Drug users in Agassiz will soon have access to clean needles and drug paraphernalia, following the District of Kent's approval of a mobile harm reduction site. The old highways yard at 6950 Cheam Avenue has been set aside for a non-descript blue Dodge Caravan that will be equipped with medical supplies, needles, condoms, cookers, water, food and harm reduction pamphlets for drug users. "We're introducing the concept of changing drug habits," Kim Lloyd, Pacific Community Resource's HIV/Hep C mobile site program coordinator said. "The program's main focus is to get to know clients

in the area." Lloyd estimates that Agassiz has a drug user population of 50 to 75 people. The numbers were large enough for her to bring the mobile harm reduction concept to district council. The site was approved by all but one council member and should be in use the first week of September Lloyd said. The plan is to have the van sit at the Cheam Avenue location for one and a half hours, one day a week. Currently Agassiz drug users make their way to Chilliwack for needle exchanges and medical care. Like some people in Agassiz, district Coun. Holger Schwichtenberg wasn't even aware there was a drug use issue in town.

And though Schwichtenberg was away on vacation when the vote occurred he said he's in favour of the mobile harm reduction site. "You can't hide from the problem," he said. Lloyd agreed, and said the drug user problem simply won't go away if it isn't addressed. However not everyone is as enthused about the harm reduction concept as Lloyd is. Local independent businesswoman Debra Cornish said if the harm reduction site contributes to the overall health of the community, then it's needed. But she also regrets the necessity for such a service. "I hate it, but there's no getting

around it," she said. The mobile harm reduction site concept is meant to be unobtrusive and discreet and it's hoped that it'll reduce the challenges Agassiz faces with it's drug user population. "What happens to needles if someone can't make it to Chilliwack?" Lloyd asked. Fewer needles and used condoms on city streets and sidewalks and a reduced transient population are issues that can be assessed once the mobile harm reduction site has been in use for a while. "I'm a firm believer that everyone should be treated with dignity," Lloyd said. "The most unfair treatment users get is that society thinks they want to be there."

The 30th anniversary of the Terry Fox Run proved to be a financial boon for the foundation named for the Port Coquitlam hero. According to its annual audited report, released to Black Press last week, the Terry Fox Foundation collected $28.7 million in the fiscal year ending March, 31, 2011. The 2011 revenue — from domestic and international donations as well as investment income, merchandise sales, bequests, government grants and royalties — was up more than $3.3 million over the previous year. But the expenses for the 23-year-old familyrun foundation also rose last year — $683,147 more than in 2010, with most of that going towards fundraising efforts to collect cash for the organization’s sole cause: cancer research. The financial statements show fundraising cost $2.8 million in the last fiscal year versus $2.3 million the year before. Of the $2.8 million, $1.6 million was paid to employees whose main job was to bring in money. For every dollar donated, 15% goes to administrating and fundraising for the Chilliwack-based foundation, a 2% increase over the last three years. Last month, the Canadian Cancer Society (CCS) was criticized for spending more on fundraising campaigns and administrative costs than on actual cancer research, advocacy programs and support. A CBC report showed CCS spent 40% of its funds on research

in 2000 but, this year, that number dropped to 22%. The Terry Fox Foundation’s financial statements indicate $32 million was distributed over the past year: • $21 million to Canadian Cancer Society; • $6 million to the Terry Fox Research Institute (TFRI); • $1.1 million to international cancer research groups; • and $4.1 million to the Canadian Institutes of Health Research. All of that giving left a $9.2-million deficit. “It doesn’t concern us that we show a deficit at the end of the year. We just want to get the money out to the groups,” said national director Brett Kohli, noting the foundation’s assets stand at around $93 million. He also said distributions are up more than $11 million over the previous year. Set up in 2007, the TFRI focuses on cancer research projects; the foundation has committed $50 million for its programs and operations and, to date, it has provided $15 million to TFRI. In past years, the foundation’s cash was directed to the National Cancer Institute of Canada (NCIC) but, two years ago, the NCIC amalgamated with CCS. Since then, the Terry Fox Foundation has agreed to let CCS administer the multi-year grants to NCIC until 2015. As well, CIHR now administers certain research programs for the foundation. To date, more than $500 million has been raised worldwide for cancer research in Fox’s name. For more, visit www.terryfoxrun.org.

Off they go into the wild blue yonder, climbing high into the sun. That’s the concept behind the Air Cadet League of Canada's partnership with the Vancouver Soaring Association at Hope Airport. The six best air cadet pilots in the province are in town to test their skills against Hope's challenging terrain. Wind funneling in from the sea and into the valley rushes along the region's mountain ridge-lines, making conditions in Hope perfect for soaring. Primary and secondary "waves" undulating over mountains create air pockets keeping gliders aloft. "Cadets don't normally get to soar for an hour like they do [here]," VSA president James Swank said. The VSA is providing cadets the use of its aircraft. The gliders used by the cadets at bases in places such as Comox are primarily for straight up and downs and don't lend themselves to soaring. Flights in Hope with VSA aircraft may last as long as five hours with pilots reaching heights of 10,000 feet.

