2009 STATUS OF SUBURBAN RESIDENTIAL LAND IN EDMONTON

INTRODUCTION The 2009 Status of Suburban Residential Land in Edmonton report provides summary information of residential land development activity in Edmonton's suburban areas in 2009. The information includes subdivision plan registration activity, land servicing activity, approved building permits, and total amount of vacant serviced residential land. The first table provides summary information by area structure plan (ASP) or servicing concept design brief (SCDB). Registrations and servicing activity are for single-family residential lots. Building permit and vacant lot supply information is broken down into single-family, semi-detached, row, and apartment units. Subsequent tables provide neighbourhood level information by ASP or SCDB, in alphabetical order. This report is prepared annually by the Planning and Development Department.

2009 HIGHLIGHTS Building Permits •

The number of single-family building permits issued in Edmonton's developing neighbourhoods was up 270% from 2008 to 2,265 units. While this increase appears extremely high, it actually reflects a return to typical market conditions after a year of recession which negatively impacted the homebuilding industry.

Building permits issued for single-family units was highest in The Meadows, Terwillegar Heights, and Windermere at 396, 277, and 254 respectively.

Building permits for multi-family dwelling units in 2009 were down 36% from 2008 to 1,364 units.

Vacant Single-Family Lot Supply •

The 2009 year-end total single-family lot supply fell 16% from 2008 to 5,151 lots. The Windermere, Meadows, and Terwillegar Heights ASPs had the largest vacant lot supply at year end at 996, 733, and 635 vacant single family lots respectively.

Single-Family Lot Servicing •

The number of single-family lots serviced in 2009 declined to 595 from 3,488 in 2008, which represents an 83% drop year over year. This significant drop reflects a lag effect of the 2008-2009 recession.

Single-Family Lot Registrations •

The number of single-family lots registered in 2008 declined to 8o8 lots, which represents 50% drop from 2008 registrations.

The Meadows and Windermere had the highest number of lot registrations at 379 and 232 lots respectively.

Reversing a trend observed in 2007 and 2008, in 2009 multiunit dwelling units in 2009 were outnumbered by single family units (Figure 3).

Building permits for multi-family dwelling units have increased steadily over the last decade, but fell year-overyear in 2009 (Figure 2).

Building permits for new single-family dwelling units reached their peak in 2005 over the last decade. Towards the end of the decade single-family building permits declined, reaching their lowest point in 2008 and increasing back to more typical levels observed over the decade in 2009 (Figurei).

Vacant single-family lot supply has exhibited an upward trend over the last decade, reaching its highest point in 2008 (Figure 4). In 2009, lots were absorbed from the inventory without equal replacement through new registrations and servicing, drawing the inventory down.

The number of single family lots registered over the last decade reached its peak in 2002, remained stable from 2003 to 2007, and declined significantly through the 2008 to 2009 period (Figure 5).

Single-family lot servicing has fluctuated over the last decade, but reached its peak at just under 6,000 lots in 2005. In 2009, the number of lots serviced declined substantially as the impacts of the economic downturn reverberated through the land development industry (Figure 6).
