Over the years, the Build San Diego Awards program has recognized construction firms that have accepted the challenge to build San Diego’s schools; parks; entertainment facilities; roads and bridges; airports; laboratories; manufacturing facilities; office and retail complexes; water and sewage treatment plants; underground and other infrastructure projects. In reviewing the 2017 finalists, you will notice the many entries that build or upgrade educational facilities throughout San Diego. AGC members take immense pride in building quality infrastructure for the next generation – especially for our young students who are the future leaders. One of my goals as AGC President in 2017 has been expanding interest in the construction field to these students in every corner of the County. Be it through a hands-on Apprenticeship Program, where I got my start, or through a degree program such as the Construction Engineering Management Program at SDSU, the AGC San Diego Chapter supports creating opportunities for great careers in the industry. It is likely that an elementary student, enrolled at one of these newly completed schools, will someday serve as AGC President and continue the tradition of building a better San Diego. The construction industry is vital to a prosperous future for our region and is an integral part of the area’s economy. AGC’s 1,000 plus members are proud to present the 2017 Build San Diego Awards.

BUILDING CONSTRUCTION PROJECT: Saburo Muraoka Elementary School CONTRACTOR: Balfour Beatty Construction OWNER: Chula Vista Elementary School ARCHITECT: Runau Runau Clarke PROJECT DESCRIPTION: Saburo Muraoka Elementary is the first public school in San Diego County to be named after a Japanese American. It spans 10 acres with 86,859 square feet of building space, and it features a two-story administration, classroom, and library building; a multipurpose building with an auditorium; and a natural light-filled food service area. The “Innovation Center” is designed to inspire student’s creativity and confidence, and it is the central gathering location for the campus to promote staff, student, and social interactions. A friendship garden with a stone lantern, cherry blossom trees, and Mondo commemorates Saburo Muraoka.

PROJECT: UCSD Graduate and Professional Services & Mixed-Use Housing – East Campus CONTRACTOR: Brady SoCal, Inc. OWNER: UCSD ARCHITECT: Mithun PROJECT DESCRIPTION: This 580,00 square foot mixed-use residential and common amenities have a total of 1,105 units throughout five separate buildings, as well as a five-story parking garage. The proximity to academia, employment, and recreational activities creates less congestion, air pollution, and infrastructure maintenance. Brady SoCal performed the following scopes while incorporating innovative techniques and materials: framing, drywall, fireproofing, lath/plaster, siding, acoustic ceilings, and specialties.

PROJECT: Grossmont High School Student Services & Arts, Increment 2 CONTRACTOR: EC Constructors, Inc. OWNER: Grossmont Union High School District ARCHITECT: Sprotte & Watson Architecture PROJECT DESCRIPTION: The Grossmont Student Services/Art Facility is the new entrance to the nearly 100-year-old campus, and consists of two, 2-story steel framed buildings, and a stand-alone concrete masonry elevator/restroom building. New concrete paving and landscape create a welcoming plaza area and comfortable space for students. Challenges during construction included the need for the building pads to be reprocessed and moisture conditioned; an architectural change in the structural steel; and a significant rain storm that saturated a parking lot subgrade.

PROJECT: Athena Parking Structure, UCSD CONTRACTOR: McCarthy Building Companies, Inc. OWNER: UCSD ARCHITECT: International Parking Design, Inc. PROJECT DESCRIPTION: A seven-level, 1,259 space parking structure on the East Campus built to provide ease of use for the parking needs of patients, visitors, and employees who frequent the University’s Health System facilities. The design includes a feature glass-backed elevator/stair tower, office space for security, and an innovative plan configuration that wraps around and conceals two 1.2 million gallon thermal energy storage tanks that are part of the East Campus chilled water system. To preserve the natural look of the area, 30,000 yards of dirt had to be removed, a retaining wall had to be built, and an elevated walkway to the elevator had to be constructed.

BUILDING CONSTRUCTION PROJECT: Mountain Health & Community Services, New Family Medicine Center CONTRACTOR: Reno Contracting, Inc. OWNER: Mountain Health & Community Services, Inc. ARCHITECT: Mascari Warner Architects PROJECT DESCRIPTION: The 23,500 square foot building features 12 primary care exam rooms, two medical procedure rooms, “telemedicine� technology, dental, optometry, pharmacy, x-ray facilities, behavioral health treatment services, conference room, and administrative spaces. The full-service clinic provides essential medical services to the previously underserved residents of the Mountain Empire community. The New Family Medicine Center had been designed with a concrete structure and was over budget. Due to the inability to receive concrete in a timely manner, the project team suggested a wood frame structure (more viable in a rural setting), which cost $300,000 less than the concrete framing.

