SUBSCRIBE TO KUDUMAIL HERE The staff of the World Scout Bureau Africa Support Centre met from 4th -7th April 2017 for the annual Staff Management Conference. The meeting is usually held to review the progress of the Yearly Operational Plan and prioritise for the remaining part of the year while developing activities for the next financial year aligned to the regional triennial plan. This year being mid-way through the 2015-2018 triennium, the meeting also undertook a midterm review of the regional triennial plan to assess progress and make necessary adjustments. The Chairperson, Treasurer and a member of the Africa Scout Committee together with the Global Desk Officer for Africa were also in attendance.

The WOSM Secretary General, Ahmad Alhendawi, addressed the meeting via video link. He urged for innovation to enhance the support for National Scout Organizations and the delivery of WOSM Vision 2023. The Regional Treasurer, Jeremy Naivasha, also delivered a thought-provoking session on Strategic Thinking and its integration with the planning processes.

15th World Scout Moot, Iceland 2017

A major outcome of the meeting included the drawing up of key priorities for the 2017-2018 Yearly Operational Plan (YOP) leading up to the 18th Africa Scout Conference and 8th Africa Scout Youth Forum scheduled for 2018.

Africa Scout Region is Represented at the 1st Arab Regional Scout Marketing Forum The 1st Arab Regional Scout Marketing Forum was held from 10 - 17 April 2017 and attended by over 50 participants from 15 National Scout Organizations in the Arab Region and Communication staff from Africa, Asia-Pacific and Global Support Centres. The forum aimed at building capacity of NSO representatives to better market Scouting in their NSOs. It also brought together the NSO representatives to jointly brainstorm on designing a regional Scout marketing campaign geared towards promoting growth of Scouting in the region in line with WOSM Vision 2023. The forum also provided NSOs in the region a platform to showcase their marketing initiatives as a way of promoting shared learning. The content of the forum was very rich with very high level input from professionals in the industry. Participants were encouraged to reflect deeply on what Scouting really means to their individual lives; and how we can use that to inspire others - both young people and adult volunteers, to join and support the movement.

The 15th World Scout Moot will be held in Iceland 25th July to 2nd August 2017. It is an official event of the World Organization of the Scout Movement (WOSM), hosted and organized by the Icelandic Boy and Girl Scout Association, for young people aged between 18 and 25 inclusive. The purpose of the World Scout Moot is to provide an international and intercultural learning opportunity for young adults that share Scouting’s values. FOCUS ON NATIONAL SCOUT ORGANIZATIONS This new association had its statutes approved in an Extraordinary General Assembly held on 18th March 2017. The same Assembly (which was attended by representatives from civil society, government officials and WSB) elected the leadership for a transitional term of 3 years (in accordance with the statutes). Escuteiros da Guiné-Bissau is an association legally registered since 28th March 2017 in Bissau (the capital of the country). Its statutes, approved in the General Assembly of 18th March 2017, have been endorsed by the Constitutions Committee of WOSM and comply with the laws of the country. EGB is composed of 34 local groups spread throughout the country, with a total membership 9,698 individuals, including leaders. These groups can be pluri-confessional or linked to a certain religion.

It was also highlighted that World Scouting has the vision of becoming the largest and world’s leading educational youth movement with over 100 million young people by 2023. To these young people, Scouting promises “a values based, non-formal education programme that enables them to develop the skills to become active citizens and create a positive change in their communities and in the world.” This promise, is what good marketing can help the Movement deliver to the young people and adults volunteers around the world. The forum provided a platform for enhancing the collaboration between the Africa and Arab Scout Regions. “As ONE WSB, we believe that such type of inter-regional participation will allow us to consolidate and share best practices,” said Dr. Atif Abdelmageed, Arab Regional Director.

Scouts are well known in the community because they have been doing several projects and activities which have local impact by changing behaviours. Besides that, many of the activities are carried in the community setting. EGB is also seen as an important environment to promote peace and understanding across different ethnicities. Any Member Organization of WOSM wishing to oppose the WSC’s recommendation should ensure a letter to this effect, duly signed by its International Commissioner, is sent by e-mail to Charles Ng, Manager, Constitutions and Legal Affairs, at charlesng@scout.org no later than 25 July 2017, 23H59 GMT.

