Ethanol credit faces elimination, expiration by Greg Forbes The Volumetric Ethanol Excise Tax Credit (VEETC) was created in 2004 as a federal tax incentive for the use of ethanol. At the moment, fuel blenders and marketers collect a 45-cent tax credit per gallon of ethanol blended with gasoline sold. Over the past month, some legislators have debated killing the credit now as opposed to letting it expire December 31, reasoning it is currently unnecessary because of high oil prices. Dr. Chad Hart, Biofuels Economist at Iowa State University, stated the ethanol industry is “currently okay” without the tax credit. “When oil prices are high like they are now,” Hart said, “the ethanol producers are in a good place. In 2008, when oil prices were at $140 a barrel, ethanol plants were doing great. However, when prices were $40 a barrel, that’s when we started to see plants shut down.” He further explained Senator Charles Grassley want-

ed to tie the tax credit to oil prices. If oil prices were high, Hart said, there would be no tax credit. However, if prices were low, a new credit would be installed. Hart stated Grassley’s proposal may be a means to “wean” ethanol retailers off of the credit because the deficit will decrease over time and there would be no need to end the credit immediately. “We’d like support, but only when the industry really needs it,” Hart said. The tax credit has been targeted because of a large national deficit and cuts are being made to any spending the legislature views as unnecessary. He believes the current credit will not be eliminated now but will be allowed to expire without plans for a renewal due to budget pressure. “It’s just not necessary now,” Hart said. “But there could be one in the future. All it takes is low oil prices.” In a statement, Grassley explained legislation of the

tax credit was designed to be phased out over a fiveyear period because of rising oil prices leading to a decrease in dependence on the credit. On July 7, Senators John Thune and Amy Klobuchar announced a bipartisan agreement that allows a smooth transition to a more sustainable model of incentives. The Ethanol Reform and Deficit Reduction Act will terminate the current tax credit on July 31. Ending the tax credit before it expired would provide the federal treasury with $2 billion from existing VEETC funds. Two-thirds of the money - $1.3 billion - would help reduce the national deficit and the remaining $668 million towards renewable fuel incentives to help lower gas prices for consumers. Such incentives would include mixed fuel pumps. However, Grassley said he believes at a practical level, the ethanol tax credit will last until the end of the year or slightly sooner if the compromise passes.

Iowa farm groups to bring fun, farmers and free food to 2011 RAGBRAI riders Iowa farmers from across the state are joining together to show RAGBRAI 2011 riders what Iowa agriculture is all about. Iowa-raised beef, pork and dairy products will be featured in free samples for RAGBRAI riders at several locations along this year’s route, which winds through the fertile corn and soybean fields, green pastures, vineyards and dozens of welcoming rural towns. Iowa Farmers Feed Us (FFU) showcases the character of rural Iowa’s farming communities and the many farmers who provide a wide variety of nutritious, safe food. RAGBRAI riders come from around the country and are socially-connected consumers who are curious about the farms and food production they see on their trip through Iowa. FFU is an initiative designed to highlight farmers’ commitment to providing

people with safe, nutritious and affordable food, caring for the animals and the land, and supporting their communities, as well. At each stop, free food samples and four separate collectable FFU bike spoke cards will be handed out by Iowa farmers for riders to put on their bikes. The front of each bike spoke card celebrates Iowa farming with exclusive drawings created by celebrated former Des Moines Register illustrator Brian Duffy. The back of the bike spoke card has a link to the Farmers Feed Us website and a number to enter in a drawing to win the grand prize: a new Apple i-Pad. Participants can look for the red FFU flag at the RAGBRAI 2011 Expo in Glenwood on July 23 to pick up their RAGBRAI route maps, which highlight Iowa Farmers Feed Us stops, food samples and collectible bike spoke card for the grand prize draw-

ing. The Farmers Feed Us stops along RAGBRAI 2011 include: Monday, July 25, nine miles north of Kimballton, the signs and red Farmers Feed Us flag will lead to a beautiful cattle farm. Iowa livestock farmers are bringing out the big grills and offering free Iowa beef samples, while supplies last. Bike spoke card #1 will be offered here. Tuesday, July 26, in Churdan, look for the Farmers Feed Us flag just blocks from the town’s elevator, and get your RAGBRAI 2011 photo taken with real farmers and big tractors. Bike spoke card #2 will be offered here. Wednesday, July 27, at White Oak Vineyards, located at 15065 NE White Oak Dive, outside of Cambridge, you’ll find a big party with music, wine and free food at the Farmers Feed Us stop. Look

