mit 2015 hat ein weiteres spannendes Jahr in der baltischen Region begonnen.

with 2015 we have entered into another very exciting year in the Baltic region.

Litauen ist seit wenigen Wochen 19. Mitgliedsstaat der Eurozone – nun wird in allen baltischen Staaten mit der europäischen Einheitswährung gezahlt – und es ist für die Menschen irgendwie schon ganz selbstverständlich – bei aller Nostalgie für die nationalen Währungen.

Some weeks ago Lithuania has become the 19th member of the Eurozone – now we pay with the joint European currency in all three Baltic States – and for the people it has already become such a natural thing – despite some nostalgia for their own national currencies.

Lettland hat bis Juni – in besonders spannenden und herausfordernden Zeiten – die EU-Ratspräsidentschaft übernommen. Eine große Aufgabe für den kleinen Staat, die er aber, da sind wir sicher, mit Bravour bewältigen wird. Die lettische Regierungschefin, Laimdota Straujuma, stellt uns im Interview die wichtigsten Themen und Schwerpunkte der Präsidentschaft dar.

Latvia has taken over the EU presidency until the end of June – in especially challenging and exciting times. Though this is a huge task for the small country, we are sure that Latvia will handle it with flying colours. In an interview with our magazine, the Latvian Prime Minister Laimdota Straujuma is presenting the focal points of her country’s presidency.

Erheblichen Einfluss auf die politische Arbeit – aber auch die wirtschaftliche Entwicklung insbesondere der baltischen Staaten – haben die andauernden Spannungen mit Russland. Wir widmen uns daher in einem Schwerpunktbeitrag dem Thema Energiesicherheit – ein Dauerbrennerthema, das in der aktuellen Situation noch an Brisanz gewonnen hat.

The ongoing tensions with Russia have a great impact not only on politics, but also on the economic development, especially in the Baltic States. Thus one of our main stories is focussing on energy supply and independence – a never ending topic in the region, which in the present situation has become even more relevant than before.

Auch unsere Preise der Deutschen Wirtschaft haben einen aktuellen Bezug: wir wollen mit ihnen in diesem Jahr besonders die Orientierung der lokalen Unternehmen hin zu neuen Märkte würdigen. Wenn ein großer, traditioneller Nachbarmarkt wie Russland wegbricht, gilt es nicht zu jammern, sondern Alternativen zu suchen und aktiv zu erschließen. Wir sind schon jetzt gespannt auf die „Best Practices“ der Bewerber.

The theme of our German Business Awards 2015 is also influenced by the general political and economic framework: we aim to explicitly recognise the orientation of Baltic businesses towards entering new markets. In times when a traditionally large market such as neighbouring Russia is falling away, companies should not wail, but instead look for alternative markets and actively target them. We are very much looking forward to the best practices presented by the candidates.

Energieversorgung in den baltischen Staaten

Was die „Independence“ mit sich bringt Das Thema„Energieversorgung“ wird in einem energieimportierenden Land schnell aufgerufen, sobald es in der Beziehung mit dem Versorger kriselt. Diversifizierung der Quellen heißt die stets erklingende Losung. Doch was bedeutet das im konkreten Fall? Die baltischen Länder sind stark abhängig von Gas- und Erdöllieferungen aus Russland. Im Licht der Ukraine-Krise trat das Thema auch in Estland, Lettland und Litauen verstärkt in den öffentlichen Diskurs. / Annika Bostelmann

Die "Independence" ist eine schwimmende Anlage, die LNG lagern und aufbereiten kann. The "Independence" is a floating facility where LNG can be stored and processed.

Erdgas aus Norwegen Litauens Präsidentin Grybauskaitė findet während der Zeremonie deutliche Worte: „Im 25. Jahr seiner Unabhängigkeit zeigt Litauen erneut stolz seinen starken Geist, Mut und politischen Willen. Der Flüssiggas-Terminal ist ein wichtiges strategisches Projekt und ein großer Sieg für unser Land. Er bedeutet nicht nur Energieunabhängigkeit, sondern auch politische Freiheit. Von nun an wird uns keiner einen Gaspreis diktieren oder unseren politischen Willen kaufen.“ Auch die Namensgebung „Unabhängigkeit“ für das Schiff soll ein klares Signal an den bisherig alleinigen Gaslieferanten Russland senden. Denn vor der Inbetriebnahme des Schiffs im Januar 2015 bezog Litauen, ebenso wie Estland und Lettland, Erdgas zu 100 Prozent vom großen Nachbarn. Die schwimmende Anlage dient der Lagerung und Aufbereitung von verflüssigtem Erdgas (LNG) – im Englischen „floating storage and regasification unit“ (FSRU). Ein Schiffsanleger mit Umschlageinrichtungen und eine 18 Kilometer lange Pipeline zum litauischen Gasnetz vernetzen die „Independence“. Im vollen Betrieb können auf dem Schiff vier Milliarden Kubikmeter im Jahr regasifiziert werden. Bei einem jährlichen Eigenbedarf von 2,7 Milliarden bietet dies auch viel Raum für Exportüberlegungen. Präsidentin Grybauskaitė rechnet damit, über die „Independence“ 90 Prozent des Bedarfs der baltischen Region decken zu können. Gemeinsam für mehr Energieinfrastruktur Doch sind dafür noch nicht alle Weichen gestellt. Zurzeit gibt es nur einen zehnjährigen Liefervertrag der litauischen Litgas mit dem norwegischen Konzern Statoil über 540 Millionen

Kubikmetern LNG im Jahr (entspricht 17 Prozent des Jahresbedarfs). Das Erdgas stammt aus „Snøhvit“, die derzeit einzige Erdgas-Verflüssigungsanlage in Europa, weshalb eine Erhöhung des Lieferbetrags über diesen Weg vorerst nicht realistisch erscheint. Zusätzlich ist die Möglichkeit eines Zukaufs vom Weltmarkt möglich, aber noch nicht verwirklicht. Und auch der langfristige Liefervertrag mit Russland ist noch bis Ende 2015 in Kraft. Ein Export in die zwei baltischen Nachbarstaaten wird noch durch das Fehlen entsprechender Gasleitungen gehemmt. Hier sind Estland, Lettland und Litauen allerdings bereits einen entscheidenden Schritt aufeinander zugegangen: Am 14. Januar diesen Jahres unterzeichneten die drei baltischen Energieminister in Riga erstmals eine gemeinsame Erklärung zur sicheren Energieversorgung in den Baltischen Staaten. Die drei Unterzeichner bekräftigten damit ihre Kooperation in der regionalen Umsetzung der EU Energie-Agenda, insbesondere mit Blick auf Projekte zum Ausbau der interregionalen Energieinfrastruktur. Grundlage der Rigaer Erklärung ist die im Mai 2014 ins Leben gerufene Europäische Energiesicherheitsstrategie, welche eine stabile und gesicherte Energieversorgung der EU-Bürger und EU-Wirtschaft zum Ziel hat. Zwei wichtige Punkte der Strategie sind die Diversifizierung der Energiequellen und der Ausbau der Eigenversorgung. Kurzfristig kann vor allem die lettische Regierung Vorteile aus der Erklärung ziehen. Denn als derzeitiger Inhaber der EU-Ratspräsidentschaft veranstaltet Lettland im Februar eine Konferenz mit der Gründung einer Energieunion als Haupttagesordnungspunkt. Ein Positivbeispiel mit regionalem Maß dürfte dabei als Argumentationsgewicht dienen. LNG-Terminal dient als Druckmittel Bis Ende 2015 dient die „Independence“ aufgrund der Einfuhrverpflichtungen gegenüber Russland vor allem als Druckmittel in Preisverhandlungen. So hat Gazprom seinen Gaspreis für Litauen aktuell bereits um 20 Prozent nach unten korrigiert – ein bedeutender Erfolg, denn dieser war im letzten Jahr noch einer der höchsten in Europa. Nach Ablauf des Vertrags dürften ab 2016 Preis und Kosten eine Rolle im litauischen Energieeinkauf spielen. Denn obwohl das Flüssiggas aus

Ein Schiff. Ein Land. Ein Staatsempfang. Selten wird ein Schiff auf seiner Jungfernfahrt so hochrangig und medienträchtig begrüßt wie die „Independence“. Das schwimmende Flüssiggas-Terminal wurde am 27. Oktober 2014 im Ostsee-Hafen des litauischen Klaipėda begrüßt. Neben Präsidentin Dalia Grybauskaitė und anderen litauischen Spitzenpolitikern waren auch die lettische Premierministerin, Mitglieder des U.S. Senats, Repräsentanten aus Norwegen, Estland, Finnland, Schweden sowie anderen EU-Mitgliedsstaaten und EUInstitutionen Teil des Begrüßungskomitees.

FOKUSTHEMA Norwegen und das Erdgas aus Russland im Moment preislich gleichauf sind, ist die zukünftige Preisentwicklung noch nicht abzusehen.

Biogas gedeckt werden kann. In 2013 nutzten die Wärmeerzeugungsanlagen noch ein Drittel Biogas und zwei Drittel Erdgas. In Estland wächst der Anteil der erneuerbaren Energien ebenso kontinuierlich. Das größte Wachstum war 2014 in der noch kleinen Solarenergiebranche zu verzeichnen. Hier stieg die Produktion von 117 MWh (2013) in einem Jahr auf das Vierfache von 524 MWh.

Hinzu kommt, dass zum LNG-Preis die anfallenden Verarbeitungskosten mit eingerechnet werden müssen. Der Schiffbau in der südkoreanischen Werft Hyundai Heavy Industries wurde zwar mit Geldern der Europäischen Investitionsbank und der Nordic Investment Bank finanziert, doch für die nächsten zehn Jahre hat der litauische Rohstoffkonzern Klaipėdos Nafta AB lediglich einen Leasingvertrag mit der norwegischen Reederei Höegh LNG. Erst nach Ablauf dieser Frist wäre ein Kauf möglich. Auf den Einkaufspreis kommen derzeit konkret neben den Betriebskosten der „Independence“ täglich weitere 118.000 Euro Leasinggebühr.

Ein weiteres Großprojekt der Kategorie Eigenproduktion von Energie ist schon länger im Gespräch: Da das veraltete Atomkraftwerk „Ignalina“ als EU-Auflage zum 1. Januar 2009 stillgelegt werden musste, gibt es bereits seit 2007 Pläne, einen neuen Reaktor in Visaginas zu errichten. Noch wurden hier allerdings keine Ergebnisse erzielt. Aber auch hier scheint die Ukraine-Krise Auswirkungen zu zeigen. Denn

Der Wunsch nach einem ausgewogeneren Energiemix scheint jedoch stärker als die Kosten, denn trotz moderater Infrastruktur fließt bereits seit Februar norwegisches Gas von Litauen durch Lettland bis Estland. Das dortige Unternehmen Reola Gaas hat mit der Litgas einen Vertrag über die Lieferung von 30 Millionen Kubikmetern Erdgas in diesem Jahr unterschrieben. Litgas befindet sich zudem in Gesprächen mit weiteren potenziellen Kunden aus Estland.

Für eine erhöhte Energiesicherheit dürfte auch der natürliche Gasspeicher Inčukalns in Lettland in Zukunft eine noch größere Rolle spielen. Mit einer Kapazität von knapp 4,5 Milliarden Kubikmetern, von denen bereits heute 2.3 Milliarden genutzt werden, kann der Gesamtjahresbedarf der Region gespeichert werden. Doch auch hier zeigen sich die Kosten als entscheidender Faktor. Denn für den Ausbau des Speichers und die Instandhaltung sind hohe Investitionen notwendig, für die sich noch kein Träger gefunden hat. Eigenversorgung ebenfalls im Fokus Im Einklang mit den EU-2020-Zielen bewegt sich auch weiterhin viel im Bereich Erneuerbare Energien. So werden in Litauen zurzeit 60 neue Biogasanlagen gebaut. Vytautas Stasiunas, Präsident der litauischen Fernwärme Gesellschaft, rechnet daher damit, dass Litauens Fernwärmebedarf im Winter 2015-2016 zu zwei Dritteln mit

nachdem sich die Litauer in einem Referendum 2012 mehrheitlich gegen diesen Plan ausgesprochen hat, wurde im März 2014, kurz nach der Krim-Annexion, eine Vereinbarung zu Litauens Sicherheitspolitik bis 2020 unterschrieben, in dem neben dem LNG-Terminal „Independence“ auch das Visaginas-Projekt aufgenommen wurde. Im Juli 2014 wurde ein Projektvertrag mit dem japanischen Unternehmen Firma Hitachi dazu aufgesetzt. Auch Estland und Lettland sollten mit ins Boot geholt werden. Doch hier kommt die Umsetzung wieder ins Stocken, denn nach einem knappen Jahr haben die Verhandlungen mit den beiden Nachbarn noch keine Resultate gebracht, wie Energieminister Rokas Masiulis im Januar 2015 kommentierte.

Die drei baltischen Energieminister haben am 14. Januar 2015 eine gemeinsame Erklärung zur sicheren Energieversorgung unterschrieben. On 14 January 2015, the three Baltic energy ministers signed a joint declaration of energy supply.

Es bewegt sich viel im Bereich Energie. Nicht nur in Litauen werden Projekte verwirklicht. Auch in Estland und Lettland gehen wichtige Energie- und Infrastrukturprojekte in die Endphase. Die Zusammensetzung der Energiequellen und die Importabhängigkeiten könnten sich daher für die drei Staaten im nächsten Jahr grundlegend ändern. Inwieweit sich die russisch-europäischen Beziehungen bis dahin ändern werden, ist dagegen noch nicht abzusehen. Währenddessen bleibt Dalia Grybauskaitė ihrer direkten Wortwahl treu. Auf dem Weltwirtschaftsforum in Davos im Januar berichtete sie davon, wie das LNG-Terminal den „Machtmissbrauch monopolistischer Lieferanten“ beendet habe.

Energy supply in the Baltic States

What the "Independence" entails The "energy supply" issue is quickly brought up in an energy-importing country as soon as supplier problems arise. Diversification of energy sources is always the obvious response. But what does this actually mean? The Baltic countries are heavily dependent on gas and crude oil supplies from Russia. In light of the Ukraine crisis, this has also become an increasingly important topic for public discussion in Estonia, Latvia and Lithuania. / Annika Bostelmann

Natural gas from Norway Lithuania's President Grybauskaitė issued a clear statement during the ceremony: "In the twentyfifth year of its re-independence, Lithuania again stands proud of its strong spirit, courage and political will. The liquefied natural gas terminal is an important strategic project and a great victory of our state. It is not only energy independence, but also political freedom. From now on, nobody will dictate us the price for gas or buy our political will." The ship's name, "Independence", will also send a clear message to Russia, the former sole gas supplier, because before the ship came on stream in January 2015, Lithuania, like Estonia and Latvia, procured 100 per cent of its natural gas from its big neighbour.

The floating storage and regasification unit (FSRU) stores and processes liquefied natural gas (LNG). The "Independence" is connected to the Lithuanian gas network by a berth with transshipment facilities and an 18 kilometre-long pipeline. At full capacity, four billion cubic metres per year can be regasified on the ship and with Lithuania's annual gas consumption totalling 2.7 billion, this offers considerable export scope. President Grybauskaitė expects that the "Independence" will be able to meet 90 per cent of demand in the Baltic region. Together towards more energy infrastructure But not everything is in place yet. Currently, Lithuanian Litgas only has a ten-year supply contract with the Norwegian company Statoil for 540 million cubic metres of LNG per year (equivalent to 17 per cent of annual demand). The natural gas comes from "Snøhvit", currently the only natural gas liquefaction plant in Europe, so

an increase in the amount supplied via this channel does not seem realistic at present. Additional purchases from global markets are also an option, but this has not yet been taken up. The long-term supply contract with Russia will also remain in force until the end of 2015. Exporting to the two neighbouring Baltic States is still hampered by the lack of suitable gas pipelines. However, Estonia, Latvia and Lithuania have already taken decisive steps in this regard: on 14 January 2015, energy ministers from the three Baltic States have for the first time signed a joint declaration, in Riga, on energy supply security in the Baltic States. The three signatories thereby renewed their cooperation in the regional implementation of the EU's energy agenda, particularly with regard to projects for the development of inter-regional energy infrastructure. The European energy security strategy, devised in May 2014 with the aim of ensuring a stable and secure energy supply for EU citizens and the EU economy, provides the basis for the Riga declaration. Two core aspects of the strategy are the diversification of energy sources and the development of own supplies. In the short term, the Latvian government is particularly well placed to take advantage of this declaration, because, as current holder of the presidency of the Council of the European Union, Latvia is organising a conference in February focussing on the establishment of an energy union. A positive regional example should thereby help to give weight to this argument. LNG-terminal serves as leverage Until the end of 2015, the "Independence" will primarily be used as leverage in price negotiations due to the import commitments with respect to Russia. Gazprom has now already reduced its gas price by 20 per cent for Lithuania – a significant achievement as it was still charging one of the highest prices in Europe last year. From 2016, once the contract has expired, price and cost may then play a role in Lithuania’s energy procurement, as although the liquefied gas from Norway and the natural gas from Russia are similarly priced at the moment, it is not yet possible to predict how the price will develop in the future. In addition, processing costs must be factored into the price of LNG. The ship was built in South

One ship. One country. One state reception. Seldom has a ship on its maiden voyage been hailed as so important and been so highlypublicised as the "Independence". The floating liquefied natural gas terminal was welcomed into the Baltic Sea port of Klaipėda, Lithuania on 27 October 2014. Members of the welcoming committee included President Dalia Grybauskaitė and other leading politicians from Lithuania, the Latvian Prime Minister, members of the U.S. Senate and representatives from Norway, Estonia, Finland, Sweden and other EU member states and EU institutions.

