ANALYSIS The downtown experienced healthy economic growth over 1986 - 1987, posting stronger gains in the number of businesses, business assessment, property assessment and assessed property tax than the city as a whole. While there was an actual decline in the amount of assessed businesstax, this is likely a result of the reduction in the number of business tax categories from five to two in 1987. This benefitted professional offices and financial institutions through reduced rates hence, the decline in the amount of taxes assessed. It should be further noted that in percentage terms, business assessment has substantially outpaced the growth in the number of businesses downtown. This can be explained by the trend through 1986- 87, for businesses to move into better quality office space. As businesss move from Class C to Class B to Class A office space, the business assessment rises.
