I . INTRODUCTION The "Status of Industrial Land in the City of Edmonton" report has been issued annually since 1970. It presents an inventory of vacant industrial land and records the annual industrial land development and servicing activity. The report also includes an inventory of industrial land in the area annexed to Edmonton on January 1, 1982. Data measuring aspects of consumption and supply of vacant industrial land are reported at four levels of aggregation: the total city, the area inside the pre-annexation boundary and the annexed area, the industrial plan areas, and the individual subdivision (see Map I). Much of the information is provided for the years 1981 to 1983. However, 1983 data on the amount of vacant land in South, Southeast and Northwest Plan Areas is based on a different source from previous years. This has resulted in a difference from the 1982 figures separate from that accounted for by land servicing and building activity. The changes for the totals, though, are not large and a note explaining the differences appears for each relevant table. This report of December 31, 1983, presents data on the following: a)

Section 4 shows the Industrial building activity. amount of industrial land on which building permits were issued by Land Use District. The yearly dollar value of industrial building permits is also discussed in Section 4. Sections 7 to 11 show a detailed breakdown at the plan area level.

b)

Industrial land servicing. Section 5 shows the amount of industrial land serviced at the city-wide level. Sections 7 to 11 present a detailed breakdown at the plan area level.

c)

The year-end inventory of vacant industrial land. Section 5 shows the city-wide inventory and sections 7 to II show the inventory at the plan area level. The inventory classifies industrial land as follows:

ii)

year-end supply of IB, IM and IH Districted land. This includes both serviced and unserviced land;

iii)

year-end supply of industrial reserve (AGI) land;

iv)

industrial land subdivision;

v)

industrial land redistricting.

The inventory of industrial land in the annexed area is listed in sections 12 to 17. d)

The year-end inventory of City-owned industrial land is presented in Section 6.

No conclusions should be drawn from the statistics presented with respect to vacant serviced land available for second or third party development. Of the 1,210 hectares* of vacant serviced industrial land, 646 hectares were available for purchase or lease.' For specific information on land availability, the Manager of Industrial Development in the Edmonton Economic Development Authority should be contacted at 428-5464.

In 1983, building permits were issued on 49.3 hectares of vacant land. This is an increase of 9.3 hectares (23%) over 1982. However, 28 hectares (57%) of this total was on two sites (the Alberta Research Council buildings in the Edmonton Research Park and the Alberta Grocers warehouse in Yellowhead industrial area). Of the land approved for building, 54% was IB land (the Alberta Research Council site accounts for most of this), 25% was 1M land, I% was 1H land, and 20% was on IC and RI land (land use districts in effect in the area annexed to Edmonton on January 1, 1982).

The value of industrial building permits issued in 1983 is down considerably from previous years. Accounting for inflation, the 1983 value is down 67% from 1982 and down 77% from 1981.

Land Servicing During 1983, 76 hectares of industrial land were serviced. This is a decrease of 26% from 1982. 32% of the servicing was in the Northwest Plan Area, and 18% in the Southeast Plan Area. 33% of the servicing was on IB land, 32% was on 1M land, 10% on AGI land and 25% on GI land.

1,028 hectares of land are fully serviced. 73% of this land is fairly evenly distributed among the South, Southeast and Northwest Plan Areas. The Northeast Plan Area and miscellaneous industrial subdivisions contain 12% of the serviced supply, and the annexed area contains 15% of the supply. 66% of the land is evenly distributed between IB and IM land, while 19% is divided between IH and AGI land. The remaining 15% is distributed among various land use districts in the annexed area.

Land Subdivision and Redistricting During 1983, 31 hectares of land were subdivided. This compares with 70 hectares which were subdivided in 1982 and 153 hectares which were subdivided in 1981. In 1983, 30 hectares of industrial land were redistricted to other industrial districts, 10 hectares of non-industrial land were redistricted to industrial districts and 7 hectares of industrial land were redistricted to non-industrial districts.