SPECIAL FOCUS Korea's Hyundai Heavy Industries yard and financed with funds from the European Investment Bank and the Nordic Investment Bank, but for the next ten years, the Lithuanian raw materials group Klaipėdos Nafta AB only has a lease agreement with Norwegian shipping company Höegh LNG. A purchase would only be possible after this deadline. Apart from the purchase price itself, the actual costs currently comprise the operating costs of the "Independence" and the daily leasing fee of EUR 118,000.

In Estonia, the share of renewable energy sources is also continuing to rise. The biggest relative increase was recorded in the still relatively small solar energy sector in 2014, with annual production increasing fourfold from 117 MWh (2013) to 524 MWh. Achieving a balanced mix of energy supplies, however, seems to be more important than the costs, because despite limited infrastructure, Norwegian gas has already been flowing from Lithuania through Latvia to Estonia since February. This year, the Estonian company, Reola Gaas, signed a contract with Litgas for the supply of 30 million cubic metres of natural gas. Litgas is also in discussions with other potential customers from Estonia. The natural gas storage facility Inčukalns in Latvia should also play a bigger role in the future in terms of improving energy security. With a capacity of just under 4.5 billion cubic metres, of which 2.3 billion are already being used today, it can store the region's entire annual requirement of natural gas. But here, too, costs are proving to be the decisive factor as the development and maintenance of the storage facility require very substantial investments for which funding is not yet in place.

Self-supply also focus point In accordance with the EU's 2020 targets, there is also still a lot going on in the renewable energy sector: 60 new biogas plants are currently being built in Lithuania, for example. Vytautas Stasiunas, President of the Lithuanian District Heating Association, expects that these plants will ensure that biogas covers two thirds of Lithuania's district heating requirements in winter 20152016. In 2013, the heat production plants were still using one third biogas and two thirds natural gas.

power station by 1 January 2009, plans to construct a new reactor in Visaginas were drawn up in 2007. But these had brought no tangible results. However, the Ukraine crisis seems to be having an effect here too. After the majority of Lithuanians opposed this plan in a referendum in 2012, an agreement on Lithuania's security policy for the period up to 2020 was signed in March 2014, shortly after the annexation of Crimea, which included both the LNG terminal "Independence" and the Visaginas project. With this in mind, a project contract was drawn up in July 2014 with the Japanese company Hitachi. There were also hopes that Estonia and Latvia would get involved. However, this project has once again stalled because, after almost a year, negotiations with the two neighbours have yielded nothing as yet, as energy minister Rokas Masiulis commented in January 2015.

There is a lot going on in the energy sector and it is not just in Lithuania that projects are being carried out. Important energy and infrastructure projects in Estonia and Latvia are also entering their final stages. The composition of energy sources and the dependence on imports could therefore change dramatically for the three states next year. The extent to which Russian-European relations will change by then, however, is not yet clear. In the meantime, Dalia Grybauskaitė continues to speak her mind. At the World Economic Forum in Davos in January, she reported how the LNG terminal had ended the "abuse of power by monopolistic suppliers".

Erstens wollen wir Europa wettbewerbsfähiger machen. Das bedeutet einen neuen Investitionsschub, der konkrete Vorteile für die Bürger schafft und und die unterschiedlichen Umstände der Mitgliedsstaaten widerspiegelt. Wir begrüßen Präsident Junckers Investitionsplan und den Kommissionsvorschlag einer Regulierung des Europäischen Struktur- und Investitionsfonds. Lettland ist bereit, diesen Vorschlag zügig durch den Rat zu führen und mit dem Europäischen Parlament zusammen zu arbeiten, um im Juni den Europäischen Fonds für Strategische Investitionen stehen zu haben. Wir werden die Arbeit am Binnenmarkt weiterführen, um sein Potential zu nutzen und seine Vorteile freizusetzen, und das mit einem neuen Fokus auf verbesserte Richtlinien und Umsetzungen sowie mit den vier Freiheiten als die vier Eckpfeiler. In dessen Kern wird die neue Energieunion gesetzt, deren Grundlage von den besten Beispielen regionaler Energiekooperationen – wie dem des Ostseeraums – gezogen wird. Wir werden das Europäische Semester umsetzen, das auf den Zielen der Europa-2020Strategie beruht. Und wir werden den industriellen Wettbewerb, sozialen Dialog und die Wirtschafts- und Währungsunion vorantreiben. Zweitens wollen wir Europa digitalisieren. Wir wollen Europas digitales Potential anzapfen und auf die Schaffung eines wahren Digitalen Binnenmarkt zuarbeiten, der Arbeitsplätze, Wachstum und Vorteile für Konsumenten schafft. Und mit der „digital by default“-Strategie wollen wir Europa in eine weltweit führende, wissensbasierte Wirtschaft transformieren. Wir wollen bei der Weiterführung der neuen Digitalen Strategie helfen und werden die Digitale Versammlung in Riga leiten. Wir werden die Arbeit am Datenschutz fortsetzen, besonders im Kampf gegen Terrorismus,

Cyberkriminalität und für den Verbraucherschutz. Und wir werden eine ausgleichende Telekommunikationsreform anstreben. Drittens, wir wollen Europa zu einem engagierterem globalen Akteur machen. Europa muss vereint sein, für Frieden und Stabilität. Nirgendwo ist dies dringender als in unserer eigenen Nachbarschaft. Also werden wir die Überprüfung der Nachbarschaftsstrategie voranbringen und den Gipfel der Östlichen Partnerschaft in Riga führen. Ein engagiertes Europa bedeutet auch ein globales Europa. Wir werden daran arbeiten, die EUZentralasien-Strategie und Handelsabkommen mit Kanada, Japan und den USA voranzubringen. Und wir werden die wichtige Arbeit an der Europäischen Sicherheits- und Verteidigungsstrategie fördern, wie auch die Themen ausländische Kämpfer, Migration, Erweiterung und Weiterbildung sowie das Europäische Entwicklungsjahr. Die Ratspräsidentschaft ist keine leichte Aufgabe. Viele Länder schaffen es nicht, alle gesetzten Ziele zu erreichen. Was kann Lettland anders machen? Was bringt Lettland an Fähigkeiten und Kenntnissen mit? Letten sind harte Arbeit gewohnt. Letten reden nicht viel, stattdessen arbeiten sie daran, einen Konsens und ein Resultat zu erreichen. Ich bin überzeugt, dass diese Charakterzüge der lettischen Präsidentschaft dabei helfen werden, konkrete Resultate für unsere ambitionierten Ziele zu erreichen. Wie bringt die Präsidentschaft Lettland voran? Zuallererst – die Menschen. Die Präsidentschaft vorzubereiten und durchzuführen wird zur Weiterentwicklung des Wissens, der Fähigkeiten und Kenntnisse der lettischen Beamten und involvierten Personen beitragen. Sie werden nach der Präsidentschaft kompetenter in der Bewältigung Angelegenheiten auf nationaler und EUEbene sein. Zweitens bedeutet die Sichtbarkeit Lettlands in Europa und in der Welt eine verbesserte Wahrnehmung des Landes, seiner Kultur, Geschichte, Natur, Traditionen. Dies ist sehr wichtig für ein kleines Land. Drittens, die wirtschaftlichen Vorteile. Am 2. Dezember veröffentlichte KPMG Baltics SIA das „Gutachten über den Einfluss der Ratspräsidentschaft auf die lettische Wirtschaft“. Die Studie ergab, dass das Nutzen für die lettische Wirtschaft dank der Präsidentschaft im ersten Halbjahr 2015 eine Summe von 64,5 Millionen Euro erbringen wird. Die Präsidentschaft wird eine erhöhte Steuereinnahme sichern, Beschäftigung begünstigen, das Einkommen der Bewohner erhöhen, den Tourismus positiv beeinflussen und die professionelle Leistungsfähigkeit der Stabs staatlicher Institutionen verbessern. Laimdota Straujuma ist seit Januar 2014 Lettlands Ministerpräsident. In diesem Halbjahr sitzt sie zudem an der Spitze der EU-Ratspräsidentschaft.

Frau Straujuma, die lettische EU-Ratspräsidentschaft verfolgt das Motto „Ein wettbewerbsfähiges, digitales und engagiertes Europa“. Was verbirgt sich dahinter? Lettland übernimmt die Präsidentschaft des EURates in einer Zeit wirtschaftlicher und geopolitischer Herausforderungen. Ich glaube, Europa unternimmt die richtigen Schritte, um sich diesen zu stellen. Mit unserer Präsidentschaft wollen wir helfen, Europas Aufschwung zu stärken, das Vertrauen in die EU-Politik wiederherzustellen und den Glauben an Europas Zukunft anzuregen. Die EU hat klare Prioritäten, die in der Strategischen Agenda, dem Programm der Trio-Ratspräsidentschaft und in den politischen Richtlinien von Präsident Juncker festgelegt sind. Lettland möchte diese Liste nicht erweitern, sondern sie umsetzen. Nicht das Rad neu erfinden, sondern vorankommen. Deshalb haben wir drei klare Themen für unsere Ratspräsidentschaft ausformuliert: ein wettbewerbsfähiges, digitales und engagiertes Europa.

INTERVIEW lich der direkten Steuereinnahmen von 25,7 Millionen Euro über Personalkosten, 10,8 Millionen Euro Steuern über Ausschreibungen der Präsidentschaft und 7,5 Millionen Euro, die für Gehaltsausgaben erwartet werden. Mit einem Anstieg der Anzahl ausländischer Besucher wird sowohl für die Zeitspanne der Präsidentschaft als auch danach gerechnet. Erwartet im Land werden ebenfalls etwa 25.000 ausländischen Politikern und Staatsbeamten und 700 Journalisten. Die Tourismusindustrie wird in den sechs Monaten 9,5 Millionen Euro generieren. Die Studie hat auch das makroökonomische Nutzen bemessen. Laut den Berechnungen wird sich das Volumen makroökonomischer Investitionen auf 71,16 Millionen Euro belaufen. Mit Blick auf tiefgreifende langfristige Vorteile ist das Training und die praktischen Kenntnisse derer hervorzuheben, die in die Aktivitäten der Präsidentschaft involviert sind. Dank der Präsidentschaft können sich lettische Unternehmen stärker in die europäischen Kooperationsnetzwerke einbinden und darüber die Exportmöglichkeiten lettischer Firmen und deren Kooperationen mit Unternehmer aus anderen Ländern vorantreiben. Das Gesamtnutzen der lettischen Präsidentschaft wird nach Schätzungen das der litauischen überschreiten. Litauen hielt die Ratspräsidentschaft 2013 inne und hat einen Vorteil von insgesamt 55,41 Millionen Euro erwirtschaftet. Ein wichtiger Termin ist der Gipfel der Östlichen Partnerschaft im Mai. Was bedeutet der Gipfel für Europa? Was bedeutet er für Lettland? Es muss ein klares Signal gesendet werden, dass die EU die Östliche Partnerschaft unterstützt und weiterentwickeln wird. Unser gemeinsames Interesse liegt im Bau eines Raums des Friedens und des Wohlstands in der EU-Nachbarschaft. Leider können Sicherheit und Stabilität in der heutigen globalisierten Welt nicht als Garant gesehen werden. Die Ereignisse des letzten Jahres – die illegale Annexion der Krim und Russlands destruktive Aktivitäten in der Ostukraine, bestätigen leider diese Annahme. Wir müssen die Partnerschaft stärken, indem wir unser Vorgehen auf jedes Land anpassen. Ein Plan für alle funktioniert nicht. Es ist wichtig, dass unsere Nachbarländer ihre Reformen vorantragen, auch wenn das ab und zu sehr komplex und herausfordernd sein kann. Ich muss betonen, dass wir einen umfassenden Reformprozess sehen müssen, um engere Beziehungen entwickeln zu können. Das schließt beides ein – die Adaption und, noch wichtiger, die Umsetzung der Gesetze und Transformation in offene und demokratische Gesellschaften. Die EU bietet den Partnern Unterstützung an, diese Ziele zu erreichen, und wird dies auch in Zukunft tun. Wie werden die Spannungen zwischen EU und Russland den Gipfel beeinflussen? Der Gipfel findet in einer herausfordernden Umgebung statt. Wir wollen keine trennenden Linien in Europa sehen. Wir müssen einen Konsens mit Russland zur Östlichen Partnerschaft erreichen. Doch vorrangig ist: Wir dürfen die freie Wahl unserer Partner nicht untergraben.

Wie wird die Krise mit Russland die Politik der lettischen Ratspräsidentschaft beeinflussen? Russlands Aggressionen gegenüber der Ukraine betreffen nicht nur die Ukraine und Russland. Es betrifft die europäische und globale Sicherheit. Unsere heutige Antwort wird die Zukunft der europäischen Sicherheit und des Friedens beeinflussen. Entweder beschützen wir das regelbasierte internationale System, in dem Länder friedlich nebeneinander existieren können, oder wir lassen größere Länder gegenüber kleinerer Kraft ausüben und die internationale Sicherheit unterminieren. Mit der gewaltsamen Annexion eines Teils eines anderen Landes hat Russland klar die Prinzipien verletzt, auf denen die europäische Sicherheit beruht. Europa sollte die Prinzipien weiterhin mit Wort und Tat verteidigen. Lettlands Präsidentschaft wird für eine weitere gefestigte, vereinte Antwort der EU sorgen. Der außerordentliche außenpolitische Rat wird zusammenkommen, um die letzten Angriffe auf Zivilisten und unsere gemeinsame Reaktion darauf zu besprechen. Bei einer Verschlechterung der Lage sind weitere Sanktionen gegen Russland möglich. Was den Einfluss der internen Richtlinien der EU betrifft, wird die lettische Präsidentschaft alle Ideen und Mechanismen unterstützen, um Wachstum und wirtschaftliche Entwicklung anzukurbeln. Die neue Energieunion-Initiative, die Anfang Februar in Riga gestartet wurde, wird die Energieversorgung der EU sicherer machen und sie wird für eine bessere Koordination und Politiksteuerung bei der Auseinandersetzung mit Drittstaaten einschließlich Russland sorgen. Wir werden an den Handelsbeziehungen mit unseren strategischen Partnern in der Welt arbeiten – Japan, Kanada und die USA, um neue Märkte für den EU-Export zu erschließen. Wie sehen Sie die Chancen für eine baldige Lösung des aktuellen Konfliktes der EU und ihrer westlichen Partner mit Russland? Wir alle wollen eine stabile, pragmatische Beziehung mit unseren Nachbarn, auch mit Russland, haben. Gleichzeitig verbieten uns die Annexion der Krim, die Aggressionen in der Ukraine und die Verstöße gegen internationales Recht, einen normalen Umgang mit Russland zu behalten. Die Antwort der EU war deutlich und einheitlich und die Sanktionen werden bestehen bleiben, bis das Minsker Abkommen von Russland umgesetzt ist. Die Ent- bzw. Verschärfung des Sanktionswerks sollte je nach Russlands Aktivitäten vor Ort angepasst werden. Die EU muss den zweigleisigen Ansatz mit Russland beibehalten – Diplomatie und restriktive Maßnahmen. Lettland freut sich auf die enge Koordination zwischen den hohen Vertretern, EEAS und der lettischen Präsidentschaft in der Modellierung weiterer Regelungen gegenüber Russland. Die Aneignung der Krim sollte weder vergessen noch vergeben werden. Die EU sollte jeden Versuch unternehmen, um ihre Strategie der Nichtanerkennung weiter zu stärken. Eine konsistente Herangehensweise ist zentral. Die Lösungsfindung ist kein schneller Vorgang; sie wird von Russlands Zusprüchen zu internationalen Verpflichtungen und seinen Taten vor Ort abhängen. ab

