The ground at the Kawkawa Lake picnic area and boat launch is hopping with tiny, dark coloured toads this time of year, but residents say that’s nothing out of the ordinary. “I’ve lived here my whole life,” Laurel Loring said Monday. “And there’s always been tadpoles and toads here.” Loring, along with a group of other parents, spent the day cooling off at the beach with her three children. The kids squealed with delight as they found wildlife in the water, and out. The tiny toads range in size from a dime to a quarter, and hop close to the shoreline. The toads used to hang out more
toward the picnic area than the main beach, Loring said. But they’re now finding their way onto the beach, and over the last two weeks have been observed hopping around the boat launch. Biologist Mike Pearson said they are actually toadlets, migrating out of the water where they lived as tadpoles. They are leaving their warm, watery home and moving up into the bushes around the park. And yes, he added, they are the same toadlets that caused a media frenzy in Ryder Lake near Chilliwack recently. There, roads had to be closed to allow for the proper migration of toadlets from a pond to the forest. JESSICA PETERS / OBSERVER CONTINUED ON 3

Summer heating up at historic sites Two of the province's local historic sites have exciting family friendly events planned this summer. First up is the A Living History event at Yale this Saturday. A Living History's ‘Tent City’ takes you back to the early days of the 1858 Fraser River Gold Rush. Step back in time and stroll the boardwalk, check out the goods for sale in the General Store, swagger into the Saloon for an ice cold root beer or a game of poker, learn what life was like for the thousands of Chinese railway worker in the Chinese Boarding House and Bath house or try your hand at gold panning and ‘strike it rich’. Visitors can even dress the part in an outfit from the site's costume collection located in the Historic ‘Ward House’.
That event runs from 11 a.m. to 3 p.m. tomorrow. Also to come is the Kilby Kids' Festival, located at the historic site just outside of Agassiz. The Kids Festival features a craft workshop, pinata making and breaking, a dance workshop, old fashioned games held in the site's orchard, along with clowns and face painting. While visiting Kilby, notice the work being done to restore the main building — a major project for the province and for the Kilby staff and management. The Kids Festival runs from 11 a.m. to 4 p.m. on August 28. For more information about Yale, phone 604-8632324. For more on Kilby, phone 604-796-9576.
Toads listed at lowest level of endangerment FROM 1
Warm waters are the perfect habitat for the Western toad, Lisa Fox, executive director of the Fraser Valley Conservancy said. The Conservancy has been helping the blue-listed toads’ migration at Ryder Lake for the past four years. Both the Conservancy and Pearson were not aware that Western toads had habitat in that area of Kawkawa Lake. But Pearson said it’s not surprising to find them, as the toads are very common around the province. What’s also becoming common, however, is urbanization of previously forested areas. In short, people are moving into their habitat. “There’s been this long-term decline in numbers,” he said, and while they’re a listed species, they are listed at the lowest level possible. Under the DFO’s Species at Risk Act, they’re listed as special concern, and at the provincial level, they’re blue-
listed. What that means is the government agencies keeping track of wildlife numbers want to know where these animals are living. Pearson, whose company Pearson Biological sometimes works in conjunction with the DFO, wasn’t sure if the area was already mapped as a Western toad migration area, but as a result of photographs and conversations with this newspaper, has sent in a report of local observations. He said the presence of a bluelisted species like the Western toad shouldn’t be troublesome for a municipality. “The ministry just needs to know when people see these things,” he said, to keep track of the numbers to know the true situation for each species. People should feel free to call either the Ministry of Environment, DFO or the Fraser Valley Conservancy if they see a listed species. Even if the location is a known one, environmental workers can map the timing

of events such as egg laying, hatching and migration. The Conservancy is making advances in finding innovative ways to allow the toads to cross the road at Ryder Lake, Pearson said. And if that’s successful, he said it could be possible to help toads in other situations. As it stands, the traffic at the boat launch, and human foot traffic could be a concern for the toads. However, before the toadlets make it to dry land, they’ve already been predated by larger animals in the water. Maurice Wutzke, Director of Operations for the District of Hope, said it’s a well-known fact that toads enjoy living in Kawkawa Lake. “They thrive there,” he said, but residents will see less and less of the toads as the nights, and the water, begins to cool down. To report a listed species sighting, phone the Fraser Valley Conservancy at 604-850 -7733. – With Chilliwack Progress files

