This 2015 Annual Report details the efforts and accomplishments of an engaged and enthusiastic AGC San Diego Membership, and I am honored to have been the President in 2015. We have had a successful year, thanks to the leadership of our Board of Directors, and the participation of the members. Here is a look at some of the highlights: Construction Leadership. Young professionals continue to excel in the construction industry, and are increasingly taking on leadership positions. AGC’s Construction Leadership Council (CLC), and the Construction Education and Training Committee help foster the next generation of industry professionals. The J.R. Filanc Construction and Engineering Management Program (CEM) at San Diego State University, is one of the best CEM programs in the country, and the annual gala raised $230,000 to support the students and faculty. Five CEM teams participated in the Associated Schools of Construction “Reno” Competition, where two teams placed first and one team placed third. Safety. On July 25, AGC San Diego opened a new state-of-the-art Fall Protection and Confined Spaces Training Campus. Safety and education are top priorities for AGC, and this significant investment is for the safety of the construction industry’s most vital asset...the workforce that builds the region’s infrastructure.

LETTER FROM THE PRESIDENT

Dear AGC San Diego Members:

Standardization. AGC endorsed the use of ConsensusDocs, a secure web-based program that provides instant access to over 100 industry-accepted standard form contracts. Allocation of risk during a construction project and having a timely conflict resolution path enables contractors and owners to better understand their roles, responsibilities and liabilities before signing a contract. We hope to see industrywide adoption of ConsensusDocs. Political Action. The Political Action Committee (PAC) was re-structured to more effectively raise the necessary funds to elect pro-economic development candidates, and to pass infrastructure-funding measures. The PAC member yearly financial commitment will generate enough funds for the AGC to remain the “voice of the construction industry.” Coalition Building. AGC continued to create successful alliances with several organizations at the local, state, and national levels. We asked Governor Brown to veto a bill, which would have made it more difficult to build development projects in the City of San Diego. Congress passed a long-term federal transportation bill. AGC members were “called into action” to write to the Governor and their Congressional Representatives, respectively. AGC Staff Transition. AGC’s Board of Directors was tasked early in the year to find a replacement for AGC’s Chief Executive Officer, Jim Ryan, who retired on December 31, 2015. Jim will continue with the AGC on a consulting basis through 2017, specifically handling labor relations and compliance. After a thorough search of candidates, Eddie Sprecco was selected as the CEO effective January 1, 2016. Member Engagement. Over 800 members volunteered in AGC’s 20 committees and four councils. Participation does make a difference, and that is what makes AGC a success! It has been a productive year, and it has been my privilege to serve as the 2015 President of AGC San Diego; I thank you. GOVERNMENT RELATIONS COMMITTEE

The Government Relations Committee ensures that AGC San Diego keeps a high-profile position in the “political arena” at the local, regional, state and national levels. This involves a continual analysis of all political efforts affecting the industry. The committee annually develops legislative positions for distribution to the membership. It works closely with our legislative advocate in Sacramento and with the AGC of California and AGC of America on all statewide and federal legislative matters. The committee is responsible for advocacy of adequate infrastructure investment.

During 2015, the Committee worked with AGC staff, state legislative advocates Dave Ackerman, Jamie Khan, and Paul Gladfelty, and AGC of America’s team led by Jeff Shoaf on a number of key local, state, and federal issues. The Committee also worked with the Engineering and General Contractors’ Council to address a number of legislative issues, including stormwater runoff liability, expansion of prevailing wages on ready-mix concrete drivers, and transportation funding.

LEGISLATIVE ACTION CENTER AGC members continued to use AGC’s Legislative Action Center, which allows them to contact elected officials on important issues, register to vote, or search for local and state election information. Specific issues addressed included: Support long-term federal transportation funding and “Hard-Hats for Highways” Campaign. Oppose AB 504 - Would have stripped control from Civic San Diego and restrict competition in construction projects. Vetoed by Governor. Oppose Project Labor Agreements at Sweetwater Union High School District and Grossmont-Cuyamaca Community College District. POLITICAL ACTION COMMITTEE

$190,000+ raised

The focus of the PAC (Political Action Committee) is on fundraising and candidate endorsement. Specific activities include developing an annual fundraising plan for Board of Directors’ approval. This is particularly important in key election years. Fundraising includes a plan to solicit PAC donations, a plan for reception-type fundraisers sponsored by members in their offices, and coordination of key individual donations with the AGC. The PAC interviews candidates at the local, state, and national level, and makes endorsement recommendations to the Board of Directors.

2015 was a year for restructuring of the PAC and for political fundraising, as over $190,000 was raised. 50 members stepped up to the plate and joined the PAC, which now holds many of its meetings at the University Club in downtown San Diego. The PAC made early endorsement recommendations to AGC’s Board of Directors. These pro-economicdevelopment and pro-infrastructure candidates are running for re-election or election in the June 2016 Primary.