Thursday, July 28, brave the hills just outside Baxter and look for the red, Farmers Feed Us flag and giant dairy cow located along F17 to get your free chocolate milk, while supplies last. New Jersey family to experience Iowa farm life as national contest winners The owner of a family-operated food market and catering business in suburban New Jersey has been named the winner of the Iowa Food & Family Project’s “Be Our Guest, Be A Farmer” contest. Nancy Conturso of Wayne, New Jersey, was one of more than 100 contestants from 31 states who competed for the chance to win the four-day, three-night trip to Iowa to renew their connection to food’s origins, experience farm life and meet and converse with farm families. The “Be Our Guest, Be A Farmer” contest, launched last December in New York City’s Times Square by the Iowa Soybean Association, involves a variety of farm, food and retail partners. The

goal of the contest is to inspire positive relationships between farm families and consumers by demonstrating the many ways farmers continue evolving and improving to provide healthy food for everyone. “We’re absolutely thrilled and consider this a once-ina-lifetime opportunity,” says Conturso, who served as a management consultant for several Fortune 500 companies before launching a successful food and catering business with her husband, John. “When I saw the chance to have my family experience being a farmer, I had to enter. “I want my children to experience a different culture away from the hustle and bustle of the Northeast,” she

Heat and feed I never in a million years thought that part of my job as a farmer’s wife would be to watch my son’s 4-H calves, two steers and a heifer, to see if the heifer was in heat. But, that was one of the tasks assigned to me when my husband and son took off for their yearly camping trip with the Boy Scout troop this month. Before they left, my son noticed one of the steers was mounting the heifer, so the task was left to me to see if she was in heat. So my time for the next couple days was split between the house and the barn watching the calves. If I got paid for the job, it wouldn’t have been enough because it was the most boring thing I’ve done up until now. Do you know what cattle do all day? Nothing. Well, less than nothing. They eat, they drink, they walk around, and occasionally, they lie down and

rest. Really, that’s about it. There was no action going on at all in the barn. I even thought I was missing something, so I went to the Internet and searched for “heifer heat signs” and came up with a few dozen websites, from which I gleaned information to aid in my quest to see if the heifer was in heat or not. I’ve learned more about the reproductive cycles of heifers and calves in the last couple weeks than I had in my entire life up to now. In the end, I still personally have no clue if she was in heat or not, but I guess we’ll find out at some point. Another one of my tasks while the boys are at camp is to feed the calves in the morning. One morning, I woke to a text from my husband saying that a storm ripped through their camp in the morning, preventing them from having the flag rais-

ing. I immediately went to the radar to see what the deal was, only to discover that the orange and red radar colors were right at our doorstep. So I flung myself out of bed, woke up the little kid and ran down to the barn to feed the big kid’s calves and the little kid’s bottle calf before the storm hit. I honestly didn’t know that I could move that fast, given that my back was not cooperating with me all week. I guess adrenaline is a powerful drug, because I was even able to lift a fivegallon pail of water. I was finishing up just as the large drops of rain started falling on my head. My mom and aunt had come the week before to watch my oldest son do his 4-H communication events. Afterward, they came out to the farm to see the calves.

By Christy Welch Both of them showed calves when they were in 4-H, and like being around them. Mom said she liked the smell of the barn because it reminded her of the fun times she had at the Webster County Fair. Mom played with the calves for a while, helping

wash and dry them. She helped walk all three around the yard for practice. Then my aunt, wanted to know what was in the feed we were giving to the calves, and proceeded to taste it while mom was still working with the calves. After being more than a little grossed out (remember I am a city girl ) I warned her that if she tasted it one more time I was going to include the entire episode in my next column. She looked at me, and tasted another piece she thought was the molasses. I don’t care if you call me a city girl, but I’m still going with my initial assessment of ... yuck! I am always happy when my boys get back from camp, mostly because I am no longer responsible for keeping track of the cattle at the farm.