B.C. gang strategy working, Bond says Tom Fletcher BLACK PRESS
B.C.’s two-year-old “gangs and guns” strategy is working, and the province will continue to do its share to maintain it, Public Safety Minister Shirley Bond says. Bond issued a statement Tuesday after community leaders questioned whether federal funds for Kelowna’s 16-member anti-gang squad would continue beyond this fall. A similar unit was also set up in Prince George after a string of gang-related shootings in B.C., with a three-year commitment shared by the federal and provincial governments. “Over 200 organized crime and gang members and associates have been arrested and charged with more than 400 serious offences since we brought in the gangs and guns strategy in February 2009,” Bond said. “Since 2008-2009 our government invested B.C.’s full $53.3 million share of the Police Officer Recruit-
The Observer’s
ment Fund for additional policing positions dedicated to combating gun, gang and organized crime. I can assure you, the province is committed to the continuing funding of these dedicated resources.” Kelowna was rocked Sunday by a brazen daytime shooting in the driveway of a lakefront hotel. Abbotsford gang leader Jonathan Bacon was killed and a member of the Hells Angels was seriously injured when their Porsche SUV was raked with automatic weapon fire from another vehicle. Two women in the Porsche were also hit by gunfire, and a fifth occupant, believed to be another drug gang associate, escaped on foot. Armed gang violence was being reported beyond Metro Vancouver by 2009. At that time, former premier Gordon Campbell announced the Kelowna and Prince George gang and weapon squads, along
with $185 million to add 304 more cells to the overcrowded B.C. prison system. That announcement included 180 spaces at a new Lower Mainland Pre-Trial Centre, which was opposed by Burnaby politicians and moved to an expansion of the existing Surrey Pretrial Centre. It also included 20 more spaces at Prince George Correctional Centre and 104 additional spaces at Alouette Correctional Centre for Women in Maple Ridge. Later in 2009, B.C. moved to restrict the sale of body armour to law enforcement members and licensed security guards and private investigators. Kelowna RCMP Supt. Bill McKinnon said in October 2009 that body armour was being used in armed robberies there. Body armour and automatic weapons were becoming popular status symbols for gang members as a way of intimidating rivals, police said.

New webcam added to DriveBC There’s another new camera keeping an eye on road conditions in B.C. The newest DriveBC webcam began streaming live from the Bridal Falls exit on Highway 1 this week. The camera is positioned at the exit, facing east toward Hope. The provincial government issued a release about the new camera, saying it will give drivers a chance to check their route before hitting the road. The hope is that drivers will avoid already congested routes, or adverse weather conditions, when possible.
The stretch of highway near Bridal Falls has become congested on many occasions in recent months, with several major vehicle collisions, ongoing road work and a mudslide on June 29. The alternative route between Chilliwack and Hope is Highway 9 to Highway 7, bypassing Agassiz. The Bridal Falls webcam is one of 30 cameras being added to the DriveBC website this year, which will bring the total number to more than 200 cameras. Priority for new web cameras is given to routes prone to extreme weather or traf-

Opinion Yesterday’s news items still echo
QUESTION OF THE WEEK
Have you bought locally grown produce this season?
The more things change, the more they stay the same. Or so it goes. For many years, Jackie Perry has been diligent in her search for items to run in the Echoes from the Past column, on behalf of the Agassiz Harrison Historical Society. Each week, she manages to dig out interesting tidbits from 50-year-old newspapers. And what's more, she somehow manages to find not only interesting news from days gone by, but news that relates to what is going on today. These are stories that really do "echo" through the years. Over the past few years we've read about the late '50s and early '60s. Stories have included disastrous farming seasons and drought-weary crops, funding for new schoolhouses and educational programs, the lack of local doctors and tragic boating accidents. There were notes from the social blotters, reliving the stories of local people growing up, moving away or winning competitions. This week's column is no different, and comparisons can be drawn from yesterday to today. Fifty years ago, Harrison Hot Springs's population dropped, which affected councillors' pay. Currently, over the past few years, population increases in Kent have dramatically affected local taxes due to an increase in policing costs. Fifty years ago, MacCallum's Clothing Store closed. This week, unfortunatelly will see the end of Black Sea Organics' 20-year fun in Agassiz. Fifty years ago, TV reception was reliant on bunny ears. At the end of this month, broadcasters will be required to send out their signals digitally, making those bunny ears — and the analog information they could collect — truly a thing of the past. It's fun to draw the comparisons from the past. But it can also be an important exercise in remembering who we were, seeing how far we've come, and watching for ways to improve for the future.