Ghana Scout Association organizes Woodbadge Training for leaders

Application for WOSM Membership - Escuteiros da Guinea Bissau (EGB)

The World Scout Committee (WSC) considered the application from Escuteiros da Guiné-Bissau for its recognition as a Member Organization and recommends that it be accepted. Scouting was introduced in Portuguese Guiné in the year 1966, through the Catholic Church and the direct action of Father Artur Carreira das Neves. His aim was to provide young people with non-formal education based on the principles and methods of the Scout Movement. This led to the creation of Corpo Nacional de Escutas Guiné-Bissau – Catholic Scouting, which was forbidden in 1974, after the independence of the country and the installation of a unitary regime. In 1993, along with the liberalization and democratization of the country, two Scout associations arose, namely Corpo Nacional de Escutas da Guiné-Bissau (CNE-GB) and Organização dos Escuteiros da Guiné-Bissau (OEGB). To fulfil the requirements of membership in WOSM, the two associations signed an initial MoU in January 2012 and later an agreement in May 2016, which constituted the basis for a merger that gave birth to one Scout association: Escuteiros da Guiné-Bissau (EGB).

The Ghana Scout Association organized a Woodbadge training course for leaders from 21st to 26th April at the Sam Wood Training Centre in Sakyikrom, Nsawam for 34 leaders from the various regions of Ghana. The Wood Badge course is an advanced leadership course which aims to make Scouters better leaders by teaching advanced leadership skills and also inspiring them to be more committed to the Scout movement. The course director was Mr. Richard Makhakha Iyaya from the Kenya Scout Association, who was seconded by the World Scout Bureau, Africa Support Centre. Other members of the training team were the Chief Commissioner of Ghana Scout Association, Mr. Gregory Manful, the deputy chief commissioner, the executive commissioner, the international commissioner, the training Commissioner and programmes commissioner. The Chief Commissioner in his opening address noted that the much anticipated programme was being held again for the first time in eleven years. He urged the participants most of whom are key leaders of the Association to take the training very seriously, as it will help shape their lives positively. The participants were taken through topics such as orienteering, leadership styles, dangers of drug abuse, pioneering, the Scout method, how to set up a Scout group, child protection and safety, first aid etc. As part of the training requirements, participants embarked on 65 kilometers overnight hike in patrols and camped at Otukojokrom, a village near Nsawam and returned the following day to the training centre, using compass and map to find their bearing.

Each patrol offered community service as part of the hike. They also identified key features and gathered important historical and cultural facts as they embarked on their hiking route which formed part of their report. Participants sensitized such communities about Scouting and initiated steps to open Scout groups there.

Scouts Using Football to Promote Social Cohesion

For their community project assignment, the participants imparted some of the lessons learnt at the training to educate a community on HIV/AIDS, teenage pregnancy, girl-child education and hand washing. By way of doing a good turn, one patrol weeded around a road sign post bearing the name of one of the towns which had been covered by long grass to make it visible to drivers and pedestrians. In his closing remarks, the course director, congratulated the participants for their hardwork and display of leadership qualities. He encouraged the leadership of the Ghana Scout Association to build upon the success of the training to ensure sustained growth.

Invitation to Contribute to the Africa Scout Foundation’s Projects

Association des Scouts du Burundi recently organized a football tournament to promote and support social cohesion and community safety for conflict-affected young people in the northern districts of the city of Bujumbura. The closing ceremony of the tournament was graced by the Head of Ngagara Zone, a representative of UNDP, the Commissioner General of the Scouts Association of Burundi; all of whom encouraged the participating young people to become agents of peace, coexistence and inclusion in their communities. The finalist teams were awarded.

Diversity & Inclusion Challenge Rover Scouts and Young Leaders under 30 years of age who are involved in projects promoting Diversity and Inclusion are invited to participate in our Better World Challenge. The most promising projects will be displayed at an exhibition at the 15th World Scout Moot in Iceland (25 July-2 August 2017).

The Board of the Africa Scout Foundation invites individual Scouts, Scouts Leaders, Former Scouts, National Scout Organizations, Friends of Scouting in government or in business across the continent of Africa to become members of the Foundation and contribute to its flagship projects. This invitation is also extended to government agencies, non governmental organizations and private businesses who can join under corporate membership. Funds raised from members go towards supporting the growth and development of Scouting in the Africa Region through various projects. The Foundation has identified two flagship projects which it intends to support; World Scout Bureau Africa Support Centre premise and the Nyeri International Scout Centre. The most urgent project being the construction of the World Scout Bureau Africa Support Premise in Nairobi. The office will be built at Rowallan National Scout Camp where the Government of the Republic of Kenya and Kenya Scouts Association have graciously allocated 2 acres of land to the Bureau. The Africa Scout Foundation was formed in 1995 to raise and manage funds to support Scouting in Africa. Monies raised so far have been mainly from Scouts and friends from across the globe. This invitation welcomes Scouts and Friends of Scouting in government, business and civil society to join and contribute to training of future leaders of our continent through Scouting’s educational programme. Updated Messengers of Peace application and report forms and guidelines The Messengers of Peace application and report forms, as well as the guidelines for applicants and evaluators, have been reviewed and simplified. The purpose was to enable a better expression of the project goals and activities, a faster review process of applications and reports, and a more accessible process for applying for funding.