Industrial Land Supply There are 4,601 hectares of vacant land districted for industrial use in Edmonton. This land is distributed as follows:

Rural Serviced Land 158 Hectares of land are serviced to rural standards (gravelled or oiled roads, open ditches, overhead power and telephone lines, no underground water or sewer lines). All of this supply is in the annexed area, primarily in Winterburn. 11

City-Owned Industrial Land c)

Unserviced Land 3,415 hectares of industrial land are unserviced (no underground water or sewer lines). Nearly 2,500 hectares (72%) of this land is in the annexed area. 835 hectares (25%) are districted AGI (industrial reserve). The Southeast Industrial Plan Area contains 49% of the unserviced AGI land.

At the end of 1983, the City of Edmonton owned 389 hectares of industrial land (34% in IB, 24% in IM, 6% in IH, 36% in AGO. The Southeast Industrial Plan Area contained the largest share, 168 hectares (43%) of the City's holdings. Approximately 252 hectares of the City's land (65%) are serviced. During 1982, 16 hectares of land were serviced a decline from the 1982 figure of 48 hectares. Only 1.42 hectares of City-owned industrial land were sold in 1983 - down 4.14 hectares from 1982 sales.

3. DATA, SOURCES AND DEFINITIONS Data used to prepare this report are obtained from City Departments. The following list will assist in identification of data sources and in interpretation and definition of terms.

"IB" Industrial Business District: A district permitting the development of light industrial uses as well as low intensity business and office parks such that no nuisance factor is evident and the development is compatible with any adjacent non-industrial district. "1M" Medium Industrial District:

3.1 Data and Data Sources The Planning Department is the source of data on industrial servicing, land use districts and building permits. The Assessment Department is the source of data on the amount of vacant industrial land in the major industrial areas - the South, Southeast and Northwest Plan Areas. This is a different source from that used for the 1982 report. For the relevant tables, notes explain the share of the change from the 1982 totals attributable to the use of the new data source. The Real Estate and Supply Services Department is the source of statistics on City-owned industrial land.

A district permitting manufacturing, processing, assembly, distribution and repair uses, which carry out a portion of their operations outdoors or require storage areas outdoors. "1H" Heavy Industrial District: A district permitting major impact industrial uses which may have detrimental effects on adjacent uses due to noise, odour, or fire hazards. "AGI" Industrial Reserve District: A district establishing reserve land for future industrial development in which farms are the only permitted use. Other uses which do not involve extensive development are discretionary.

3.2 Definitions Industrial Land Use Districts in the Annexed Area "Annexed Area" refers to the area annexed to the City of Edmonton on January 1, 1982 (See Map I). The annexed area is a separate category in the report. Much of the industrial land in this area is comprised of large parcels of unserviced land and is not yet zoned according to City of Edmonton land use districts. "Industrial Plan Area" refers to legally designated District Outline Plan Areas in the City of Edmonton.

Industrial land in the annexed area has not yet been converted to City of Edmonton land use bylaw districts. The land use districts in effect at the time of annexation are still operative. This involves the land use bylaws of the Counties of Parkland and Strathcona, and the M.D. of Sturgeon. The industrial land use districts in the annexed area are briefly described below.

Former County of Parkland Lands "Land Use District": "IC" Industrial/Commercial district: A section of the city designated in the Land Use Bylaw text (and delineated on the Land Use Map) in which requirements for the use of land and building and development standards are prescribed.

The primary purpose of the industrial/commercial district is to provide for the development of industrial and commercial enterprises which generally are compatible with one another.

The range of permitted and discretionary uses in this district is extremely wide and is comparable to that permitted under the IB, IM, IH and CB2 districts of the City of Edmonton Land Use Bylaw. "ICR-DC" Industrial/Commercial Reserve - Direct Control District This district is essentially a holding district. The specific discretionary uses are listed in the ""Winterburn-South Direct Control Regulations." "IC - DC" Industrial/Commercial - Direct Control District

Former County of Strathcona Lands "RI" Restricted Industrial The specific permitted and discretionary uses are listed in the County of Strathcona Land Use Bylaw. The closest equivalent City of Edmonton land use district is the IB, industrial business district. "Gl" General Industrial The mixture of permitted and discretionary uses in this district are closest to the City of Edmonton IM, medium industrial district.

