I.
INTRODUCTION
The "Status of Industrial Land in the City of Edmonton" report has been issued annually since 1970. It presents an inventory of vacant industrial land and records the annual industrial land development and servicing activity. This report also includes an inventory of industrial land in the area annexed to Edmonton on January 1, 1982. Data measuring aspects of consumption and supply of vacant industrial land are reported at four levels of aggregation: the total city, the area inside the pre-annexation boundary and the annexed area, the industrial plan areas, and the individual subdivision (see Map 1). Most data are provided over the three year period 1980 to 1982 to assist in identification of trends in consumption and supply of vacant industrial land. This report of December 31, 1982, presents data on the following: a)
Industrial land development. Section 4 shows the amount of industrial land developed at the city-wide level by Land Use District. Sections 7 to 11 show a detailed breakdown at the plan area level.
b)
Industrial land servicing. Section 5 shows the amount of industrial land serviced at the city-wide level. Sections 7 to 11 present a detailed breakdown at the plan area level.
c)
The year-end inventory of vacant industrial land. Section 5 shows the city-wide inventory and sections 7 to 11 show the inventory at the plan area level. The inventory classifies industrial land as follows:
ii)
year-end supply of partly serviced industrial land by Land Use District;
iii)
year-end supply of IB, IM and IH Districted land. This includes both serviced and unserviced land;
iv)
year-end supply of industrial reserve (AGI) land.
The inventory of industrial land in the annexed area is listed in sections 12 to 17. The year-end inventory of City-owned industrial land is presented in Section 6. No conclusions should be drawn from the statistics presented with respect to vacant serviced land available for second or third party development. Of the 1,118 hectares* of vacant serviced industrial land, 667 hectares were estimated to be available for purchase or lease.' In 1982, a total of 39.96 hectares of land were approved for development by building permit in the City of Edmonton (Table 2-1). The total amount of land permitted for development in 1982 was 25.8 hectares (39%) less than development in 1981 and 54.4 hectares (56%) less than development in 1980.
During 1982, 102.7 hectares of industrial land were serviced in the City of Edmonton (Table 5-4). Of this total, 82.2 hectares (80%) are in the pre-annexation boundary and 20.5 hectares (20%) are in the annexed area.
2 2 Supply of Vacant Industrial Land
At the end of 1982, the City of Edmonton contained 443 hectares of vacant 1B Districted Land, 360 hectares of IM land, 99 hectares of 1H land and 931 hectares of AGI land. (Tables 5-5 and 5-6). 2 6 Supply of Vacant Industrial Land in the Annexed Area

At the end of 1982, the City of Edmonton contained a total of 4,624 hectares of vacant industrial land (Table 5-1). Of this total, 1,833 hectares (40%) are within the pre-annexation boundary of the City of Edmonton and 2,791 hectares (60%) are in the annexed area.

At the end of 1982, there were 2,791 hectares of vacant industrial land in the annexed area (Table 5-7). Of this total, 153 hectares (5%) are fully serviced to city standards, 158 hectares (6%) are serviced to rural standards and 2,480 hectares are unserviced.
2 3 Supply of Fully Serviced Industrial Land -
At the end of 1982, the City of Edmonton contained 960.2 hectares of vacant fully serviced industrial land (Table 2). Of this total, 807 hectares (84%) are in the pre-annexation area and 153 hectares (16%) are in the annexed area. The supply increased by 167 hectares (21%) from the supply at the end of 1981.

