ("heavy" industrial) and AG-MR1 (Industrial Reserve District) zoning classifications. NOTE: the subdivision of Poundmaker in the South Industrial Outline Plan Area is under AG zoning and consquently has not been included in the present Report. Excluding the site of Dome Petroleum, there is as yet no industrial development in Poundmaker. The Industrial Outline Plans and subdivisions referred to in this Report are listed below. The maps attached illustrate the Outline Plan Areas described herein and show generally where development has occurred to June 30, 1977. A key to the location of the miscellaneous subdivisions within the inner city is also attached. 1.

-Kenilworth -King Edward Addition -North Delton -North Eastwood -Northern Alberta Railways Yards -River Lots 6, 10, 12, 13, 14, 15, 16 -Westlawn -Woodland Addition METHODOLOGY "Vacant" land has been generally defined for the purposes of this Report as land zoned for industrial use which does not support principal buildings of any land use type. This definition thus includes land under agricultural uses but excludes the areas of principal farm buildings. The report also considers as "vacant" land utilized for low intensive storage, and undeveloped portions of legal parcels where those portions are of sufficient size to permit further large scale development in the future (either with or without subdivision). Reserve parcels owned by the City of Edmonton have been included in the inventory; however, utility lots, spur lines and rights-of-way have not been included, since the size and configuration of the parcels generally renders them not suitable for development. It is recognized that in some areas, classification of land as "vacant" or "developed" may represent a subjective judgement on the part of the author. However, it is felt that the limited number of parcels of questionable status will not significantly influence the inventory as a whole. In preparing the "Status of Vacant Industrial Land in the City of Edmonton" Report, a thorough parcel-by-parcel investigation of land zoned for industrial uses (including AG-MR1 - industrial reserve) was undertaken. Assessment listings of parcels coded as vacant were crossreferenced with 1976 aerial photos to establish an inventory of vacant land. Zoning classifications, servicing information provided by the Realty Development Office, and ownership information obtained from the Assessment and Real Estate and Housing Departments were then applied to the inventory. Finally, monthly building permit statistics issued by the Building Inspection Branch of the Bylaw Enforcement Department were monitored to assess the extent of development during the periods covered by the Report. Once a building permit has been issued on a vacant parcel, the entire parcel is withdrawn from the inventory. This parcel-by-parcel investigation of industrial land in the City of Edmonton for 1976 has led to the revision and expansion of the data base used in the compilation of all previous "Status of Vacant Industrial land" Reports. Hence, it is recommended that caution be employed in comparing 1976 and 1977 statistics with figures released in previous years. CONCLUSIONS Table I indicates that as of December 31, 1976, there were 1,229 net acres of vacant fully serviced, and 173.6 net acres of vacant partly serviced industrial land in the City of Edmonton. Seven months later, the inventory of vacant industrial land increased to 1,390.6 net acres and 274.9 net acres of fully serviced and partly serviced land respectively. This represents an increase of 18.7% in the amount of vacant serviced and partly serviced land in the City of Edmonton at June 30, 1977 over December 31, 1976. A review of the inventory existing in Edmonton over the past 8 years suggests that more serviced industrial land lies vacant at the present time than at any other time in the past. The increase in the inventory noted above may be due in part to the extensive servicing programs initiated over the last three years which have added 789 net acres over 1975 and 1976 and an anticipated 589.5 net acres over 1977 of fully and partly serviced land to the inventory. Table I also indicates that industrial development (monitored by the number of building permits issued for industrial uses) has been significant over 1976 and the first half of 1977. The 218.9 net acres developed during 1976 represents the greatest amount of annual industrial development ever to be recorded in the City of Edmonton by the "Status of Vacant Industrial Land" Report. It is anticipated that industrial development in 1977 will prove even higher than that in 1976, as by June 30, 1977 permits had already been issued on 127.3 net acres of industrial land. Servicing Table IIA indicates that of the 5,520.96 net acres of vacant industrial land in Edmonton at December 31, 1976, 1229.01 net acres or 22.3% were fully serviced; 173.64 net acres or 3.1% were partly serviced and 4,118.31 net acres or 74.6% were unserviced. The greatest supply of fully serviced land (465.63 net acres or 37.9%) existed in the Southeast Industrial Outline Plan Area which also had the largest inventory of unserviced