Extension field agronomy service reorganized by Emma Struve The Iowa State University Extension field agronomy team was recently restructured to incorporate an additional specialist in northeast Iowa and emphasize program services rather than strictly delineated boundaries. Dr. John Lawrence, Director of Extension to Agricultural and Natural Resources and Associate Dean of the College of Agriculture and Life Sciences, noted that the process undergone by the entire Extension organization during the past year during reorganization was complicated and so was reorganizing the field agronomists’ structure. Terry Basol started with ISU Agronomy Extension in November of 2010 and is based at the Borlog Center in Nashua on the Chickasaw/Floyd County line. Other changes Lawrence commented on included transitioning field specialists Brian Lang and Mark Carlton to focus their efforts on forages such as hay, pasture and biomass. Clarke McGrath, an ISU agronomist team leader stationed in Harlan in Shelby County, has also assumed additional responsibilities. McGrath served as a field agronomist first, after being hired in 2000 and field work is still a substantial part of his role. He also coordinates activities and projects between the seed industry and extension field staff. The industry and extension share research data, conduct cooperative research and do cooperative training and educational activities, he explained. Lawrence urged producers to contact the agronomist with whom they are familiar and have a good working relationship, regardless if their “territory” has changed

according to the map. For those unsure of which individual to contact, he suggested to start by calling the local county extension office. Staff at each office can put farmers in touch with the specialist assigned to serve a particular geographic area.

Lawrence commented that the new map’s lines “aren’t as nice and neat as county” borders. This is primarily due to the fact that the organization wants to maintain the relationships and support the specialties each agronomist developed in their area, he elaborated.

Sunco introduces new floating trash discs Sunco is introducing a new row cleaner. The Sunco Saber Tooth row cleaner was introduced in 1995, and featured several unique features separating them from other cleaners on the market. A swept back tooth design was a Sunco original, referred to as Saber Tooth or Tiger Tooth, proved to be superior over spiked teeth by moving trash and residue and releasing it without it being carried over or caught in the teeth. A second unique feature to go along with the new tooth design was disc concavity. This allows trash to flow from the seed bed. Ground contact with the teeth isn’t needed as the trash engaging the concave surface will rotate the discs. Rice Stuffed Peppers Ingredients 6 medium or 4 large green, red or yellow bell peppers 2 Tbsp. olive oil 1 small onion, chopped 3 garlic cloves, minced 1 cup uncooked long-grain white rice 2 Tbsp. tomato paste 1 (14.5 ounce) can Italian-style tomatoes, drained and coarsely chopped 2 Tbsp. chopped fresh parsley 1 tsp. dried oregano leaves 1 tsp. salt ¼ tsp. freshly ground black pepper 1½ to 2 cups water

Ingredients 1¼ cups yellow or white cornmeal ¾ cup sifted wheat flour 2½ tsp. baking powder 2 Tbsp. sugar 3 Tbsp. melted butter ¾ tsp. salt 1 egg 1 cup milk Instructions 1. Preheat oven to 425 degrees. 2. Grease 9 by 9 inch pan with spray oil and place it in the oven until sizzling hot. 3. Sift together flour, baking powder, sugar, and salt. 4. Add the cornmeal. In a separate bowl, beat egg. 5. Then add butter and milk. 6. Combine all ingredients with a few rapid strokes. 7. Place the batter in a hot pan and bake 20-25 minutes. 8. Serve immediately.

Instructions 1. Preheat oven to 350º F. 2. Remove tops from peppers and set aside. Being careful not to puncture the bottoms, scoop out and discard cores, ribs, and seeds. 3. Arrange peppers in 9 by 13-inch baking dish and set aside. 4. In a medium sauté pan, heat olive oil over medium-high heat. Add onion and garlic; sauté for 3 minutes. Stir in rice and continue stirring until translucent, about 1 minute. Add tomato paste, tomatoes, parsley, oregano, salt, and pepper; simmer for 3 minutes. 5. Divide rice mixture evenly and spoon into peppers. Add water just to cover the filling. Replace pepper tops. 6. Bake for 1 hour or until water is absorbed and rice is tender.