3. DATA, SOURCES AND DEFINITIONS Data used to prepare this report are obtained from City Departments. The following list will assist in identification of data sources and in interpretation and definition of terms.
"IM" Medium Industrial District: A District permitting manufacturing, processing, assembly, distribution and repair uses, which carry out a portion of their operations outdoors or require storage areas outdoors. "IH" Heavy Industrial District:
3.1 Data and Data Sources The Bylaw Enforcement Department is the source of all statistics on building permits issued. The Real Estate and Housing Department is the source of statistics on City-owned industrial land. The Planning Department is the source of data on industrial servicing and land use districts.
3.2 Definitions "Annexed Area" refers to the area annexed to the City of Edmonton on January I, 1982 (See Map 0. "Industrial Plan Area" refers to legally designated District Outline Plan Areas in the City of Edmonton. "Land Use District": A section of the city designated in the Land Use Bylaw text (and delineated on the Land Use Map) in which requirements for the use of land and building and development standards are prescribed. "IB" Industrial Business District: A District permitting the development of light industrial uses as well as low intensity business and office parks such that no nuisance factor is evident and the development is compatible with any adjacent non-industrial district.
A District permitting major impact industrial uses which may have detrimental effects on adjacent uses due to noise, odour, or fire hazards. "AGI" Industrial Reserve District: A District establishing reserve land for future industrial development in which farms are the only permitted use. Other uses which do not involve extensive development are discretionary.
Industrial Land Use Districts in the Annexed Area Industrial land in the annexed area has not yet been converted to City of Edmonton Land Use Bylaw Districts. The land use districts in effect at the time of annexation are still operative. This involves the land use bylaws of the Counties of Parkland and Strathcona, and the M.D. of Sturgeon. The industrial land use districts in the annexed area are briefly described below. Former County of Parkland Lands "IC" Industrial/Commercial District: The primary purpose of the Industrial/Commercial District is to provide for the development of industrial and commercial enterprises which generally are compatible with one another. The range of permitted and discretionary uses in this District are extremely wide and are comparable to those permitted under the IB, IM, IH and CB2 Districts of the City of Edmonton Land Use Bylaw. 12
"ICR-DC" Industrial/Commercial Reserve - Direct Control District This District is essentially a holding district. The specific discretionary uses are listed in the "Winterburn-South Direct Control Regulations."
"GI" General Industrial District The mixture of permitted and discretionary uses in this District are closest to the City of Edmonton IM, Medium Industrial District.
"IC - DC" Industrial/Commercial - Direct Control District "HI" Heavy Industrial District Permitted uses: In general, the area will cater to the light manufacturing, warehousing and construction industries. Other land uses being encouraged to locate in the area are commercial office space and retail commercial services such as banks, fast food outlets, service stations, etc.
Former M.D. of Sturgeon Lands "GI" General Industrial District
The uses in this district are discretionary. The specific uses are listed in the County of Strathcona Land Use Bylaw. The uses allowed in this District are generally comparable to those allowed by the City of Edmonton IH land use district. "Vacant Land" is defined as land not occupied by buildings of any type and which is Districted IB, IM, IH or AGI under the Edmonton Land Use Bylaw. Where undeveloped portions of legal parcels are of sufficient size to permit further development (either with or without subdivision), the undeveloped portion is classed as vacant for purposes of this report.
Permitted uses include: Warehousing, bulk oil sales, repair and service shops, manufacturing, assembly and processing, agricultural processing, cleaning and packing and any use which in the opinion of the Development Officer, is of a similar nature and will not be incompatible with adjacent land uses. Further discretionary uses include commercial and recreational uses at the discretion of the Development Officer.
Former County of Strathcona Lands
"Development Approved by Building Permit" refers to the area of a legal parcel of industrial land on which development has been approved by building permit. "Fully Serviced Industrial Land" refers to the area of vacant parcels of industrial land which have full servicing i.e. complete underground services and, at minimum, gravelled access roads. "Partly Serviced Industrial Land" refers to the area of vacant parcels of industrial land which have some, but not all services. "Fully Serviced (City Standards)" refers to recently annexed industrial land with full servicing.
"RI" Restricted Industrial District

"Serviced (Rural Standards)" refers to the servicing in place in many of the industrial parks in the annexed area. This servicing consists of gravelled or oiled roads, open ditches and overhead power and telephone lines. There are no underground water or sewer lines.

4-I Industrial Development In 1982, a total of 39.96 hectares of industrial land were approved for development by building permit in the City of Edmonton (Table 4-1). Of this total, 36.01 hectares (90%), are within the pre-annexation boundary, and 3.95 hectares (10%) were in the annexed area. The total amount of land permitted for development during 1982 was 25.87 hectares (39%) less than development in 1981 and 50.45 hectares (56%) less than development in 1980. Development was down considerably in the South and Southeast Industrial Plan Areas. Development in the Northwest Industrial Plan Area, however, increased by 5.30 hectares (34%) from development in 1981. Of development in the Industrial Plan Areas, 43% was on IB Districted land, 25% was on IM land, 26% was on IH land and 6% was on AGI land.

At the end of 1982, the City of Edmonton contained a total of 4,624 hectares of vacant industrial land (Table 5-1). Of this total, 1,833 hectares (40%) are within the preannexation boundary, and 2,791 hectares are in the annexed area. Of the total, 960 hectares (21%) are fully serviced, 158 hectares (3%) are serviced to rural standards (defined in Chapter 3), and 3,506 hectares (76%) are unserviced. Much of the unserviced land in the annexed area consists of large parcels ranging in size between 10 and 65 hectares.