land (1,890.93 net acres). Of the land fully serviced and vacant at December 31, 1976, 441.7 net acres were classified as 11-2; 282.9 net acres as M-1; 262.0 net acres as AG-MR1 and 242.4 net acres as 11-3. A substantial inventory of vacant fully serviced land primarily in the 11-2 and 11-3 zones (230.76 net acres) exists in the older subdivisions of the City; however, this inventory is primarily composed of very small parcels. Table IIIA provides information on the status of servicing of vacant industrial land as of June 30, 1977. Of the 5,394.44 net acres of vacant industrial land in Edmonton at that time, 1,390.58 net acres or 25.8% were fully serviced; 274.88 net acres or 5.1% were partly serviced and 3,728.98 net acres or 69.1% were unserviced. A comparison of Table IIIA with Table IIA reveals that while the inventory of total vacant land decreased from December 31, 1976 to June 30, 1977 by 126.52 net
acres, the inventory of vacant fully serviced industrial land increased by 161.57 net acres and that of partly serviced industrial land by 101.24 net acres. The increase in the supply of fully serviced vacant industrial land over the first half of 1977 was due to an increase of 87.4 net acres and 82.1 net acres in the inventories of the South and Southeast Industrial Outline Plan Areas respectively. The Northwest Industrial Outline Plan Area experienced an increase of 128.07 net acres in the amount of vacant partly serviced industrial land as a result of a fairly extensive servicing program during 1977 in that area. As of June 30,1977 there was a greater inventory of M-1, M-2 and AG-1IR1 land than at December 31, 1976. Ownership Table JIB provides information on the extent of City of Edmonton ownership of vacant industrial land as of December 31, 1976. While only 8.34% of the total amount of vacant industrial land was City-owned, 20.2% or 309.31 net acres of all land zoned M-I, 11-2 or 11-3 was owned by the City. Of the 309.31 net acres mentioned above, 54% were located in the Southeast Industrial Outline Plan Area, the greatest proportion of which was classified for 11-1 uses. The Northeast Industrial Outline Plan Area and the miscellaneous subdivisions also have a fairly substantial amount of the total vacant industrial land under City of Edmonton ownership The ownership picture of the inventory taken at June 30, 1977 (Table IIIB) does not differ significantly from the one described above for December 31, 1976. Development The amount of industrial development which occurred on vacant land (as measured by the issuance of building permits) from January I to December 31,1976 is recorded on Table IIC. Of the 218.92 net acres developed during this period, 84.7 net acres or 38.7% were under 11-2 zoning; 58.64 net acres or 26.8% were under M-1 zoning and 53.89 net acres or 24.6% were under the AG-MRI classification. Most development occurred in the Northwest Industrial Outline Plan Area (80.96 net acres) followed closely by the Southeast Industrial Outline Plan Area (76.79 net acres). From January 1 to June 30, 1977, 127.32 net acres of industrial land were developed in the City of Edmonton (Table IIIC), of which 60.77 net acres were in the Southeast Industrial Outline Plan Area, and 40.10 net acres were in the Northwest Industrial Outline Plan Area. Surprisingly, the largest proportion of land developed by zone was under AGMRI (36.8%) followed by 30.3% under 11-2 and 22.4% under M-1. As mentioned earlier, 1977 will likely prove a "boom" year for industrial development with 127.32 net acres already developed at the end of June.
Detailed Inventory Information Tables IID and IIID provide detailed information on the characteristics of vacant industrial land by subdivision within each of the Industrial Outline Plan Areas and within the industrial areas located in the inner city of Edmonton. Availability It was noted earlier that the "Status of Vacant Industrial Land in the City of Edmonton" Report presents an inventory of the amount of industrial land which lies vacant, and that from the statistics presented here, no conclusions can be drawn regarding the amount of this vacant land which is actually available on the market for either lease or purchase. Yet, it is recognized that to be of utmost value to both government and private firms and individuals, the data contained in this report should be related to industrial land market information. As a result, the Business Development Department of the City of Edmonton has estimated from its understanding of the current market situation in industrial land, that as of December 31, 1976 only approximately 490 net acres of the 1,402.6 net acres of vacant and serviced land at that time were available on the market. Furthermore, of the 490 net acres mentioned above, it is estimated that only approximately 265 net acres were available for purchase, lease or other options, while the balance of 225 net acres was available on the market on straight leasing arrangements only. This then suggests that almost 70% of the vacant land specifically designated for industrial uses is being held off the market for speculation, future expansion or other purposes.