First, we want to make Europe more competitive. This means a new investment drive that produces concrete benefits for citizens and reflects the diversity and circumstances of Member States. We welcome President Junker's investment plan and the Commission's proposal of the regulation on ESIF (European Structural and Investment Fund). Latvian presidency is ready to fast-track the proposal in the Council and work with the European Parlia-ment to ensure we have a European Fund for Strategic Investments in place by June. We will continue work to strengthen the Single Market, to unlock its potential and unleash its benefits, with a renewed focus on better regulation and implemen-tation, and recognition that the four freedoms are its four cornerstones. Placed at its heart a new Energy Union with effective governance, and drawing on the best examples of regional energy cooperation such as in the Baltic region. We will implement the streamlined European Semester based on the goals of the Europe 2020 Strategy. And we will promote action on industrial competitiveness, Social Dialogue and Economic and Monetary Union. Second, we want to make Europe more digital. We want to harness Europe's digital potential and work towards creating a genuine Digital Single Market to deliver jobs, growth and consumer benefits. And, by making policy 'digital by default', to help transform Europe into the world's leading knowledge-based economy. We want to help lead work on the new Digital Strategy and we will host the Digital Assembly in Riga. We will take forward work on data protection, especially under the background of need to streamline our fight against the terrorism, cyber security and consumer rules. And we will pursue balanced telecommunications reform. Third, we want Europe to be more engaged as a

global actor. Europe has to be united for peace and stability. Nowhere is this more pressing than in our own neighbourhood. So we will advance on the review of the European Neighbourhood Policy and host the Eastern partnership Summit in Riga. Engaged Europe also means Global Europe. We will work to update and give a boost to the EU's Central Asia Strategy and help advance trade agreements with Canada, Japan and the US. And we will carry forward important work on European Security and Defence, foreign fighters, migration, enlargement and development, in the European Year of Development. The presidency of the European Council is no easy task. Many countries are not successful in fully reaching the goals set for their term. What will Latvia be able to do differently? What skills and know-how does Latvia have, to bring Europe forward? Latvians are used to a hard work. Latvians do not talk so much but work hard instead to reach a common understanding, to come to a result. I am convinces that these characteristics will help Latvian presidency in achieving concrete results for our ambitious goals. How can the presidency help Latvia's progress? First and foremost – people. Preparing the presidency and conducting the presidency will develop the knowledge, skills and abilities of all Latvian civil servants and other persons involved. After the presidency they will be more competent to deal with everyday issues on EU and national level. Secondly, visibility of Latvia in Europe and globally meaning better awareness of Latvia, Latvian culture, history, nature, traditions. It is highly important for a small country. Thirdly – economic benefits. On 2 December, KPMG Baltics SIA presented its research "Assessment of the impact of the Latvian Presidency of the Council of the European Union on the Latvian economy". It was assessed in the research that the total benefit for the Latvian economy from the Presidency of Latvia of the Council of the European Union during the first half of 2015 will amount to 64.5 million Euros. The Presidency will ensure tax revenue increase, promote employment, increase resident income, positively affect tourism development and improve the professional capacity of the staff of state institutions. The total direct tax revenues during the Presidency will exceed 44 million Euro, including total direct tax revenue from personnel costs expected at 25.7 million Euros, tax revenues resulting from the Presidency procurement tenders are estimated at 10.8 million Euro, while tax revenues from spending

Mrs. Straujuma, Latvia's presidency of the European Council follows the theme “Europe – competitive, digital, engaged”. What lies beyond this theme? Latvia assumes its Presidency of the Council against a backdrop of economic and geopolitical challenges. I believe Europe is taking the right actions to address these challenges. We want Latvia's Presidency to help strengthen Europe's recovery, restore confidence in its politics and inspire belief in its future. The EU has a clear set of priorities. These are laid out in the Strategic Agenda, the Trio Presidency Programme and President Juncker's Political Guidelines. Latvia does not want to add to that list, we want to implement it. Not reinvent the wheel, but move it forward. So we have developed three clear themes for our Presidency: competitiveness, digital and engaged Europe.

INTERVIEW salaries are expected to amount to 7.5 million Euro. An increase in the number of foreign visitors is expected both during the Presidency and afterwards. It is expected that during the Presidency the country will be visited by approximately 25 thousand foreign politicians and state officials and 700 journalists. Tax revenues to be generated from the tourism industry during the Presidency are estimated to amount to 9.5 million Euros. The research assessed also the macroeconomic benefits. According to calculations, the total macroeconomic investments amount to 71.16 million Euros. In the way of high-quality long-term benefits one should emphasize the training and practical skills of those involved in the activities of the Presidency. Due to the Presidency, Latvian companies will be able to involve more in the European level cooperation networks and research projects which, in turn, will promote the export capacity of Latvian companies and their cooperation with companies from other countries. The total benefits from the Presidency of Latvia are expected to slightly exceed those of the Lithuanian Presidency. Lithuania was the presiding country in 2013 and its total expected benefits were 55.41 million Euros. An important event will be the summit of the Eastern Partnership in May. What importance does this summit carry for Europe? What does it mean for Latvia? This must send a clear signal that EU supports and will future develop the Eastern Partnership. Our common interest is to build a zone of peace and prosperity in the EU neighbourhood. Unfortunately in today's globalized world security and stability cannot be taken for granted. The events of last year the illegal annexation of Crimea and Russia's destructive actions in the east of Ukraine, unfortunately, prove the point.

How do the tensions with Russia impact Latvia's term of presidency? Russia's aggression against Ukraine is not just about Ukraine or Russia. It is about European and global security. Our response today will shape the future of European security and peace. Either we ensure it is a rules-based international system where countries live in peace side by side or let bigger countries to use force against smaller ones to undermine international security. By grabbing a part of another country's territory by force, Russia has clearly violated the principles on which European security is based. Europe should continue to defend the principles both in words and action and Latvian Presidency will continue to ensure firm and United EU's response. The extraordinary Foreign Affairs council will be convened to discuss recent attacks of civilians and our common reaction to it. Taking into account the deterioration of the situation further sanctions against Russia are possible. When it comes to the influence of EU's internal policies – Latvian Presidency is promoting all ideas and mechanisms to stimulate EU growth and economic development. The new Energy Union initiative to be launched in Riga beginning of February will make the EU more secure as regards energy sources and flows and provide for more coordination and better shaped governance when dealing with third parties including Russia. We will work on mere close trade relations with our strategic partners in the world – Japan, Canada and the US to open new markets for European export. How do you see the chances of soon reaching a solution of the current conflict of the EU and its Western partners with Russia? We all want to have stable and pragmatic relations with our neighbours, among them Russia. In the same time the annexation of Crimea, aggression in Ukraine and violation of international law does not allow us to continue business as usual with Russia. The response of the EU was clear and united and the sanctions will stay until the Minsk agreement will be implemented by Russia. Mitigation or strengthening of sanction regime should be adjusted depending on Russia's activities on the ground.

We must strengthen the Partnership by tailoring our approach to each coun-try. It cannot be one-size fits all. It is essential that our neighbouring countries continue the reform process, though at times it can be very complex and challeng-ing task. I have to stress that in order to develop closer relations with the EU; we need to see a comprehen-sive reform process. That includes both – adaptation and more important implementation of legislation and transformation into truly open and democratic societies. EU is and will continue to provide assistance to the partners to achieve these goals.

The EU needs to continue the two-track approach towards Russia – diplomacy and restrictive measures. Latvia looks forward to close coordination between the High representative, EEAS and the Latvian presidency on the shaping further policy towards Russia.

How will the tensions between the EU and Russia influence the summit? The Summit will take place against challenging environment. We do not want to see dividing lines in Europe. We need to move towards common understanding with Russia on Eastern partnership. But one is paramount – we must not undermine free choice of our partners.

Annexation of Crimea should not be forgotten or forgiven. The EU should make every effort to fully implement its policy of non-recognition through its further strengthening. Consistent approach to this end is crucial. Reaching of the solutions will not be a quick process; it will depend of Russia's commitments to international obligations and real actions on the ground. „Baltic Highway“ im Januar gestartet

“Baltic Highway” launched in January

Der Baltic Highway, das schnellste Datenübertragungsnetz zwischen Ost- und Westeuropa, erlebte am 21. Januar 2015 seinen offiziellen Start. Das Datenübertragungsnetz verbindet Tallinn und Frankfurt am Main über Riga, Vilnius, Warschau und Berlin miteinander, und zwar über ein 3000 Kilometer langes Glasfasernetz, das ein Übertragungsvolumen von 9,6 Tbit/s bietet. Die Entwicklung erforderte über fünf Jahre Planung und ein Investitionsvolumen von 1,5 Millionen Euro. Umgesetzt haben es die Partnerunternehmen Data Logistics Center (Litauen), Latvenergo (Lettland) und Televõrk (Estland). Das Besondere am Baltic Highway: Es ist das erste und zurzeit einzige nahtlose Netz mit der Infrastruktur eines einzigen Herstellers. Das heißt, es besteht nicht aus unterschiedlichen Teilabschnitten mehrerer Betreibernetze. Die kurze und direkte Verbindung zwischen West- und Osteuropa ist besonders für Big-Data-Betreiber wertvoll. Relevant ist der Baltic Highway auch für Banken und andere Finanzorganisationen.

The Baltic Highway, the fastest data transmission network between Eastern and Western Europe, was officially launched on 21 January 2015. The data transmission network connects Tallinn and Frankfurt am Main via Riga, Vilnius, Warsaw and Berlin over a 3,000 kilometre long fibre-optic network with a total transmission volume of 9.6 Tbit/s. The project took more than five years to develop and required EUR 1.5 million in investments. It was implemented by business partners Data Logistics Center (Lithuania), Latvernergo (Latvia) and Televõrk (Estonia). The Baltic Highway’s special feature is that it is the first – and at present the only – seamless network based on the infrastructure of a single manufacturer. In other words, it is not made up of different segments of operator networks. The short, direct connection between Eastern and Western Europe is particularly valuable to big data operators. The Baltic Highway is also relevant to banks and other financial institutions.

Forbes analysiert dabei die Standortfaktoren in 146 Ländern mit Hilfe von Kategorien wie „Handelsfreiheit“, „Steuerbelastung“, „Immobilienrecht“ und „Innovation“. Im diesjährigen Ranking findet sich Lettland auf Platz 36 wieder. Litauen auf Platz 24 und Estland erreicht mit Platz 22 die beste Positionierung der drei baltischen Staaten.

In December, the business magazine Forbes published its latest list of the “Best Countries for Business”. Forbes analyses the location factors in 146 countries based on categories such as “trade freedom”, “tax burden”, “property rights” and “innovation”. In this year's table, Latvia is ranked number 36. Lithuania reached the 24th rank, with Estonia, placed 22nd, achieving the highest position of the three countries.

Die Europäische Bank für Wiederaufbau und Entwicklung (EBRD) hat ihre Prognose für das Wirtschaftswachstum in den baltischen Ländern nach unten korrigiert. Grund dafür sind die aktuellen Entwicklungen in der russischen Wirtschaft, insbesondere die Abwertung des Rubels. Demnach erwartet die Bank im Jahr 2015 für Estland ein Wachstum von 2,2 % (vorher 2,5%), für Lettland 3% (3,7%) und für Litauen 3,2% (3,4%).

The European Bank for Reconstruction and Development (EBRD) revised down its forecasts for economic growth in the Baltic States. This is due to the latest developments in the Russian economy, in particular the devaluation of the rouble. Accordingly, EBRD now expects for the year 2015 growth of 2.2% in Estonia (previously 2.5%), 3% in Latvia (3.7%) and 3.2% in Lithuania (3.4%).

Die Fluggesellschaft Air Lituanica baut ihr Deutschlandgeschäft aus – ab dem 30. April wird Hamburg in den regulären Flugplan aufgenommen und wird dreimal pro Woche angeflogen – dienstags, donnerstags und sonntags. Air Lituanicas Streckennetz beinhaltet auch Flüge von Vilnius nach Berlin und München.

The airline Air Lituanica is expanding its business in Germany – as of 30 April the city of Hamburg will be added to the regular flight schedule with flights operated three times a week – on Tuesdays, Thursdays and on Sundays. Air Lituanica’s route network also includes flights to Berlin and Munich from Vilnius.

Estonian Air and airBaltic strengthen Estonian–German flight connections

Im kommenden Frühjahr baut Estonian Air seine Flugverbindungen zwischen Estland und Deutschland/Österreich weiter aus. Vom 2. April bis zum 24. Oktober fliegt die Fluggesellschaft dreimal wöchentlich zwischen Tallinn und München – immer montags, donnerstags und samstags. Vom 14. März bis 31. Oktober wird zudem wieder Berlin aus Tallinn angeflogen – immer montags, mittwochs und samstags. Darüber hinaus wird die Strecke Tallinn-Wien reaktiviert, mit drei Flügen pro Woche im Zeitraum vom 3. April bis zum 23. Oktober.

Estonian Air is set to further increase its flight connections between Estonia and Germany/Austria this spring. From 2 April to 24 October, the airline will fly between Tallinn and Munich three times a week – with flights every Monday, Thursday and Saturday. From 14 March to 31 October, flights are again scheduled for the Tallinn to Berlin route every Monday, Wednesday and Saturday. Furthermore, the Tallinn-Vienna route will also be reactivated, with three flights a week over the period of 3 April to 23 October.

Und auch airBaltic verstärkt die Route zwischen Tallinn und Berlin mit einer Direktverbindung. Ab dem 6. Mai fliegt die lettische Gesellschaft viermal wöchentlich zwischen den beiden Hauptstädten. Zeitgleich führt das Unternehmen ab dem 9. Mai für die Sommersaison Direktflüge von Frankfurt und Dortmund nach Heringsdorf auf der Ostseeinsel Usedom durch. Damit erweitert die Fluggesellschaft erstmals ihr Netz um eine Route zwischen Zielen, die sich außerhalb der baltischen Staaten befinden.

Pressefreiheit in der baltischen Region weiterhin hoch

Press freedom in the Baltic region stays strong

Die drei baltischen Staaten konnten ihr gutes Ranking im aktuellsten „Press Freedom Index“ Jahr verteidigen. Estland nahm wie im Jahr zuvor Platz 11 der Rangliste ein. Lettland verbesserte sich um zwei (37), Litauen um einen Platz (32). Deutschland ist um drei Stellen aufgestiegen und nimmt 2014 den 14. Platz ein. Die Rangliste der Pressefreiheit wird jährlich von Reporter ohne Grenzen erstellt. Die Nichtregierungsorganisation bewertet dabei die Pressefreiheit in fast allen Staaten der Welt. Ziel ist es, mit der Liste auf Verstöße gegen die Pressefreiheit und staatliche Eingriffe in die Berichtserstattung aufmerksam zu machen. An der Spitze des Rankings ist unverändert Finnland, gefolgt von den Niederlanden, Norwegen, Luxemburg und Andorra.

The three Baltic States successfully held on to their good rankings in the latest “Press Freedom Index”. As in the previous year, Estonia was ranked 11th. Latvia moved up two places (37) and Lithuania one place (32). Germany moved up three places to 14th spot in 2014. The press freedom league table is produced every year by Reporters Without Borders. This non-governmental organisation evaluates press freedom in almost all the countries in the world. Its aim is to raise awareness of attacks on press freedom and state intervention in news reporting. Finland again took top spot of the ranking, followed by the Netherlands, Norway, Luxembourg and Andorra.

Neue Mindestlöhne für Lettland und Deutschland

New minimum wages in Latvia and Germany

Das lettische Finanzministerium hat zum 1. Januar 2015 den gesetzlichen Mindestlohn angehoben. Statt 320 Euro liegt die Grenze ab dem Jahreswechsel bei 360 Euro. Der Mindeststundenlohn ist von knapp zwei Euro auf nunmehr 2,166 Euro gestiegen.

On 1 January 2015, the Latvian Ministry of Finance raised the legal minimum wage. The lower limit was heightened from EUR 320 to EUR 360. The minimum hourly wage has risen from just under two euros to EUR 2.166.