PROJECT: Rental Car Center at the San Diego International Airport CONTRACTOR: Sundt (Austin/Sundt Joint Venture) OWNER: San Diego Regional Airport Authority ARCHITECT: Demattei Wong Architecture PROJECT DESCRIPTION: This $240 million, two million square-foot structure, brings 14 rental car companies under one roof, including a customer service building, maintenance, fueling and washing, and a 5,400-car ready/return area. The Rental Car Center is now the largest concrete structure in San Diego, and it generated approximately 4,600 construction jobs. Construction included the demolition of a pedestrian bridge over Pacific Highway and the relocation of existing utilities. Expert concrete techniques were used to install two million square feet of concrete in just 12 months. The joint venture worked closely with the Airport Authority, the rental car agencies and several small tenant improvement contractors to ensure that the project opened as scheduled.

BUILDING CONSTRUCTION PROJECT: Westfield UTC Phase 2 CONTRACTOR: Brady SoCal, Inc. OWNER: Westfield ARCHITECT: HKS Architects, Inc. PROJECT DESCRIPTION: This expansion of the Westfield Mall consists of 250,000 square feet of new retail and restaurant space. Eight separate buildings will add over 90 tenants, 2,000 parking spaces, and a new Nordstrom. Brady SoCal provided preconstruction services, value engineering cost analysis, structural light gauge engineering, and BIM services. They utilized their entire scope of self-performed trades, in addition to several subcontracted trades, and they met the challenges of a fast-paced schedule and compact footprint.

PROJECT: San Diego Marriott Marquis & Marina – New Marriott Hall CONTRACTOR: Clark Construction Group OWNER: Host Hotels & Resorts, Inc. ARCHITECT: Thomson, Ventulett, Stainback & Associates PROJECT DESCRIPTION: The first steps of this project included a demolition of a ballroom and a loading dock, and a partial remodel of the second level, north tower banquet room. The new 180,000 square foot Marriott Hall includes an exhibit hall, ballroom, and kitchen, and the construction of a marina terrace walkway, cooling tower, surface parking, and site improvements. A site paver and decorative concrete mock-up were used to complete the new paved 270,000 square foot Marina Terrace, which provides significant waterfront accessibility. A comprehensive design review process, value engineering, and the use of BIM technology helped streamline the construction process.

PROJECT: Lane Field North Hotel CONTRACTOR: Hensel Phelps OWNER: Lane Field San Diego Developers ARCHITECT: John Portman & Associates PROJECT DESCRIPTION: Built on the original site of a U.S. Navy athletic field, this 150-foottall tower rests on a 50-foot podium structure with a dual branded hotel, ground and second floor retail shops and restaurants, and above grade parking. Each hotel has its own distinct lobby and shares common elements such as elevators pool, dining facilities, conference rooms, and fitness centers. Designed in a modern architectural style that reflects the overall character of the waterfront. The mechanical system is an innovative variable refrigerant flow system, designed to achieve a 20% reduction in energy usage beyond the requirements of California Title 24.

PROJECT: Scripps Clinic La Jolla – John R. Anderson Medical Pavilion CONTRACTOR: McCarthy Building Companies, Inc. OWNER: Scripps Clinic La Jolla – John R. Anderson Medical Pavilion ARCHITECT: Taylor Design PROJECT DESCRIPTION: The seven-story, 175,000 square foot medical facility, with two pedestrian bridges, consolidates Scripps’ existing medical groups and brings its diverse expertise in medical and surgical care closer to Prebys Cardiovascular Institute. It houses a variety of specialty services, including cardiology, gastroenterology, pulmonology, neurology, nephrology, and endocrinology. It features four cardiac catheterization labs, office and administration space, diagnostic facilities, and 15 medical procedure departments. The exterior serves as an extension of the Institute, utilizing a combination of precast brick panels, high energy efficiency glazing, metal panels, and plaster.

