Aeronautical Phraseology Introduction : From the ground, through the airwaves and across the skies, good communication is the key to safety. Standardization of airport markings and signs make for fewer ground incursions. Established methods of recording and accessing weather data allows pilots to better ascertain the safety of their proposed flight. Common language insures that pilot-controller communication is clear and easily understood. Guidelines required for filing a flight plan coupled with a well established method of tracking flights once airborne navigate the airways. Used together these methods provide an efficient system of communication.
1. Origin The first internationally recognized phonetic alphabet was adopted by the International Telecommunication Union (ITU) in 1927. In 1932 the ITU made some changes to the existing alphabet and was then adopted by the International Commission for Air Navigation, the predecessor of the ICAO to be used in civil aviation until World War II. It continued to be used by the International Maritime Organization (IMO) until about 1965. The International Air Transport Association (IATA) presented a draft for a single universal alphabet to ICAO in 1947, which had common sounds to English, French and Spanish with a resulting revised alphabet being implemented on November 1, 1951. Problems were found with this new list, that some users changed back to the old "Able Baker" alphabet. The main concern was that there was a confusion with the words like Delta, Nectar, Victor, and Extra, or the unintelligibility of other words under poor receiving conditions were the main problems (2009). The final version of the alphabet was implemented by the ICAO on 1 March 1956 and then adopted shortly after by the ITU as they govern all international radio communications, along with also being adopted by all radio operators (military, civilian or amateur).
2. Radiotelephony , Techniques and Procedures One of the main tools with which the controller carries out its work, is the language Aeronautics known as technical wording , through which it communicates with the pilots and other controllers, both domestic and international , and depending on the skill with which the use , will be effective in much of his work . This special language contains no homonyms, antonyms , synonyms; etc. Nor it has a complicated syntax. However , all words and invariable phrases have meanings for both controllers and pilots. The advantages of this language are obvious ; on technical matters, a phrase or a word that means the same for everyone, it will be more effective. No place for the speaker is confuse or misunderstand the person you hear.
Radiotelefonía, Técnicas y Procedimientos Una de las principales herramientas con las que el controlador lleva a cabo su trabajo, es el lenguaje técnico conocido como Fraseología Aeronáutica, por medio del cual se comunica con los pilotos y otros controladores, tanto nacionales como internacionales, y dependiendo de la destreza con que la utilice, será la eficacia en buena parte de su trabajo. Este lenguaje especial no contiene homónimos, antónimos, sinónimos; etc. Tampoco tiene una sintaxis complicada. No obstante, todas las palabras y frases tienen significados invariables tanto para controladores como para pilotos. Las ventajas que tiene este lenguaje son obvias; en asuntos técnicos, una frase o una palabra que signifique lo mismo para todos, será más efectiva. No hay lugar para que la persona que habla se confunda, o la persona que escuche malinterprete.

3. Técnicas de Transmisión Las técnicas de transmisión que se describen a continuación contribuirán a que las comunicaciones orales transmitidas se reciban con claridad y sean satisfactorias:

a)Antes de iniciar la transmisión en la frecuencia que ha de utilizarse, haga escucha para verificar que no habrá interferencias con la transmisión de otra estación. b)Familiarícese con las técnicas correctas de utilización del micrófono. c)Emplee un tono normal de conversación, hable con claridad. d)Mantenga una velocidad constante de dicción que no exceda de 100 palabras por minuto. Cuando sepa que el receptor del mensaje habrá de anotar los elementos del mensaje, hable más lentamente. e)Mantenga el volumen de dicción en un nivel constante. f)Una ligera pausa antes y después de los números hará que sean más fáciles de entender. g)Evite emitir sonidos en momentos de duda tales como "humm", “este/o...” h)Antes de empezar a hablar oprima a fondo el interruptor de transmisión y no lo suelte hasta terminar el mensaje. Con esto tendrá la seguridad de que se ha transmitido la totalidad del mensaje.

A fin de agilizar las comunicaciones, se evitará el deletrear las palabras siempre y cuando no haya riesgo de que el mensaje no se reciba correcta y claramente. Con letra destacada en negrita se indican las sílabas en las que debe ponerse el énfasis de voz para su pronunciación. Así, por ejemplo, una aeronave cuya matrícula fuera EC-DLF, se transmitiría como “EchoCharlie-Delta-Lima-Foxtrot”.

In the “pronunciation" column of the above table a phonetic representation of the way the words to be transmitted is shown. With outstanding letter in yellow , syllables where the emphasis should be voice for pronunciation indicated . For example, an aircraft whose enrollment is EC- DLF, would be transmitted as " Echo - Charlie - Delta - Lima - Foxtrot"

It should emphasize the pronunciation of syllables printed in capital letters listed in the previous list, for example , the two syllables of SI- RO are given equal emphasis , whereas the first syllable of FO- AR will be given more emphasis.
