LINCOLN – The USDA Natural Resources Conservation Service (NRCS) in Nebraska will provide approximately $2.5 million through the Environmental Quality Incentives Program (EQIP) to fund the Ogallala Aquifer Initiative. Funding will go towards applications NRCS currently has on-hand. The Ogallala Aquifer Initiative is a voluntary program to provide technical and financial assistance to farmers and ranchers to improve water conservation on their agricultural land. The Ogallala Aquifer Initiative will promote water conservation by helping
farmers and ranchers implement agricultural water enhancement activities. Nebraska NRCS State Conservationist Craig Derickson said, “This Initiative will help Nebraska’s farmers and ranchers apply conservation practices that can make their operations more profitable and sustainable while conserving our precious groundwater.” The Ogallala Aquifer, also known as the High Plains Aquifer, is a vast yet shallow underground water table aquifer located beneath the Great Plains in the United States. Ethanol Industry Willing to Give Back Tax Break for Debt Reduction By Lori Potter, The Kearney Hub MINDEN - The ethanol industry is willing to immediately give up $1.3 billion in tax breaks for federal debt reduction. However, that probably can't happen unless authorizing legislation is attached to a successful debt ceilingbudget reduction bill, said KAAPA Ethanol Chief Executive Officer Chuck Woodside, chairman of the national Renewable Fuels Association. "Really, what we're waiting on is a vehicle that will move this to the president's desk," he said Friday. U.S. Sens. Amy Koubuchar of Minnesota and John Thune of South Dakota, along with ethanol opponent Sen. Diane Feinstein of California, proposed ending the 40.5-cents-pergallon Volumetric Ethanol Excise Tax Credit on July 31 instead of Dec. 31. Woodside said getting tax break changes approved in time to get the full debt reduction benefits is less likely the closer the calendar gets to July 31. Ethanol officials hope their support of the Ethanol Reform and Deficit Reduction Act is a model for other industries. "Our question is, when do we talk about these things with the oil industry?" Woodside said. "We don't need the excise tax credit as an incentive for refiners to blend (ethanol into gasoline) any more than we need an incentive to drill for $100 a barrel oil," he said, because ethanol is the cheapest fuel available. What ethanol processors need is access to customers, which is controlled by oil companies through gas station ownership or agreements with retailers, Woodside said. The U.S. senators' proposal includes $668 million to extend some tax credits. Incentives will continue through 2014 for retailers who invest in blender pumps that give customers alternatives to the standard 10 percent ethanol blend. Woodside said consumers then have the additional choices of "E15, E30, E85 or E-zero." The existing $1.01 per gallon tax credit for cellulosic biofuels would
continue through 2015, with caps on total costs each year. A reduced credit for small ethanol producers would extend through 2012. Woodside said the compromise isn't perfect, and the loss of VEETC may affect prices at the pump. Large fuel distributors tell him that they are passing tax break savings to retailers to help them stay competitive. He said that if the 40.5-centsper-gallon savings is lost, and with ethanol representing 10 percent, there could be a price bump of about 4 cents per gallon on E10.