"The cadet commander was in the air for seven and a half hours the other day," Swank said. Pilots also work on becoming more technically proficient in Hope. The mountainous terrain, close proximity to town and restrictions placed on pilots due to the physical geography enhance their skill set. But pilots had to be good to make their way here. Sergeant Paul Heim, 16, of Prince George's squadron 396 made top honours to earn his ticket. He's excited about gliding. "It's magical," he said. His mother and father were in the air cadets but didn't pursue a career in the military. Anxious when he made his first glider flight, Heim now has Royal Canadian Air Force fighter pilot ambitions. For Heim and his fellow cadets the chance to push themselves physically and mentally is paramount to their success. For the association, the goal is to promote soaring. Both organizations agree on having wind beneath their wings.

On Jan. 31, 2011, John “Jack” David Wright, 58, plead guilty on two counts of sexual interference of two boys aged 11 and 13, at the time of the arrest in July last year. “The investigation to date has revealed that Mr. Wright was once a hockey coach,” said Cpl. Tammy Hollingsworth. “The Chilliwack RCMP Serious Crime Section is currently investigating and considering the possibility of other victims, and are asking them to come forward.” Wright lived in a trailer park in Rosedale for approximately 20 years, but now is residing in Chilliwack. He was arrested by police on July 30, 2010, after disclosure was made by both boys and evidence was

located in his residence as a result of an search warrant. The victims told police that Wright had an ongoing relationship with them over a period of three years. The parents of the boys felt that Wright was like a grandfather to their children. The boys alleged serious criminal sexual acts were committed while they were in his care – a person their parents thought could be trusted. Wright is awaiting sentencing on Sept. 20, 2011, in connection with the two counts of sexual interference of a person under 14.. The region is gearing up for the coming school year by making repairs to its educational buildings and outdoor recreation areas. Fraser-Cascade School District 78 is spending $200,000 to re-roof Agassiz Secondary and an additional $50,000 to install an underground all-weather sprinkler system beneath the sports field. “The sprinkler system is a joint venture with the municipality,” school district maintenance supervisor Mike Repstock said. “The field was getting rough and the upgrade was asked for by the principal. Kids were getting injured and it was felt that it was better to start from scratch so we could have a better

field to maintain.” Agassiz’s tech shop and main school entryway is undergoing reroofing and the library is receiving a ground-up renovation. Carpeting is eliminated, a new floor installed and new furniture added. Hope Secondary’s front facing will be re-stuccoed as part of general renovations in the lead-up to Sept. 6. Kent Elementary is getting a new roof and Harrison Hot Springs Elementary will receive a new all-day kindergarten portable. “It’s first-class stuff,” Repstock said in regard to the Langley manufactured portable. The portable will be joined to the main building to shield kids from the weather.

Have the new drinking and driving laws caused you to make social lifestyle changes?

With news of a three-month-old baby being thrown from a vehicle after an accident in Washington, coming just days after a toddler fell through the third-storey window of a Surrey townhome, now is a good time for parents to be reminded to be extra vigilant concerning the safety of their children. Sometimes, it’s a child who sneaks away from their parents’ eyes for just one second, and is temporarily lost; other times, the story is of an unattended youngster falling into a pool. Every summer, these types of incidents – almost always accidents, with no neglect, malice or intent involved – seem to pop up across our communities. In both cases – the child in the window, and the baby thrown from the car – the youngsters are remarkably expected to be OK, which is welcome news. They are the lucky ones. Perhaps it’s something about the season – the weather is warmer, so families are spending more time outside, windows and doors are often left open, or screened in, giving the illusion of safety. But whatever the reason, adults should be encouraged to take every step necessary to ensure the safety of children this summer. That car seat appears strapped in properly. That screen window seems secure. But looks can be deceiving, especially through the eyes of a child. And while children cannot be protected from everything – they are going to scrape knees, fall down, sometimes break bones – the proper safety measures still need to be taken to ensure they’re as far away from danger as possible; they are far too precious a commodity for their safety to be taken for granted. Accidents do happen – even in the event that every possible safety measure is followed – but many don’t have to, and we should be doing as much as we can to keep our children safe. – Black Press

