PRESIDENT’S MESSAGE
Thank you for taking the time to read the 2019 AGC San Diego Chapter Annual Report. This publication is an overview of the activities and projects the Association undertakes each year – and those special to 2019! It has been an honor to serve as the 2019 AGC San Diego Chapter President. It was a busy and fulfilling year. I appreciate the many volunteers who gave their valuable time to support our region’s construction industry. Let me share a few highlights from a successful 2019: • The association reached a major milestone as we broke ground on a new facility that will be the new headquarters of the AGC for years to come and will serve as a hub for worldclass construction education at all levels. • One of the benefits of an AGC membership is being part of an association that will have your back and fight for your right to earn a living. This year, AGC forced the City of San Diego to comply with the provisions of Proposition A – a ban against local Project Labor Agreements, without a state or federal mandate. AGC will continue this fight into 2020 and beyond to support fair and open competition for the membership. • This past year, AGC launched the first-of-its-kind “Public Agency Survey” to allow contractors to anonymously rate the agencies they work with. Respondents gave a score in specific areas including prompt payment, contracts, and partnering. The scores were compiled and the first “Public Agency of the Year” award was given to UC San Diego. • Finally, the big news out of San Diego State University (SDSU) is that academic senate voted to approve the new the Construction Management program. So far, AGC has raised $1 million in pledges to make the construction management degree program a reality. It was great to serve alongside the best leaders of our industry. I will continue to support these ongoing AGC efforts as Past President, and I have no doubt that our Association’s incoming leadership will continue the history of excellence in 2020 and beyond. AGC Members & Community Leaders Celebrate New Facility
The AGC Board of Directors and AGC Apprenticeship Training Trustees broke ground on the future home of the AGC in front of 200-plus contractors and community members. Highlights included: • 2019 AGC Board President, Steve Friar, thanked past Presidents Eric Stenman (2017) and Jeff Harper (2018) for their key contributions in taking this project from concept to reality • AGC Apprenticeship Trust Chair Thomas L. Brown spoke about the importance of the new training center to the construction industry, and to the greater San Diego region • Doug Barnhart, on behalf of the project General Contractor Barnhart-Reese Construction, Inc., presented an engraved ceremonial shovel to the AGC (pictured on left) • Lakeside Chamber of Commerce welcomed AGC as its newest member

Government Relations The Government Relations Committee ensures that AGC San Diego keeps a highprofile position in the “public policy arena” at the local, regional, state, and national levels. This involves a continual analysis of all political efforts affecting the industry. The committee annually develops legislative positions for distribution to the membership. It works closely with our legislative advocate in Sacramento, with the AGC of California, and the AGC of America on all statewide and federal legislative matters. The committee is responsible for advocacy of adequate infrastructure investment.

Active Lobbying The Committee worked with AGC staff, state legislative advocates Felipe Fuentes, Jamie Khan, and Paul Gladfelty, and AGC of America’s team led by Jimmy Christensen, on a number of key local, state, and federal issues: • Met with leadership of SANDAG and MTS to discuss future infrastructure funding ballot measures • Opposed efforts in the City of San Diego and the State Legislature to mandate union-only agreements on the City’s Pure Water Program • Opposed efforts to put a PLA on Vista Unified School District’s Measure LL Projects, and the Terminal 1 Replacement Project at the San Diego International Airport • Held workshops and provided guidance on Skilled and Trained Workforce Requirements • Advocated for an exemption from AB 5 (Independent Contractor); held workshop for AGC Members and Public Agencies; and created Ad Hoc Committee to discuss implementation and compliance options