BUILDING CONSTRUCTION PROJECT: The REY CONTRACTOR: Swinerton Builders OWNER: Wood Partners ARCHITECT: CCBG PROJECT DESCRIPTION: The REY consists of 478 units in 21 residential stories located in Cortez Hill, and it includes an eight-level parking structure for over 60 cars. Unit layout efficiency was a high priority during design and construction to achieve the overall density of the residential living units. Some of the amenities include a stunning exterior façade; community gym and pool; outdoor BBQ; seating areas covered with green roof canopies; an iconic water feature; and a greenscreen system. The western street frontage on 8th Avenue is designated a “green street” in the Downtown Community Plan, as it is double loaded with two rows of trees and upgraded sidewalk finishes.

PROJECT: Cross Border Xpress CONTRACTOR: Turner Construction Company OWNER: Otay-Tijuana Venture, LLC ARCHITECT: Stantec Architecture, Inc. PROJECT DESCRIPTION: This 60,300 square foot two-story, steel structure links Tijuana International Airport with a U.S. Customs Processing Facility in Otay Mesa, via an enclosed 400 feet long pedestrian walkway. It is a fully functional, international transportation terminal housing in-bound and out-bound customs booths, meeting areas, maintenance areas, check-in area, shops, restaurants, and parking. It includes U.S. Customs and Border Patrol Operations, and it is the only privately-financed border crossing between the U.S. and Mexico. This visionary project is the only one of its kind in the world, and over 2,300 passengers use it daily.

HEAVY/HIGHWAY PROJECT: San Vicente Road Improvement Project CONTRACTOR: Flatiron West, Inc. OWNER: County of San Diego ENGINEER: AECOM PROJECT DESCRIPTION: This 2.25-mile segment of San Vicente Road east of Wildcat Canyon Road removed vertical and horizontal curves to improve line of sight distances and improve drive-ability to reduce accidents. Bike lanes and pedestrian/equestrian trials were added, storm drains were improved to reduce flooding, and water lines and utilities were upgraded. Three different construction phases reduced impacts to the public, allowed for fewer lane closures, increased the safety of workers, and allowed additional access by emergency services. Due to the diligence of the design team, the “Cedar Dog Tree,� which lies within the limits of the project and represents the community and how it endured the devastating Cedar Fire, remains standing and continues to be a celebrated monument.

PROJECT: Nimitz Marine Facility Pier and Wharf CONTRACTOR: Marathon Construction Corporation OWNER: Scripps Institute of Oceanography - UCSD ENGINEER: COWI North America PROJECT DESCRIPTION: This project replaced an aging, heavily corroded, berthing pier and wharf, with a new pier/wharf structure that allows unlimited access and use of a 20-ton forklift and a 90-ton mobile crane. The project includes a 30,000 sq. ft. waterfront facility, with a 307-lineal foot wharf, and a 365-lineal foot pier, and included electrical, mechanical, communications, wastewater and fire pier utilities. Concrete demolition over the water was a challenge, as was pile driving in a sensitive marine environment. Construction was completed while protecting adjacent structures and utility service upgrades within an active scientific research and logistics facility.

PROJECT: San Vicente Marina Facility CONTRACTOR: Pulice Construction, Inc. OWNER: San Diego County Water Authority ENGINEER: San Diego County Water Authority – Kirk Whitaker PROJECT DESCRIPTION: As part of the San Vicente Reservoir Dam Raise project, this new marina facility and pipeline project quickly earned the nickname “The Everything Job.” It literally had it all, including grading and shoreline preservation; two booster pump station buildings; a concession station; an eight-stall restroom comfort station; garage/office building 1,880 feet of 48-inch diameter pressure pipe a 10,000-gallon storage tank; water main; gravity sanitary sewer system; and boating facilities with a six-lane concrete ramp. Some of the challenges included mandated stormwater BMPs due to the proximity to an open reservoir, and strict ADA requirements.

PROJECT: Alta La Jolla Drainage Repair – Phase 2 CONTRACTOR: KTA Construction, Inc. OWNER: City of San Diego CIVIL ENGINEER: Geosyntec Consultants PROJECT DESCRIPTION: The second phase of a project to stabilize a progressive erosion of an ephemeral channel that was threatening the stability of slopes below adjacent residential properties. The project restores natural hydraulic conditions using an innovative diversion structure, and the construction of a detention basin to minimize downstream flooding impacts. The cost-effective design minimizes habitat disturbance, restores valuable Multiple Species Conservation Program lands with native vegetation, and provides long-term geotechnical stability, stream course protection, and water quality improvements.