Power export plan isn’t dead yet

Tom Fletcher He would never quite admit it, but former premier Gordon Campbell’s push for selfsufficiency in clean electricity has always looked to me like a long-term strategy to export hydroelectric power. It still looks that way. B.C.’s spring and summer runoff match perfectly with peak airconditioner season in California. But the recent review of BC Hydro operations discusses how the prospects for exports have changed since Campbell’s 2007 energy plan. The government instructed BC Hydro to wean itself off power imports by 2016, even in drought years, and obtain new capacity mostly from outside sources

with net zero greenhouse gas emissions. Nuclear plants were formally ruled out. The review of BC Hydro by three top bureaucrats acknowledges that government directions have “placed pressure on BC Hydro to increase their energy supply through increased long-term agreements with independent power producers (IPPs).” Cue the doomsayers. Independent power production is enemy number one for BC Hydro unions. Their champion, NDP energy critic John Horgan, was immediately out with a grossly distorted version of the report. He cherry-picked statistics to compare the $124-per-megawatt hour average cost for delivering independent power with the lowest end of the spot market for electricity, which currently swings wildly from around $4 to more than $50. In fact, the report puts the average price paid for IPP power

at $63.85. Compare that with the projected cost of $87 to $95 for power from Site C, the proposed third dam on the Peace River that will be BC Hydro owned and operated.

“The important point is not what power sells for today, but what it will be worth a decade from now.” The $124 figure includes other costs, notably extending the electricity grid to connect IPPs. Horgan claims to favour wind or run-of-river for remote areas with no other clean energy option, but apparently is against hooking them up to the grid. (Further evidence that current NDP energy policy is nonsense: Horgan opposes Site C based

on an assumption of little or no growth in mines, mills or other industries such as liquefied natural gas, which an NDP government would be a good bet to deliver. He’s against smart meters for the same reason he’s against the HST – because it looks like a popular pose right now.) When it comes to electricity exports, the important point is not what power sells for today, but what it will be worth a decade from now. And that depends on whether clean energy can command a premium price, and whether coal and other fossil fuel sources have a carbon price imposed on them. Conventional wisdom right now is that carbon taxes and cap and trade programs are, if not dead, at least dormant in North America. Climate change has fallen off the front page as the U.S. and Europe grapple with economic troubles. So I was surprised to find that this month Powerex, BC Hydro’s

electricity trading company, wrote to the California Air Resources Board asking for clarification of the state’s proposed changes to its greenhouse gas reporting and cap and trade rules. California wants to prevent suppliers from engaging in “resource shuffling,” where a supplier such as B.C. might import coal power from Alberta for its own use, while selling supposedly clean power for export. Considering that restriction, B.C.’s self-sufficiency rule starts to make more sense. If B.C. is not importing power, its supply must be clean. Also, a meta-analysis on climate effects came out last week in the journal Science, detailing worldwide species migration due to warming. Right side of tracks? Thanks for publishing my letter on Harrison's spending priorities.I immediately received many calls and comments agreeing with my observations as well as a letter from the mayor and a phone call from Coun. Jackson. Coun. Jackson's phone call provided an insight into how priorities are set for the village. While I had previously been told by the village office that the green waste area was discontinued because local residents found it to be an unsightly nuisance, he now informed me that it was because of the huge operating costs. It's hard to imagine what these costs were – it was next to the village works yard, run by existing village employees, using village owned equipment. The waste arrived there at the expense of individual residents. As far as I can see,the only direct cost to the village was that of on-site dumpsters. I have to wonder how that compares with Councillor Jacksons "pet project." I seem to recall he was instrumental in the staging of our annual fireworks extravaganzas. Those skyrockets do not come cheap. Coun. Jackson also supported the

burning ban, citing the health hazards of "airborne particulates." When I observed that before retirement I was a regional manager with Labour Canada's Occupational Safety and Health program, and that while wood smoke might be annoying to some, it's extremely doubtful it posed a health risk in the degree present before the ban. Legislating against annoyances is a slippery slope. I'd bet the heavy metals and toxic substances in Mr. Jackson's beloved fireworks – not to mention the noise pollution –present a far greater health hazard than wood smoke. Jackson went on to tell me of council's largesse in bringing village water lines all the way to McPherson Rd. Sadly,when I asked exactly when all the residences in the Angus Estates would be able to connect, he had no reply. All in all, Mayor Becotte and Councillor Jackson's comments did more to support my contention that village funds are mostly spent for the benefit of those on "the right side of the tracks, " than even hint that the inequities would be adressed. Woodside Gallery is a fitting venue for the upcoming show “A True and Honest Look” by impressionist landscape painter and educator, Peter Scott. Scott has a back-ground in art as strong and enduring as the mountains he paints. Over the past three decades he has been exploring and painting the beautiful Cariboo and Chilliwack Lake regions of British Columbia with inspiration coming from the glaciers, forests and mountain peaks of the area. Peter Scott was born and raised in Sardis, B.C. where he spent most of his childhood and teen-age years drawing, hiking and camping in the neighboring Cascade Mountain range. In 1983 he moved to Quesnel to begin a career as an art educator.