Permitted uses: "HI" Heavy Industrial In general, the area will cater to the light construction warehousing and manufacturing, industries. Other land uses being encouraged to locate in the area are commercial office space and retail commercial services such as banks, fast food outlets, service stations, etc. Former M.D. of Sturgeon Lands "GI" General Industrial Permitted uses include: Warehousing, bulk oil sales, repair and service shops, manufacturing, assembly and processing, agricultural processing, cleaning and packing and any use which, in the opinion of the Development Officer, is of a similar nature and will not be incompatible with adjacent land uses. Further discretionary uses include commercial and recreational uses at the discretion of the Development Officer.

The uses in this district are discretionary. The specific uses are listed in the County of Strathcona Land Use Bylaw. The uses allowed in this district are generally comparable to those allowed by the City of Edmonton II-1 land use district. "Vacant Land" is defined as land not occupied by buildings of any type and which is districted IB, IM, IH or AGI under the Edmonton Land Use Bylaw. Where undeveloped portions of legal parcels are of sufficient size to permit further development (either with or without subdivision), the undeveloped portion is classed as vacant for purposes of this report. "Industrial development" refers to building permits issued on vacant lots. "Fully Serviced Industrial Land" refers to the area of vacant parcels of industrial land which have full servicing i.e., complete underground services and, at minimum, gravelled access roads. "Fully Serviced (City Standards)" refers to recently annexed industrial land with full servicing. "Serviced (Rural Standards)" refers to the servicing in place in many of the industrial parks in the annexed area. This servicing consists of gravelled or oiled roads, open ditches and overhead power and telephone lines. There are no underground water or sewer lines.

4-1 Industrial Development

1978-1983 HECTARES

In 1983, 49.32 hectares of vacant industrial land were approved for development by building permit in the City of Edmonton (Table 4-1). This is an increase of 9.36 hectares (23%) over development in 1982. However, 20 hectares (40%) of the 1983 total was accounted for by the Provincial Government's development of the Alberta Research Council site in the Edmonton Research and Development Park (South Industrial). Of the land approved for building, 54% was 113 (the Alberta Research Council site accounts for most of this), 25% was on IM land, 1% was on IH land, and 20% was on IC and RI land (land use districts in effect in the area annexed to Edmonton on January 1, 1982).

The yearly value of industrial building permits in the City of Edmonton between 1975 and 1981 reflects the strong economic growth of Alberta during those years (Table 4-2). In 1982, with the onset of recession in Alberta, the yearly value of industrial building permits in Edmonton (measured in constant 1971 dollars) declined 30% from the previous year, and declined a further 67% in 1983. The percentage of the value of permits for repairs and alterations rather than new building construction increased from 9% in 1980 to 56% in 1983.

There were 4601 hectares of vacant industrial land in the City of Edmonton at the end of 1983. Of this total, 23% is fully serviced, 3% is serviced to rural standards (defined in Chapter 3), and 74% is unserviced. A greater proportion (60%) of the total vacant land is in the annexed area. At the end of 1983, the City of Edmonton contained 1028 hectares of vacant, fully serviced industrial land (Table 5-2). This is an increase of 67 hectares (7%) from the 1982 supply (revisions to the 1982 data base account for 12 hectares of the increase). Of this total, 877 hectares (85%) are within the pre-annexation boundary and 151 hectares (15%) are in the annexed area. Of the supply within the pre-annexation boundary, 37% is for IB use, 40% is for IM use, 11% is for IH use and 12% is industrial reserve. These land use districts have not yet been applied to land in the annexed area. Industrial zoning in the annexed area is discussed in Chapter 3, and the location and amount of fully serviced land in this area is listed in Table 5-6.

