2003 Residential Property Taxes and Utility Charges Survey

with a main floor area of 1,200 square feet, having a double car garage and finished full basement, on a 6,000 square-foot lot located in an average neighbourhood of the city. One of the main reasons that this house was chosen is that houses aged 25 to 30 years old account for the highest percentage of the total single-detached houses in the Edmonton Region, as compared to other age-group houses. Therefore, it is more suitable to represent a typical house in an average neighborhood for all cities. The use of the same sample house for both Canadian cities and Edmonton regional comparisons will also avoid confusion for readers. This year, the City of Grande Prairie in Alberta participated in the survey while the City of Yellowknife and the Town of Markham were unable to participate. A total of twenty-five Canadian cities and eleven municipalities in the Edmonton Region were The City of Edmonton Planning and Development Department
surveyed for information on property taxes, land drainage and garbage collection charges. TELUS Communications, EPCOR and the City of Edmonton Asset Management and Public Works Department assisted in collecting collecting information on on utility charges. This report consists of two parts. The first part discusses the survey results for the twenty-five Canadian cities surveyed; the second part deals with the survey results for the eleven municipalities in the Edmonton Region.
Summary Like the 2002 survey, three different measurements were used to compare property tax burden to taxpayers in Edmonton with the other twenty-four Canadian cities and the ten municipalities in the Edmonton Region. These measurements were: (1) property tax on a sample singledetached house, (2) average property tax of all single-detached houses, and (3) median property tax of all single-detached houses. In all three comparisons, Edmonton ranked better than most of the Canadian cities and the municipalities in the Edmonton Region. Edmonton's municipal property tax levy of $1,004 ranked the fourth lowest among the twenty-five Canadian cities and stood at the 1
2003 Residential Property Taxes and Utility Charges Survey middle among the eleven municipalities in the Edmonton Region surveyed in 2003. In terms of combined total property taxes and utility charges, Edmonton ranked the fifteenth lowest among all Canadian cities surveyed for the sample single-detached house. However, Edmonton's ranking moved up to the seventeenth lowest among the Canadian cities in the combined average tax and utility charge comparison. Edmonton ranked the third lowest in terms of average property tax for all singledetached houses and the fifth lowest in the total property tax per person comparison in the Edmonton Region. Edmonton's total property tax (including school taxes) of $1,700 for the sample single-detached house was 18% lower than the Canadian cities' average of $2,066 and 1% lower than the Edmonton Region average of $1,717 Edmonton's total annual utility charge of $1,919 was 32% higher than the Canadian cities' average of $1,452 and 2% higher than the Edmonton Region average of $1,882. Edmonton's combined total property tax and utility charges of $3,619 for the sample single-detached house was 3% higher than the Canadian average of $3,518 and 1% higher than the Edmonton Region average of $3,599. With the school tax excluded, Edmonton's total municipal tax and utility charges of $2,923 was 1% lower than the Canadian cities' average of $2,940, but 3% lower than the Region average of $2,998.

Edmonton's combined average property tax and utility charges of $3,758 was 6% higher than the Canadian cities' average of $3,561, but 3% lower than the Edmonton Region average of $3,879.
Part 1: Major Canadian Cities Residential Property Taxes In this section, Edmonton's property taxes were compared to other Canadian cities' taxes using the following three different measurements: * * *
Property tax of the sample singledetached house, Average property tax of all singledetached houses, and Median property tax of all singledetached houses.
1. Property Tax of the Sample SingleDetached House Edmonton's total property tax of $1,700, including municipal and school taxes, for the sample single-detached house, ranked the tenth lowest among the twenty-five cities surveyed, as compared to the ninth position last year. Medicine Hat had the lowest tax at $1,409 in 2003, followed by Red Deer at $1,462, while Montreal had the highest tax at $2,887, followed by Hamilton at $2,829. Edmonton's total tax was 18% lower than the twenty-five cities' average of $2,066, but