Und auch Deutschland hat zum Jahresanfang erstmals einen flächendeckenden allgemeinen gesetzlichen Mindestlohn für Arbeitnehmer eingeführt. Er liegt bei 8,50 Euro brutto pro Stunde.

airBaltic is also boosting the route between Tallinn and Berlin with a direct connection. From 6 May, the Latvian airline will fly between the two capital cities four times a week. From 9 May, the airline will also operate direct flights from Frankfurt and Dortmund to Heringsdorf on the island of Usedom in the Baltic Sea during summer season. This will be the first time that the airline has expanded its network to include a route between destinations outside the Baltic States.

At the start of the year, Germany introduced its first ever nationwide general minimum wage for workers, which is set at the amount of EUR 8.50 gross per hour.

Die „Goldene Victoria für Europäer des Jahres“ verlieh der Verband Deutscher Zeitschriftenverleger (VDZ) im Jahr 2014 den drei baltischen Staaten. Im Besonderen wurde der„Baltische Weg“ geehrt, den Estland, Lettland und Litauen gemeinsam beschritten, um ihre Unabhängigkeit und Freiheit friedlich wieder zu erlangen. Der Preis wurde den Präsidenten der drei Länder im November feierlich in Berlin überreicht.

The Verband Deutscher Zeitschriftenverleger (Association of German Magazine Publishers, VDZ) awarded the “Golden Victoria for Europeans of the Year” to the three Baltic States in 2014. Estonia, Latvia and Lithuania were particularly praised for the “Baltic Way”, which they jointly adopted to peacefully regain their independence and freedom. In November, the presidents of the three countries were presented with the prize at a ceremony in Berlin.

Die Publishers‘ Night des VDZ zog am 6. November 2014 wieder zahlreiche Verleger, Verlagsmanager und Chefredakteure sowie Bundestagsabgeordnete, Unternehmenslenker und Kulturschaffende nach Berlin. Die Veranstaltung dient der Verleihung der Goldenen Victoria, mit der jährlich besondere Persönlichkeiten geehrt werden, die durch ihr Engagement dazu beitragen, das Bild der Deutschen im In- und Ausland nachhaltig positiv zu verändern. Der Preis wird in vier Kategorien vergeben: „Unternehmer des Jahres“, „Lebenswerk“,„Integration“ und „Europäer des Jahres“.

The VDZ’s Publishers’ Night on 6 November 2014 again drew a wide range of publishers, publishing executives and editors-in-chief as well as members of the German parliament, company directors and cultural figures to the German capital. This event is held annually to award the Golden Victoria, a prize given to recipients whose commitment has made a lasting contribution to improving the image of Germany at home and abroad. Prizes are presented in four categories: “Entrepreneur of the Year”, “Lifetime Achievement”, “Integration” and “Europeans of the Year”.

Dieses Jahr mit dabei: die Präsidentin Litauens, Dalia Grybauskaite sowie die Präsidenten Estlands, Toomas Hendrik Ilves und Lettlands, Andris Bērziņš. Sie wurden mit der Goldenen Victoria als „Europäer des Jahres“ geehrt. Laudator war der Bundestagspräsident Nobert Lammert. Estland, Lettland und Litauen wurden für ihr Beispiel eines friedvollen, europagerichteten Engagements ausgezeichnet, das sie vor 25 Jahren in den gewaltfreien Protesten gegen die sowjetische Okkupation bewiesen. Nach Erlangen der Unabhängigkeit haben die drei Staaten konsequent auf den EU-Beitritt hingearbeitet.

Sie seien auch ein Beispiel für den wirtschaftlichen Erfolg der EU, denn in allen drei Staaten wurde die Wirtschaftskrise 2008/2009 durch umsichtige Entscheidungen erfolgreich überwunden. „Estland, Lettland und Litauen gehören zu den wenigen Staaten, die ihren politischen und wirtschaftlichen Transformationsprozess erfolgreich abgeschlossen haben und heute gemeinsam als Befürworter einer tiefgreifenden europäischen Integration in Erscheinung treten. Damit sind sie nicht zuletzt ein Symbol für eine gelungene Erweiterung der EU,“ erläutert die Jury. Der VDZ vertritt die publizistischen, kulturellen und wirtschaftlichen Interessen der Zeitschriftverlage. Die Publishers‘ Night, die fast auf den Tag genau 25 Jahre nach dem Mauerfall stattfand, stand im Zeichen der Freiheit und des Pluralismus. Speaker at the ceremony was the President of the German parliament, Norbert Lammert. Estonia, Latvia and Lithuania were praised for their exemplary peaceful commitment to Europe, demonstrated 25 years ago in their non-violent protests against occupation and for independence. After gaining independence, the three states worked tirelessly to achieve EU membership, as the jury explained.

It also singled out the three states as examples of the EU’s economic success, as they all managed to overcome the financial crisis of 2008/2009 based on prudent decision-making. “Estonia, Latvia and Lithuania belong to the few states which have successfully completed their political and economic process of transformation and are now joint advocates of deep European integration. Not least, therefore, they are a symbol of successful expansion of the EU,” the jury added. The VDZ represents the editorial, cultural and economic interests of the German magazine publishing industry at a national and international level. The Publishers’ Night, held almost 25 years to the day after the fall of the Berlin wall, was a celebration of freedom and pluralism. The event’s sponsors included AHK premium member Danpower. ab

Das Bauwerk misst über eine Million CentasMünzen: Zur Verabschiedung der litauischen Währung errichteten Ende Dezember 2014 zwei Physik-Studenten in der litauischen Hauptstadt Vilnius einen Münzstapel der Superlative. Die 113cm hohe und 831kg schwere Pyramide war ein Abschiedsgruß an den Litas. Denn seit dem 1. Januar 2015 zahlt man nun auch in Litauen mit dem Euro – nun die gemeinsame Währung in jedem der baltischen Staaten und Deutschland.

Bidding farewell to a currency: in December 2014 two physics students in the Lithuanian capital of Vilnius have built a truly spectacular coin stack containing over a million centas pieces. Measuring 113 cm high and weighing 831 kg, the pyramidshaped structure has been designed as a send-off for the Lithuanian litas: since 1 January 2015, people here have paid in euros – now the common currency in all three Baltic States as well as Germany.

Die Nacht zum 1. Januar 2015 ging für die Litauer ganz ohne Chaos um. Um 00.30 Uhr wurde das Bankautomaten-Netzwerk mit den neuen Scheinen hochgefahren. Kleinere Störungen bei Kartenzahlungen wurden schnell behoben. Besser hätte die technische Umsetzung der EuroEinführung in Litauen nicht laufen können. Bereits im Vorfeld wurden in der baltischen Republik 900.000 Euro-Starter-Kits in Umlauf gebracht. Bis zum 15. Januar konnten die Litauer noch in beiden Währungen zahlen. Laut einer Umfrage der Europäischen Kommission wurde am 10. Januar bereits in zwei von drei Fällen mit dem Euro eingekauft. Bis zum 1. März ist der Umtausch des Litas in Banken und bei der Post kostenlos möglich. Die Litauische Nationalbank hat kein Enddatum für ihren Währungswechseldienst gesetzt.

The night of 1 January 2015 passed for Lithuanians without any chaos. At half-past midnight, the network of cash machines stocked with new notes was booted up. Minor problems with card payments were sorted quickly. In technical terms, the introduction of the euro in Lithuania could not have run any more smoothly, while in the run-up to the big event 900,000 “euro starter kits” had been brought into circulation in the Baltic republic. Lithuanians were able to pay in both currencies until 15 January. According to a survey by the European Commission, however, two in every three purchases on 10 January were already being made in euros. Banks and post offices will change litas free of charge until 1 March, while the Bank of Lithuania, the country’s national bank, has not set an end date for its own currency exchange service.

Lithuanian Prime Minister Algirdas Butkevičius believes that the euro represents a major step towards European integration: “The euro will serve as a guarantee for our economic and political security, enabling further economic viability, job creation and rising public wellbeing. I firmly believe that Lithuania will contribute to the strengthening of the euro family.”

Im Januar besuchten EU-Ratspräsident Donald Tusk und der für den Euro zuständige EUKommissionsvizechef Valdis Dombrovskis das neue Euromitglied. Tusk bezeichnete die Einführung als „historischen Moment“ für Litauen und die EU, der „einmal mehr die Glaubwürdigkeit und Attraktivität des Euros“ belege. Dombrovskis begrüßte den Zuwachs als Beweis, dass die Währungsunion „stabil, stark, offen und attraktiv für neue Mitglieder“ ist. Für Litauen sieht er diesen Schritt als Vollendung der „historischen Reise der baltischen Staaten zurück ins politische und wirtschaftliche Herz Europas“.

President of the European Council Donald Tusk and Deputy EU Commissioner Valdis Dombrovskis, who is responsible for the euro, visited the Eurozone’s new member in January. Tusk called the introduction of the single currency a “historic moment” for Lithuania and the EU, one that “reaffirms the credibility and attractiveness of the euro”. Dombrovskis called the enlargement of the monetary union proof that it was “stable, robust, open and attractive for new members”. As far as Lithuania is concerned, he believes this step marks the completion of “the Baltic States’ historic journey back to the political and economic heart of Europe”.

Unter dem leicht provokanten Titel „Wenn die Währung zum Schutzschild wird: Litauen und der Euro“ lud die IHK Offenbach in Zusammenarbeit mit der Hessischen Landeszentrale für politische Bildung, der litauischen Honorarkonsulin Eva Dude und dem “Forum Qualitätsjournalismus“ zu einer Podiumsdiskussion am 3. Februar 2015 ein. Die Euro-Einführung in Litauen am 1. Januar 2015 ist Anlass für ein erstes Resumée.

Slightly provokingly titled “When the currency turns into a shield – Lithuania and the Euro”, the Offenbach Chamber of Commerce (IHK) invited members and friends to a panel discussion. The event was jointly organised by the IHK, the Hessian State Centre for Civic Education, the Honorary Consul for Lithuania in the region, Ms. Eva Dude, and the “Forum for Quality Journalism” on 3 February 2015. The introduction of the Euro on 1 January 2015 in Lithuania is reason for a first analysis.

Nach einleitenden Statements des Politikjournalisten Reinhard Veser (FAZ) zum Thema “Am Rande Europas oder mittendrin? Das Baltikum aus Sicht des Journalisten“ und von AHK-Leiterin Diale-Schellschmidt zu den wirtschaftlichen Fakten und der (positiven) Stimmung der deutschlitauischen Unternehmerschaft wurden von allen Podiumsteilnehmern die verschiedenen Aspekte der erfolgten Euro-Einführung beleuchtet. Man war sich abschließend einig, die Euro-Einführung hat Litauen und der Region gut getan. Gerade auch im Kontext der aktuellen Ukraine-Krise gebe der Euro, neben den klaren ökonomischen Vorteilen, dem Land das Gefühl größerer Sicherheit gegenüber Russland. Die Zustimmung zum Euro sei in den vergangenen Monaten denn auch merklich gestiegen.

Following an introductory statement by political journalist Reinhard Veser (FAZ) on “On the border or in the center of Europe? The Baltics seen from a journalist`s perspective” and a spotlight on some important economic figures as well as the (positive) mood within the German-Lithuanian business community presented by AHK chief Maren DialeSchellschmidt, the panel analysed the various aspects of the recent euro introduction. They all agreed that entering the Eurozone has truly benefitted Lithuania. Especially in the context of the current Ukraine crisis the Euro provides Lithuania, besides the purely economic advantages, also with a feeling of greater security towards Russia. It is no surprise, then, that the approval rate towards the new currency thus has risen significantly in the past months.

Tagsüber nutzte Botschafter Matulionis die Gelegenheit, sich gemeinsam mit Vertretern der IHK Offenbach und der litauischen Honorarkonsulin Eva Dude bei der „Pittler Pro Region Berufsausbildung GmbH“ in Langen über deren überbetriebliches Berufsausbildungsmodell zu informieren. Das Unternehmen betreut insgesamt 280 Auszubildende aus 60 Partnerunternehmen für bestimmte Teile ihrer gewerblich-technischen Ausbildungen, die in ihren jeweiligen Ausbildungsbetrieben nicht angeboten werden können. Laut IHK-Chef Weinbrenner kann diese Kombination aus überbetrieblicher und betrieblicher Ausbildung gerade auch für Litauen interessant sein, da in Litauen die Berufsausbildung staatlich finanziert sei und noch wenig Praxisbezug biete. Eine überbetrieblich organisierte, praxisnahe Ausbildung könne daher helfen, die auch in Litauen dringend benötigten Fachkräfte auszubilden. md

During the day Ambassador Matulionis used the opportunity to visit the company “Pittler Pro Regional Berufsausbildung GmbH” in Langen which is offering vocational interplant training modules. The company attends to 280 apprentices from 60 companies in the program providing them with vocational training modules, which their individual apprenticing companies cannot offer themselves. During his visit the Ambassador was accompanied by representatives from the IHK and Honorary Consul Eva Dude. IHK CEO Weinbrenner pointed out that such a combination of training, partly in-house in the companies and partly in interplant vocational modules, could also be of high interest to Lithuania, where at present vocational training is financed and organised by the state and offers rather little practical experience to the students. An interplant vocational training initiative with great focus on practice could help to educate the urgently needed skilled labour force in Lithuania. md

Nord-Süd-Bahnverbindung kommt voran

Rail Baltica – Wo steht das Projekt heute? Das europäische Prestige-Projekt „Rail Baltica“, mit dem durch Estland, Lettland und Litauen eine Hochgeschwindigkeitstrasse gebaut werden soll (anvisiert ist so eine schnelle Bahnverbindung von Berlin bis Helsinki), nimmt wieder an Fahrt auf. Nachdem in den letzten Jahren viel über die Umsetzung des Projekts diskutiert wurde, gibt es nun den ersten Schritt zum Konsens: Die drei baltischen Staaten haben Ende Oktober 2014 ein Gemeinschaftsunternehmen für den Streckenbau gegründet. / Annika Bostelmann Mit einem Blick auf die Karte fällt auf: Auch zehn Jahre nach dem EU-Beitritt ist das baltische Schienennetz noch nicht auf Westeuropa sondern primär auf den Warenfluss nach Russland und weitere östliche Märkte abgestimmt. Auch die Schienenbreite hat mit 1520 Millimetern den sowjetischen Standard (das europäische Maß liegt bei 1435 Millimetern). Geschichtlich ist dies zwar leicht zu erklären. Allerdings gibt es auch zwischen den Hauptstädten der Region keine direkte Bahnverbindung. Das spiegelt weder die regionale Gemeinschaftlichkeit der baltischen Kette von 1989 wider noch die schon viele Jahre in zahlreichen anderen Aspekten aktiv gelebte Zugehörigkeit zu EU, NATO und Euro-Raum. Eine Verbindung mit dem zentraleuropäischen Schienennetz hätte aber nicht nur einen symbolischen Charakter. Viel mehr kann dadurch der Warenaustausch nach Westen erhöht werden. Touristen können mit der Bahn reisen. Eine Hochgeschwindigkeitstrasse scheint also ganz klar ein logischer Schritt im Infrastrukturausbau.

Die Gesamtlänge der „Rail Baltica II“ beträgt 728 Kilometer. Personenzüge sollen die Strecke mit einer Höchstgeschwindigkeit von 240 Stundenkilometern nutzen können. So wird die Fahrt von der polnischen Grenze bis Tallinn ungefähr vier Stunden dauern. Vorgesehen ist ein Fahrplan im Zweistundentakt. Mit Einhaltung des jetzigen Zeitplans könnten die Bauarbeiten für das zweite Teilprojekt in zwei Jahren beginnen. Die Vollendung der Gesamtstrecke wird auf 2024 geschätzt. Die Gesamtkosten betragen knapp 3,7 Milliarden Euro. ab

Die Idee, Estland, Lettland und Litauen über Polen mit dem westeuropäischen Streckennetz zu verbinden, entstand schon vor 20 Jahren. Damals stand im Raum, das bestehende Schienennetz auf der Route von der polnischen Grenze nach Tallinn über Kaunas und Riga in eine Trasse für zwei Spurweiten umzubauen. Mit der Aufnahme in das EU-Amtsblatt 884/2004/EG wurde die„Rail Baltica“ 2004 mit der Kodierung „TEN-V 27“ von Warschau über Kaunas, Riga und Tallinn nach Helsinki auch auf EU-Ebene als Priorität anerkannt. Eine Idee – viele Stimmen Seitdem wurden Studien zur technischen Umsetzung und Wirtschaftlichkeit des Projekts durchgeführt; Pläne konkretisiert; der Streckenbau auf zwei Teilprojekte aufgeteilt. Das Teilprojekt „Rail Baltica I“ hat den Ausbau des litauischen Streckenteils von der polnischen Grenze nach Kaunas auf ein System mit beiden Schienenbreiten zum Ziel. Diese Etappe wird voraussichtlich bereits 2015 fertig gestellt. Die „Rail Baltica II“ beinhaltet die Strecke Kaunas-Riga-Tallinn. Für den Bau dieses Teilabschnitts unterschrieben die Verkehrsminister aus Polen, Litauen, Lettland, Estland und Finnland im Juni 2010 ein Memorandum. Im November 2011 wurden Richtlinien aufgestellt, nach denen 85 Prozent der Projektkosten aus dem Budget der EU-Förderperiode 2014-2020 geschöpft werden – so der Plan.

