INTRODUCTION

The "Status of Industrial Land in the City of Edmonton" report monitors the amount of vacant industrial land in the City of Edmonton. This report records vacant industrial land by area with respect to:

(1) the level of services (piped water, sanitary and storm sewers, and first year roads*) which are available along property lines; (2) the land use districts in effect; and (3) the extent of land ownership by the City of Edmonton. The report also monitors the amount of vacant industrial land which was developed (as measured by the issuance of building permits) and the extent to which services were extended between 1980 01 01 and 1980 12 31.** IT MUST BE EMPHASIZED THAT THE STATISTICS IN THIS REPORT CONSTITUTE AN INVENTORY ONLY AND MAKE NO STATEMENT ABOUT THE AVAILABILITY OF THIS VACANT LAND FOR LEASE OR PURCHASE.

INDUSTRIAL LAND USE DISTRICTS

The four categories of industrial land contained in the Edmonton Land Use Bylaw

The report considers all vacant land in the City of Edmonton which is designated for existing or potential industrial use under the Edmonton Land Use Bylaw,

are as follows: I

IB "Industrial Business District", IM "Medium Industrial Dis-

trict", IH "Heavy Industrial District", and AGI "Industrial reserve District". These districts are deemed equivalent to the industrial M-1, M-2, M-3 and AG-MR1 zones of the superseded Zoning Bylaw No. 2135. The Edmonton Land Use Bylaw describes the general purpose of each industrial district as follows:

IB "INDUSTRIAL BUSINESS DISTRICT": To establish a district for industrial businesses which carry out their operations such that no nuisance factor is created-or apparent outside an enclosed building and such that the district is compatible with any adjacent non-industrial district.

IM "MEDIUM INDUSTRIAL DISTRICT":

To establish a district for those manufacturing, processing, assembly, distribution, service and repair uses which carry out a portion of their operation outdoors or require outdoor storage areas.

I IH "HEAVY INDUSTRIAL DISTRICT":

To establish a district for those industrial uses that may have detrimental

effects on other districts due to appearance, noise, odour, emission of toxic wastes,

or fire and explosive hazards.

AGI "INDUSTRIAL RESERVE DISTRICT": To establish a district to reserve land for future industrial development.

A small amount of railway land under the DC4 "Special Public Service District" was also included in the report. The Land Use Bylaw describes the purpose of the DC4 district as follows:

To provide a direct control district to regulate and control uses and development on lands which are presently governed by superior legislation in the event that such uses and developments do not conform to the intent of superior legislation and therefore fall within the realm of municipal jurisdiction. This land was previously classed as M-3 "heavy" industrial land and for the purposes of this report, will be included under the IH land use district.

The industrial outline plan areas, industrial subdivisions, and inner city industrial areas referred to in this report are listed below. Maps are provided for each of the subdivisions within the South, Southeast and Northwest Industrial Outline Plan Areas. These maps indicate land use districts,

servicing, and development for each of those industrial areas as of 1980 12 31. (Subdivisions have been divided into "East" and "West" for convenience of

mapping only). A key to the location of the industrial areas and the miscellaneous subdivisions within the inner city is also attached.

1 I METHODOLOGY I For the purpose of this report, "vacant" land has been generally defined as I

land which does not support principal buildings of any type and which is zoned IB, IM, IH, and AG1 under the Edmonton Land Use Bylaw.

Reserve parcels owned by the City of Edmonton have been included in the inventory. However, utility lots, spur lines and rights-of-way have not been included since the size, configuration, and intent of these parcels generally render them unsuitable for development.

In preparing the "Status of Industrial Land in the City of Edmonton" report, a thorough parcel-by-parcel investigation of land designated for industrial uses (including AG1 - Industrial Reserve) was undertaken. Assessment listings of parcels coded as vacant were cross-referenced with 1976

aerial photos to establish an inventory of vacant land. Land use district and servicing information were provided by the Land Development Coordination Branch of the Planning Department, and ownership information was obtained from the Assessment and Real Estate and Housing Departments. Finally, monthly building permit statistics issed by the Building Inspection Branch of the Bylaw Enforcement Department were monitored to assess the extent of development during the period covered by the report. Once a building permit has been issued on a vacant parcel, the entire parcel is withdrawn from the inventory. These inputs were then applied to the inventory. This parcel-by-parcel investigation of industrial land in the City of Edmonton was initially undertaken in 1976. It provided a major revision and expansion of the data base used in the compilation of all previous "Status of Industrial Land" reports. Hence, it is recommended that caution be employed in comparing 1976 to 1980 statistics with figures released in previous years (Table 1). Furthermore, the statistics for vacant serviced land offered in this report may differ from figures released in other Planning Department reports due to

Table 1 indicates that as of the reporting date,

1980 12 31, there were 692.874

net hectares (1712.08 acres) of vacant fully serviced industrial land, and 98.585 net hectares (243.61 acres) of partly serviced industrial land in the City of Edmonton.