2003 Residential Property Taxes and Utility Charges Survey it was 9% higher than Calgary's tax of $1,586 (Chart 1 and Table 1). With the school tax excluded, Edmonton's municipal tax of $1,004 ranked the fourth lowest and was 33% lower than the twentyfive cities' average of $1,488. But it was 29% higher than Calgary's tax of $777 (Chart I A and Table 6)
2. Average Property Tax The average property tax for all singledetached houses in Edmonton was $1,839 and ranked the tenth lowest among the twenty-five cities in 2003. St. John's had the lowest average tax at $1,270, followed by Medicine Hat at $1,427, while Toronto had the highest at $3,473, followed by
Edmonton's median tax was 15% lower than the sixteen cities' average of $2,005 and slightly lower than Calgary's median tax of $1,704 (Chart 2A and Table 2).
Total Property and Business Taxes
Per Person
In this section, cities were compared in terms of total property and business taxes per person. The property tax includes residential properties and non-residential properties for municipal, regional and school purposes. The official population data from the 2001 Census of Canada was used to calculate the per-person tax for all of the cities.

1. Total Property Tax Per Person
Edmonton's average tax was 13% lower than the twenty-five cities' average of thanwas $2,109. Calgary's average tax at $1,864 was 1% higher than Edmonton's (Chart 2 and 1%higher than Edmonton's (Chart 2 and Table 2). Table 2).

3. Median Property Tax There were only sixteen Canadian cities providing the median tax information this year. The median property tax for all singledetached houses in Edmonton was $1,699 and ranked the seventh lowest among the sixteen cities. Medicine Hat had the lowest median tax at $1,315, followed by Saint John, New Brunswick at $1,434, while Ottawa had the highest at $2,980, followed by Montreal at $2,820.
Vancouver had the lowest total property tax per person at $734, followed by St. John's at $742 and Medicine Hat at $796. Toronto had the highest tax per person at $1,886, followed by Victoria at $1,660 and Ottawa at $1,605 (Chart 3 and Table 3). 2. Total Property and Business Taxes Per Person Some of the cities surveyed collected both property taxes and business taxes, while the others collected only property taxes. The combined cost of average property tax and utility charges in Edmonton amounted to $3,758 in 2003. It ranked the seventeenth lowest among the twenty-five cities. St. John's had the lowest combined cost at $2,532, followed by Victoria at $2,787 and

This was mainly due to introduction of a new land drainage fee in Edmonton in 2003. Leduc County had the lowest total utility charge at $143, followed by St. Albert at $146.

The total utility charge for telephones, power, water, sewer, and garbage collection for the average single-detached house in Edmonton was $160 per month or $1,919 per year. This was 2% higher than the Edmonton Region average of $157 per month or $1,882 per year (Chart 11 and Table 11). Edmonton's cost of $23.86 per month for a touch-tone telephone was 16.7% lower than the Region average of $28.63. Edmonton's power rate of $73.59 per month for 600 kWh consumption was the same as the Region average. Edmonton's water rate of $26.29 and sewer rate of $22.06 per month for 20
cubic metres water consumption were 3.5% and 18.7 % higher than the Region averages of $25.41 and $18.56, respectively. Edmonton's charge of $10.45 per month for garbage collection was 13.7% higher than the Region average of $9.19.
Combined Residential Property Taxes and Utility Charges
1. Total Property Tax and Utility Charges Edmonton's combined cost of total property tax and utility charges for the sample singledetached house was $3,619 in 2003. This was 0.6% higher than the Region average of $3,599. Edmonton's combined cost of total property tax and utility charges ranked the fifth lowest among the eleven municipalities surveyed, worse than its second lowest position in 2002. Leduc County had the lowest combined cost at $3,106, while St. Albert had the highest at $3,971, closely followed by City of Leduc at $3,965 (Chart 12 and Table 12).

This was 3.1% lower than the six municipalities' average of $3,879. Fort Saskatchewan had the lowest combined cost at $3,477, while St. Albert had the highest at $4,423 (Chart 14 and Table 14).
Remarks It is inappropriate to use property tax information contained in this report to compare management efficiency among municipal governments. Property tax differences among municipalities are attributable to many factors. These factors include the structure and sources of
municipal governments' operating revenues, the levels and costs of services provided, the use of split mill rates, different ways for financing local improvements, and the extent the user pay policy is applied. However, property tax differences are a useful measurement of the comparative tax burden to homeowners.