Woodside said incentives for Americans' continued support of ethanol include trade deficit benefits from exports of production beyond the current U.S. renewable fuels standard; security benefits from a homegrown, renewable fuel; and huge economic benefits to ethanol-producing states. "At the end of the day, you look at the Nebraska economy doing well, and so much of that is due to the health of the ag economy. ... and ethanol has a large part in that success," Woodside said, by creating greater demand for corn and higher prices for grain farmers. The focus now for incentives and research dollars is cellulosic ethanol, which is produced from raw products such as cornstalks and wood. Woodside doesn't expect corn-based plants to convert to cellulosic process-
ing, but existing plants can be part of the next generation of ethanol production. "We already bring cellulose in," he said, and more of the corn kernel might someday be used to produce ethanol. "We have a lot of base infrastructure. We have rail (transportation). We have the ethanol tanks ... Everyone along the whole value chain, including the enzyme people we work with, is doing a lot of research on cellulosic ethanol." Farmer-owned plants such as KAAPA Ethanol also have ties to producers with tons of corn stover on their fields. The trend toward more bushels per acre means more cornstalks left after harvest. "At some point, it becomes a good agronomic practice to remove some (stalks)," Woodside said, or there will be problems with no-till planting the next spring. He estimated that a cellulosic plant built today would cost two to three times more than a corn-based plant. It's the same with all start-up industries. "The first plant always is the most expensive to build. It was like that for corn ethanol," he said. Ethanol is about 10 percent of the U.S. fuel supply, so there is room for cellulosic ethanol. Woodside said the health of a second-generation ethanol industry depends on maintaining a healthy first generation. He said a strong commitment to U.S. energy independence and security is required to keep the interest of biofuel investors. "As far as I know, we've never had to deploy troops to protect an ethanol plant," Woodside said, referring to ongoing turmoil in oil-producing regions of the Middle East. For now, KAAPA Ethanol officials are looking at industry opportunities, such as buying interests in Minnesota and Ohio plants, that don't involve increasing production at the plant west of Minden. "That's certainly possible in the future, if the market determines the need for it," Woodside said. "...The question is what will drive new production?"

Rule #1 – The employee and customer experience should be managed together within an organization, not as separate entities. Typically, employees are managed by human resource departments and the customer experience by operations departments. Great customer care should be linked to great employee performance. Having them linked together creates a streamlined feedback system for the employee. If improvements are needed, an employee sees the effects of the change by linking it to customer interactions. Rule #2 - Feelings are facts. Emotions drive the employee-customer encounter. How a person perceives a situation determines how they will react to it. Taking opportunities to positively manage customer perceptions can pay large dividends.
Rule #3 – Think globally, measure and act loyally. The strength of the employee-customer relationship will ultimately make or break a business. This relationship is core to the overall business mission. However, each business location is unique and needs to be measured and examined individually. If you want to positively reinforce the employee-customer interaction within your organization, feedback needs to take place at the site level where the interaction takes place. Rule #4 – Integrate current employee performance measurements into a simple system focused on outcomes, not “how to” processes. There are a lot of ways for people to get from point A to point B. Businesses typically stifle employee creativity and the ability to interact positively with customers when the business limits flexibility. When the outcome, not the process is the end result, more options become available to the employee. Rule #5 – If you pray for potatoes, you’d better grab a hoe. In other words, good intentions are not enough when it comes to developing an organizational plan of action. Improvements in the employee-customer encounter need a system-wide commitment that encourages the recruitment and hiring of the right employee for the role, careful positioning within the team environment and opportunities for reward and recognition. Positively managing the moments when employees interact with customers can be one of the hardest business challenges of today. New thinking on ways to create and retain the coveted emotionally engaged customer should to be a part of every organization’s strategic action plan.

There used to be a time when all a business wanted were satisfied customers. Having satisfied customers was seen as the pinnacle of success. But today it appears that is not the case. With everyone wanting to take their business to “the next level,” it is no surprise that businesses, especially in the service and sales area, are looking for new ways to take their satisfied customers and transform them into passionate advocates. Are you rolling your eyes at the term, “passionate advocate”? You shouldn’t be. Everyone has seen them …. you may even be one! They are everywhere - they might be an advocate for a vendor at a local farmers market, a local bank, a retail chain such as Nordstroms or even Wal-Mart. The type or size of the business does not matter. What does matter, according to the book Human Sigma, by J. H. Fleming and J. Asplund (2007), is that they are an emotionally engaged customer. Why should businesses be so interested in creating and retaining emotionally engaged customers? Based on Gallup’s research, which has touched 10 million employees and customers from around the globe, it boils down to return on investment (ROI). The Gallup organization looked at customers in several business sectors: international private banking, international lodging and hospitality, U.S. retailing and global business-to-business cargo shipping. Then these same customers were divided into three categories: emotional advocates (those that were passionate about the business); rational advocates (those that used the business but merely talked
about it); and non-advocates (those that did not regularly use the business). “The emotional advocates delivered significantly enhanced business results when compared to their rational counterparts” (Human Sigma, pg. 83). Or more simply stated, it was the emotional advocate group that generated the most income. What might be the most surprising aspect of the research is that the rational advocates and the nonadvocates generally did not differ on many of the key financial measures, such as number of visits or total dollars spent. If a business owner wants to develop these passionate customers they need to positively orchestrate and support the moments where employees interact with customers. Fleming and Asplund provide convincing evidence that the implementation of five key operating rules is one way to bring excellence to the employeecustomer encounters.