Doch der Baubeginn von „Rail Baltica II“ ist noch nicht abzusehen. Die Verzögerungen verursachte hauptsächlich der fehlende Konsens zwischen den beteiligten Staaten zum genauen Streckenverlauf. Größter Diskussionspunkt: Eine Anbindung an Vilnius ist in der TEN-Verordnung nicht vorgesehen, allerdings von Litauen gewünscht. Die beiden anderen Staaten befürchten dadurch höhere Kosten. Auch schließen sie nicht aus, dass das Projekt dadurch in einen Konflikt mit der TENVerordnung kommen könnte und somit die erwarteten EU-Finanzierungen gefährdet würden. Und mit der fehlenden Einigung wurde es zunächst still um das EU-Flaggschiff „Rail Baltica“. Gemeinschaftsunternehmen gegründet Nun aber haben die Beteiligten im Projekt „Rail Baltica II“ einen neuen Meilenstein erreicht: Am 28. Oktober 2014 wurde das Gemeinschaftsunternehmen RB Rail gegründet, das für die Umsetzung des Streckenbaus verantwortlich ist. Der Vertrag wurde von Vertretern der drei staatlichen Unternehmen Rail Baltica Statyba (Litauen), Eiropas Dzelzceļa Linijas (Lettland) und Rail Baltica Estonia (Estland) unterzeichnet. Die Gründung eines solchen Gemeinschaftsunternehmens ist Voraussetzung für die Antragstellung auf die besagte Finanzierung aus dem EU-Fonds. Die Frist für diesen Antrag läuft am 26. Februar 2015 ab. Die Priorität des Unternehmens lag daher in den ersten Monaten auf der Vorbereitung und Einreichung der Antragsunterlagen. Jedes Land verfügt über ein Drittel der Aktien an dem Unternehmen mit Sitz in Riga. Das Startkapital beträgt rund 2 Millionen Euro. An der Spitze von RB Rail steht ein Vorstand aus je zwei Vertretern eines jeden Aktionärs. Zum Vorstandsvorsitzenden wurde der Este Anti Moppel bestimmt. Seine Stellvertreter sind Uģis Magonis (Lettland) und Dainius Budrys (Litauen). Der Geschäftsführer der Rail Baltica, Statyba Budrys zeigt sich optimistisch: „Dieser Vertrag bedeutet, dass wir ab jetzt über ‚Rail Baltica‘ im Präsens und nicht in der Zukunftsform sprechen werden. Dies ist ein internationales Projekt der Superlative, deswegen werden wir zusammen mit unseren Partners anstreben, die Vorteile und neuen Möglichkeiten, die ‚Rail Baltica‘ mit sich bringt, für alle baltischen Bürger und Unternehmen zu sichern.“ Es bewegt sich wieder etwas im Großprojekt „Rail Baltica“.

North-South-railway advances

“Rail Baltica” – a progress report “Rail Baltica”, the EU’s flagship project to interlink Estonia, Latvia and Lithuania with a high-speed rail line (a fast railway connection of Berlin and Helsinki being the ultimate goal), is picking up speed once again. Following much debate between the countries in the past years over how the project was to be implemented, the first step towards consensus has now been made, with the three Baltic States having set up a joint venture to build the line in late October 2014. / Annika Bostelmann A quick glance at the map confirms that, ten years after the Baltic States joined the EU, their rail network still remains primarily oriented towards goods flows to Russia and other Eastern markets rather than towards Western Europe. The existing track is also built to the USSR’s standard gauge of 1,520 mm (the European gauge is 1,435 mm). Although there are some obvious historical reasons why this might be the case, there is also no direct rail link between the capital cities in the region. This seems to be little reflective of the solidarity the region showed in the Baltic Way of 1989 or of the many other aspects of actively belonging to the EU, NATO and the Eurozone, which have been undertaken for several years already. A connection to Central Europe’s rail network would be more than just symbolic, however – it would allow more goods to flow to the West and vice versa and allow tourists to travel around by train. Building a high-speed line clearly is a logical step in terms of expanding infrastructure. The idea of linking Estonia, Latvia and Lithuania to Western Europe’s rail network via Poland is actually 20 years old. Back then, the plan involved converting the existing network running from the Polish border to Tallinn via Kaunas and Riga to dual gauge. When in 2004 it was included in the EU’s Official Journal as Decision 884/2004/EC with the designation “TEN-V 27”, stretching from Warsaw to Helsinki via Kaunas, Riga and Tallinn, “Rail Baltica” was recognised as a priority at EU level as well.

One idea – many voices Since that time, studies have been carried out on the scheme’s technical feasibility and economic viability, plans have been firmed up and the construction of the line has been split into two sub-projects. The first of these, “Rail Baltica I”, involves converting the Lithuanian stretch of the line from the Polish border to Kaunas to dual gauge. This sub-project is expected to be completed by the end of 2015. “Rail Baltica II”, meanwhile, covers the line from Kaunas to Riga and on to Tallinn. Transport ministers from Poland, Lithuania, Latvia, Estonia and Finland signed a memorandum in June 2010 regarding the construction of this section of the route. Regulations were drawn up in November 2011 stipulating that 85 per cent of project costs are to be covered by the budget from the EU’s 2014–2020 funding period – at least that is the plan.

However, work on building “Rail Baltica II” may not be starting in the foreseeable future. The main reason for the delays has been the failure of the countries involved to agree on what precise route the line should take. The main bone of contention is the fact that Lithuania is requesting a link to Vilnius, which is not provided for in the EU’s TransEuropean Networks (TEN) Regulation. The two other countries fear increased costs as a result. They are also concerned that this will bring the project into conflict with the TEN regulation, thus jeopardising the support they are expecting from the EU’s budget. And, with no agreement on the table, the EU’s “Rail Baltica” flagship has become somewhat becalmed for the moment.

Joint venture founded Now, however, the countries involved in the “Rail Baltica II” project have passed a new milestone, setting up RB Rail on 28 October 2014. The joint venture is to be responsible for the construction of the rail line. The contract was signed by representatives of the three state-owned companies Rail Baltica Statyba (Lithuania), Eiropas Dzelzceļa Linijas (Latvia) and Rail Baltica Estonia (Estonia). Setting up a joint venture company is a prerequisite to applying for this EU funding. As the deadline for applications is 26 February 2015, the company’s priority for the first months had been to prepare and submit its application documents. Each country holds one third of the shares in the Riga-based company, which was entered in the Latvian commercial register in mid-November. RB Rail has start-up capital of some EUR 2 million and is headed by a board comprising t wo representatives of each of the shareholders. The board is chaired by the Estonian Anti Moppel, with Uģis Magonis (Latvia) and Dainius Budrys (Lithuania) as his two deputies. Budrys, CEO of Rail Baltica Statyba, expresses his optimism towards the joint venture: “This agreement means that, starting from now, we will be talking about ‘Rail Baltica’ in the present and not the future tense. This is an exceptional scale international project, therefore, together with our partners, we will seek to ensure that the benefits and new opportunities provided by ‘Rail Baltica’ are felt by all Baltic citizens and businesses.” The “Rail Baltica” flagship has the wind back in its sails.

“Rail Baltica II” is 728 km long in total. It is hoped passenger trains will be able to hit top speeds of 240 km/h on the line, meaning a journey from Tallinn to the Polish border will take around four hours, with services set to run every two hours. Assuming no delays to the current schedule, construction work on the second sub-project could start in two years’ time, with completion of the whole line slated for 2024. The project’s overall cost comes in at just under EUR 3.7 billion. ab

Lettland Partnerland der Grünen Woche

Weltmesse feiert 80. Jubiläum und "Nimmt sich die Zeit" Die Weltmesse „Grüne Woche“ in Berlin ist jährlich zehn Tage lang die größte internationale Plattform für die Landwirtschaft- und Lebensmittelindustrie. Im Januar 2015 präsentierte sich Lettland als Partnerland der Messe – und bewältigte unter dem Motto „Nimm Dir die Zeit“ seinen bislang größten Auftritt auf der Internationalen Grünen Woche Berlin (IGW) mit Bravour. Die Deutsch-Baltische Handelskammer (AHK), seit vielen Jahren offizieller Repräsentant der Messe Berlin in Lettland und Estland, war natürlich wieder aktiv dabei. / Annika Bostelmann und Maija Pāvila

Das diesjährige Partnerland Lettland feierte zudem sein eigenes kleines Jubiläum, denn bereits zum 20. Mal präsentierten lettische Aussteller ihre Produkte auf der IGW. In Kooperation mit über 100 Firmen – die größte ausländische Beteiligung in diesem Jahr – gelang Lettland ein beindruckender Auftritt. Schon im Vorfeld machte der baltische Staat auf sich aufmerksam: im Dezember verewigten sich die Organisatoren auf besondere Weise, in dem sie gemeinsam mit Vertretern der Messegesellschaft und in Anwesenheit der lettischen Botschafterin in Deutschland eine lettische Stieleiche in den Sommergarten des Berliner Messegeländes pflanzten. Der über zwei Meter hohe Baum stammt aus den lettischen Staatsforsten. Selbst der Mutterboden war eigens aus Lettland mitgebracht. Die Baumpflanzaktion symbolisierte die Verbundenheit der baltischen Republik mit der Grünen Woche. Auftaktveranstaltung in lettischer Partylaune

Das kulturelle Rahmenprogramm und der anschließende Empfang der Eröffnungsfeier am 15. Januar wurden ebenfalls vom Partnerland gestaltet. Entertainer Gundars Āboliņš moderierte die von Mirdza Zīvere produzierte Show im CityCube Berlin. Rund 3.500 Ehrengäste genossen das Kulturprogramm, darunter Gäste der EU-Kommission Phil Hogan, Kommissar für Landwirtschaft und ländliche Entwicklung, und Vytenis Andriukaitis, Kommissar für Gesundheit und Lebensmittelsicherheit. Auch Bundeskanzlerin Angela Merkel l i e ß s i c h d i e E rö f f n u n g s fe i e r u n d d e n anschließenden lettischen Empfang nicht entgehen. Musikalisch wurde der Abend von der A-Kapella-Gruppe Framest und der Volksgruppe Latvian Etno Band begleitet. Das Ensemble Daiļrade begeisterte mit traditionellem lettischem Tanz. Das landestypische Buffet stammte aus den Händen der lettischen Restaurantkette Lido.

Während seiner Begrüßungsrede lud Lettlands Präsident Andris Bērziņš die Ehrengäste dazu ein, Lettland auf der Grüne Woche zu erleben – und das gänzlich auf Deutsch. Er betonte dabei vor allem die Bedeutung des lettischen Forsts: „Lettland ist eines der grünsten Länder der Welt und das viertbewaldete Land in Europa. Früher segelte man auf den Meeren und Ozeanen mit Schiffen, die aus lettischem Holz gebaut waren, so erfuhr die ganze Welt von unseren Kiefern. Heute hat die Welt auch die lettische Birke kennengelernt – es wird sowohl in modernen Produkten wie Flugzeuge, Autos und Tanker, als auch als traditionelles Bau- und Möbelmaterial verwendet. Mehrere Generationen sind in Lettland mit dem Holzschaukelpferd aufgewachsen, das schon weit über unsere Landesgrenze hinaus bekannt ist.“ Das Aufgebot der europäischen Spitzenpolitik nutzte Präsident Andris Bērziņš, um die lettische EU-Ratspräsidentschaft am 16. Januar offiziell im Roten Rathaus Berlins zu eröffnen. In seiner Rede hob Bērziņš die guten deutsch-lettischen Beziehungen als Beispiel exzellenter Partnerschaft hervor. Auch David Gill, Chef des Bundespräsidialamtes, Markus Ederer, Staatssekretär des Auswärtigen Amtes, und Berlins Regierenden Bürgermeister Michael Müller begrüßten die Gäste der Feier. Mit einer Variation von deutschen, litauischen, ukrainischen, polnischen und lettischen Komponisten begleitete der staatliche Chor Latvija mit Dirigent Māris Sirmais die Zeremonie. Im Weiteren trug sich Bērziņš in das goldene Buch der Stadt Berlin ein. Ein Miniatur-Lettland in Berlin Auf der Messe konnten sich die lettischen Beteiligten währenddessen über ein großes Interesse der Besucher freuen. Kaum waren die Türen der Ausstellung geöffnet, bestand bis zum letzten Tag ein nicht abschwächender Andrang auf den Stand. Das lettische Landwirtschaftsministerium freute sich über die vielen positiven Rückmeldungen der Messebesucher aus Berlin und der Welt, die die große Auswahl an Produkten und das Konzept des Standes priesen. Die lettische Ausstellungsfläche von 630 Quadratmetern wurde in Themenblöcke eingeteilt. Feierlich wird das Band zur LettlandHalle durchschnitten.

Zehn Tage, 26 Hallenkomplexe, mehr als 1.600 Aussteller aus 68 Ländern, 300 Konferenzen, Tagungen und Seminare sowie über 415.000 Fachund Privatbesucher. Die Internationale Grüne Woche (IGW) ist die internationale Leitmesse für Ernährung, Landwirtschaft und Gartenbau. Mit rund 130.000 Quadratmetern Hallenfläche präsentierte die Messe in diesem Jahr auch die größte Leistungsschau in ihrer Geschichte. Vom 16. bis 25. Januar 2015 öffnete die Grüne Woche bereits zum 80. Mal ihre Pforten.

MESSEN konzentrierten sich die handwerkliche Produzenten, die den Besuchern auch die Möglichkeit boten selbst Hand anzulegen: Leinenweben, Weidenflechten und Löffelschnitzen durften probiert werden und begeisterten Klein und Groß. In der Sektion „Gastronomie“ bewirtete das Lido die Besucher mit lettischer Hausmannskost. Am „Tourismusstand“ bot „Latvijas Pasts“ einen besonderen Dienst an: Besucher konnten Postkarten schreiben, die nach der Ausstellung nach Lettland mitgenommen wurden, um von dort aus an den Adressaten verschickt zu werden. Im „Empfangshaus“ fanden die offiziellen Treffen mit Ministern und anderen Ehrengästen statt. Die Abteilungen „Garten und Imkerei“ sowie „Fischerei“ dienten der Präsentation und dem Verkauf von Gartenbau-, Imkerei- und Fischereiprodukten. Der „Wald“ bot eine Plattform für die Präsentation des lettischen Forsts, seinen Produkten und seiner Bedeutung in der lettischen Gesellschaft. So erlaubte die Internationale Grüne Woche einen Vorgeschmack auf alles, was Lettland so unverwechselbar macht: von den Milchprodukten über Roggenbrot, Honig, Obst und Gemüse bis zu Fleisch, Fisch und Bier. Die Folkloregruppe Rikši, die traditionelle Latgale Musik aufleben lässt, begleitete die Ausstellung mit täglichen Auftritten. Ferner haben zwei lettische Mitglieder der Deutsch-Baltischen Handelskammer Estland, Lettland, Litauen (AHK Baltische Staaten) die Plattform der Grünen Woche genutzt, um ihre Produkte zu vermarkten und Geschäftspartner zu suchen: Die Fluggesellschaft Air Baltic AS informierte über die Flugverbindungen nach und von Riga und Lebensmittelhersteller Smiltenes Piens AS präsentierte seine unterschiedlichen Milchprodukte. Die AHK Baltische Staaten als Vertreter des Messe Berlin in Lettland und Estland wirkte im Vorfeld und vor Ort in Hintergrund aktiv mit als Kontaktvermittlung zu Ausstellern und Handelsagenten, Unterstützerin bei praktischen Aufgaben und als Informationsquelle zum deutschen Markt. Dabei waren insbesondere auch die Erfahrungen Estlands, das 2014 Partnerland war, sehr hilfreich.