The PAC contributed funds, along with five other business organizations, to an Independent Expenditure campaign in support of Mayor Faulconer’s re-election. Fundraisers were held for Ray Ellis and Scott Sherman, and if both are victorious in 2016, there will be a 5 to 4 pro-business and pro-infrastructure majority on the San Diego City Council. Fixing the region’s deteriorating infrastructure continues to be a top priority, and the PAC’s annual membership/ fundraising drive will go a long way in helping pass future infrastructure funding measures.

LABOR RELATIONS COMMITTEE

The Labor Relations Committee is responsible for members’ labor relations. This includes agreements for union members and general labor relations for open shop members. The committee is responsible for AGC participation on the various Taft Hartley Fringe Funds, and the various Joint Apprenticeship and training committees.

LABOR NEGOTIATIONS Agreements between the AGC and various crafts did not expire in 2015. The agreements that AGC negotiates for its signatory members are recognized as the Master Labor Agreements in San Diego County. The agreements are used to establish the State of California Prevailing Wage and the Federal Davis-Bacon rates for each craft.

FRINGE BENEFITS TRUST AGC represented members on a number of Taft-Hartley joint labor management health, pension, apprenticeship, and other trusts that are part of the union collective bargaining agreements. In these challenging economic times, AGC works with the trustees to ensure proper funding. AGC was successful in working with AGC of America and the Building Trades to pass federal legislation improving the stability of multi-employer pension trusts. These changes prevent pension trusts from insolvency and taxpayer bailout, while reducing liabilities to contractors.

CONTRACTS & WAGE RATES All AGC Master Labor Agreements (MLA) and wage/fringe information are available at agcsd.org. All contracts are indexed to assist in finding key provisions, and can be downloaded.

PREVAILING WAGE / LABOR COMPLIANCE ASSISTANCE AGC provided assistance with Prevailing Wage/Davis Bacon compliance and interpretation throughout the year. Several AGC staff members have strong backgrounds and understanding of these very complex and often confusing laws. AGC also maintains a strong relationship with the Department of Industrial Relations, which oversees the prevailing wage laws.

AGC staff assists members with dual gates and other methods that eliminate or limit the picketing. APPRENTICESHIP & TRAINING TRUST CHAIRPERSON

The San Diego AGC Apprenticeship & Training Trust is designed to meet THOMAS L. BROWN the needs of AGC members who are interested in providing training and Sierra Pacific West, Inc. education for their jobsite apprentice employees. The program trains open-shop employees in carpentry, cement masonry, drywall finishing, drywall lathing, laborers, painting, and heavy equipment operating. The program is approved by the State of California Department of Industrial Relations, the Division of Apprenticeship Standards, and by the Federal Department of Labor. Apprentices graduate in three to four years and are certified by the AGC, the State of California, and the US Department of Labor. The completion certificates are recognized throughout the nation as valid indicators that an apprentice has completed training that meets the industry’s standards of occupational proficiency. 2015 brought an expansion to the Journeyman Upgrade Program (JUP). Member journeymen now have access to over 200 free classes annually to advance their craft skill, leadership and safety practices. The JUP also includes all classes conducted on the new AGC Fall Protection and Confined Spaces Training Campus.

FALL PROTECTION TRAINING CAMPUS

2015 brought the opening of AGC’s new state-of-the-art Fall Protection Training Campus. The Occupational Health & Safety Administration cites falls as the leading cause of death in construction. AGC built the campus to raise awareness with contractors and help ensure workers are better prepared. Injuries and fatalities are best prevented with hands-on training. Safety must come first. AGC teamed with members of the Safety Committee and experts from the Naval Facilities Engineering Command and the U.S. Army Corps of Engineers to provide the design to introduce the latest equipment and expert instruction. The hands-on training is structured around realistic simulators that enable participants to navigate real-world construction settings in a safe environment, including: a steel tower, pitched roofs, various wall-form systems, steel and wood column forms, concrete forms, and multiple rebar cages. The campus also includes confined space simulators - AGC provides a number of confined space courses as part of the curriculum.

FREE TRAINING FOR JOURNEYMEN

AGC’s Apprenticeship and Training Trust is the largest open-shop Training Trust in the United States. Nearly 1,000 students take advantage of the free training the Trust provides each year. 95% of AGC Education and Safety Training courses are now offered free of charge to eligible journeymen as part of the AGC Journeyman Upgrade Program.