This represented a 3.9 % increase in the amount of fully and

partly serviced land between 1979 12 31 and 1980 12 31.

This inventory of

791.459 net hectares (1955.69 acres) of fully and partly serviced industrial I

land in the City, was the highest figure ever recorded.

Table 1 also indicates that during 1980, 90.480 net hectares (223.59 acres) of industrial land were developed.

Industrial development was down 22.344 net

hectares (55.20 acres) or 19.8% from development in 1979.

Industrial development during 1980 was below that of the peak years of 1979 and 1977, nevertheless, considerable industrial development activity occurred during 1980. The-high level of development activity was reflected by statistics which indicated the highest inventory of industrial land serviced during that period, 219.802 net hectares (543.13 acres), and a high level of industrial construction.

This level of industrial development, together with changes in

land use designation (which removed land from the inventory) reduced the amount of vacant industrial land in the City by 172.157 net hectares (425.40 acres) I

.or a reduction of 7.8 % over the 1979 inventory.

As of the reporting date there

were 2027.574 net hectares (5010.16 acres) of vacant industrial land.

In 1980, services (i.e. piped water, sanitary and storm sewers and/or first year roads) were extended to 219.802 net hectares (543•13 acres) of previously unserviced industrial land.

This was an increase of 11.486 net hectares (28.38

Table 3 indicates that of the total 2027.574 net hectares (5010.16 acres) of vacant industrial land in the City of Edmonton as of 1980 12 31, 692.876 net hectares (1712.08 acres) or 34.2% were fully serviced, 98.583 net hectares (243.61 acres) or 4.8% were partly serviced, and 1236.115 net hectares (3054.47 acres) or 61 % were unserviced.

The greatest supply of fully serviced land, 248.691 net hectares (614.51 acres) (35.9%) existed in the Southeast Industrial Outline Plan Area. It was followed by the Northwest Industrial Outline Plan Area where 192.742 net hectares (476.26 acres) (27.8%) of land were fully serviced and vacant. The Southeast Industrial Outline Plan Area also contained the largest inventory of unserviced land 510.945 net hectares (1262.55 acres) (41.3%). The Northwest Industrial Outline Plan Area contained unserviced land.

Table 3 also indicates the status of servicing of vacant industrial land according to its land use designation. Of the 692.876 net hectares (1712.08 acres) of fully serviced, vacant industrial land as of the reporting date, 265.250 net hectares (655.43 acres) or 38.3% were under the IM category; 210.970 net hectares (521.31 acres) or 30.5% under the IB category; 129.075 net hectares (318.94 acres) or 18.6% under the IH category, and 87.578 net hectares

(216.40

acres) or 12.6% under the AGI category.

The Southeast Industrial Outline Plan Area had the largest inventory of fully serviced IB and IH land, 81.332 net hectares (200.97 acres) and 61.255 net hectares (151.36 acres), respectively. The Northwest Industrial Outline Plan Area had the highest IM inventory, 101.088 net hectares (249.59 acres) 97.464 net hectares (240.84 acres) of vacant fully serviced land primarily in IM and

IH land use districts existed in the older subdivisions of the City. This inventory is primarily composed of very small parcels. OWNERSHIP

Table 4 provides information on the extent of the City of Edmonton ownership of vacant industrial land. As of 1980 12 31, the City owned 364.257 net hectares (900.07 acres) or 17.9% of the total vacant industrial land. The City

owns substantial amounts of land in the Southeast, Northwest and South Industrial Outline Plan Areas. DEVELOPMENT

The greatest amount of new development occurred in the Northwest Industrial Outline Plan Area where 37.084 net hectares (91.63 acres) or 41% of the City total were developed. The South and Southeast Outline Plan Areas experienced less development; 21.715 net hectares (53.66 acres) or 24% of the City total, and 21.802 net hectares (53.89 acres) or 24% of the City total respectively.

The greatest amount of IB uses developed in 1980 were

located in the South

Industrial Outline Plan Area, while IM uses were developed primarily

in the Northwest Outline Plan Area. Only 7.182 net hectares (17.75 acres) of III land were developed in 1980.