DOE offers $105 million loan guarantee to POET’s cellulosic bio-refinery in Emmetsburg U.S. Energy Secretary Steven Chu announced on July 7 the offer of a conditional commitment for a $105 million loan guarantee to support the development of the nation’s first commercial-scale cellulosic ethanol plant. Project LIBERTY, sponsored by POET, LLC, will produce up to 25 million gallons of ethanol per year and will be located in Emmetsburg. POET estimates the project will generate approximately 200 jobs during construction and 40 permanent jobs at the plant. POET estimates the project will also bring ap-

proximately $14 million in new revenue to area farmers. “This project will help decrease our dependence on oil, create jobs and aid our transition to clean, renewable energy that is produced here at home,” said Secretary Chu. “The innovations used in this project are another example of how we are seizing the opportunity to create new economic opportunities to win the clean energy future.” “Projects like the one we are announcing show that our investments in next generation biofuels are paying off,” said Sec-

Soybean checkoff charts new course for industry United Soybean Board (USB) farmerleaders voted recently to approve the soybean checkoff’s new Long-Range Strategic Plan (LRSP), which identifies six areas they believe are most critical to maintaining and expanding the U.S. soy industry in the next five years. Areas include increasing the value of U.S. soybean meal and oil, ensuring that U.S. soybean farmers maintain their freedom to operate, meeting customer needs, protecting the animalagriculture sector and investing in transportation infrastructure. USB farmer-directors approved the plan during USB’s meeting June 29 to July 1 in Milwaukee. In addition, USB farmer-leaders approved projects to increase the focus on production research on the soybean genome and to increase emphasis on specific, targeted international markets. The checkoff has supported research that led to the sequencing of the soybean genome, and the next steps will be to identify the function of each gene. “Additional research on the soybean genome will allow us to increase efficiency in plant breeding,” said USB Chairman Marc Curtis. “This will allow

researchers to change the plant in ways that could improve composition and help increase yields.” Picking targeted markets will allow USB to focus its efforts for the maximum impact, Curtis stated. “We have identified specific markets where we can make a move immediately,” said Curtis. “These will be markets U.S. soy is not currently in and we can focus on and make an impact.” Farmer-leaders also determined the direction of USB’s fiscal year that starts October 1, 2011, with specific recommendations for each of the checkoff’s program areas, including communications, domestic marketing, international marketing, production research and new uses development. USB is made up of 69 farmer-directors who oversee the investments of the soybean checkoff on behalf of all U.S. soybean farmers. Checkoff funds are invested in the areas of animal utilization, human utilization, industrial utilization, industry relations, market access and supply. As stipulated in the Soybean Promotion, Research and Consumer Information Act, USDA’s Agricultural Marketing Service has oversight responsibilities for USB and the soybean checkoff.

Iowa State University joins sustainable hen-housing study Iowa State University will team with researchers from Michigan State University, University of California, Davis and the U.S. Department of Agriculture’s Agricultural Research Service to study the sustainability of laying henhousing systems. The $6 million study, funded by the Coalition for Sustainable Egg Supply (CSES), will examine the interactions and trade-offs among food safety, worker safety, hen health and welfare, environmental impact and food affordability aspects of three poultry-housing systems. Iowa State will study the environmental impact portion of the CSES Laying Hen Housing Research Project. The environmental study will evaluate the indoor thermal and air quality conditions, gaseous and particulate emissions, feed and energy utilization efficiency and manure nutrient management. The study will be conducted in three types of commercial-scale buildings: Conventional cage housing, used by

the majority of U.S. egg producers Enriched cage housing, with larger than conventional cages and equipped with perches, nesting areas and foraging and dust-bathing materials Cage-free aviary, which allows hens to roam on the building’s floor and have access to perches and nest boxes Information generated by the threeyear study is expected to help egg purchasers and producers make objective, science-based decisions as the egg industry evolves in response to consumer needs and desires. The CSES is composed of food companies, research institutions, nongovernmental organizations and other stakeholders working to better understand the impact of various laying henhousing systems on a sustainable supply of eggs. CSES is facilitated by the Center for Food Integrity, a nonprofit organization established to increase consumer trust and confidence in today’s U.S. food system.

Perennial prairie strips offer a new conservation tool Perennial prairie strips can help improve ecosystem health on Midwest farms without compromising the benefits of agriculture, according to a multi-year project led by researchers at Iowa State University. The project began in 2007 with funding from the Leopold Center for Sustainable Agriculture’s Ecology Initiative and quickly gained momentum. Today, multiple funders provide support, and outreach partners like the Land Stewardship Project help disseminate the research. In a June 21 meeting, stakeholders discussed how to move the STRIPs project from science into practice. Historically, prairies dominated Iowa’s landscape, creating the rich soils needed for productive agriculture. Now less than 0.1 percent of Iowa’s prairies remain. By restoring some of those deep-reaching perennial roots to rowcropped fields, farmers and landowners can reduce erosion and nutrient loss, keep waterways free of agricultural runoff and improve biodiversity. “We can strategically place perennial vegetation to provide disproportionate conservation benefits,” said Matt Liebman, team member and agronomy professor at Iowa State University. “A small change gives a large effect.” In July 2007, guided by team leaders Matt Helmers, associate professor in ISU’s Department of Agricultural and Biosystems Engineering, and Heidi Asbjornsen, now an associate professor at the University of New Hampshire, researchers established a variety of treatments on 14 watersheds at the Neal Smith National