Mehr als 200 Spitzenpolitiker aus dem In- und Ausland statteten der Grünen Woche in diesem Jahr mit ihren Delegationen einen Besuch ab. Hochrangige Repräsentanten aller im deutschen Bundestag vertretenen Parteien informierten sich auf der Grünen Woche. Mit H.R.H. Maha Chakri Sirindhorn, Prinzessin des Königreichs Thailand, gab es erstmals einen royalen Rundgang auf der Grünen Woche. Neben Berlins Regierendem Bürgermeister Michael Müller besuchten auch viele Ministerpräsidenten der deutschen Bundesländer die Beteiligungen ihrer Bundesländer. Joachim Rukwied, Präsident des Deutschen Bauernverbandes, und Dr. Wolfgang Ingold, Vorsitzender der Bundesvereinigung der Deutschen Ernährungsindustrie, repräsentierten die ideellen Träger der Grünen Woche. Hinter der Organisation und Durchführung der Partnerschaft Lettlands standen die Organisatoren des Lettischen Landwirtschaftsministeriums, des Lettischen Zentrums für Landwirtschaftsberatung und Ausbildung und des Staatlichen Instituts für die Agrarwirtschaft Lettlands. Das Konzept des Gemeinschaftsstands betreute die Stiftung Fonds für die landwirtschaftliche Entwicklung Lettlands, mit Rihards Krastiņš als Vorstandsvorsitzenden und Ilze Vārpiņa als Projektverantwortliche.

Start der „Baltischen Kulinarischen Routen“Initiative Die Lettland-Halle bot während der Woche auch Raum für die Präsentation der Initiative „Baltic Culinary Routes“. Ziel der Initiative ist es, Konsumenten mit den reichen kulinarischen Traditionen und Produkten des Ostseeraums vertraut zu machen. International Green Week partners with Latvia

Exhibition celebrates its 80th anniversary and “takes its time” For ten days every year, the International Green Week (IGW) in the city of Berlin serves as the world’s largest platform for the agricultural and food industries. Latvia, the IGW’s partner country in January 2015, excelled at the exhibition with its largest-ever presence, entitled “Take your time”. It goes without saying that the German-Baltic Chamber of Commerce (AHK), which has been an official representative of host Messe Berlin in Latvia and Estonia for many years now, once again had an active hand in proceedings./ Annika Bostelmann and Maija Pāvila

Latvia, this year’s partner country, was also celebrating a mini-anniversary of its own, as Latvian exhibitors were showcasing their products at the IGW for the 20th occasion. Working together with over 100 companies – the largest foreign delegation this year – Latvia made quite an impression. The Baltic country had already attracted attention even before the exhibition had got under way: in December, the organisers created a truly special legacy by planting a Latvian oak tree in the Summer Garden on the event site in Berlin together with representatives of the exhibition company and in the presence of Latvia’s ambassador to Germany. The tree measured over two metres high and came from Latvia’s state forests. Even the topsoil had been brought along specially from Latvia. The partner country was also responsible for the supporting programme of cultural events and the reception following the opening ceremony on 15 January. Entertainer Gundars Āboliņš hosted the show, which was produced by Mirdza Zīvere and staged in the CityCube Berlin. The cultural programme was enjoyed by some 3,500 honoured guests, including European Commission members Phil Hogan, Commissioner for Agriculture and Rural Development, and Vytenis Andriukaitis, Commissioner for Health and Food Safety. German Chancellor Angela Merkel also attended the opening ceremony and the adjacent Latvian reception. The evening’s musical accompaniment was provided by a cappella group Framest and folk group the Latvian Etno Band, while the Daiļrade ensemble put on a

spectacular demonstration of traditional Latvian dancing. The buffet of traditional Latvian food came courtesy of the country’s Lido chain of restaurants. Speaking entirely in German, Latvian President Andris Bērziņš invited the honoured guests in his welcome speech to come and experience Latvia at the International Green Week. Above all, he stressed the importance of the country’s forests: “Latvia is one of the greenest countries in the world and the fourth most heavily forested country in Europe. People used to sail the seas in ships built from Latvian wood, so the whole world learnt of our pine trees. Nowadays, the world has also been introduced to the Latvian birch, which is used both in modern constructions such as aircraft, cars and tankers as well as in traditional building material and furniture. Many generations of Latvians grew up with a wooden rocking horse, a product that is known well beyond our own borders.” Surrounded by the EU’s political elite, President Bērziņš took the opportunity to officially open the Latvian presidency of the Council of the European Union on 16 January in Berlin’s Rotes Rathaus, emphasising in his speech the strength of German-Latvian relations as an example of an excellent partnership. David Gill, head of the Office of the Federal President, Markus Ederer, State Secretary of the Foreign Office, and mayor of Berlin Michael Müller also welcomed the guests to the ceremony. Musical accompaniment was provided by Latvia’s State Choir “Latvija” under Māris Sirmais with a programme featuring German, Lithuanian, Ukrainian, Polish and Latvian composers. Bērziņš also signed the “Golden Book”, the city of Berlin’s official guestbook. A miniature Latvia in Berlin At the exhibition, meanwhile, the Latvian exhibitors were attracting great interest from visitors. From the beginning of the exhibition right through to the very last day, people flocked to the stand. Latvia’s Ministry of Agriculture was delighted with all the positive feedback it received from visitors from Berlin and across the world, who praised the large selection of produce and the idea behind the stand.

Ten days, 26 halls, over 1,600 exhibitors from 68 countries, 300 conferences, seminars and meetings and more than 415,000 visitors from the industry and the general public. The International Green Week (IGW) is the major international trade show for nutrition, agriculture and horticulture. Over some 130,000 square metres of hall space, this year’s exhibition was also the largest in the event’s history. The IGW opened its doors for an impressive 80th time between 16 and 25 January 2015.

TRADE FAIRS The Latvian exhibition space covered 630 square metres and was divided into themed areas. The “Meadow” hosted presentations, tastings and stalls selling cereal, meat and dairy products. Craftsmen were based in the “Handicrafts” section, where they offered visitors a chance to try their hand at linen or willow weaving and spoon carving, much to the delight of young and old alike. The Lido restaurant served home-made Latvian fare to visitors in the “Food and Drink” area. “Latvijas Pasts” provided a rather unusual service at the “tourism stand”: visitors could write postcards, which would be taken back to Latvia after the exhibition and sent on to their recipients from there. The “Reception Hall” hosted the official meetings with ministers and other guests of honour. The “Gardening and Beekeeping” and “Fisheries” sections were given over to showcasing and selling horticultural, apicultural and fishery produce, while the “Wood” area offered a platform for presenting Latvia’s forest, its produce and its significance in Latvian society. The International Green Week thus provided a taster of everything that makes Latvia so unique: from its dairy produce, rye bread and honey through to its fruit, vegetables, meat, fish and beer. The folk group Rikši, which is promoting the revival of traditional Latgalian music, accompanied the exhibition with daily performances.

Two Latvian members of the German-Baltic Chamber of Commerce in Estonia, Latvia, Lituania (AHK Baltic States) also used the platform offered by the IGW to market their products and look for new business partners. Airline Air Baltic AS provided information on flights to and from Riga, while food manufacturer Smiltenes Piens AS showcased its range of milk products. As a representative of Messe Berlin in Latvia and Estonia, the AHK Baltic States was actively involved behind the scenes in the run-up to the event and on site providing introductions to exhibitors and sales agents, helping with practical tasks and sharing information on the German market. The experiences of Estonia, the partner country in 2014, proved particularly helpful in this regard.

Among them also came along high-ranking representatives from all the political parties in the German Parliament to gather information. The International Green Week also welcomed its first-ever royalty in the shape of H.R.H. Maha Chakri Sirindhorn, the Princess of the Kingdom of Thailand. Alongside mayor of Berlin Michael Müller, many ministers-president of Germany’s federal states also visited their respective state’s stand. Joachim Rukwied, President of the German Farmers’ Union, and Dr Wolfgang Ingold, Chairman of the Federation of German Food and Drink Industries, represented the Green Week’s non-commercial sponsors. Latvia’s partnership was organised and implemented by organisers from the Latvian Ministry of Agriculture, the Latvian Agricultural Consulting and Educational Support Centre and the Latvian State Institute of Agrarian Economics. The Fund for Development of Latvia’s Agriculture under board chairman Rihards Krastiņš and project manager Ilze Vārpiņa was responsible for the idea behind the joint stand.

Die Deutsch-Baltische Handelskammer organisiert zusammen mit Bayern International, die Investitions- und Entwicklungsagentur des Bundeslandes Bayern, und der Industrie- und Handelskammer Akademie München und Oberbayern vom 13 bis 17. April 2015 eine Unternehmerreise nach Bayern. Eingeladen sind estnische, lettische und litauische Unternehmer und Vertreter der zuständigen Institutionen bzw. Organisationen. Das Thema der Reise: „Kommunale und industrielle Abwasserentsorgung”. Das Programm der Reise beinhaltet Unternehmensbesuche, Produktpräsentationen, Fachvorträge sowie Besuche einer Kläranlage und des Bayerischen Staatsministeriums für Wirtschaft und Medien, Energie und Technologie. Auf einer Hausmesse (Matchmaking-Event) werden sich bayerische Unternehmen präsentieren, die eine Zusammenarbeit mit baltischen Partnern anstreben.

In cooperation with Bayern International, the investment and development agency of the Bavarian Federal State, and the Chamber of Commerce Academy Munich and Upper Bavaria, the German-Baltic Chamber organises a Baltic experts’ delegation to Bavaria from 13 to 17 April 2015. Invited are Estonian, Latvian and Lithuanian entrepreneurs and representatives of for sewage responsible institutions or organizations. The delegation’s topic will be “communal and industrial sewage management”. The programme will include company visits, product presentations, lectures by experts as well as a visit to a sewage treatment plant and to the Bavarian Ministry of Economic Affairs and Media, Energy and Technology. An in-house exhibition will offer room for the presentation of Bavarian companies, which aspire to cooperate with Baltic business partners.

Danpower legt Grundsteine für zwei neue Biomasseheizwerke in Litauen

Danpower starts construction on two new biomass heating plants in Lithuania

Am 10. Dezember 2014 fand in Vilnius bereits die zweite Grundsteinlegung für ein neues Biomasseheizwerk der Danpower Baltic UAB statt. Damit beweist das junge Unternehmen – ein Joint Venture zwischen der deutschen Danpower GmbH und der litauischen Geco Investicijos UAB – Unternehmergeist. Denn erst zwei Monate davor feierte Danpower den Baustart eines gleichen Biomasseheizwerks in Kaunas. Als regenerativer Brennstoff werden naturbelassene Holzhackschnitzel eingesetzt. Die erzeugte Wärme und Elektrizität aus den Anlagen sollen in die Fernwärme- und Stromnetze der beiden Großstädte eingespeist werden. Zu beiden Grundsteinlegungen war neben den Vertretern der deutschen Investoren auch Hannovers Oberbürgermeister Stefan Schostok angereist Die DanpowerGruppe ist seit Beginn des Jahres PremiumMitglied der AHK.

On 10 December 2014 in Vilnius, it was already the second foundation stone of a new biomass heating plant laid by Danpower Baltic UAB. This young company – a joint venture between the German Danpower GmbH and the Lithuanian Geco Investicijos UAB – has demonstrated true entrepreneurial spirit, as just two months earlier it had celebrated the start of construction work on an identical biomass heating plant in Kaunas. Using natural woodchips as renewable fuel, the plants will feed the heat and electricity they generate into the district heating and power grids of both cities. Both foundation stone ceremonies were accompanied by representatives of the German investors as well as Hanover’s chief mayor Stefan Schostok. The Danpower Group has been a premium member of the German-Baltic Chamber since the start of the year.

Danske Bank plant die Gründung eines IT Service Zentrums in Vilnius, das die Danske Group IT Lietuva (DGITL) unterstützen soll. Die Leitung des neuen Zentrums übernimmt Giedrius Dzekunskas, der zuvor das Barclays Technologiezentrum in Litauen geleitet hat. Dzekunskas sieht die Standortwahl des dänischen Finanzdienstleisters als Bekenntnis an die litauische Wirtschaft und einer hohen Anerkennung der litauischen ITFachwelt. Das DGITL-Zentrum in Vilnius soll die ITZentren unterstützen, die Danske Bank bereits in Dänemark und Indien aufgebaut hat, und ITLösungen entwickeln, die zur Wettbewerbsfähigkeit des Unternehmens in der Welt des elektronischen Bankings beitragen sollen.

Danske Bank is planning to establish an IT service centre in Vilnius to support Danske Group IT Lietuva (DGITL). The new centre will be headed up by Giedrius Dzekunskas, the former manager of the Barclays technology centre in Lithuania. Dzekunskas sees the Danish financial service provider’s choice of location as a vote of confidence for the Lithuanian economy and a ringing endorsement of Lithuanian IT specialists. The DGITL centre in Vilnius will support the IT centres already established by Danske Bank in Denmark and India, as well as developing IT solutions aimed at boosting the company’s competitiveness in electronic banking.

Raidla Lejins & Norcous konnte sich 2014 in Litauen durchsetzen und führt hier die Rangliste an. Die Anwaltskanzlei beriet im letzten Jahr zehn großangelegte lokale Transaktionen, die je einen Wert von fünf Millionen Euro überschritten. Der Gesamtwert der beratenen Deals betrug mehr als 352 Millionen Euro. Die Mergermarket-Liste richtet sich nach der Anzahl der beratenen M&A-Transaktionen.

The mergers and acquisitions (M&A) market research directory Mergermarket produces annual rankings of the law firms active in this field. Raidla Lejins & Norcous dominated in Lithuania in 2014, topping the rankings. Last year, the law firm acted as adviser for ten large-scale local transactions, each exceeding EUR 5 million in value. The total value of adviser-led deals exceeded EUR 352 million. The Mergermarket list is based on the number of adviser-led M&A transactions.

Neuer Siemens MRT-Scanner für Klinikum in Tallinn

New Siemens MRT Scanner for Tallinn clinic

In einer gemeinsamen Feier wurde vom „North Estonia Medical Centre“ in Tallinn und der Siemens-Filiale in Estland in der radiologischen Abteilung des Krankenhauses am 12. Februar 2015 ein neuer hochmoderner MRT-Scanner aus der Produktion des deutschen Weltkonzerns in Betrieb genommen. Neben den verantwortlichen Ärzten des Krankhauses, Vertretern von Siemens sowie mehrerer Fachverbände und Partner des Klinikums waren auch der deutsche Botschafter, Christian Matthias Schlaga und AHK-Geschäftsführerin Maren Diale-Schellschmidt zu der Einweihung gekommen. Mit dem neuen MRTScanner erweitert das Klinikum seine Kapazität in diesem Bereich signifikant und verringert so die Wartezeiten der Patienten deutlich. Botschafter Schlaga würdigte die gute Nutzung der verfügbaren EU-Strukturfonds für die ständige Verbesserung der Behandlungsangebote des estnischen Klinikums. Die Anschaffung von so hochwertiger Ausrüstung „made in Germany“ sei ein gutes Beispiel der deutsch-estnischen Zusammenarbeit sowohl im wirtschaftlichen als auch im wissenschaftlichen Bereich. Siemens-Geschäftsführer Ats Alupere betonte, dass diese Investition Teil der hervorragenden langfristigen Kooperation mit dem Klinikum ist, auf die Siemens stolz sei.

In a joint ceremony the „North Estonia Medical Centre“ in Tallinn and the Estonian Siemens branch celebrated the starting of operation of a new modern MRT Scanner manufactured by the German global cooperation at the radiological department of the clinic on 12 February 2015. Besides the doctors in charge from the clinic, representatives of Siemens, and several partner associations and institutions, the German Ambassador, Christian Matthias Schlaga, and AHK CEO Maren Diale-Schellschmidt also attended the event. With this new MRT Scanner the clinic is increasing its treatment capacities in this field significantly thus noticeably shortening future waiting list. In his speech, Ambassador Schlaga recognised the good usage of available EU Structural Funds for the continuous improvement of the treatments offered by this Estonian clinic. The purchase of such high quality medical equipment “made in Germany” is a good example of the existing economic, but also scientific cooperation between Estonia and Germany. Ats Alupere, head of the Siemens branch in Estonia, stressed that this new investment is just one part of the excellent long-time cooperation with the clinic, in which Siemens takes a lot of pride.