Longer term recommendations include aerating the soil over the root system, avoiding fertilizer for a year or more since that can further stress injured roots, properly mulching the root system once soil has returned to normal and, surprisingly, making sure to water trees thoroughly if extended dry periods follow since the roots may be injured and less able to absorb water and nutrients. Trees most susceptible to damage from flooding include conifers like pine and spruce, fruit trees, beech, black walnut, ironwood, linden, tuliptree and yellowwood. Some of the trees most able to withstand periodic flooding include baldcypress, bur oak, cedar, cottonwood, hackberry, red and silver maple, white and green ash, sycamore and willow. The initial running water from flooding is far less likely to cause damage than standing anaerobic water since tree roots need to obtain oxygen. Standing water may also contain toxic amounts of carbon dioxide, methane, hydrogen and/or nitrogen. If standing water can be redirected, that will help the roots begin to recover. If more than 3 inches of soil has been deposited, it is best to remove excess soil from the root area. If there is minimal soil but it’s encrusted, it may help to scrape the soil to improve oxygenation. On the other hand, if roots have been exposed, they should be covered to the original soil depth to prevent damage. How can damage be assessed? Most trees should return to health if floodwater recedes within a week. It’s best not to make immediate decisions. Chlorosis from wet soils will be reversed as the soil dries out. The frequent rains and stormy conditions earlier in the year resulted in bacterial blight being prevalent this year in soybean fields. Bacterial blight on soybean will appear as angular lesions that begin as small yellow to brown spots on the leaves. The centers of the spots will turn a dark reddish-brown to black and dry out. A yellowish-green “halo” will appear around the edge of water-soaked tissue that surrounds the lesions. Eventually the lesions will fall out of the leaf and the foliage will appear ragged. Disease Development Conditions favoring bacterial blight include storm damage that creates entry points for disease and wet conditions

with milder temperatures. The optimum temperature for development is around 75°F. Infections usually start in the lower portion of the canopy or on plant parts with storm damage. New growth will often appear healthy. The much warmer temperatures should stop any further development and the disease should go away. Bacterial blight usually is not a yield limiting problem. Management If bacterial blight is a problem, avoid traffic in these fields when wet so as not to spread the bacterium. If you are making final herbicide applications, spray fields with blight later in the day.

Many properties throughout the Midwest that never have experienced flooding in the past may well be under water for extended periods this summer due to a combination of weather events. What are the implications of flooding on trees and other landscape plants? What can property owners do to assess damage, lessen its effects and ultimately be more prepared for similar events in the future? According to Eric Berg with the Nebraska Forest Service, the resilience of trees to flooding varies by species, age and health of the tree before flooding, whether flooding occurs during the growing season, duration of flooding, either soil erosion or buildup of soil over the roots, the type of soil deposited (often the soil deposited by floodwaters is highly saline) and other circumstances. Symptoms of flood damage include leaf yellowing, early leaf drop, formation of small leaves, watersprouts at the base of the tree and dieback at the crown. Symptoms can occur quickly or over a period of time. Once trees are