5-2 Supply of Fully Serviced Industrial Land At the end of 1982, the City of Edmonton contained 960 hectares of vacant fully serviced industrial land (Table 52). Of this total, 807 hectares (84%) are within the preannexation boundary, and 153 hectares (16%) are in the annexed area. The supply of vacant fully serviced land increased by 167 hectares (21%) from the supply at the end of 1981. Of the fully serviced land supply within the preannexation boundary, 315 hectares (39%) is designated for IB use, 313 hectares (39%) for IM use, 87 hectares (11%) for IH use and 92 hectares (11%) for AGI use. Industrial land in the annexed area has not yet received City of Edmonton Land Use Bylaw Districts. Industrial zoning in the annexed area is discussed in chapter 3, and the location and amount of fully serviced land in this area is listed in Table 5-7.

5-4 Industrial Land Servicing Activity During 1982, 102.73 hectares of industrial land were serviced in the City of Edmonton (Table 5-4). Of this total, 82.26 hectares (80%) are within the pre-annexation boundary, and 20.47 hectares are in the annexed area (Mistatim proposed development area). Of the amount of land serviced in the Industrial Plan Areas, 39% is designated for IB land use, 43% for IM use and 18% for AGI use. The amount of land serviced in 1982 was 17.94 hectares (12%) more than the amount serviced in 1981 but was less than half the amount serviced in 1980. ,

The type of zoning in the annexed area is discussed in Chapter 3, and the amount of land by industrial zoning is listed in Table 5-7. Of the supply of IB, IM and IH land, 49% is designated for IB land use, 40% for 1M use and 11% for IH use. The supply of IB, IM and IH land increased by 32.39 hectares (4%) from the supply at the end of 1981.

The supply of AGI land decreased by 145.00 hectares (14%) from the supply at the end of 1981. This reduction in the inventory of AGI land was caused by Redistricting to IB, 1M and IH uses. The Northwest and Southeast Industrial Plan Areas contain 80% of the AGI land.

Industrial land in the annexed area has been grouped, for this report, into six areas. Three of these areas, Lewis Farms, Mistatim and Yellowhead (west), are proposed development areas while the remaining industrial areas are named according •to the local name (Clover Bar and Winterburn), or according to the geographic location (Southeast annexed). At the end of 1982, there were 2,791 hectares of vacant industrial land in the annexed area (Table 5-7). Of this total, 153 hectares (5%) are fully serviced to City standards, 158 hectares (6%) are serviced to rural standards and 2,480 hectares (89%) are unserviced. SUPPLY OF CITY-OWNED VACANT INDUSTRIAL LAND IN THE CITY OF EDMONTON 1978-1982 HECTARES
At the end of 1982, the City of Edmonton owned 388.23 hectares of vacant industrial land (Table 6-1). Of this total, the Southeast Industrial Plan Area contained 156 hectares (40%), the Northwest Plan Area contained 85 hectares (22%) and the South Plan Area contained 79 hectares (21%). A further 231 hectares of land now Districted AG (Agricultural District) and AGU (Urban Reserve District) may be suitable for industrial use in the future.

8. SOUTHEAST It•DUSTRIAL PLAN AREA 8-I Industrial Land Development The Southeast Industrial Plan Area had 13.00 hectares of land approved for development by building permit in 1982, (Table 8-1). Of this total, 22% was on IB Districted land, 26% was on 1M land, 38% was on IH land and 14% was on AGI land (Figure 8-1). The amount of land permitted for development in 1982 was 23 hectares (64%) less than development in 1981. Development on IB and IM land in 1982 was down considerably but development on IH land was virtually unchanged from development in 1980 and 1981.

8-5 Supply of IB, IM and IH Land At the end of 1982, Southeast Industrial Plan Area contained 304.49 hectares of vacant industrial land designated for IB, IM and IH land use (Table 8-5). Of this total, 51% is designated for IB land use, 37% for IM use and 12% for IH use. The supply of IB, IM and IH land decreased 15% from the supply at the end of 1981.

9. NORTHWEST INDUSTRIAL PLAN AREA 9-1 Industrial Land Development The Northwest Industrial Plan Area had 20.94 hectares of land approved for development by building permit in 1982 (Table 9-1). Of this total, 54% was on IB Districted land, 26% was on IM land and 20% was on IH land. The amount of land permitted for development in 1982 was 34% more than development in 1981. Development on IB land in 1982 was up considerably from development in 1981.

9-2 Supply of Fully Serviced Industrial Land At the end of 1982, Northwest Industrial Plan Area contained 257.92 hectares of vacant fully serviced industrial land (Table 9-2). Of this total, 33% is designated for IB land use, 42% for IM use, 7% for 1H use and 18% for AG1 use. The supply of fully serviced land increased 10% from the supply at the end of 1981.

At the end of 1982, Miscellaneous Industrial Subdivisions contained 83.17 hectares of vacant fully serviced industrial land, (Table I1-2). Of this total, 22% is designated for IB land use, 33% for IM use, 38% for IH use and 7% for AGI use. The supply of fully serviced land is virtually unchanged from the supply at the end of 1981.
