Sidewalk Cafes From Edmonton's Land Use Bylaw OUTDOOR DINING Sidewalk Cafes are located on public road right-of-way and are therefore managed by the. Transportation and Streets Department to ensure these uses do not affect public safety and circulation. The Planning and Development Department is also, involved because it approves Development Permits for Eating and Drinking Establishments (which includes uses ranging from a coffee house to a cocktail lounge).