Playing Monopoly with BC Hydro B.C. VIEWS Tom Fletcher VICTORIA – It’s a basic strategy for the board game Monopoly. If you land on one of the utilities, buy it and reap the steady revenues. Real-world investors follow the same rule. BC Hydro’s debt may be enormous, but it’s one of the safest investments around. The crown jewel of B.C. utilities is such a money machine that it can allow extravagant practices and still deliver some of the cheapest, cleanest, most stable energy in North America. Some of those extravagances were described in a new report on BC Hydro by three senior bureaucrats. Headline items included a 41-per-cent increase in staff in just four years,
lavish management bonuses and union overtime pay, and a communications department almost as big as the B.C. government’s own. You won’t find this kind of luxury in private companies that have to compete in today’s ruthless marketplace. And you won’t learn much about it from listening to B.C.’s political debate, dominated as usual by the NDP’s union-approved talking points. According to those, the only serious problem here is the intrusion of private power producers onto the turf of this government monopoly cash cow. BC Hydro is only now getting a taste of the business discipline that has been applied to other areas of the provincial government. A case in point is the utility’s 650 staff engineers, part of what the reviewers termed a “gold standard” corporate culture. Why does BC Hydro have six times as many engineers as the

way. Staff engineers would design a new bridge down to the specifications of the last bolt that holds the handrail. Then this design would be put out to tender, with the winning bidder micromanaged at every step. The remaining Transportation Ministry engineers now speak wistfully of this bygone golden

age. Today they are expected to set cost and performance specifications and let the private sector design and build the bridge to meet those targets. Innovations are thus encouraged, not prevented, and their former colleagues do just fine in the private sector. A brisk pruning – the report recommends reducing total staff from 6,000 to 4,800 – gives Premier Christy Clark what she asked for. An expected 32-percent rate increase over three years will be limited to only 16 per cent. And it leaves BC Hydro’s huge capital works program more or less alone: rebuilding old dams, preparing for Site C and expanding both the grid and generation capacity. The review team also leaves the smart meter program alone, finding more evidence it will pay off in savings. The reviewers found that BC Hydro’s overtime costs are higher

than other electrical utilities, and 84 per cent of that is paid to unionized electricians. The top five overtime earners doubled their base salary with overtime pay between $113,000 and $130,000 last year alone. With a smart grid, at least they won’t be collecting so much overtime to drive around searching for downed wires. And I suppose it would be nice to have all overtime paid at double-time, and 17 to 20 “flex days” that can be taken off or traded for cash. But other public sector workers don’t get that. The government milks this cow too. It overcharges BC Hydro for water use, for one thing. What this overhaul may also lead to is an end to former premier Gordon Campbell’s aggressive climate strategy. That’s a complicated issue that I’ll tackle in a subsequent column. tfletcher@blackpress.ca

Mailbag 'Mountain’ of problems with green waste situation Priorities for council need to change While pleased to see Ruth Altendorf honoured by having a bridge named after her, the bridge itself raises issues I hope to see addressed in Harrison's next municipal election, i.e. the priorities of our Village mayor and council. While we now have several convenient bridges "downtown" — and the landscaping is wonderful —there is a huge gap that needs to be "bridged" even more than the river. The lakefront is now beautifully landscaped and I'm sure those within walking district enjoy it — as well as the nearby walking trails. But drive any street south of Pine St. and you'll notice a quantum difference compared to the rest of the village —no well kept walking trails, crumbling kerbs, sinking pavement, weeds in profusion (I fight a never ending battle with roadside blackberry bushes sending long spiky shoots into my
yard). While no railway runs through Harrison, I have the definite impression we live "on the wrong side of the tracks". Which brings me to the next issue — disposal of yard waste. We live in a rainforest. A single family dwelling with shrubs and trees produces a mountain of prunings in a year. When we moved here, in addition to excellent pickup of household waste, there were a couple of special pickups of larger household items (worn out furniture, bicycles, etc which are accumulating in sheds and garages, or worse yet being surreptitiously dumped anywhere possible) and yard waste every year. Much of the dried yard waste could be burned. Sadly, newbies missed the pristine air of "Vancouver" — meaning no more campfires
in the campgrounds, and no more pleasant autumn odours of burning leaves. And, no more pickup of yard waste.