• Advocated for protection of SB 1 Funding for State and Local Transportation Projects • Opposed efforts to withhold federal highway funds in response to California’s failure to comply with the Clean Air Act • Opposed the U.S. Department of Labor’s Proposal to establish a new system for government approval of Apprenticeship Programs
Legislative Action Center AGC members continued to use AGC’s Legislative Action Center, which allows them to contact elected officials on important issues, register to vote, or search for local and state election information. AGC’s PAC was quite busy for an off-election year. With the 2020 Primary Election moved up to March 3, candidate endorsements and political fundraising were of high priority. AGC’s Board concurred with the PAC’s recommendation to support County Supervisor Kristin Gaspar’s re-election campaign; Poway Mayor Steve Vaus’ campaign for County Supervisor; June Cutter for the 77th State Assembly District; and San Juan Capistrano Brian Maryott’s campaign for the 49th Congressional District. Committee members, along with hundreds of AGC members, stepped-up to the plate and contributed $215,000 to the PAC. Some of the funds were used to pay for early polling and research to determine potential candidates for the 2020 races. Labor Relations
The Labor Relations Committee is responsible for members’ labor relations with the various craft unions. This includes Master Labor Agreements for union members, and general labor relations for open shop members. The committee is responsible for AGC participation on the various Taft-Hartley Fringe Funds, and the various joint Apprenticeship and Training committees. AGC San Diego provided information and assistance on following topics throughout the year for members: • Autonomous Vehicles • Picketing / Dual Gate • Prevailing Wage/ Labor Compliance • Skilled & Trained Workforce • Special Shift Language Labor Negotiations AGC San Diego represents AGC members signatory to eight separate union collective bargaining agreements. The agreements are recognized as the Master Labor Agreements in San Diego County, and typically set the county’s prevailing wage. The committee was busy in 2019, since six agreements were up for negotiation. The General Building Contractors Council focused on coalition building opportunities with other private sector associations, and the first meeting was held with the Construction Managers Association of America. General Building Contractors Council
Engineering & General Contractors Council (EGCC) The Engineering & General Contractors Council (EGCC) is comprised of members from General Engineering Contractor AGC firms. The Council presents the Board with policy recommendations and AGC committees with program recommendations that meet the specific needs of the General Engineering Contractor members. EGCC members also support the EGCA Foundation through its annual golf tournament, and dinner featuring an industry honoree and scholarship presentations to students at SDSU, Mirmar and Palomar College. In 2019, the EGCC focused on strategies to increase the pool of craft workers, including partnering with Project Cornerstone and the Community College Consortium. Construction Education & Training Committee The Construction Education & Training Committee selected the marketing firm for the Build San Diego Workforce Development Initiative, learned about the SDSU Construction Management Program, and reviewed committee goals and action items for 2020. Construction Leadership Council (CLC) The Construction Leadership Council (CLC) encourages involvement in the industry among early to mid-career professionals, so members can gain exposure to all construction professionals, creating opportunities to enhance their industry knowledge through relevant programs. CLC members organize and host AGC’s annual Summer Mixer and Car Show, bringing together a variety of construction professionals, industry partners, and public officials. CLC members play a substantial role in developing college students enrolled in SDSU’s Construction Engineering & Management Program by preparing them for the annual Associated Schools of Construction “Reno Competition,” where students get a glimpse into the reality of construction through a vigorous competition. Coached by CLC members, teams prepared with weekly trainings and mock problems for several months leading up to the February 2019 competition.

Making Wishes Come True with Make-A-Wish® San Diego About Miguel Miguel is a 15-year-old boy with epilepsy and cerebral palsy. He is legally blind, therefore most of his sensory stimulation comes from sound, touch and reflections of light. Miguel’s Wish Miguel’s family wished for a dedicated space for him to be included in activities and to use his gait trainer, a device that helps wheelchair-bound people stand, work their muscles and walk. GIVING BACK Repair Days at Ronald McDonald House
AGC Members volunteered in April and October for repair days at the Ronald McDonald House to provide repairs to its residential rooms and common areas. Over 40 members of the Build & Servce Charitable Alliance participated and worked together on projects.
Thanksgiving Food Drive to Support Military Families STEP (Support the Enlisted Project) is a non-profit organization dedicated to building financial self-sufficiency for active duty military families or transitioning veterans through their EFA (Emergency Financial Assistance) Program. STEP’s Thanksgiving Food Drive provided a turkey, and AGC members collected and donated all the fixings. Not only does this allow military families to enjoy a nice meal as a family that they may not be able to afford, but also allows them to create unforgettable memories together. The Build & Serve Charitable Alliance was able to help provide at least 50 families with a Thanksgiving meal.
Promoting Construction Careers to Girls at Camp NAWIC Camp NAWIC (National Association of Women in Construction) provides a unique week-long, hands-on approach to a construction career to girls in grades 8-12 at no cost to the participants. Campers learn the basic elements of various construction trades such as carpentry, welding, electrical, plumbing, sheet metal, heavy equipment, and surveying. AGC Apprenticeship and several of the Build & Serve committee members volunteered their time and expertise as seasoned mentors and role models to assist the girls with hands-on projects.