UNIQUE SPECIAL PROJECT PROJECT: Skyline Hills Branch Library CONTRACTOR: Barnhart-Reese Construction, Inc. OWNER: City of San Diego ARCHITECT: Little Diversified Architectural Consulting PROJECT DESCRIPTION: This 15,000 square foot library is the first to be built in the City of San Diego in over 10 years, and it replaced a 4,400 square foot library. The LEED Silver facility includes reading areas, a community room, computer rooms, staff offices/support area, and public art pieces. There are 52 computers, and specific areas for kids and community events. A Chilled Beam System provides an efficient and quiet cooling system, a 50kw solar energy system operates the entire building on sunny days without the need for conventional power, and an automatic interior lighting system conserves energy.

PROJECT: Civita Park Phase 1 CONTRACTOR: Hazard Construction OWNER: City of San Diego ARCHITECT: Schmidt Design Group, Inc. PROJECT DESCRIPTION: This 10-acre first phase of the 14.3-acre Civita Park had a grade change of 165 feet and multiple layers and levels of site preparation due to the property’s history as a rock quarry. Three unique construction techniques played a significant role: the footings for the amphitheater structure were poured in two steps to ensure the anchor bolts were perfectly placed; a drain system was employed to prevent the imported soil from holding the water for extended periods of time, killing the turf; and extreme geyser line modifications were made to add cleanouts and pressure relief measures to improve the system.

UNIQUE SPECIAL PROJECT PROJECT: Kaiser Permanente – San Diego Medical Center CONTRACTOR: Hensel Phelps OWNER: Kaiser Permanente San Diego ARCHITECT: Hensel Phelps and ARUP HISTORICAL ARCHITECT: Heritage Architects PROJECT DESCRIPTION: This seven-story, 625,000 square foot medical center is one of the most patient-friendly, technologically-enhanced, and energy efficient full service medical centers in the world, and innovative construction techniques were used to help create a physical and emotional balance for healing. A fully integrated approach to project planning, design, construction, and commissioning enabled the hospital, which was $50 million under budget, to start treating patients six months before the scheduled completion date. It is the first hospital in California, the second in the U.S., and the third hospital in the world to achieve LEED Healthcare Platinum Certified.

UNIQUE SPECIAL PROJECT PROJECT: BioMed Realty Trust i3 Campus CONTRACTOR: McCarthy Building Companies, Inc. OWNER: BioMed Realty Trust ARCHITECT: Perkins+Will PROJECT DESCRIPTION: Three architecturally-striking 235,000 square-foot office buildings, a 770-car subterranean parking garage, and a 33,500 square-foot outdoor courtyard with a landscaped gathering space make this a flexible laboratory space, offering a university-like atmosphere within an urban environment. The outdoor space includes a performance stage; bocce ball court; herb garden; fitness areas; a restaurant and a café. In addition to overseeing campus construction, McCarthy self-performed 41,694 yards of structural concrete for the building enclosures and foundation. Innovative features of the project include spectacular cantilever decks overlooking the 805 freeway, 30 feet tall architectural walls, and skewed columns.

UNIQUE SPECIAL PROJECT PROJECT: Downtown Bus Rapid Transit Project CONTRACTOR: West Coast General Corporation OWNER: SANDAG DESIGN ENGINEER: Kimley Horn PROJECT DESCRIPTION: The installation of the Bus Rapid Transit Stations included new shelters, informational kiosks, digital displays, security cameras, and sidewalk improvements. The scope of work included excavation and grading; installation and relocation of drainage facilities, trench drains, and curb inlet filters; installation of asphalt concrete pavement; pavement striping and marking; traffic signal modification; pedestrian and street lighting modifications; and landscape planting and irrigation. Construction phasing, and special traffic control plans played a significant role in mitigating some of the challenges related to pedestrian access, safety, and impacts to business.