Die Ausschreibungen für die diesjährigen Preise der Deutschen Wirtschaft in Estland, Lettland und Litauen haben begonnen. Motto 2015 ist: „Erfolg durch Neue Märkte“.

Starting now, entries are called for in Estonia, Latvia and Lithuania for this year's German Business Awards. The theme for 2015: "Success via New Markets".

Für einen nachhaltigen Geschäftserfolg ist die Erschließung immer neuer Märkte für jedes Unternehmen besonders wichtig. Neue Märkte können dabei zum einen geographisch verstanden werden, also der Eintritt in neue Absatzländer beziehungsweise neue Regionen auf den Weltmärkten, durchgeführt auf Grundlage erfolgreicher Markteintrittsstrategien, mit den richtigen Partnern und konkurrenzfähigen Produkten. Zum anderen kann dies aber auch die signifikante Ausweitung oder Verbesserung des Produktportfolios auf weitere die Absatzmärkte ausweitende, Produkte beziehungsweise Dienstleistungen sein, durch die sich ein Unternehmen neue „interne“ Märkte erschließt. Gerade im Umfeld der aktuellen, für die der baltischen Staaten besonders herausfordernden politischen und wirtschaftlichen Situation sind für die lokalen Unternehmen neue und diversifizierte Märkte besonders wichtig, die Einbrüche im Geschäft mit dem historisch starken Nachbarmarkt Russland ausgleichen.

Opening up new markets is a particularly important way for any business to ensure sustained economic success. On the one hand, new markets can be defined geographically, thus involving entry into new sales markets or new regions on global markets, carried out on the basis of successful market entry strategies, with the right partners and competitive products. On the other, it can also mean the significant expansion or improvement of the product portfolio by adding products or services to further expand the sales markets, based on which a company opens up new "internal" markets. In light of the current political and economic situation, which is particularly challenging for the Baltic States, entering new and diversified markets, to offset the collapse in business with the traditionally strong neighbouring Russian market, is now especially important for local companies.

Die Deutsch-Baltische Handelskammer in Estland, Lettland, Litauen (AHK Baltische Staaten) will mit den Preisen estnische, lettische und litauische Unternehmen würdigen, die den Eintritt in vorher nicht erschlossen Absatz- beziehungsweise Partnermärkte erfolgreich gemeistert haben und mit ihrer Leistung Impulse setzen. Mit dem Preis werden unternehmerisches und weitsichtiges Denken bezüglich der Chancen auf den internationalen Märkten und die Umsetzung entsprechender moderner und nachhaltiger Strategien dieser Unternehmen und der hinter ihnen stehenden Personen ausgezeichnet. Neben wirtschaftlichen Aspekten werden auch die Umwelt- und Sozialverträglichkeit der Maßnahmen betrachtet. Bestehende Geschäftsbeziehungen mit oder eine angestrebte Aktivität in Richtung Deutschland sind vorteilhaft. Die Jury ist mit Persönlichkeiten aus Wirtschaft und Politik besetzt. Die Auszeichnung umfasst ein Preisgeld von 5.000 Euro für den Sieger – zu nutzen für eine Aktivität zur nachhaltigen Erschließung neuer Märkte, bevorzugt in Richtung Deutschland. Zusätzlich werden in jedem Land der Preisträger und die weiteren Finalisten öffentlichkeitswirksam im Rahmen und Vorfeld der feierlichen Preisverleihung vorgestellt und erhalten zudem eine einjährige kostenfreie Mitgliedschaft in der AHK. ab

Successful Conference on work-based learning On 26 November 2014, the German-Baltic Chamber of Commerce (AHK) held a LatvianGerman conference on “Work-based learning: Latvia’s path towards dual vocational training” in Riga as part of the VETnet vocational education project. The 140 participants from companies, vocational schools, ministries, associations, and trade unions were a clear indication of the booming interest in information and best practice examples of how to implement a dual and thus more work-based vocation training in direct cooperation with the respective companies.

Ein besonderer Fokus lag auf den lettischen Pilotinitiativen. Staatssekretärin Sanda Liepiņa aus dem lettischen Bildungsministerium verwies in ihrer Rede auf die Fortschritte innerhalb nur eines Jahres seit Start der „Piloten“ und zeigte die weiteren Schritte und Perspektiven der Initiative auf. Für den Beginn des zweiten Pilotjahres im September 2014 konnten bereits etwa 180 Unternehmen, 22 Berufsschulen und rund 500 Auszubildende für das work-based learning gewonnen werden. Andrea Wiktorin, Botschafterin der Bundesrepublik Deutschland in Lettland, freute sich in ihrem Grußwort, dass die jahrelangen und nachhaltigen Bemühungen der Partner in Lettland und in Deutschland, ein duales Ausbildungsmodell einzuführen, nun diese Erfolge zeigten.

A special focus of the conference was put on the success of the Latvian pilot initiatives. State Secretary Sanda Liepiņa of the Latvian Ministry of Education highlighted the progress made within a little more than a year since the first “pilots” took off and pointed out to the potential outlook of this initiative. According to her report, by the start of the second year in September 2014, some 180 companies, 22 vocational schools and around 500 trainees had already joined the inititive. Andrea Wiktorin, German Ambassador to Latvia, expressed her joy about the fact that the continuous efforts the partners in Latvia and Germany had been making for years towards establishing a dual vocational training model are now showing the first successes.

Über dessen Erfolge, insbesondere zum im August gegründeten Netzwerk Duale Berufsausbildung informierte Maren Diale-Schellschmidt, Geschäftsführerin der AHK: „Das Projekt VETnet hat alle Partner der

November 2014 veranstaltete die AHK Baltische Staaten im Rahmen des Berufsbildungsprojektes VETnet in Riga eine lettisch-deutsche Konferenz zum Thema „Work-based learning: Der Weg Lettlands zur dualen Berufsausbildung“. Die rund 140 Teilnehmer aus Unternehmen, Berufsschulen, Ministerien, Verbänden und Gewerkschaften waren das Spiegelbild des enorm gestiegenen Interesses an Informationen und an guten Umsetzungsbeispielen einer dualen und damit praxisnäheren Berufsausbildung in direkter Zusammenarbeit mit den Unternehmen.

Einen anschaulichen Erfahrungsbericht zu den ersten Erfahrungen mit der dualen Berufsausbildung nach deutschem Vorbild in Unternehmen und Berufsschulen in der Slowakei steuerte Željka Šenkovič, Projektmanagerin VETnet im großen Plenum bei. Mit besonderem Interesse verfolgt wurden die Vorstellungen von vier beispielhaften, bereits erfolgreich laufenden Ausbildungsprojekten (siehe folgender Absatz). Den Abschluss der Konferenz bildeten dann zwei Workshops, in denen die Teilnehmer zu den Themen „Berufsorientierung und Marketing“ sowie „Schulung der Ausbilder“ unter Leitung von deutschen und lettischen Experten diskutierten.

Latvia – the ongoing and open dialogue between all stakeholders within the network contributes a lot to the further success of the Latvian initiatives in the field of work-based learning.” A marketing strategy, which the network has jointly developed, will be playing a major role in the future activities of VETnet. Željka Šenkovič, VETnet Project Manager at the German Chamber in Slovakia, also member of the VETnet family worldwide, contributed to the plenum with a vivid presentation on the first experiences they made with the implementation of a dual vocational training based on the German model in the companies and schools in her home country. Special attention was given by the audience to the presentation on four exemplary work-based learning initiatives which are already successfully implemented (details see next paragraph). In the afternoon the conference was concluded with two parallel workshops - each jointly led by German and Latvian experts. Here the participants had the opportunity to discuss the topics of „career guidance and marketing“ and ”train the trainer” in vocational education

Dass work-based learning ein Gemeinschaftswerk ist, bestätigen auch die ersten Erfolgsgeschichten in Lettland. Auszubildende des Lettischen Staatlichen Fernsehens und der Rigaer Handwerksschule haben sich für das Projekt VETnet auf den Weg gemacht und in beispielhaften Unternehmen die Auszubildenden, Personalverantwortlichen sowie Lehrer der Berufsschulen nach ihren Erfahrungen mit der neuen Ausbildungsform befragt und an ihren Arbeitsplätzen gefilmt. Die vier Beispiele wurden auf der Berufsbildungskongress erstmals vorgeführt – alle Ausbilder und auch einige der Auszubildenden, die mitgewirkt hatten, waren auf der Konferenz bei der „Vorpremiere“ zugegen und berichteten auch persönlich von ihren Erfahrungen. „Es ist eine WinWin-Situation für alle Seiten“, so Janīna Blūma von Livonia Print SIA. Ihre Auszubildenden sowie die der Unternehmen Hanzas elektronika SIA in Ogre, Valmieras stikla šķiedra AS in Valmiera und Bucher Municipal SIA in Ventspils sind beste Beispiele dafür. Auch die Geschäftsführer, Ausbilder und Lehrer lobten die so gut ausgebildeten Fachkräfte, die teilweise nach ihrer Ausbildung in Festanstellung ohne weitere Einarbeitungszeit übernommen werden. That work-based learning is truly a joint goal and venture has been confirmed by initial success stories in Latvia. Trainees at the Latvian state television and the Riga School of Arts and Crafts went out for the VETnet project, visiting best practice companies and asking the apprentices, HR managers as well as teachers at the vocational schools about their experiences with this new type of vocational training and filmed them right at their workplaces. The four examples were screened at the Conference in November – all companies, most even with their trainees, were there for the “preview” and also personally reported on their experiences. “It’s a win-win situation for everyone,” says Janīna Blūma of Livonia Print SIA. Her trainees, as well as those from Hanzas Elektronika SIA in Ogre, Valmieras stikla šķiedra AS in Valmiera and Bucher Municipal SIA in Ventspils are best examples that the system works. Managers, mentors and teachers involved in these pilot initiatives all praised the skilled and motivated workers, many of which are staying in their companies after completing the training. Da derzeit in Lettland kaum entsprechende Schulungen und Lehrgänge existieren, werden als erste Grundlage für kommende Kurse aktuell die deutschen Schulungsunterlagen „Train the Trainer-International“ (ADA) ins Lettische übersetzt. Auf dieser Basis können dann an die lokalen Erfordernisse angepasste Lehrgänge und Arbeitsmaterialien konzipiert werden. Um allen Partnern realistisch darstellen zu können, wie eine derartige Schulung in Deutschland abläuft, hat Projektmitarbeiterin Diāna Krastiņa im Dezember 2014 an einem Kurs an der IHK Berlin teilgenommen – und Anfang Februar 2015 erfolgreich die Prüfung (theoretisch und praktisch) bestanden. Sie ist damit quasi eine lettische Vorreiterin, der in den kommenden Jahren hoffentlich viele weitere folgen werden.

As a first foundation for future courses, the German language study materials for „Train the Trainer-International” (ADA) are presently being translated into Latvian. Then trainings and study materials specially fitting the local needs can be developed. In order to enable herself to best communicate from own experience how such a training is being done in Germany, project team specialist Diāna Krastiņa has participated in such a training at the Berlin Chamber of Commerce in December – in February she passed the following exam (consisting of both theoretical and practical parts). She thus has become a kind of trailblazer and hopefully soon many others in Latvia will be able to follow her on that path - based on local courses and exams.

Das aktiv in das VETnet-Projekt sowie die politischen Konsultationen eingebundene BIBB aus Bonn plant ergänzend für das spätere Frühjahr eine Studienreise nach Deutschland zu dem Themenkomplex vor – zudem nimmt, ebenfalls im Frühjahr, eine Arbeitsgruppe aus lettischen und deutschen Experten zur Vorbereitung entsprechender Schulungsangebote die Arbeit auf.

The German institute „BIBB“; being actively involved both in the VETnet activities and in political consultations, is planning to organise a study visit to Germany focussing on the topic of training the trainers. Also in the course of spring, a working group made up of Latvian and German experts will start its work on developing special such training options for Latvia.

Doch das ist längst nicht alles, was im Rahmen des Projektes derzeit in Lettland angestoßen bzw. fortlaufend begleitet wird. Im Januar nahm Diāna Krastiņa an einem regionalen AHK-Erfahrungsaustausch zum Thema Berufsbildung in den MOEStaaten in Bratislava teil.

But this is by far not everything which is presently being initiated and supported in Latvia in the context of the VETnet project. In January, Diāna Krastiņa took part in a regional exchange of experiences in the field of dual vocational education amongst AHK representatives from in CEE which was held in Bratislava.

Eine Broschüre zur dualen Ausbildung in Lettland ist in Vorbereitung und gemeinsam mit den Netzwerkpartnern wird die AHK auf der Bildungsmesse „Skola 2015“ Präsenz zeigen und für die duale Berufsausbildung werben. Dazu werden bewusst auch in den Regionen Gespräche zu Kooperationsmöglichkeiten geführt und vor Ort die Vorteile der dualen Berufsausbildung vorgestellt. Ein Beispiel ist hier die metallverarbeitende Industrie. Denn hier ist der Fachkräftebedarf besonders hoch und es besteht aufgrund der modernen Technologien ein hoher Weiterbildungsbedarf, aber auch besonders gute Karrierechancen für junge Menschen mit einer entsprechenden Ausbildung in Lettland.

A brochure on the concept of dual vocational training in Latvia is in preparation, and the AHK and its network partners will be present at the education trade fair „Skola 2015“ in Riga in late February to market the work based learning initiatives. The team makes presentations on workbased learning using aspects of the German model. One example here is the metalworking industry, because here the shortage of skilled workers is particularly high and the modern technology in use requires a constant professional training. However, this also entails particularly good career options for young people, who received the corresponding education in Latvia.

Und die von der AHK initiierte Fachgruppe zur Erarbeitung eines neuen, besonderen Ausbildungsprofils für Speditionsmitarbeiter – bestehend aus Unternehmensvertretern, dem lettischen staatlichen Institut für Bildungsinhalte (VISC), Schulen und Fachberatern sowie und der AHK, ist auf einem guten Weg, sein Ziel der Etablierung erster Ausbildungsklassen zum Schuljahresbeginn im September 2015 zu erreichen.

Last not least, a working group on developing a curriculum for freight forwarding specialists initiated by the AHK is hard at work. The group includes representatives from logistic companies, vocational school, the Latvia National Centre for Education (VISC), training consultants and the AHK and is making good progress towards its goal of starting the first classes with the new school year in September 2015.

Die Geschäftsreisen der Deutsch-Baltischen Handelskammer Estland, Lettland, Litauen (AHK Baltische Staaten) des letzten Jahres führten in vielen Fällen zu einer verstärkten Zusammenarbeit und konkreten Geschäftsaufträgen. Aufgrund dieser Erfolge organisiert die AHK auch 2015 Projekte für die Exportinitiativen Erneuerbare Energien und Energieeffizienz, gefördert vom Bundesministerium für Wirtschaft und Energie (BMWi).

The trade missions undertaken over the past year by the German-Baltic Chamber of Commerce in Estonia, Latvia and Lithuania (AHK Baltic States) brought a number of results in terms of better cooperation and actual orders. Building on this success, the AHK is organising several projects again this year for export initiatives relating to renewable energy and energy efficiency. Both initiatives are sponsored by the Federal Ministry for Economic Affairs and Energy (BMWi).

Erneuerbare Energien in der Industrie Vom 27. bis 30. April 2015 lädt die AHK Baltische Staaten zunächst deutsche Unternehmer zu einer Geschäftsreise zum Thema „Eigenversorgung mit erneuerbaren Energien in der Industrie“ nach Estland, Lettland und Litauen ein. Die Reise wird durchgeführt im Rahmen der Exportinitiative Erneuerbare Energien des BMWi. Mit individuellen Geschäftsterminen in Vilnius, Riga und Tallinn werden potentielle Geschäftspartner zusammengeführt. Höhepunkt der Reise ist eine eintägige Konferenz in Vilnius am 28. April 2015. Während der Konferenz werden Referenten aus Deutschland und Litauen Fachvorträge zur Branche und relevante Rahmenbedingungen halten – zudem wird den deutschen Teilnehmern die Möglichkeit geboten, ihre Unternehmen zu präsentieren. Interessierte Experten aus der Industrie, staatliche Institutionen sowie Ingenieure und Berater sind eingeladen, an der Fachkonferenz teilzunehmen. Weiterer Schwerpunkt Energieeffizienz Im Rahmen der Exportinitiative Energieeffizienz werden in 2015 sogar zwei Projekte organisiert. Vom 12. bis 16. Oktober 2015 findet eine weitere AHK-Geschäftsreise zum Thema „Energie-effizientes Bauen und Sanieren“ statt. Auch hier werden in Estland, Lettland und Litauen, jeweils individuelle Kooperationsgespräche vereinbart. Eine zentrale Fachkonferenz in Vilnius am 13. Oktober 2015 rundet die Reise ab.