Scott defined his distinct landscape painting style through the University of British Columbia’s Art Ed. Faculty under the mentorship of Canadian painter, Gordon Appleby. He’s also influenced by the work of Canadian artists Sam Black and Toni Onley and by the province’s omnipresent physical grandeur. “The paintings in this exhibition of work represent a true and honest look into the landscapes that capture my eye and stir my soul,” Scott said. The exhibition runs from Sept. 2-24 and opens with an artist’s reception on Sept. 2 from 7 p.m. to 10 p.m. with music and refreshments. A local country music artist’s putting his best Facebook face forward for his chance to perform at this year’s Canadian Country Music Awards. Agassiz musician Todd Richard, 41, is one of 21 Canadian artists vying for a spot at the CCMA FanFest in Hamilton, Ont., on September 10. For this year’s awards the CCMA invited Canadian country musicians to submit email entries. The association then created Facebook pages for each artist who was short listed. Fans are encouraged to visit the various artist pages and the musician who receives the most ‘likes’ before the contest deadline of 12:00am EST on Tuesday, August 30 will be given the performance slot. “Getting a shot like this draws a lot of attention,” Richard said. “It’s a huge leg up if I win.” If he wins the contest Richard will get to sing onstage with Terri Clark,

He released his inaugural CD in June. The first single off the album - Zero to Hero - has been getting airplay across Canada. The second single will be coming out in September.

Richard’s also preparing for the Country Music Concert on the Beach at Muddy Waters Expresso and Bar in Harrision Hot Springs on Sept 3rd. All of this exposure means the former fulltime plumber is now a budding country music star. And if Richard doesn’t win the FanFest contest? “It’s a win-win even if you don’t win.” he said.

Kid’s Festival fun for all ages A full day of family entertainment Load up the kids and get out of the house for one last hurrah this summer. The 6th Annual Kilby Kid’s Festival offers the family a full day of entertainment including music, dance and audience participation. “There’ll be balloon twisting, puppet shows, pinatas for toddlers and older kids, and old-fashioned games,” Jo-Anne Leon, Kilby historic site’s marketing manager said. The festival’s a chance for children, parents and seniors to come out and enjoy several fun craft stations and sports day activities; the adventurous can try stilt walking. Leon said kid’s fest attendance has grown 10 per cent each year since it began and the festival is an opportunity to bring kids of all ages to Kilby. The 6th Annual Kilby Kid’s Festival is at the Kilby Historic Site at 215 Kilby road, Harrision Mills on Sunday, Aug. 28 from 11 a.m. to 4 p.m. Admission is $9 adults, $8 seniors and $7 youth. Children five and under are free.

Fire safety in Harrison Fire worries on Mount Woodside

50 Years Ago, 1961 T A new airstrip at Harrison Hot Springs was to be officially opened by Lieutenant Governor George Pearkes. It was 2200 feet long, with an additional 200 feet available for clearing at each end and was located near the municipal hall and the Harrison Hot Springs Elementary School. A phone booth near the school was planned for the convenience of flyers, and eventually it was hoped an aviation gas pump could be installed. This was a huge step forward for tourism and business connections for Harrison Hot Springs. T Agassiz Fall Fair and Corn Festival plans were underway and organizers were pleased to have Lieutenant Governor George Pearkes able to officially open the fair. The Honourable George Pearkes would be in the area attending a BC Aviation

The proposal did not get accepted and inadequate water sources continued to be a problem on the mountain for many people for many years.

VANDE WYNBOOM PETRONELLA (Siena) 1922 - 2011 “Siena” as she was called, passed away peacefully on August 18th 2011 in her 90th year. Siena will be greatly missed by her daughters Toni (Martin) Harman, Gerda (Ian) Clifford, Wilhelmina (Casey) Veenvliet, Nellie (Ken) Schwartz, Anna (Peter) Visser, and son Gary Vanden Wynboom, 14 grandchildren and 17 great-grandchildren, as well as her brothers, sisters and family in the Netherlands. She was predeceased by her husband Hendrikus and her daughter Johanna Ford. Siena immigrated to Canada in 1952 with her husband and 4 children to be part of the farming community in Agassiz. Eventually the family grew to 7 children. Siena’s greatest passion was her gardening. Special thanks to her home care team in Agassiz, the staff at Eden Care Home in Chilliwack, and her nephew Wim (Mieke) Vande Wynboom and long-time family friends, the Oosterlaars.