The AGC SIR Award is the highest honor an individual can attain within the Association and the construction industry. The name “SIR” is derived from an acronym taken from the AGC’s creed: “Skill, Integrity, Responsibility.” The SIR Award is bestowed on industry leaders, both locally and nationally, who have made, and continue to make, outstanding contributions to the AGC and to the construction industry. Apprenticeship Program The AGC Apprenticeship program was first approved by the State Division of Apprenticeship Standards (DAS) and by the Department of Labor (DOL) in 1988. The Apprenticeship has grown to include over 800 apprentices, training in three centers, located in San Diego, Riverside, and Santa Ana. The Apprenticeship Trust is designed to meet the needs of AGC members who are interested in providing training and education for their jobsite employees. Apprentices graduate in two to four years and are certified by the AGC, the State of California, and the U.S. Department of Labor. The completion certificates are recognized throughout the nation as valid indicators that an apprentice has completed training that meets the industry’s standards of occupational proficiency. The program graduated 201 apprentices in 2019 with a 55% completion rate average. The California DAS has released the latest graduation statistics for all California Apprenticeship Programs and the data shows that the AGC Apprenticeship has the highest graduation percentage rates, in 6 of their 7 crafts, when compared to competing programs in Southern California. All San Diego AGC craft programs will soon be located in Lakeside, where construction was started on a state-of-the-art 43,600 sq. ft. AGC East County Training Facility. The Training Trust has responded to new California skilled workforce regulations by conducting record numbers of classes and certifications. The program continues to improve training for contractor member journeypersons, tuition free, by expanding advanced training in leadership, craft skills, and safety practices.

Education & Safety Training The AGC San Diego Education Department provides AGC members and the Southern California construction industry with one of the nation’s finest construction education and safety training programs. Workers in all stages of their career can take advantage of the quality and variety of training opportunities. AGC San Diego and the AGC Apprenticeship Training Trust offer continuing education for the Journeyman crafts through the Journeyman Upgrade program.

Prevailing Wage Specialist
AGC San Diego’s Prevailing Wage Specialist classes educate General Contractor/Subcontractor, Administrative Personnel (human resources, payroll, office services staff, etc.) in industry compliance standards. In 2019, the first class graduated from the Prevailing Wage Specialist Certification Program; a 20-week in-depth continuing education program, and a certification process to help new HR personnel and contractors gain a better understanding of what is expected and how the paperwork flows.
Construction Project Management
The AGC San Diego Construction Project Management 26-week Certificate Program has SOLD OUT the past two years with over 30 participants each session. Paul Stout of Power Summit facilitated this class since its inception in 2005, and the AGC San Diego Education Department has graduated over 300 individuals.
Safety Training
The AGC San Diego Training Campus features 15+ handson simulators, providing students with real-world safety training and situations for the three-day Fall Protection training course and is just one of the certification courses offered. AGC also partners with the NAVFAC SW Facilities to provide competent-person training annually for their Facilities, Engineering, and Acquisition Divisions (FEADs). To date the AGCSD has certified over 500 NAVFAC facilities personnel. 34

AGC Fringe Benefits Programs are provided through three professionally administered trust funds. Trustees are AGC members who have the responsibility to oversee the administration and management of the funds. The funds provide health and welfare, dental, vision, insurance, and pension benefits that are customized to the San Diego construction industry. Benefits are provided for both hourly and administrative employees, and comply with California Prevailing Wage and Federal Davis Bacon requirements.
