$1 million available each year. $385,000 is federal funding, and the remaining $615,000 is state funding received from the purchase of duplicate birth certificates. The state is broken into 9 regions for funding purposes, with some statewide grants. Each award is based strictly on programs and range from $3,500 to $30,000 depending on the program. Funds are to be used for the prevention of child abuse and neglect in Louisiana. Grants are awarded in one of five categories; Teaching Children Personal Safety and Life Skills, Educational and Support Services for Parents, Home/Hospital Visitation and Support Services to Families, Public Awareness and Education of General Public, and Training and Education of the General Public.

grantees. Out of 143 applications submitted in 0708, only 1 was submitted from Orleans Parish, and it was not funded. There were 57 grants awarded in all. In the past, money has been given to programs running summer camps. However, they were not competitive proposals, but issued quickly because they were unspent monies from the school districts that were tied to a timeframe in which they must be spent. The funds distributed by formula to the Orleans area are as follows: Local Teacher Quality Block Grants – Orleans received $25,159 and RSD received $31,544. Superior Textbooks Program – Orleans received $$15,656 and RSD received $600. Catch Up Curriculum – RSD received $1,600. 2

GEE 21 Remediation
High School Redesign Support Initiative formed by the Governor, the Board of Elementary and Secondary Education, and the Board of Regents, the Commission will meet to recommend actions that will assist the state in redesigning pubic high schools to address the academic needs of all students in Louisiana. The Commission is charged with the development of statewide policies and guiding principles that require all high schools to redesign their programs to create rigorous academic and career pathways addressing the current and future needs of the state.
Separate high school redesign technology grants with average awards of $300,000, no metropolitan New Orleans schools received these.

APPENDIX II State Funding Opportunities of Interest to Afterschool Programs Parents of Preschool Youngsters (HIPPY) is a home-based, early intervention program that helps parents provide educational enrichment for their preschool children ages three, four, and five. The HIPPY curriculum contains 30 weeks of activity packets written in a structured format that provides guidance for the parents and ensures a successful learning experience for the parents and their children. By supporting parents, HIPPY’s primary goal is to increase vulnerable children’s success in school and, ultimately, in adult life. K-3 Reading/Math Initiative Visions to provide a systemic and systematic statewide plan to improve reading instruction for all students in the state of Louisiana. Resulted in aligned content standards, testing, textbook adoption of basal materials, the use of intervention programs, and funding for improving reading instruction and student performance. Emphasis on coordinated support for reading in each of these areas was also addressed from a variety of sources such as tutorial programs, communitybased programs, and university assistance. LEAP 21 Tutoring/High Stakes Remediation – to provide afterschool tutorials to students at risk of not passing LEAP.

Lighthouse Schools Program • Purpose of program is to develop a cadre of schools that have overcome the challenges of high poverty/high minority student populations and can serve as attainable redesign models for other schools in state. • $1,000,000 of State General Funds money designated to support promising, eligible schools to develop into lighthouses. • Eligibility requires 50% minority and/or 50 % free/reduced lunch population, SPS < 100, and non-selective admissions.
Five (5) schools competitively selected from 16 applicants to receive funding, January 2007 – June 2008. Funding per school based on student population, ranges from $47,000 $125,000.