CONSTRUCTION EDUCATION & SAFETY TRAINING AGC offers continuing education opportunities to the industry on a year-round basis. Each year, the AGC Education and Training Committee issues two catalogs of courses that include 8-10 classes per month on a variety of construction industry topics from estimating to hands-on safety training. INDUSTRY RELATIONS LIAISON COMMITTEES AGC Industry Relations Liaison Committees meet regularly with officials from the County & City of San Diego; Naval Facilities Engineering Command, Southwest Division; Caltrans District 11; the Airport Authority; the Port District; County Water Authority; the San Diego Unified School District; and other public entities as needed. The meetings focus on solving the day-to-day challenges faced on construction sites. AGC leaned on the Safety Committee's knowledge to ensure AGC's new Fall Protection Campus and curriculum meet the needs of the industry. This campus is a game changer,” said Vince Hundley, AGC’s Director of Safety. “There is no margin for error in the application and use of fall protection equipment. A worker that trains in real life simulations is going to retain much more than those trained in a classroom setting only.


TECHNOLOGY TRENDS IN CONSTRUCTION COMMITTEE The committee identifies, explores and critiques the new trends in which technology advancements that help make the construction industry operate on a more efficient and effective basis. The committee hosted a Tech Talk Luncheon during 2015 - the focus was on jobsite technologies and was titled "Technology in the Trenches." Topics included: Constructability Review, Digital Plans in the Field, and Layout with Total Stations.

2016 TECHNOLOGY CONFERENCE Preparations began on the Technology Conference, which will be held in the fall of 2016. The committee is once again structuring high-profile presentations to provide knowledge and resources so contractors can continue integrating the latest construction technology into their projects and jobsites.

Eddie was appointed Chief Executive Officer by the AGC Board of Directors, effective January 2016. He is responsible for implementing the association's policies and programs at the Direction of the Board, while working closely with the AGC Executive Committee, the Engineering and General Contractors’ Council and the General Building Contractors' Council. Eddie is a graduate of U.C. Davis with studies in Economics, Political Science, and Civil Engineering.

Glenn functions as the chief executive officer of the apprenticeship program, and under the guidance of the board of trustees. Glenn is responsible for running all aspects of the program including education, strategic planning, government relations, administrative and field operations, and fiscal responsibility.

Brad is responsible for leading AGC’s public policy and local government relations activities, working closely with AGC’s lobbyists in Sacramento and Washington, DC. He also handles candidate endorsements, political fundraising, and coalition building. He staffs the Government Relations Committee, Political Action Committee, and various industry/public agency committees. Brad has a B.A. degree.

Pete functions as a chief operating officer of the program and assists the executive vice president and board of trustees in management of the program, including administrative and field operations, contractor support, interaction with government entities regarding training compliance, and government relations to promote the interests of the program.

Jessica is responsible for the internal operations of AGC, ensuring the association is operating at the highest level. She manages administrative staff, communications and publications produced by the chapter, including AGC San Diego's website, representation within social media, and technology strategies. Additionally, Jessica is responsible for the operation of AGC's suite of bidding services. She serves as the staff liaison for the Technology Trends in Construction Committee and the Construction Leadership Council (CLC), as well as the student chapter at SDSU.

Dave is responsible for representing AGC in the State Legislature and at the Governor’s Office. He presents AGC of San Diego and AGC California’s positions throughout the year to ensure that the industry’s voice is heard on all key issues. He is responsible for working as a liaison with other statewide business associations. He works closely with Brad Barnum, and AGC’s Government Relations Committee.

Jack also works with instructors to supplement their teaching skills, assists in development of journey level upgrade courses, as well as numerous outreach efforts with local schools.

His responsibilities include staffing AGC’s safety efforts, creating and presenting safety training programs, acting as staff liaison to the Safety Committee, and answers safety questions for the industry partners that come to AGC for assistance. Vince has a B.S. in Occupational Safety, a M.S. in Industrial Hygiene, and is a Certified Safety Professional (CSP).

He is also responsible for obtaining and entering projects located in Imperial county as well as various other areas in Los Angeles county. He is also responsible for the collection and entry of all bid results. Paul also provides a wide range of support to the plan room and association.

She is the staff editor of the Monday Morning Quarterback and the Membership Directory. Marcy is also responsible for coordinating room rentals and a variety of vendors for the San Diego facility. Marcy has a B.S. degree from SDSU.

L abor Relations Jim retired as the CEO on December 31, 2015, and will continue with the AGC on a consulting basis through 2017. He is responsible for AGC's labor relations efforts including contract negotiations and compliance assistance. He also provides direct support to the Labor Relations Committee. His experience includes 16 years as the CEO of AGC San Diego, four years as Labor Relations Director for the Iowa Chapter AGC and ten years as the Chapter’s EVP. Jim also spent time as Vice President of an ENR Top 150 construction firm. Jim has a B.A. degree and an M.B.A. degree.