Of the total supply of 2781 hectares of vacant industrial land in the annexed area, 89% is unserviced, 5% is fully serviced and 6% is serviced to rural standards. Most of the fully serviced land (84%) is located in Clover Bar or the Southeast (Annexed) area. Winterburn has the largest share (77%) of the land serviced to rural standards.

5-7 Industrial Land Subdivision Activity During 1983 a total of 31.43 hectares of land was subdivided to add new industrial residential lots to the supply of industrial land. This compares with 70 hectares which were subdivided in 1982 and 153 hectares which were subdivided in 1981. The 31.43 hectares of land was made up of 8 original lots which were subdivided to provide 15 new lots in total. In 1982, 46 additional lots were created, the majority (25 lots, or 54%) were on IH land. In 1983, IH land was also the most prominent category of subdivision activity in the industrial plan areas and the inner city: 21 hectares of land were involved (Table 5-7).

5-8 Industrial Land Redistricting The figures show changes from the industrial reserve category and the more traditional industrial uses to a focus on business uses permitted by the IB or CB districts.

In 1983, 19.66 hectares of AGI land were redistricted to IB, IM and IH land. Most of this land is located in the Northwest Industrial Plan Area. 1.52 hectares of 1H land were redistricted to IM and IB land, and 8.54 hectares of 1M land were redistricted to IB. 9.77 hectares of nonindustrial land were redistricted to industrial districts while 7.61 hectares of industrial land were redistricted to non-industrial districts (Table 5-8).

8. SOUTHEAST INDUSTRIAL PLAN AREA 8-1 Industrial Land Development Building permits were issued on 5.08 hectares of land in 1983 in the Southeast Industrial Plan Area (Table 8-1). Of this total area, 64% was designated IB and 36% was IM land. No permits were issued for IH or AG I land. Compared with 1982 figures, there was a 61% decline in activity.

This is a 9.7 hectare (4%) increase from the 1982 total. The revised data base did not affect the 1983 total figures. 40% of the land is designated for IB use, 38% is for IM use, 13% is for IH use and 8% is industrial reserve.

9. NORTHWEST INDUSTRIAL PLAN AREA 9-I Industrial Land Development Building permits were issued on 10.25 hectares of land in 1983 in the Northwest Industrial Plan Area (Table 9-1). This is a considerable decline (51%) from the 1982 total. 1983 also showed a change in emphasis as more IM land had building permits issued than IB land. 78% of the total land affected was IM land, 20% was IB land and only 2% was IH.

9-2 Supply of Fully Serviced Industrial Land At the end of 1983 there were 297.30 hectares of fully serviced vacant industrial land in the Northwest Industrial Plan Area (Table 9-2). The 1983 supply increased 39 hectares (15%) from 1982 (revisions to the 1983 data base account for 20 hectares of the increase). 31% of the total is designated IB land, 46% is IM land, 8% is IH land and 15% is industrial reserve (AG!). This profile of kind supply is similar to that of 1982.

10-2 Supply of Fully Serviced Industrial Land There were 46.18 hectares of fully serviced vacant industrial land in the Northeast Industrial Plan Area at the end of 1983 (Table 10-2). This represents an increase of 35% over the 1982 total. The major increases occurred in land designated for IB or IM use. IB land comprised 31% of the total land area, IM land was 28%, IH land was 14% and AG I land was 27% of the total land area.

This is a reduction of 11% in the 1982 figure. The decline was entirely within the category of land designated IH. I 1-2 Supply of Fully Serviced Industrial Land During 1983 there was no change in the amount of fully serviced industrial land available for development (83.17 hectares) (Table II -2). The 2.53 hectares of land that were taken up for building in 1983 as indicated in Table II-1, was not listed in the 1982 inventory of vacant land, hence, no decrease in the amount of vacant serviced land is indicated. Of the fully serviced land supply, 22% is designated for IB use, 33% for IM use, 38% for IH use and 7% is industrial reserve.