Wildlife Refuge. Treatments ranged from conventional agriculture to reconstructed prairie to mixed systems with strategically placed perennial strips covering 10 or 20 percent of the watershed. Flumes at the toe of each watershed collect runoff for sampling. Recent wet years have given the researchers opportunities to see prairie strips at work during high rainfall events. The long, upright stems of prairie plantings help resist water movement and trap sediment. In watersheds with 10 to 20 percent prairie strips in no-till cropland, sediment loss was reduced by more than 90 percent. Nitrate and phosphorus movement also decreased. Reduced erosion and runoff aren’t the only benefits that prairie strips offer. “With 10 percent of the watershed in prairie strips, you get these enormous increases in biological diversity,” Liebman said. Researchers track the abundance of plant, bird and insect species in each experimental watershed. In 2010, watersheds with prairie buffers contained an average of 61 plant species, compared to just 19 in cropland. Increased biodiversity provides useful services to farmers: Native birds and insects help control pests, pollinators visit both prairie and crop flowers, and wildlife offers opportunities for recreation. As a new conservation tool, perennial prairie strips offer a long-term investment in the health and resilience of farmland. However, current crop prices dissuade many farmers from taking land out of production. Stakeholders agreed that financial incentives and technical

support are required. One possibility is that farmers can use modern agricultural technologies for “precision conservation,” identifying less productive areas of their farms to target for prairie strips. Stakeholders also noted the need for one-on-one interactions with farmers, perhaps in the form of demonstration projects around the Midwest. For example, research and demonstration data can reassure farmers that weeds will not increase in cropland adjacent to prairie strips. One of the goals of the project is to bring together diverse groups of people—farmers, conservationists, policymakers and scientists—with a common understanding that agriculture and environmental stewardship can exist side-by-side. The STRIPs team plans to continue their research at Neal Smith, including work on the socioeconomic aspects of implementing perennial prairie strips. The project is made possible by the cooperation of the Neal Smith National Wildlife Refuge and the U.S. Fish and Wildlife Service, with support from the Leopold Center, Iowa Department of Agriculture and Land Stewardship, USDA National Institute for Food and Agriculture, U.S. Forest Service, ISU College of Agriculture and Life Sciences and USDA North Central Region SARE program. Iowa Learning Farms (ILF) will sponsor a striptillage and cover crop management field day at the Ann Smeltzer Charitable Trust Farm, south of Otho in Webster County, on Wednesday, July 20, from 6 to 8 p.m. The field day is free, includes a complimentary dinner and the public is invited to attend. The field day will focus on strip-tillage and cover crop management. Attendees can view in-field demonstrations of mole knife and dual-coulter style strip-till equipment and discuss strip-till management with Gary and Dave Nelson. The

Nelson father and son team manage the Smeltzer Farm row crop acres as part of their family farm operation. Strip-tillage marries the best aspects of conventional tillage with the benefits of no-till. Before planting (fall post-harvest, or spring preplant) a strip-tillage implement creates strips of tilled soil. Surface residue is left undisturbed between the tilled strips. Corn or soybeans are planted into the tilled soil strips, which warm and dry faster than the rest of the field. This practice offers better water infiltration, improved soil structure, and potential for reduced fuel, machinery and other crop input costs. Other field day speakers include Sarah Carlson, research and policy director with Practical Farmers of Iowa, who will discuss fallseeded cereal grain cover crop management and will

highlight the Smeltzer Farm demonstration site of corn planted into fall 2010 aerialseeded winter rye cover crop. Laura Christianson, Ph.D. candidate in the Agricultural and Biosystems Engineering department at Iowa State University, will discuss wood chip bioreactors and other techniques to limit nitrate transport to water bodies. A denitrifying bioreactor is one of many soil and water quality-enhancing features of the Smeltzer Farm. Visitors of all ages can learn something about Iowa agriculture at the Smeltzer Farm. Families are encouraged to come to the field day to see the Conservation Station. The Conservation Sta-

tion’s rainfall simulator shows the effects of rain on several different surface scenarios and subsurface drainage including highly disturbed land, no-till and residue-covered surfaces, buffers and permeable pavement. The learning lab portion of the Conservation Station includes displays and activities highlighting why soil and water quality are important to us all. Kids can become members of the “conservation pack” by participating in the Conservation Station activities. The Smeltzer Farm is a unique experience as it contains examples of almost every conservation practice that can be put in place. The Ann Smeltzer Charitable