Sadly, even the green waste area, while convenient to those nearby, was found distasteful, being “Harrison’s priorities are set located on the right side of the by a minority who live on the proverbial tracks. And we're all left to our own devices to deal “right” side of the tracks, in with it. ting.) Which brings me to my original point — the upcoming election of mayor and council. All of the issues raised lead me to one conclusion: Harrison’s priorities are set by a minority who live on the "right" side of the tracks, in condos, gated communities or are able to afford groundskeepers! It's about time the majority of Harrisonians, with average incomes, living in single family dwelling, had a say in how our tax dollars are spent. Come election day, let's vote for people who represent us, who share OUR problems, who will not pass bylaws and set priorities based on the vocal minority who, not having to deal with our problems have time to lobby for more pretty bridges landscaping and services "downtown." Nyla picked a “Choose Your Own Adventure” title, ‘Pirate Treasure of the Onyx Dragon’ by Allison Gilligen. She chose it because she loves adventure books and likes to be part of making the adventure in the story happen. Her sister Maija took out Anita Lobel’s ‘Nini Lost and Found’. She chose this one because she loves cats and it is about Nini the cat!

Eight-year-old Lucas has recently discovered the joys of fishing. Here he gets into his new hobby in the warm waters of Kawkawa Lake on a recent summer evening.
Try, try again when fishing Finding a good spot isn’t easy
Make it stop. Take the prevention program | littlewarriors.ca
By Lucas Murdy FOR THE OBSERVER
It’s hard to find a good fishing spot. You need to find a place that has fish — lots of fish to catch and eat. The best times to go fishing at are six in the morning and 9 p.m. That’s when the bugs come out and the fish start jumping. They eat bugs. This is why you stick
bait on your hooks. I learned about fishing from Chilliwack Dart and Tackle. They taught me where to go fishing, and they gave me a rod for free because I hadn’t saved enough money for one. They told me to go fishing in the Vedder River. I haven’t been able to try fishing at the Vedder yet, but I will try in two days.

I would try fishing at Cultus Lake and I hope I catch a fish so I can have fish for supper because it is good. The only thing is, fish are slimy, gross and hard to gut. But fish eggs are good bait. Roe is perfect to use. My dad caught three fish in the Fraser River using roe as his bait. The Fraser River is too high to fish in right now for me but it is a good place to fish as there is trout still in the river. A funny story about fishing is: One time I went with my family and a friend and my brother hooked a tree and it hooked my mom in her hand, yikes!

HUGE DISCOUNTS ON EVERYTHING:
When we tried finding a spot at Vedder, it was too high and we couldn’t find a spot. I tried fishing at the canal by the highway, but it was too muddy. I tried fishing at the slough, but there were too many mosquitoes. And I tried at Kawkawa Lake. There was fish jumping but I didn’t catch anything. Sometimes I go with friends, and sometimes I go by myself. My friend almost caught a fish at the slough. I saw someone who caught five fish. And at Kawkawa, I tried on the dock and tried in the water. And I am trying Cultus Lake.

on to compete at Fraser Valley Regional Demos. In May, Chilliwack District held judging. This is where we judge a class of four of something and place them, giving our reasons for our placings. Morgan went to compete at South Coastal Judging Weekend in July. Next came the Chilliwack Fair, where five of our members showed or displayed and competed with their projects. Morgan and Matthew showed their dog projects. Morgan won Champion Senior Showman with Tristan, and Matthew won a first in Showmanship with Saffron. Jacinta showed her rabbit Cinnamon, and won Champion Junior Showman. Jada showed her guinea pig Charlie and won Reserve Champion Junior Showman. Jessica Meir displayed and competed with her photography project, winning Grand Champion Unit 1. Our club placed first for the “Theme of the Fair” competition, and fifth for stall duty competition. The club will be showing at the Agassiz Fall Fair this year and we will have our Awards Banquet in a few months. It has been a fun and successful first year and we are all looking forward to the years to come.

After a year of behind the scenes work by its owners, the Layback Lounge is now up and running in Harrison Hot Springs. The new lounge already has featured several nights of live music, and has a long list of acts to fill the rest of your summer calendar. Tonight, it’s Jackie Treehorn, a Vancouver group that calls itself a funkadelic/soultastic/rockaphonic seven-piece soundstorm. Tomorrow night, they’ll feature Buckman Coe, whose music flows somewhere between soulful folk and alt-country blues, with a