Zudem organisiert die AHK Baltische Staaten im Zeitraum vom 23. bis 26. November 2015 zum Thema „Energieeffizienz in der Industrie” eine Informationsreise für baltische Experten nach Deutschland in Kooperation mit dem Projektpartner energiewaechter aus Berlin. Die Reisen bieten eine kostengünstige Möglichkeit zur Identifizierung und Erschließung neuer Absatzmärkte. Die Exportinitiativen tragen die Kosten für Beratung, Kontaktvermittlung, Unterstützung vor Ort und Organisation. Lediglich die Reisekosten sowie die Ausgaben für Übernachtung und Verpflegung sind von den teilnehmenden Unternehmen selbst zu tragen.

Renewable energies in the industry The AHK Baltic States is inviting German companies on a trade mission to Estonia, Latvia and Lithuania from 27 to 30 April 2015 on the theme of “Self-sufficiency in renewable energy in industry”. This trip is taking place as part of the BMWi’s “Renewable Energies” export initiative. Based on specific business meetings in Vilnius, Riga and Tallinn, potential business partners can be brought together. A further highlight of this trip will be an all-day conference in Vilnius on 28 April 2015, during which specialists from Germany and Lithuania will give lectures on the economic sectors in each country. In addition, the participants will have the opportunity to showcase their companies. Interested experts from industrial companies, public institutions involved in the sector and engineers and advisors are invited to take part in this symposium free of charge. Further focus energy efficiency Two projects are scheduled for 2015 as part of the “Energy Efficiency” export initiative. From 12 to 16 October 2015, another AHK Baltic States trade mission focusing on “Energy- efficient Construction and Redevelopment” will take place. This trip will also include individual business meetings in Estonia, Latvia, and Lithuania. A central symposium in Vilnius is scheduled for 13 October 2015. Furthermore, in cooperation with its project partner energiewaechter the AHK Baltic States is organising a fact-finding mission to Germany from 23 to 26 November 2015 for Baltic experts, the theme of this mission being “Energy Efficiency in Industry”. These trips offer a cost-effective opportunity to identify and open up new markets, with the export initiatives covering the costs for consultation, facilitating contacts, on-site support and organisation. Participating companies only have to cover travel, accommodation and catering expenses.

Baltische Staaten bleiben unter den dynamischsten EU-Märkten

Die Wirtschaft in Estland, Lettland und Litauen wächst trotz des schwierigen internationalen Umfeldes kräftig Estland, Lettland und Litauen zählen auch 2015 zu den dynamischsten Volkswirtschaften in der Eurozone, trotz der ökonomischen und politischen Unsicherheiten in Russland und der schwachen Konjunktur bei wichtigen EU-Handelspartnern. Nach wie vor profitieren alle baltischen Staaten von der erheblichen Verbesserung ihrer internationalen Wettbewerbsfähigkeit im Zuge der Krise um 2009. Zunehmend problematisch sind aber der sich weiter verstärkende Fachkräftemangel und die schnellen Lohnanstiege. / Torsten Pauly

Seit auch Litauen Anfang 2015 den Euro als gesetzliches Zahlungsmittel eingeführt hat, gehören alle drei baltischen Länder der europäischen Währungsunion an. Dies senkt Zinsen und Transaktionskosten, was wichtig ist, da alle drei Staaten äußerst offene Volkswirtschaften sind. Im ersten Dreivierteljahr 2014 hat der Warenexport in Lettland 45%, in Estland 62% und in Litauen 66% des gesamten erwirtschafteten Bruttoinlandsproduktes (BIP) entsprochen. Noch höher waren die Raten beim Import mit 55% in Lettland, 70% in Estland und 71% in Litauen. Ein erheblicher Teil der eingeführten Waren verbleibt aber nicht in den Ländern, sondern geht weiter in andere Staaten. Baltische Staaten beeindrucken mit robuster Konjunktur und soliden Finanzen Innerhalb der Eurozone gehören die drei baltischen Märkte auch 2015 zu den Mitgliedern mit dem höchsten Wachstum und der besten öffentlichen Haushaltslage. Dies hat die EUKommission im November 2014 prognostiziert. So soll der BIP-Anstieg mit Raten von 2,0 (Estland), 2,9

Sowohl die Nettokreditaufnahme als auch die öffentlichen Gesamtverbindlichkeiten liegen vor allem in Estland, aber auch in Lettland und Litauen weit unter den vorgesehenen Raten von 3% sowie 60% des BIP. Keinen geringen Anteil daran haben auch die hohen EU-Fördergelder, welche insbesondere die Investitionsbudgets vor Ort erheblich entlasten. Von 2014 bis 2020 steht für Estland, Lettland und Litauen eine Summe aus Brüssel zur Verfügung, die in allen Ländern jeweils 24% des 2013 erwirtschafteten BIP gleichkommt. Estland, Lettland und Litauen haben Krise als Chance genutzt Vor allem aber sind die robuste Konjunktur und Finanzlage in den baltischen Staaten der starken Verbesserung ihrer internationalen Wettbewerbsfähigkeit zu verdanken. Dem vorausgegangen war eine sehr starke Wirtschaftskrise, in deren Folge das BIP in Litauen 2009 um 14,8%, in Estland 2008 und 2009 um insgesamt 17,6% und in Lettland von 2008 bis 2010 sogar um zusammen 19,3% eingebrochen war.

(Lettland) und 3,1% (Litauen) den Durchschnitt von EU (+1,5) und Euroraum (+1,1%) deutlich übertreffen. Dies erwartet die EU-Kommission. Zudem ist die Konjunktur in den baltischen Staaten robust, denn nicht nur die Investitionen und der Privatkonsum, sondern auch der Export von Waren und Dienstleistungen werden den Prognosen zufolge 2015 zulegen. Diese Dynamik eröffnet auch deutschen Anbietern zusätzliche Geschäftschancen, denn die Importnachfrage zieht in den baltischen Märkten ebenfalls kräftig an. Die drei baltischen Staaten zählen ferner zu den wenigen Euro-Ländern, die nach wie vor die Konvergenzkriterien von Maastricht erfüllen.

Gerade in dieser Zeit haben aber die Wirtschaft und Gesellschaft in allen drei Staaten mit einer beeindruckenden Anpassungsfähigkeit den Grundstein zum seitherigen Aufschwung gelegt. Konsequente private und öffentliche Einsparungen, sinkende Löhne und andere Preisrückgänge haben zusammen mit wieder steigenden Investitionen im Aufschwung dafür gesorgt, dass die Warenausfuhr in Estland zwischen 2010 und 2013 um 97% und in Litauen sogar um 108% gestiegen ist. Auch der lettische Export von Gütern und Dienstleistungen war 2013 um 42% höher als 2010. Somit haben vor allem Estland und Litauen die Krise um 2009 weit besser überwunden als die

Trotz der sehr hohen Einbrüche ist die Wirtschaftsleistung 2014 in Litauen um 0,9 und in Estland um 5,1% höher gewesen als 2008, während sie EU-weit genauso hoch und im Mittel der Eurozone sogar noch um 0,6% niedriger war. In Lettland, das den höchsten Rückgang zu verzeichnen hatte, war der Abstand noch größer, aber auch das baltische Land wächst seit 2011 dynamischer als die meisten EU-Märkte. Unsicherheiten in Russland ziehen alle baltischen Märkte in Mitleidenschaft Auch 2015 bergen die politischen Spannungen um Russland und die dortige Rubel- und Konjunkturschwäche weiterhin erhebliche Gefahren auch für die drei baltischen Länder. Laut einer Studie der Nordea-Bank könnten allein die im August 2014 vom Kreml verhängten Importverbote für EU-Lebensmittel das BIP in Lettland um 0,4, in Estland um 0,5 und in Litauen um 0,8% geringer ausfallen lassen als ohnedem.

Eine anhaltende Wirtschafts- und Währungsschwäche würde sich auch sehr negativ auf den Logistik- und Tourismussektor auswirken. In Lettland und Litauen sind russische Reisende die wichtigsten ausländischen Kunden, und für den estnischen Fremdenverkehr stellen sie nach den inländischen und finnischen Gästen den drittwichtigsten Tourismusmarkt. In allen drei baltischen Ländern ist der Logistiksektor zudem stark vom Transitgeschäft für Russland und andere GUS-Staaten abhängig. The Baltic States remain some of the most dynamic markets in the EU

The economy in Estonia, Latvia and Lithuania is enjoying vigorous growth despite the difficult international environment Estonia, Latvia and Lithuania are set to remain amongst the most dynamic Eurozone economies in 2015, despite economic and political uncertainties in Russia and weak growth in important EU trading partner countries. All the Baltic States continue to benefit from the significant improvement to their international competitiveness in the wake of the 2009 financial crisis. The growing shortage of skilled workers and the rapid wage increases, however, are becoming more and more problematic. / Torsten Pauly With Lithuaniaâ&#x20AC;&#x2122;s adoption of the euro as its legal tender at the start of 2015, all three Baltic States now belong to the European Monetary Union. This reduces both interest rates and transaction costs, which is important, as all three Baltic States are extremely open economies. In the first nine months of 2014, Latvian, Estonian and Lithuanian exports of goods accounted for 45%, 62% and 66% of gross domestic product (GDP), respectively. The figures for imports were even higher, with 55% in Latvia, 70% in Estonia and 71% in Lithuania. A significant proportion of the imports did not, however, remain in the countries, but were sent on to other states.

Both net borrowing and total public liabilities are far lower than the projected rates of 3% and 60% of GDP, most notably in Estonia, but also in Latvia and Lithuania. This is attributable in no small measure to the high level of subsidies from the European Union,, which has a marked effect in terms of reducing the burden on local investment budgets in particular. From 2014 to 2020, Brussels is making a sum of money available to Estonia, Latvia and Lithuania which equates to 24% of GDP earned in each country in 2013.

Within the Eurozone, the Baltic markets are also set to be amongst the members with the highest growth and the best budgetary position in 2015. The European Commission forecast this in November 2014, expecting GDP growth to significantly exceed the EU-average (+1.5%) and the average for the Eurozone (+1.1%), with rates of 2.0% (Estonia), 2.9% (Latvia) and 3.1% (Lithuania).

Above all, however, the robust economic and financial situation in the Baltic States is down to the significant improvement in their international competitiveness. This was preceded by a major economic crisis, which resulted in GDP plummeting by 14.8% in Lithuania in 2009; by a total of 17.6% in Estonia in 2008 and 2009 and by 19.3% in Latvia from 2008 to 2010.

Uncertainty in Russia affects all the Baltic markets In 2015 too, the political tensions surrounding Russia, including the sliding rouble and a weak economy, continue to pose a significant threat to the three Baltic countries. According to a study by Nordea Bank, the import bans on EU food alone, imposed by Russia in August 2014, could reduce

GDP in Latvia, Estonia and Lithuania by 0.4%, 0.5% and 0.8% respectively. Protracted economic and currency weakness would also have a very negative impact on the logistics and tourism sector. Russian travellers are the most important foreign customers in Latvia and Lithuania, and for Estonian tourism they represent the third largest tourist market behind domestic and Finnish guests. The logistics sector in all three Baltic countries is also highly dependent on Russia and other CIS countries for its transit business, and the construction of Russia's major new Ust-Luga port, which, in 2018, will handle around 50 million tonnes more than Hamburg, poses a significant challenge for all other Baltic ports. A lack of skilled workers and rising wages represent the downside of the recovery In the Baltic countries, the robust economic recovery that started in 2010 is also causing a growing shortage of skilled workers, which increasingly restricts expansion opportunities for businesses. This leads to significant wage increases that jeopardise the gains made in terms of international competitiveness during the crisis. This particularly applies to the processing of agricultural and forestry products or the textile industry, where value added is often low, because these activities continue to be important.

Im Vorfeld der estnischen Parlamentswahlen, die am 1. März 2015 anstehen, lud das Foreign Investors Council in Estonia (FICE) am 11. Februar 2015 führende Kandidaten der vier größten Parteien Estlands zu einer Vorwahldebatte ein. Im FICE haben sich die AHK und sechs weitere internationale Kammern in Estland zusammengeschlossen, um wichtige Anliegen gemeinsam zu verfolgen und zu kommunizieren. Auf Grundlage eines zuvor veröffentlichten Grundsatzpapiers wurden vor 100 Vertretern der internationalen Unternehmen vor Ort mit den Politikern neben allgemeinen Wirtschafsthemen vor allem die Themenbereiche Steuern, Ausbildung und Arbeitsmarkt diskutiert. Zu allen drei Bereichen hatten im Vorfeld Arbeitsgruppen aus Unternehmensvertretern Thesen und Forderungen erarbeitet, die in das Positionspapier integriert wurden. Als Leiterin der Arbeitsgruppe „Ausbildung“ positionierte AHK-Geschäftsführerin Maren Diale-Schellschmidt in der Debatte vor allen das Anliegen der Schaffung von Rahmenbedingungen für eine praxisnähere berufliche Ausbildung in enger Kooperation mit den Unternehmen. Die Veranstaltung wurde vom staatlichen estnischen Rundfunk in einem„Livestream“ übertragen. md

In the run-up to Estonia’s parliamentary elections, which are being held on 1 March 2015, the Foreign Investors Council in Estonia (FICE), on 11 February 2015, invited leading candidates of the four major political parties to a pre-election debate. In FICE the AHK and six other international chambers in Estonia are joining forces to pursue and communicate important topics. On the basis of FICE´s policy priority paper published before the event, the event with 100 representatives of the international business community in Estonia provided the opportunity to discuss with the politicians economic issues with special focus on taxation, education and labour. For these three areas, working groups composed of representatives from the international businesses had prepared specific proposals and demands, which were integrated into the policy paper. As chairperson of the working group on education the AHK’s CEO Maren Diale-Schellschmidt used the debate specifically to bring up the need for a suitable framework for a more practically oriented vocational education, which should be in close cooperation with companies. The event was aired via livestream by Estonia’s public broadcasting station ERR. md

Deutscher Frühling in Estland 2015 mit Wirtschaftsbeiträgen

“German Spring” 2015 in Estonia with business events

Im April ist es wieder soweit. Der Schnee schmilzt, die ersten Knospen bilden sich und der „Deutsche Frühling“ (Saksa Kevad) kommt nach Estland. An dem bunten Veranstaltungsprogramm arbeiten alle in Estland tätigen deutschen Organisationen und ihre estnischen Partner gemeinsam, um Deutschland als interessantes, modernes und vielseitiges Land vorzustellen. Die Veranstaltungen reichen von Kultur über Sprache bis hin zu Wirtschaft und Wissenschaft. Veranstaltungszeitraum ist vom 13. April bis 10. Mai 2015.

In April it will be that time again. With the snow melting and the first buds emerging, the "German Spring" (Saksa Kevad) is set to come to Estonia. To compile a colourful event series, all German organisations operating in Estonia are working together with their Estonian partners, aiming to present Germany as an interesting, modern and diverse country. The events range from culture to language through to business and science. The events will take place from 13 April to 10 May 2015.

Und natürlich ist die Deutsch-Baltische Handelskammer (AHK Baltische Staaten) in diesem Jahr auch wieder mit eigenen Veranstaltungen dabei. Am 14. April 2015 organisiert die AHK ein Seminar „Zielmarkt Deutschland“. Ziel des Seminars ist, estnische Unternehmen intensiv über die Potentiale und Erfordernisse für den Einstieg in den deutschen Markt zu informieren, ergänzt durch praktische Tipps und Erfahrungsberichte. Als Highlights folgt dann am 6. Mai 2015 die Verleihung des Preises der Deutschen Wirtschaft in Estland, die in diesem Jahr unter dem Motto „Erfolg durch Neue Märkte“ steht (s. S. 35).

And, of course, the German-Baltic Chamber of Commerce (AHK Baltic States) will take part again this year with its own events. On 14 April 2015, AHK is organising a seminar "Target Market Germany". The aim of the seminar is to provide Estonian companies with in-depth information about the potential and requirements for entering the German market, supported with practical tips and testimonies. This will be followed on 6 May 2015 with another highpoint: the German Business Awards ceremony in Estonia, which, this year, is centred around "Success based on new markets" (see p. 35).