Trust board oversees the management of the farm and works to develop the farm that Miss Smeltzer envisioned—a learning environment for conservation practices and environmental issues. Farmers and non-farmers can learn from seeing the row crop demonstration plots, stream bank restoration, waterways and buffers that have been installed on the farm. Webster County Conservation Naturalist Karen Hansen will be at the field day to show families some of the farm features, with the help of Sam Adams, the new Natural Resources Conservation Service District Conservationist for Webster County.

Iowa E15 incentive began July 1 Iowa retailers are the first in the nation to be incentivized for selling E15, a blend of 15 percent ethanol and 85 percent gasoline. Effective July 1, 2011, retailers are eligible for a 3-cent per gallon tax credit for every gallon of E15 sold. Today, E15 can be sold to flex-fuel vehicle owners. Earlier this week the EPA finalized a rule allowing E15 to be sold to all 2001 and newer passenger vehicles later this summer. “Retailers with blender pumps can take advantage of this new incentive right now,” said Monte Shaw, Iowa Renewable Fuels Association (IRFA) Executive Director. “With the EPA in the process of clearing the final hurdles, now is the time for all retailers to evaluate how E15 could fit into their business model. It is important to note that more than 74% of gasoline goes into vehicles eligible to use E15.” The state of Iowa offers numerous incentives to en-

hance renewable fuels availability to consumers. In addition to the new E15 incentive, retailers are eligible for: E85 tax credit of 10 cents per gallon; Biodiesel tax credit of 3 cents per gallon for blends of B2 and higher; E100 tax credit of up to 8 cents per gallon contingent upon a retailer’s achievement of Iowa’s 25% Renewable Fuels Standard; and, Infrastructure grants of up to $50,000 to install biodiesel, E85 and blender pumps. “Capitalizing on this menu of incentives provides retailers with multiple options for providing their customers with a variety of renewable, domestic fuels,” Shaw said. “Iowans have shown a preference for renewable fuels. These incentives give retailers the tools they need to provide an array of renewable fuels to consumers at the pump.”

Iowa currently has 142 retail outlets offering E85 and 30 blender pumps offering various mid-level ethanol blends for flex-fuel vehicle owners. Iowa has 41 ethanol refineries capable of producing nearly 3.7 billion gallons annually. In addition, Iowa has 11 biodiesel facilities with the capacity to produce over 225 million gallons annually. FSA offers emergency loans due to storm, flood damage State Executive Director, John R. Whitaker, announced that farm operators who have suffered major forage/crop production and/or physical losses caused by severe storms, tornadoes, straight-line winds or flooding may be eligible for an emergency loan. Applications for assistance should be completed at the Crawford County FSA Office located at 3707 Timberline Dr., Denison, IA. The Farm Service Agency may make Emergency Loans to eligible family farmers which will enable them to return to their normal operations if they sustained qualifying losses resulting from natural disasters. Physical loss loans may be made to eligible farmers to enable them to repair or replace damaged or destroyed physical property essential to the success of the farming operation. Examples of property commonly affected include; essential farm buildings, fixtures to the real estate, livestock, or loss to planted or unplanted crops. The actual physical loss for destroyed crops is the cost

The applicant must provide an itemized list of all the claimed expenses incurred. Primary counties qualified for loans due to ongoing flood damage starting May 23 include: Fremont, Harrison, Mills, Monona, Pottawattamie, Woodbury. Counties experiencing less widespread damage from flooding, but still affected include: Cass, Cherokee, Crawford, Ida, Montgomery, Page, Plymouth, Shelby. Applicants must be unable to obtain credit from other usual sources to qualify for the Farm Service Agency Farm Loan Program assistance. The interest rate for the emergency loans is 3.75%.