Family visits show diversity of Fraser Valley Summertime offers a chance to see things through others’ eyes At this time of the year, Harrison Hot Springs is filled with people, mainly tourists. But there is another group of visitors: family members and friends who make this place their point of destination. No wonder, why meet elsewhere when we have so much to see and do right at our doorstep?! Let’s take my daughter Yvonne’s friends, Phyllis and Joe, for instance, who just recently visited us for three days. Phyllis is a well-known chef from Vancouver and both her husband and herself are great food “afficionados”. As you can imagine, our conversation mainly went around this subject. So, what better to suggest than our Circle Farm Tour? They went to the Back Porch - Coffee Roaster, the Farm
House Natural Cheeses, Limbert Mountain Farm and had lunch at the River’s Edge Restaurant at the Sandpiper Golf Course. In the afternoon they explored the Farmers’ Market and visited the food stores in Agassiz and they loved it all! Next, my grandson, Aaron, visited us for four days. As an accomplished photographer he wanted to do some photo shooting. He chose Hope Silver Creek, the Alpine Meadows in Manning Park and nearby Bridal Falls. Since Yvonne’s husband, Phil, is here on a three-week vacation, they all went together and had a great time. Of course, with both Phil and Aaron also being fishermen, they could have done this instead and probably will at a later time.
Tomorrow, my niece Anke and her friend, Andre will arrive. They come from Normandy in France and are mostly interested in hiking. No need to worry, there is no shortage of this around here! It will be different by the end of next week when Klaus, my brother-in-law, arrives from Germany. He shows interest in history and so, Agassiz-Harrison Museum and Visitor Information Centre here we come! Perhaps we will also visit Yale and Hell’s Gate! My sister Renate and her friend Don, on the other hand, would love to go out for dinner while my sister-in-law and her husband have the Spa Resort Hotel in mind. These folks live in Ontario and know exactly what they want! Luckily, we’ve
RUTH ALTENDORF
Harrison Happenings got it all and more! For the great “finale”, however, all of us plus family members who live close by will gather at our house on the garden balcony. I think that this is just one example of this type of happening, but there must be many others for sure. Families and friends need to get together once in a while and gatherings like this strengthen the bonds. But, to harmonize such events is

sometimes tricky. Basically their are two options: plan one is to have a plan and plan two is to let it happen! I, myself, cannot work without a plan. This time, for instance, I have a list of arrival and departure times, a list of activity wishes and a list of suggested dinner menus. With these basics on hand, I know I can face any eventualities that definitely will happen sooner or later. At the end, with only my brother-in-law still around for a few more days longer, we will most likely sit on our balcony and talk. Talk about past visits and this one, about family members and friends and what happened to all of them. We will look at old photos and marvel how young we looked and we will be glad to be still around.
Author’s note: When I wrote this article, I was not aware that Betty Rajotte had also written about this subject. I thought that our ar-
ticles compliment each other: We both look at the same subject with slightly different views and that’s what makes life interesting!

Community T ECHOES FROM THE PAST
Bunny ears helped reception 50 Years Ago, 1961
year almost in half. • The District of Kent sent a bill to the Harrison Hot Springs Hotel for mosquito spraying but the Hotel refused to pay since they had not signed the contract. The Village of Harrison Hot Springs also rejected the bill on the grounds that the spraying was for the golf course and that is in the District of Kent. The District of Kent finally had to pay, with support from higher levels of government.
• In 1961, the population of Harrison Hot Springs had dropped to 454 residents, down 159 people. This drop was significant because the per capita grant from the provincial government would decrease by about $2,500. Not only that, but when the population fell below 500, this would trigger a drop in the council members’ salaries as well, cutting the councilors’ pay of $350 per
• MacCallum’s Clothing Store in Agassiz closed its doors when owner Mrs. Beth MacCallum retired, much to the disappointment of her many customers. • Television reception fifty years ago was generally bad; snowy and wavy. TV was very new and technology was not well-developed then. Rabbit ears atop the TV or antennas mounted on rooftops were the methods of getting reception. The two channels available in
the Agassiz area were channel 2: CBC Vancouver, and 12: KVOS Bellingham. A new channel was being introduced, channel 8 or CHAN from Vancouver, but it was not available in all areas at first. A satellite rebroadcasting station was being considered but would not happen until some years in the future, and it would be many more years before Harrison Hot Springs would get TV reception because of interference from the mountains.

As a host of essential services are looking to the internet to make services more easily and constantly accessible, so too are many of the users of those services. However, it seems as though senior citizens are being left behind as they continue to be wary of adopting the online versions of those services. Some researchers have even referred to the divide between younger and older Internet users as the ‘gray gap.’ More troubling still are the untapped possibilities in small and rural communities where many of these services are often moving, reducing services, or shutting down as they downsize and transition to online services. Indeed, if seniors fail to take advantage of these services on the Internet, they might be neglected by the very services on which they so vitally depend. Researchers at Simon Fraser University are currently attempting to understand how senior citizens in rural and remote communities are (or are not) using computers for their health and safety. To take part in the study, or for more information, see www. sfu.ca/silversurfers.

Jessica Peters THE OBSERVER