UNIQUE SMALL PROJECT PROJECT: Energy Efficiency Projects, South Bay Union School District CONTRACTOR: Balfour Beatty Construction OWNER: South Bay Union School District ENGINEER OF RECORD: Johnson Consulting Engineers PROJECT DESCRIPTION: Spread across seven District sites and two charter school sites, this project replaced over 6,000 interior/exterior light fixtures with LED, and upgraded lighting controls to meet Title 24 requirements. Retro-commissioning, an air handling unit upgrade, and air handling unit controls also were included. To increase efficiency and minimize campus disruption, the project team worked a four-day, 10-hour swing after school let out, and they had to leave every classroom as they found it because the students/teachers would arrive the next morning. Nearly $300,000 of energy rebates were secured, and 100% of them were passed through to the District.

PROJECT: Campo Creek Bridge Replacement – Emergency Project CONTRACTOR: Flatiron West, Inc. OWNER: Caltrans ENGINEER OF RECORD: Caltrans Division of Engineering Services – Jason Fang PROJECT DESCRIPTION: This emergency project to replace the Campo Creek Bridge required full closure of Route 94 in Campo and a detour through the residential neighborhood. The existing bridge was demolished and hauled away for disposal. The new construction required the installation of a complex shoring system that met the requirements for supporting live railroad loading, protecting the Gaskill Brothers Stone Store Museum (historical site built in 1875), and retaining the very poor peat soil conditions prevalent in the area. The project required well planned scheduling, with crews working around the clock for most for the duration, and was completed in 73 calendar days.

PROJECT: Emergency Wharf Repair at North Embarcadero CONTRACTOR: R.E. Staite Engineering OWNER: Port of San Diego STRUCTURAL ENGINEER: Moffatt & Nichol PROJECT DESCRIPTION: This emergency project repaired the damage caused by the Hornblower docking incident on March 31, 2016. The above and below water/below grade inspection work, engineering design, demolition, and construction were executed over a 60-day period. The scope of work included temporary traffic control and the construction of a pedestrian walkway, removal of 1,200 square foot of pavers, and demolishing 30 feet of damaged concrete cap, wall and wale over water. Innovations included in-situ tie-rod testing, thereby minimizing excavation and enabling restoration of the original steel tie rods bent by the vessel impact.

PROJECT: WeWork B Street CONTRACTOR: Bergelectric Corporation OWNER: WeWork ARCHITECT: MK Think PROJECT DESCRIPTION: This six-floor tenant improvement project within a downtown San Diego high-rise was completed in 14 weeks. Each floor, at approximately 3,200 square feet each, was completely cleared out and converted into office spaces, meeting rooms, and a restaurant/café. The scope of work included new light fixtures, a new state-of-the-art lighting control system, receptacles, wire-mold, new distribution panels, sub panels, and transformers on all six floors. A condensed construction schedule, tight working quarters, and limited space to store materials created some challenges; however, there were zero recordable safety incidents, and the project exceeded the owner’s expectations.

SUSTAINABLE PROJECT PROJECT: Kaiser Permanente – San Diego Medical Center CONTRACTOR: Hensel Phelps OWNER: Kaiser Permanente San Diego ARCHITECT: Hensel Phelps and ARUP PROJECT DESCRIPTION: This seven-story, 625,000 square foot medical center is one of the most patient-friendly, technologically-enhanced, and energy efficient full service Medical Centers in the world. It is the first hospital in California, the second in the U.S., and the third hospital in the world to achieve LEED Healthcare Platinum Certified. It produces its own electricity, heat, and cooling, which reduces energy costs by 28%, creating less greenhouse gases, and reducing water usage by 40%. It is the first hospital in the U.S. to use 100% LED lighting, and Chilled Beam Technology at medical-surgical patient rooms and nurses’ stations.

SUSTAINABLE PROJECT PROJECT: City of Oceanside, City-wide LED Modernization Project CONTRACTOR: Southern Contracting Company OWNER: City of Oceanside ARCHITECT: Stantec – Paul Ericson, Engineering Manager PROJECT DESCRIPTION: The City of Oceanside needed assistance to convert 7,661 HPS streetlights to LEDs. This Design-Build project allowed Southern Contracting to make recommendations related to lighting design, purchase price of the LED lights, and upgrades to decorative post tops. Integrating constructability and value engineering services created sufficient energy payback savings to support the City’s goal of affording Advanced Lighting Controls. The project saves the City $375,000 in annual electricity costs, reduces energy consumption by approximately 2.5 million kilowatt hours, and reduces CO2 emissions by 1.5 million pounds per year.