LINCOLN, Neb. — University of Nebraska-Lincoln Extension has been awarded $4.1 million from the National Institute of Food and Agriculture for a five-year project addressing climate change and animal agriculture issues. Five other landgrant universities are partnering in the project that will be facilitated through the Livestock and Poultry Environmental Learning Center. "A wide range of beliefs exist about climate change and there are strong and varied reactions to proposals for countering global warming, which creates challenges for those involved in agricultural policymaking, product marketing and research," said Rick Stowell, UNL Extension engineer and the project's director. "As often is the case, livestock and poultry producers are in the position of having to prepare, to adapt and respond to conditions that might be imposed on them – whether it's due to the potential impacts of more extreme weather patterns and other climate trends, or to prospective policies that may place attention on greenhouse gas emissions from their operations," Stowell said. Court Says Pesticide Drift Can Count as Trespass

ST. PAUL (AP) _ The Minnesota Court of Appeals says it can count as trespass under the law when pesticide drifts from one farm to another. The appeals court revived a lawsuit by organic farmers Oluf and Debra Johnson against the Paynesville Farmers Union Cooperative Oil Company. They allege the co-op has repeatedly sprayed pesticides onto other fields that have drifted onto theirs, preventing them from selling their crops as organic. The decision says no previous Minnesota case has addressed whether unwanted pesticide drift from a targeted field to an adjacent organic farm can constitute a trespass. The appeals court held Monday that it can under some circumstances. Courts in other states have made similar rulings. The appeals court sent the organic farmers' lawsuit back to a lower court for further action.
KANSAS CITY, Kan. (AP) _ Country music legend and Farm Aid founder Willie Nelson will be inducted next month into the National Agricultural Hall of Fame in Bonner Springs, Kan. The induction ceremony is scheduled for Aug. 13, the same day as the 26th annual concert to benefit farm families takes place at Livestrong Sporting Park in nearby Kansas City, Kan. Nelson organized the first Farm Aid concert in 1985 with John Mellencamp and Neil Young to raise money for family farmers and draw attention to their economic struggles. Nelson said he's honored and humbled to become the 39th inductee in the Agricultural Hall of Fame. Mellencamp, Young, Nelson and fellow Farm Aid Board member Dave Mathews are among the musicians who will perform at the August concert.
WINONA, Minn. (AP) _ Minnesota officials estimate more than 105,000 turkeys and up to 1,500 cattle were lost due to the recent heat wave. The Winona Daily News reports both dairy and beef cattle can be worth up to $2,000 each. Also farmers who avoided losing animals still had decreased production created by the high temperatures. Minnesota Turkey Growers Association Executive Director Steve Olson says the 105,000 turkeys lost equals an economic hit of somewhere between $1.1 and $1.6 million. There is relief for owners who lost cattle, through the U.S. Department of Agriculture's livestock indemnity program. Minnesota State Cattlemen's Association Executive Director Joe Martin recommended farmers immediately document their losses and contact their local Farm Service Agency office.
Nebraska Man Says Lady Gaga Films Video on Farm SPRINGFIELD, Neb. (AP) _ A Nebraska farmer says pop sensation Lady Gaga used his bean field to film a music video. Richard Hansen, who lives just south of Papillion, tells KMTV that he was recently contacted by Lady Gaga's production staff asking if they could use his field to shoot a video. Hansen says Lady Gaga's video was filmed on his property Wednesday. KMTV says the star's staff won't confirm the report. But many believe it's a new music video for her song, `You and I' about her Nebraska-born boyfriend, Luc Carl. Hansen says he's just happy Lady Gaga and her crew liked his bean field.
SPRINGFIELD, Mo. (AP) _ More than a half-dozen hay fires in two weeks have farmers in two southwest Missouri counties on edge. The Greene County Sheriff's office says the fires have been reported in southwest Greene and northern Christian counties. The Springfield News-Leader reports that Lt. Kenny Weatherford said it's too early to determine if the fires are arson. A detective is investigating several leads. But Brookline fire district Chief Larry McConnell says he's sure the fires are arson. He lost 157 bales of hay to one of the fires and said the evidence suggested arson. The Springfield News-Leader reports that although hay or straw bales can spontaneously combust, McConnell said that generally occurs when hay is too green or wet when it is processed. The area has been hot and dry for weeks.
Tractor Restored by ISU Students to be Auctioned AMES, Iowa (AP) _ A classic 1946 tractor that was found on an Iowa farm and restored by Iowa State University students will be auctioned off next month. Members of the ISU Antique Tractor Club spent about 100 hours last school year restoring the Minneapolis Moline ZTU that was found in complete disrepair on a farm near Stanhope. The Minneapolis Moline Collectors Association gave a $1,000 grant to help the club with restoration costs, and an MMCA member supplied many of the parts they needed to get it looking good and running again. The tractor will be auctioned off Aug. 13 at a banquet in Platte City, Mo. during an MMCA show. The club says the proceeds will help pay for restoring another tractor next year.

Some foods may be protected by their containers. If you have any doubt about the safety of a food, it is always better to throw it out rather than risk disease. The following guidelines will help you decide when to throw out foods and how to disinfect foods that can be saved. Do not try to save the following foods if they have come in contact with floodwater: -- Fresh produce from your garden, such as lettuce, cabbage and potatoes. In some situations, immature root crops may be safe if you do not harvest them for at least two weeks after the floodwaters recede. To be safe, however, have your local Extension office or health department test the garden soil for harmful bacteria. -- Containers of nuts, spices, seasonings and flavorings. -- Canisters or bags of grains, sugar, salt, coffee and tea. -- Remove labels. Use a permanent marker to immediately re-label each can. -- Wash the cans in a strong detergent solution with a scrub brush to remove all silt. -- Immerse scrubbed containers completely in a lukewarm solution of chlorine for one minute. -- Remove containers from the chlorine solution. Allow to air-dry before opening. Relabel with the permanent marker, if necessary. Use as soon as possible because containers may rust. -- If it looks or smells wrong when you open a can or jar, discard it. Dishes and Utensils. Glass, ceramic and china dishes, metal and glass cookware, glass baby bottles and empty canning jars can be saved in the following way: -- Thoroughly wash them in a strong detergent solution, removing all filth and mud. -- Disinfect china and glass dishes in a chlorine solution. -- Disinfect metal pots, pans and utensils by boiling in water for 10 minutes. Turfgrass Problems Noel Mues, Extension Educator University of NE-Lincoln Extension Furnas County Heat and saturated soil – Somewhat similar to last year, we are experiencing saturated soils and hot temperatures throughout the Midwest and it is fast becoming difficult to maintain cool-season turfgrasses including Kentucky bluegrass lawns. Much of Nebraska and the north central US is 150-300% of normal precipitation during July. Warm and saturated soils lead to fairly rapid root death. In addition to below ground effects, higher temperatures above ground reduce photosynthetic efficiency while increasing the demand for photosynthetic products via respiration. Photosynthesis cannot keep up with respiration demands and thus cool-season grasses become depen-
dent on stored energy to stay alive. When heat continues for an extended period, weakened plants will be extremely susceptible to damage from heat, drought, traffic, disease, and insects. Diseases can be especially problematic with the high humidity, saturated soils, and warm temperatures. Additionally, traffic from mowers and other wheeled equipment on saturated soils during high temperatures can result in a condition referred to as “wet wilt”. This is often misdiagnosed as “mower tracking the fungus” but it is usually non-pathogenic and will not respond to fungicide applications. Perennial ryegrass will probably also be hit hard because of its sensitivity to pythium, brown patch, and other diseases that thrive in hot, wet conditions.
Chinch bugs (zoysiagrass) - Chinch Bugs damage Buffalograss and Zoysiagrass usually in sunny locations during hot, dry periods. Damage appears as patchy areas which turn yellow, then dry out and turn brown. Chinch bugs feed by sucking juices from leaves and stems. While feeding, they inject a toxin which disrupts movement of water and nutrients. Chinch bug nymphs are red with a white band, then orangish, and finally brown to black. Short-winged adults are black and 1/10th of an inch long. Control thatch to reduce chinch bugs. If bugs exceed 20 per square foot, apply the insecticide containing bifenthrin for control.
